Much effort went into the TILLS(Teacher's Information Literacy Licensing System) that Education Reform Committee had proposed and Offices of Education operate now. But TILLS is faced with a crisis due to some problem that makes difficulty of working well in process of running. Here we investigate the problem and suggest that is follows. First, we research for the meaning of "Teacher's Information Literacy" for establishing a pertinent estimate standard. Second, we analyse treatises and found some operational problem on that system. Third we suggest a strategy for promotion of that system.

Green cloud computing refers to the green ambient benefits that information technology services delivered over the Internet can offer for the society. The green meaning environment friendly and cloud computing is a traditional symbol for the Internet and a type of service provider. Cloud computing has drastically increased the number of datacenters and the energy consumption of data centers and that has become a critical issue which is extremely important in green ambience. These days the cloud data center needs high energy resources that leads to high operational cost and also maximizes CO2 - carbon footprint that pollutes the ambience which is not to be considered as green ambience. So we need to provide a way that leads us to green ambience. Cloud computing for the green ambience should be designed in a way which will utilize less energy resources and to minimize the CO2 -carbon footprint, known as green cloud. In this paper we discuss various elements of Clouds which contributes to minimize the total energy consumption and the carbon emission so as to enable green ambience through green cloud computing.
The fractional concept consists of various meaning, so that it is difficult to understand in primary school mathematics. In this article, we intend to analyze the cognition of 54 pre-service elementary teachers about the operations of partitioning and iterating that are based on Steffe's fraction schemes. The following fraction problem is used in this analysis: If the bar $\Box$ represent 3/8, then create a bar that is equivalent to 4/3. In our analysis, the 43% of pre-service elementary teachers can be well to treat the operations of partitioning and iteration. The 33% are use the equivalent fractions. But the 19% is not good. From the our analysis, it is important that pre-service elementary teachers must be have experimental(operational) thinking as the science education. And in this study we apply the operations of partitioning and iterating to the fraction activity of textbooks.
The purpose of this study is to develop instructional methods for the formalized algorithm through informal knowledge in teaching division of fractions. The following results have been drawn from this study: First, before students learn formal knowledge about division of fractions, they knowledge or strategies to solve problems such as direct modeling strategies, languages to reason mathematically, and using operational expressions. Second, students could solve problems using informal knowledge which is based on partitioning. But they could not solve problems as the numbers involved in problems became complex. In the beginning, they could not reinvent invert-and-multiply rule only by concrete models. However, with the researcher's guidance, they can understand the meaning of a reciprocal number by using concrete models. Moreover, they had an ability to apply the pattern of solving problems when dividend is 1 into division problems of fractions when dividend is fraction. Third, instructional activities were developed by using the results of the teaching experiment performed in the second research step. They consist of student's worksheets and teachers' guides. In conclusion, formalizing students' informal knowledge can make students understand formal knowledge meaningfully and it has a potential that promote mathematical thinking. The teaching-learning activities developed in this study can be an example to help teachers formalize students' informal knowledge.

"Jeung-Bo-San-Lim-Gyeong-Je" (meaning "Revised Forest Management") has been well recognized as the informative document that introduces scientific knowledge and experiences of Korean ancestors regarding weather and climate. The tradition of Gwan-Cheon-Mang-Gi(i.e., empirical forecasting of short-term weather phenomena based on the status of cloud or sky) has been continuously utilized as a civilian weather forecasting method and even for very short-term weather prediction by operational forecasters these days. This agricultural technology textbook, published during the Great King Youngjo in Chosun-Dynasty, may be regarded as a poorly written document from the modern standpoint. Nonetheless, this study demonstrates that by and large the empirical knowledge contained in the book is indeed science based although their applications are limited to several hours for local forecasts in agricultural practices and daily living. For example, the wisdom of keeping water at an optimum level in a paddy field after sowing to prevent young seedlings from late frost damages was not at all different from the present technique of vinyl covered seedling nursery.

