A Survey Study on Occupational Safety and Health Management Activities in Contractor and Supplier Companies of the Car Industry (자동차산업 모기업-협력업체의 산업안전보건 실태조사)

  • This study is aimed to investigate the occupational safety and health management of contractor company in the car industry. The questionnaire survey was conducted on the suppliers and contractors of car industry. Data were collected from 10 contractor companies and their 291 contractor companies(each outside and inside company). From the survey result, it was found that the level of all-round safety and health management is above the average. To strengthen the relationship for safety and health management, it is needed that the supplier company employ the person in exclusive charge to support contractor. Also it is needed the active support of the contractor company and needed that the supplier company employ the person in exclusive charge to support contractor. Finally, Many of the problems associated with the safety and health management by strengthening contractor company responsibility will have to be solved simultaneously.

Investigating the Impact of Establishing Integrated Management Systems on Accidents and Safety Performance Indices: A Case Study

  • Background: Increasing the establishment of integrated management systems (IMSs) is done with the purpose of leaving traditional management methods and replacing them with modern management methods. Thus, the present study sought to analyze the events and investigate the impact of IMS on health and safety performance indices in an Iranian combined cycle power plants. Methods: This case study was conducted in 2012 in all units of the Yazd Combined Cycle Power Plant on accident victims before and after the implementation of IMS. For data analysis and prediction of indices after the implementation of IMS, descriptive statistics and Kolmogorov-Smirnov test, Chi-square, linear regression, and Cubic tests were conducted using SPSS software. Results: The number of people employed in the power plant in an 8-year period (2004-2011) was 1,189, and 287 cases of work-related accidents were recorded. The highest accident frequency rate and accident severity rate were in 2004 (32.65) and 2008 (209), respectively. Safe T-score reached to below -3 during 2010-2011. In addition, given the regression results, the relation between all predictor variables with outcomes was significant (p < 0.05), except for the variable $X^1$ belonging to the accident severity rate index. Conclusion: The implementation of safety programs especially that of IMS and its annual audits has had a significant impact on reducing accident indices and improving safety within the study period. Accordingly, health and safety management systems are appropriate tools for reducing accident rate, and the use of regression models and accident indices is also a suitable way for monitoring safety performance.

  • The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health & Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB). The most important finding is the relationship between safety climate and organizational commitment will mediate the relationship.

  • Safety management cost, $US\$$ one thousand billion has been input to the construction area from 1995 to 2000 but the management quality is still in the developing country level. The above mentioned increase of accident rate are attributed to the generous code regulation, net fit to the sense, varying with time change, but the more fundamental reason of this is no practical construction safety management system, up to now. Hardware-orienting operation for the system could be a main reason of this problem. In this paper, we developed a model for efficient construction safety system.   • The Occupational health and safety is an important factor in the competitiveness of an enterprise. In this paper, activation strategies of OHSMS(Occupational health and safety management system) were systematically and quantitatively analyzed and suggested using SWOT/AHP(Strengths, Weaknesses, Opportunity, Threat/Analytic Hierarchy Process) analysis. In these results, activation strategies of this system can be suggested as followings ; Making worker safety-friendly image of enterprise, developing the quantitative indices related to management results in accreditation programs of OHSMS, constructing the relationship between OHSMS and product safety management, and developing the customized integrated accreditation system.

A study on chemical hazard communication for workers exposed to N, N-dimethylformamide (N, N-dimethylformamide 취급근로자의 유해위험 정보 인식도 조사)

  • Object: we investigated some factors which can affect workers' comprehension of chemical hazard information and their actions to protect themselves from the hazard. Method: Comprehension score of chemical hazard information and the rate of wearing personal protective equipment (PPE) was surveyed for the 109 workers from 15 factories who were exposed to N, N-dimethylformamide. Difference of the worker's comprehension score of hazard information was analyzed by education interval, work duration and the way of occupational safety and health management between self-managed or sub-contracted. Result: Mean comprehension score of N, N-dimethylformamide hazard, which was given as a short quiz composed of 10 "true" or "false" problems, was 65%. Mean percentage of wearing PPE was improved as the education program was done within a month but decreased after 6 months. Eighty seven % of workers got the chemical hazard information from the material safety data sheet placed at workplace. Conclusion: Education interval and comprehension score affected the rate of wearing PPE. The way of occupational safety and health management self-managed or sub-contracted did not affect the workers' comprehension score on hazard information nor the rate of wearing PPE.

  • This study would analyze a survey conducted with 609 workers to use the results as materials for the settlement of safety culture for the characteristics of the establishment by assessing the status of the workers' exposure to harmful risks and the impact on safety culture to present the following conclusions. This study has significance in that it found that exposure to harmful/dangerous factors in the establishment and the workers' experiences of occupational accidents affect their perception of safety culture and that in particular, 'worker safety priority' of the safety cultural factors was an important factor, and it is judged that continuous studies are necessary so that the perceptions of safety culture will spread in the establishment.

  • Background: The purpose of the work is to develop a system that allows processing of information for analysis and industrial risk management, to monitor the level of industrial safety and to perform necessary measures aimed at the prevention of accidents, casualties, and development of professional diseases for effective management of industrial safety at hazardous industrial sites. Methods: Risk assessment of accidents and incidents is based on expert evaluations. Based on the lists of criteria parameters and their possible values, provided by the experts, a unified information and analytical database is compiled, which is included in the final interrogation questionnaires. Risk assessment of industrial injuries and occupational diseases is based on statistical methods. Results: The result of the research is the creation of Guidelines for risk management on hazardous industrial sites of the Republic of Kazakhstan. The Guidelines determine the directions and methods of complex assessment of the state of industrial safety and labor protection and they could be applied as methodological basis at the development of preventive measures for emergencies, casualties, and incidents at hazardous industrial sites. Conclusion: Implementation of the information-analytical system of risk level assessment allows to analyze the state of risk of a possible accident at industrial sites, make valid management decisions aimed at the prevention of emergencies, and monitor the effectiveness of accident prevention measures.

  • 그동안 관심을 모았던 국제적인 안전보건경영시스템(OSH-MS : Occupational Safety and Health management System)이 국제노동기구(ILO)에 의해 개발되어 발표 되었다. 지난 6우러 "국제노동기구의 안전보건경영시스템 지침(ILO Guidelines on Occupational Safety and Health Management Systems)"이란 제목으로 국제노동기구에서 공개했는데, 이것은 작년부터 국제 노동기구가 2001. 6울에 확정 지침을 발표하겠다고 밝힌 이후 나온 것으로써 지난 2우러 공개한 '안전보건경영체제에 대한 기술지침 초안' (Draft ILO Guidelines on Occupational Safety and Health Management Systems)을 4.19~27일 전문가 회의를 개최를 통해 수정 발표한 것이다. 따라서 이번 호에서는 지난 2월 공개된 초안과 6월에 확정된 지침을 비교하면서 확정지침의 내용을 소개 한다.
