Establishment of an Operational Oceanographic System for Regional Seas around Korea (한반도 주변 해역 운용해양시스템 구축 방향)

  • An operational oceanographic system needs to be established for the preservation and management of marine environments and resources, and also to secure the safety and efficiency of marine operations in Korea. One of the major roles of operational oceanography is to deliver ocean science products which can meet the requirements of users such as marine industries, the general public, government agencies, and scientific research communities. Technical issues in relation to development of an effective operational oceanographic system in Korea are identified and discussed. Among others, cooperation among the agencies in ocean, meteorology, hydrology and environment, and also among those of neighboring countries is important for the development of an effective operational oceanographic system. The strategy for building a system that meets the demands of users, with consideration to potential problems, are explored.

Comparative Analysis on the Delay of Rotary and Roundabout by Operational Type (로터리와 회전교차로 운영방식별 지체 비교분석)

  • This study deals with the operational efficiency of roundabout. The roundabouts generally have such the merits as high capacity, delay reduction, safety improvement, and others. Circular intersection can be divided into the rotary and roundabout according to travelling priority. The objective of this study is to comparatively analyze the operational efficiency of rotary and roundabout by scenario. In pursuing the above, this study gives the particular attentions to developing 256 scenarios according to the directional and entering traffic volume and analyzing the delay using VISSIM. The main results are as follows. First, the average delay of rotary was analyzed to be 1.56-8.74 times of roundabout. Second, the operational efficiencies of rotary and roundabout were analyzed to be better in the case of bigger differences in the traffic volumes between the main and minor roads. Third, the average delay of the 4-legged was evaluated to be 1.77-11.70 times of 3-legged intersection. Finally, 2-lane intersection (3-legged & 4-legged) was analyzed to be 2.02-2.23 times of 1-lane intersection.

  • Studying the major wars of the past seventy years, the most fundamental change is the transition of weapon systems to one of convergence and cutting edge / state of the arts technology. Such transition is creating a need for drastic reforms of the weapon systems development process especially in areas of / in regards to effective utilization of IT, reduction of development period, precise establishing of operational concept and, management of required operational capability(ROC). In particular, establishing an accurate operational concept for a new weapon system and efficient management of ROC based on this operational concept is a prerequisite for a low-cost and high-efficiency weapon systems development and in the end, a successful construction of military forces. This paper examines the current management procedure of the ROC of the Korean military and proposes improvements to the procedure while taking into consideration issues of elicitation, analysis and validation of requirements engineering.

A Study on Utilization of Yard Co-petition Area between Adjacent Container Terminals (인접한 컨테이너터미널 간 Yard Co-petition Area 활용 방안 연구)

  • Container terminals can maximize operational efficiency when appropriate berths (lengths) and yard capacity are secured. However, some container ports, such as Busan New Port, are separated and operated individually, which limits the efficiency of logistics. In this study, it was analyzed that the efficiency of the overall terminal operation (logistics) can be greatly improved when the yard co-petition area is used for two adjacent container terminals.

The Operating Status of Security Alarm Systems and the Polices for Inproving the Operational Quality (기계경비시스템 운용현황 고찰과 운용품질개선 방안)

  • This study has been conducted to provide data that contribute to increasing efficiency of 'Private Security', which is cooperated by customer, security companies and the police which carried out 'Public Law Enforcement' and controls security companies. To reach this purpose, we investigated the status of the 'Security Alarm Systems' operated by security service companied in Korea, analyzed arising problems, considered the polices for improving the operational quality. 'Electronic Security Systems' will increase working efficiency in performing 'Private Security'. There can be no two opinions on this matter. Therefore, it can be supposed that the improvement of operational quality of 'Electronic Security System' is an important factor to accomplish security services. 'Security Alarm System' is one of the 'Electronic Security System'. The critical problems in operating 'Security Alarm system' are unnecessary response by false alarm and nuisance alarm. To reduce the problems, it is suggested that security specialist officially licensed should improve security planning, installation and maintenance, and the 'Alarm Verification System' should be introduced with appropriate facilities.

