국민건강증진을 위한 영양 부문의 2000년 잠정목표와 전략 (Provisional National Nutrition Targets and Strategies for Health Promotion of Koreans)

  • This study attempts to propose a priority of national nutrition targets and strategies for health promotion by the year 2000 in Korea, as a part of the task set for national health promotion objectives and strategies. Among all of the important health issues raised, ten were chosen, nutrition was one priority area. In the first part, the current status of the nutrition-related health problems and risk factors are reviewed, in conjunction with the newly arisen health phenomena, such as changes in prevalence of lifestyle disease and causes of death, changes of food consumption patterns in our country. In the second section this study suggests six feasible national nutrition targets, eight implementing strategies and current major tasks on the basis of the assessment of present status and in consideration of the other health promotion goals and strategies, with reference to that of other developed countries. The main targets and strategies are suggested as follows ; Firstly, the national nutrition monitoring and surveillance system should be established for identifying the nutritional problems for our people, and current National Nutrition Survey is a strong need for improvement to a more comprehensive and reliable one. Secondly, effective administrative mechanism should be operation at national level for the development of nutrition policy. Ministry of Health and Welfare (MOHW) as well as local health department must be remarkably renewed and strengthened the nutrition section. And it is recommended that MOHW organize and operate “The Council of Nutrition”, in which all government authorities related with foodstuffs and nutrition would incorporated. The Council of Nutrition would act as an adjustor as well as a coordinator in nutrition related policy-making. Thirdly, healthy eating pattern will be supported by activities of introducing a nutrition labeling for providing consumers with the necessary information and skills for food selection. Fourthly, nutrition education, and nutrition intervention programs will be carried out in various settings such as health centers, schools, and clinical fields and workplace. Fifthly, the current dietary guidelines shall be continuously improved in detail, and publicly circulated to particular levels of people by age group and by health condition. And finally, researches and epidemiological studies particularly in regard to diet for development of chronic diseases are needed for more investigation and up-to-date national health and nutrition data should be collected with the support and cooperation from the various medical professional teams . 기능성화장품 선택속성의 IPA(중요도-만족도) 분석 (Importance-Performance Analysis(IPA) of the selection attributes of functional cosmetics)

  • 본 연구는 국내 소비자들을 대상으로 기능성화장품 선택속성 항목의 중요도와 만족도를 실시하여 소비자들이 중요하게 생각하지만 만족도가 낮은 항목, 개선점 등을 분석하여 기능성화장품 개발 시 소비자들의 요구를 반영함으로써 화장품 시장에서의 경쟁력을 확보하고 판매 및 홍보활성화를 위한 기초자료를 제공하고자 하였다. 본 연구의 대상은 서울 및 경기지역에 거주하고 있는 20대 이상 일반 소비자를 대상으로 2015년 2월 23일부터 3월 30일까지 5주간 설문조사를 실시하였으며, 447부(회수율 88.9%)의 실증자료를 얻어 SPSS WIN 21.0프로그램을 이용하여 분석하였다. 본 논문은 성별에 따른 기능성 화장품 선택속성 항목의 중요도-만족도 분석에 관한 연구로서 요인분석 결과 17개의 속성을 총 4개의 요인(기능성 요인, 표시 요인, 홍보 요인, 제품 요인)으로 분류하였다. 또한, 각 요인들의 내적일관성을 검정한 Cronbach's ${\alpha}$값은 모두 0.5 이상으로 신뢰성을 확보한 것으로 나타났다. 성별에 따른 기능성화장품 선택속성 항목의 중요도와 만족도 차이 결과 중요도의 전체평균은 여성이 5.89점/7점으로 남성의 5.66점/7점보다 유의적으로 높게 나타났고(p<0.001), 남 여 간의 큰 차이를 보이는 속성들로 '주름개선', '미백기능', '기능성', '유통기한', '전성분표시제', '다양한 홍보' 등으로 나타났다. IPA분석 결과, 남성의 경우 II사분면의 항목으로는 '가격', '기능성', '발림성', '전성분표시제'로 나타났으며, 여성의 경우 '가격', '미백개선', '주름개선', '기능성', '전성분표시제'로 나타났다. 따라서 화장품 관련 업체 및 기업은 기능성화장품 개발 시 남 여 소비자가 공통적으로 만족도가 낮다고 응답한 '가격', '기능성', '전성분표시제' 항목에서 우선적으로 집중 개선해야 할 것으로 판단된다. 특히 '가격'적인 면에서는 합리적이고 경제적인 가격 책정이 필요할 것으로 사료된다.