Information about the formation and filling (in 2014 to 2016) of a terminological dictionary on electronics and radioengineering and collective work (in 2017 to 2018) with a data bank "TERMIN" is presented in this article. In purpose of creating an instrument of navigating the modern scientific-technical space a net of terms with set semantic links is described. This set is based on the analysis of terms' definitions (each term is checked for inclusion in the definitions of all other terms; the definitions were borrowed from reputable reference editions: encyclopedias, dictionaries, reference books). The created model of a system that consists of different information sources, in which it (information) is indexed by the terminology of Russian State Rubricator of Scientific and Technical Information rubrics and/or keywords, is described. There is an access for the search in all these sources in the system. Searching inquiries are referred to in the language of these rubrics or formulated by arbitrary terms. The system is to refer to information sources and give out relevant information. In accordance with this model, semantic links of various types, which allow expanding a search at different modalities of query, should be set among data bank terms. Obtained links will have to increase semantic matching, i.e., they can provide actual understanding of the meaning of the information that is being sought.

Many science education research and practices are recently emphasizing the importance of collaborative learning. This study also understands learning in aspects of socio-cultural context, and regarded the creation of meaning in a same-age group as an important learning process. This is most especially true in the premise that the formation of roles in a collaborative learning is important for successful interactive learning. This study aims to find out how roles form in a group. For this purpose, university students participating in a group discussion activity about energy flow and circulation of material were selected as research participants. Discussions among the nine students in one group consisted of cognitive conversations on the topic and operational conversations for preparing a presentation. Video-clips of the discussions were made and transcribed. For the analysis, we developed a framework that includes four interaction functions (cognitive, organizational, meta-cognitive, operational), four action elements (question, simple answer, providing opinion, response to opinion), and two to four intention elements by each action elements. As a result, a total of nine roles were revealed through the interaction function and element; cognitive questioner, operational questioner, simple answerer, operational suggester, organizational commander, operational commander, cognitive explainer, terminator, reflective thinker. These roles are re-classified into seven utterance patterns by the utterance order and object, and they were categorized into three role groups (facilitating interaction, sustaining interaction, finishing interaction). The result means that role formation and function can have influence on learning and interaction. This study is meaningful to the suggestion to collaborative learning including project-based learning, investigation, club activity, and for the re-illumination of the role in an aspect of the interaction.

Simulation is used to reduce a risk involved in the new project and decision-making in an organization and to save cost and time by forecasting different situations. The objectives of this research are to acknowledge the need of simulation through the real life sample and to encourage the use of the simulation method in the future consulting project by continuously making the necessary improvements. This research analyzed the effectiveness of the simulation based on the sample use of simulation method in 1994 and 1997 for the BPR project of certification issuance process at the Supreme Court. In order to evaluate the value of the proposed simulation model, we examined the gap, which existed between the simulation result and the operational data collected by visiting the actual sites where AROS (Automated Registry Office System: automation system developed by LG-EDS Systems) is being utilized. We also identified the causes for the existing gap. According to the analysis result, (1) the gap came from the status change of thinking that the concentration of certification issuance request has eased after the computerization, (2) the gap existed in the operational process because they failed to consider the situational factors of each registry office in the simulation model, and (3) lastly the gap came from the difficulty of formulating the mathematical model for predicting the complex and diverse behavior pattern of individuals requesting the certification issuance. In order to narrow the existing gaps, we made a proposal to improve the certification issuance process where software of certification issuance vending machine was upgraded in order to help the people to use the service conveniently, more part time workers were hared when there was a overload of certification issuance request, and the quality of the certification Issuance vending machine is improved, In this research, we examined an efficient way of resource allocation based on the simulation conducted in 1994 and 1997. By reflecting changes since the simulation of 1994 and allocating the clerk and machine based on the predicted results of the simulation, we maximized the efficiency of the certification issuance process. In conclusion, this research examined the future usability of simulation method based on the analysis result and identified the key issues to consider when using the simulation method in the future consulting project.

