Despite growing recognition of the significance of industrial clusters to regional economic success, there has been only limited attention paid to the effectiveness of cluster policies in old industrial regions. Many of these regions still retain functioning industrial clusters, or have clusters which are adopting new strategies as part of a process of regeneration. This paper argues that the effectiveness of cluster policies in old industrial regions depends upon the extent to which they recognise the evolutionary nature of industrial clusters. It reviews the literature on the transformation of old industrial regions in Europe, and examines how cluster policies have risen to prominence as a policy tool. These strands ate brought together in an exploration of cluster policies in old industrial regions. A brief case study is presented of the evolution of the steel industry supply chain in north east England. The conclusions focus upon the data requirements that form a starting point for informed policy intervention into presses of cluster evolution.

Literature on cluster theory and cluster policy has been focused on the differences between mature industrial areas and innovative regions. Mature industrial areas are described as possessing little competence for innovation and lacking entrepreneurship to be transferred an innovative region, say, an innovative cluster. Old industrial regions are, however, rich in social capital, local networking, and regional institutionalization. This paper compares Buchon's mature industries with Daejon's bio-sector new start-ups in terms of innovative potential, socio-economic and cultural-economic mechanisms. Policy implications such as networking and business support systems on the differential types of industrial regions are offered.
Under the powerful influence of economical and social transformation, namely Post-Industrialization since the 1980's, old industrial cities in western europe faced a severe urban crisis such as high unemployment rates, demographic decline, urban slums, lack of infrastructures and economic shocks. In order to overcome their urban decline, They had to attempt to find a creative re-modelled and re-imaged Urban Development Strategy for the future. Thus Urban Regeneration has been a serious issue of debate in europe. First of all, Urban Regeneration based on cultural strategy have played an increasingly important role in the Post-Industrial cities and regions since 1980's. The purpose of this study is to find out the organized characteristics of Urban Regeneration based on Cultural Strategy by analyzing successful overseas case "Landesgartenschau in Ruhrgebiet, Germany, where has been changed from an old industrial city to a Culture-Service- based City significantly over last several years. It's inner-city old industrial areas with amount of derelict under-used industrial Heritages have been remodelled and reimaged to a creative and attractive public spaces involving Arts and cultural activity by Urban Regeneration based on Cultural Strategy, namely, "Landesgartenschau".

As the industrial complexes that led the national economic growth of Korea become older, it is necessary to prepare countermeasures to improve the competitiveness of these industrial complexes. The purpose of this study is to analyze the determinants of the competitiveness of old industrial complexes in Korea. It was found that the characteristics of the industrial structures, new companies, the working and production environments, and the regions in which these complexes exist all affect their competitiveness, but the effects differ according to the size of the complex. In particular, for large-scale complexes, the central government should play a role in their restructuring to improve their competitiveness. On the other hand, local governments' management of new companies is more important for small-scale old industrial complexes. These results provide implications with regard to the effective management of old industrial complexes.

This study was performed to propose a development guide for the periphery of local industrial park in the region of Hongseng-gun located at the mid-west of Chungnam province., which is a representative agrarian society, has been approached to a super-aged society where the region shows a continuous decrease in population, and the composition ratio of old ages is about 17.1%. Also, the region is a period of a low ebb due to the traditional agriculture based industrial structure in producing mainly simple productions. Many local governments in agrarian and fishing regions have been efforted for luring some businesses in their regions by constructing industrial complex competitively in order to solve such structural problems in such local regions. However, in some cases, these efforts cause certain destructions in the local original natural environment due to such development of industrial complex and the decrease in the settlement environment of residents. The objective of this study is to establish a local development plan for building the sustainable and comfortable settlement environments based on the settlement of the residents and the labors in such industrial complex by preventing sprawl developments in the construction of general industrial complex. This study was processed as following procedures. First, this study drew the trend in the change of the local society of H-gun through collecting literatures and analyzing it. Second, this study proposed a proper level of settlement environments required to the development of surroundings in such industrial complex based on the survey of the consciousness of residents using a statistical method. Finally, this study proposed a development guide for the surroundings based on the proposed level of settlement environments.
The purpose of this study was to propose a measure for eco-cultural regeneration by a detailed examination of closed down schools, old defective residences, deteriorated industrial facilities and space no long in use located throughout Ijak-do. The reserch method utilized a selection of the major elements from the eco-cultural regeneration element of island regions and a measure for application and regeneration on the deteriorated facilities of Ijak-do was proposed.
In December 2019, the Ministry of Land, Infrastructure and Transport announced the revision of the Enforcement Decree of the Industrial sites and Development Act. In this revision, the reinvestment ratio of development profits generated by renewing the old industrial park is delegated to the local government ordinance. According to this announcement, the reinvestment ratio can be adjusted to less than 50% of sales revenue from construction projects and 25% of land sales for non-industrial use depending on local government conditions. This study aims to investigate the policy rationale for the adjusted ratio of reinvestment in development profits and explore how Daegu City can use this policy when revising ordinances in the future. A survey was conducted with a total of 320 experts, including public corporations, public officials, and industrial site workers in the Industrial Complex Committee. We employ contingent value measurement (CVM) based on 262 valid responses. The results showed that 27% of sales from the construction business and 22% of sales from non-industrial land were derived with an appropriate reinvestment ratio. Although the results in this study might not be generalized in other regions, we provide a potential reference for other local governments who are interested in ordinance revisions in the future. Another contribution of this study is to suggest the statistical method to derive the relevant ratio.