  • The purpose of this study is to evaluate the relative importance of seven JIT operational techniques in Domestic industries. These techniques are used to improve manufacturing effectiveness and efficiency such as : Setup time reduction, Kanban, Multi-functional worker, U type layout, Andon(line stop), Atonomation, and Smoothing production. The new analytic hierarchy process(AHP) model is used in order to evaluate the relative importance of the seven JIT operational techniques which are used to increase the manufacturing effectiveness and efficiency. To aggregate the multi-divisions priorities, in this paper, we suggest a way which decision maker can exclude outlier matrix from group by using the concept of the compatibility in AHP.

Evaluation for Operational Efficiency of Road Management Equipment using Analytical Hierarchy Process (계층분석법을 이용한 도로관리장비 운영의 효율성 평가)

  • PURPOSES: Regional offices of the Ministry of Land, Transport and Maritime Affairs use a computerized system called KAMIS so as to manage road equipment systematically. Road agencies can record number of operating days by equipment, actual working hours, accumulated operating hours (or distance) by equipment, and operating cost. However, KAMIS does not provide critical information, although it is strongly related to efficient road management equipment operation. In other words, road agencies do not know whether they have sufficient equipment to handle their actual work. METHODS: Therefore, this study suggests a methodology to evaluate for operational efficiency of road management equipment using analytical hierarchy process(AHP). First of all, estimated weights related criteria can be produced by AHP, and then use operational history by pieces of equipment. RESULTS: Results show that importance of management work can differ from weather conditions through five areas. CONCLUSIONS: Commonly, this results can imply to help save money for the purchase and maintenance of road management equipment, and they would improve the functional performance of KAMIS.

  • The software once developed enters in to the $2^{nd}$ phase of its useful operational life, where it performs its functions for which it has been developed. This is an important phase of software life, wherein the developers and users have to assess the performance of the software to prolong its operational life with efficiency, effectiveness and economy. Performance of the software is based on the measurement of the quality characteristics to ascertain that it is meeting or exceeding the needs of customers in terms of its functionality, usability, efficiency, reliability, availability, maintainability, portability etc. These software quality attributes defined under ISO 9126 provide an overall good framework for assessing the performance of the software. This paper describes a Software Performance Assessment (SPA) model using the Goal-Question-Metric (GQM) paradigm which has been applied to the operational software in real context with successful results.

Operational Performance Evaluation of Korean Major Container Terminals

  • As the competition among the container terminals in Korea has become increasingly fierce, every terminal is striving to increase its investments constantly and lower its operational costs in order to maintain the competitive edge and provide satisfactory services to terminal users. The unreasoning behavior, however, has induced that substantial waste and inefficiency exists in container terminal production. Therefore, it is of great importance for the terminal to know whether it has fully used its existing infrastructures and that output has been maximized given the input. From this perspective, data envelopment analysis (DEA) provides a more appropriate benchmark. This study applies three models of DEA to acquire a variety of analytical results about the operational efficiency to the Korean container terminals. According to efficiency value analysis, this study first finds the reason of inefficiency. It is followed by identification of the potential areas of improvement for inefficient terminals by applying slack variable method and giving the projection results. Finally, return to scale approach is used to assess whether each terminal is in a state of increasing, decreasing, or constant return to scale. The results of this study can provide terminal managers with insight into resource allocation and optimization of the operating performance.

A laboratory study on synthetic fiber filter for further treatment of turbid stormwater from construction sites

  • On the purpose of conform the more stringent government regulation for turbid stormwater from construction sites, the feasibility and availability of synthetic fiber placing after the conventional protection barrier were tested in this study. Initially, comparative work on the filtering performance of fiber media and conventional gravel filter was carried out, 27% higher filtration capacity was obtained under the similar operational conditions. The filter efficiency was about 20 to 52% with a varying filter depth of 5 to 15cm, presuming at extreme storm flow conditions (800-1500 m/day of filtration rates). Fiber filter was found to have a similar filtration prosperity as grain media; namely, the separation efficiency is directly and inversely proportional to filter depth and rate, respectively. The effects of filter aid (polyaluminium chloride) on filter performance was also investigated, it greatly affected the turbidity reduction at the dosage of 2 mg/L. At the time of breakthrough, a simple filter washing was carried out, herein, the solid recovery achieved over than 88% and greatly determined by operational parameters. Based on the operational data, the empirical models aimed for predicting filtration efficiency were established, which can effectively determine the required filter depth and filtration area in field.