In recent years, technology has advanced so much, especially in the developed world, such that its application in development activities may be lagging behind. The lag between technological advances and its application affects agrometeorological science as well. This paper discusses technological advances that may be better used to communicate agrometeorological information. It is important to bear in mind that technological advances are only channels of communication that may be used to speed up the transference of information from the source to the user. The paper begins with a review of the definitions of 'communication' to put the discussion into context. After reviewing several papers, in simple terms, communication can be defined as the sharing of meaning. The paper also looks at operational communications channels and comes to a conclusion that operational communications channels are pretty much universal irrespective of the development level of a country, although some are more easily accessible in some parts of the world than others. The common communications channels include: newspapers, farming papers, radio, television, fax, email, mobile phones (SMS) and Internet web sites. As part of technological advances, mobile phones are becoming increasingly useful all over the world. In order to make better use of this technology, it is important far those that will use this technology to understand how the technology works, not necessarily in detail, but to be able to operate the technology and obtain the data they need. When it comes to constraints, communication of agrometeorological information requires a substantial amount of resources and it is generally expensive especially when sophisticated models must be operated.
Since nursing has come of age both as a profession and as a scholarly discipline, there has been increasing concern with delineating its theory base. In 1978 Chinn and Jacobs asserted that “the development of theory is the most crucial task facing nursing today.” The basic building blocks of theories are concepts. Concept formation begins in infancy, for concepts help us to categorize and organize our environmental stimuli. Concepts help us to identify how our experiences are similar or equivalent by categorizing all the things that are alike about them. concepts can be primitive, concrete, or abstract. Concept Analysis is a strategy that examines the attributes or characteristics of a concept. It is a formal, linguistic exercise to determine those defining attributes. It encourages communication. Its basic purpose is to distinguish between the defining and irrelevant attributes of a concept similarities. It is a process of determining the differences between concepts and it is useful for several reasons. It is an excellent way to begin examining information in preparation for research or theory construction and results in an operational definition and a list of defining attributes and antecedents. It provides the scientist with an excellent beginning for a new tool, is an excellent way of evaluating an old one and is useful in evaluating existing instruments. The steps of concept analysis are : 1. Select a concept, 2. Determine the aims or purposes of the analysis, 3. Identify all uses of the concept that you can discover, 4. Determine the defining attributes, 5. Construct a model case, 6. Construct borderline, re-lated, contrary, invented, and illegitimate cases, 7. Identify antecedents and consequences, 8. Define empirical referents. In this paper, the concept selected for analysis was Love. The concept of love is of great interest to nursing because loving care is considered vital to the nursing care of patients. The aims of the concept analysis of love were to clarify the meaning of love, to develop an operational definition for it and to contribute to existing nursing theory. Love influences the quality of life which is the goal of nursing according to Parse in her Human Becoming Theory. Lived experiences are the entities for study in Parse's Research Methodology. Human caring, human understanding, and human becoming are the most important issues in lived experiences. In this research, dictionaries and literature from nursing philosophy and other human disciplines were used to identify the concept of love. As many different instances of the concept as could be found were examinned. The model case was a real life example of the use of the concept. Next borderline, related, invented, and contrary cases were constructed for the purpose of providing examples of “not the concept” and for promoting further understanding of the concept being discussed. The defining attributes of the concept of love were concern, responsibility, respect, understanding and dedication. Love was defined as showing concern and understanding. relating with mutual respect and dedicating oneself responsibly to others. Concept analysis is a highly creative activity and may add significant new information to a given area of interest. It is a strategy for developing a concept based on observation or other forms of empirical evidence. The purpose of concept analysis is to generate new ideas. It provides a method of examining data for new insights that contribute to theoretical development. This concept analysis suggests that a nurse’s love for patients is shown in the process of giving oneself in mutual relationships of responsibility and respect and in continuously providing understanding and quality human care for them.