Background: The ginsenosides Rb1 (G-Rb1) and Rg1 (G-Rg1) are used as marker compounds, and are the principal bioactive compounds assessed in the quality control of white ginseng. This study was conducted to analyze white ginseng samples of different and to obtain useful data for the quality control of white ginseng. Methods and Results: The variation in the content of G-Rb1 and G-Rg1 was evaluated among 35 samples of 4-, 5-, and 6-year-old white ginseng. The content of both G-Rb1 and G-Rg1 did not significantly differ among ages, and the relative ratio of the maximum to the minimum content of these within ginseng of the same ages was more than two. However, the ratio of G-Rb1 to G-Rg1 content in the 5- and 6-year-old ginseng was significantly higher than that in the 4-year-old one. According to the 'Ginseng industrial act', the standard (w/w, %) minimum $G-Rg_1$ and $G-Rb_1$ content is 0.10% and 0.20% or more, respectively. Among the 35 samples examined, the content of $G-Rg_1$ was found to be 0.124 - 0.399% with none being less than the standard level, while that of $G-Rb_1$, was 0.147 - 0.595%, with 4 samples (11.4%) failing to meet the standard levels. The content of $G-Rg_1$ and $G-Rb_1$ did not show a constant relationship with the size of ginseng. Conclusions: In our study, the content of both G-Rg1 and G-Rb1 varied widely, and there was no significant difference among cultivation ages. The results of the present study might provide useful information for the quality control of raw ginseng and processed white ginseng using marker compound.

Recently, many cities and regions of the world attempt to promote cultural and arts activities in order to vitalize regional economies and strengthen local identity. Some old industrial cities of the advanced economies in particular often introduce cultural and arts activities in renovating obsolete urban infra-structure, revitalize urban economy, clean polluted urban environment, and advertise various development projects. A small Canadian city, Stratford, Ontario, has shown a spectacular success in such efforts. By hosting Shakespearian festivals every year since 1953, the theatre company, the Shakespearian Festival of Canada in Stratford, sells about 600 thousands tickets, attracting 2 million visitors to the area. With the festivals, the city became able to host a large cultural cluster composed of the theatre company, chef school, summer music festival, and Chicago Associates. The city has also able to maintain one of the most competent theatre companies in the North America.

Objective: This study is to provide a foundation for developing comprehensive ergonomic design guidelines for in-vehicle information systems (IVIS) by giving an overview of existing researches as well as setting further research directions. Background: The drivers get much more information recently while interacting with new safety functions of the cars. To avoid cognitive overload of the drivers, IVIS should be deigned appropriately by considering various human factors and task conditions. Method: We gathered, analyzed, and summarized ergonomic researches concerned with IVIS design conducted inside and outside Korea according to a categorization system proposed in the study. Frequency analysis was conducted for figuring out what kind of issues took major part of the researches, and their trends across time and regions. Results: Compared to domestic researches, those done in overseas tend to deal with more variety of independent, dependent and extraneous variables. The overseas researches also showed a tendency to get ahead in making ergonomic guidelines for IVIS design by adapting and integrating the results from previous researches. Conclusion and Application: There have been many researches regarding with ergonomic IVIS design, but some of their results became old-fashioned as the technology evolved. Not many researches have considered diverse human factors regarding the drivers' characteristics except age and gender. It is expected that researchers and designers take advantage of this study to find and review relevant results and set out issues of their own for more progressive researches of the field.