WTO/SPS 통보문 분석 연구 - 식품안전조치를 중심으로 - (Study on the Notifications of WTO/SPS - Focused on Food Safety Measures -)

  • According to Article 7 and Annex B of the World Trade Organization(WTO) Agreement on the Application of Sanitary and Phytosanitary(SPS) Measures, WTO members are required to notify their newly established or amended SPS measures that might affect international trade. This study analyzed SPS notifications from 1995 to 2008 to identify international trends for food safety measures. The notifications were collected from the SPS information management system and the official document distribution system of WTO. The 153 WTO members represented 37 developed countries, 84 developing countries and 32 least developed countries. The number of overall notifications was 9,820. The annual notifications increased from 198 in 1995 to 1,264 in 2008. The monthly average notifications were from 44.8 in December to 69.5 in June; however, there were no statistical differences among them. The six leading Members in terms of notification submissions were United States(U.S.), Brazil, New Zealand, Canada, European Community and Korea. Among the regular and emergency notifications, 62.7% notifications were concerned with food safety, followed by animal and plant protections. Among animal protection notifications, 54.8% were emergency situations. Of the 4,821 food safety notifications, 60.4% were from developed countries, and 39.3% were from developing countries. Measures concerning pesticide residues and risk assessments were mainly from developed countries. In contrast, 77.5% of the measures concerning zoonoses were from developing countries. However considering the numbers of developing and developed countries, the average number of measures for each country was similar. Food safety measures were mainly involved pesticide residues followed by food additives, zoonoses, new regulations, labeling. As the overall notifications, zoonosis measures were mainly emergency notifications. Measures concerning pesticide residues, food additives, zoonoses, new regulations, veterinary drugs, and labeling were submitted most often by the U.S., Korea, Albania, U.S., Australia, and U.S., respectively. Identifying the exact trends of food safety measures was complicated by a number of factors. However, WTO notifications might be useful tool in providing a general view of international trends.

주부들의 식생활과 식품영양표시제도의 이용실태에 관한 연구 (A Study on the Dietary Life of Housewives and Their Usage Practices of Food-Nutrition Labelling)

  • This study was accomplished to investigate the dietary life and their opinion about the food-nutrition labelling of 20's∼60's housewives in Seoul and Kyeonggi area. The results were as follows. Among subjects, 63.5% didn't make a budget for the food expenses because they did not practice habitually not only the budget-planning, but also the menu planning. They often brought the Kimchi from the relatives rather than preparing it by themselves. On the other hand, they often purchased the soy sauce, soybean paste and soybean paste mixed with red pepper. When purchasing the foods, the importantly considered factors were in the order of freshness, taste and nutritional quality. They thought the processed foods were convenient and economic in terms of time but were not beneficial for the health and low in the nutritional quality. The confirming degree of food-nutrition labelling was very low, but in case of confirming, they often confirmed the manufactured date and the expiration date in order to confirm the stability. The degree of confidence and understanding about food-nutrition labelling of subjects was average 3.3 out of 5. They wanted the nutrient content the most in the food-nutrition labelling on the package. They preferred it as the types of picture and graph rather than the table and descriptiption. The expected effects of food-nutrition labelling was that they might be helpful to select the foods for the prevention of the adult diseases and obesity. From the results, we proposed that the agencies and nutrition concerned consumers should make an every efforts for the successful implementation of food-nutrition labelling system.

식품알레르기 발생실태 및 학교급식 알레르기 유발식품 표시제에 대한 학부모 인식에 관한 연구 (A Study on Food Allergy Occurrence and Parental Perceptions of Food Allergen Labeling System in School Food Service)

  • This study was conducted to measure the prevalence of food allergies among kindergarten and elementary school children and their parents' perceptions of the Food Allergen Labeling System in school food service (FALSSFS). The surveys were conducted by the parents of children in Yangsan-si, Gyeongsangnam-do, Korea. According to the results, the prevalence of food allergies among the children was 21.9% (current group 8.1% and experienced group 13.8%). The features of the food allergy of the children were as follows : The onset time of allergy was at 1-2 years for 59 children (40.7%), at 3-4 years for 41 children (28.3%), and the main symptoms of allergy were 'rash and skin hives' (47.1%) and 'itching' (30.2%). In terms of the family history, the prevalence of allergies among the mothers was the highest with a value of 31.9%. The allergenic foods were egg (14.7%), pork (11.6%), and milk (8.9%) in the order. Most of the parents had a low perception of the FALSSFS. 26.2% of the parents requested preventive education related to food allergies at school, making this the most requested item, followed by "helping students understand students with food allergies" with a value of 20.2%. The benefit of the FALSSFS was to increase the safety of school food and promote the emotional health of children with allergies.

청소년의 식품영양표시에 대한 인식 및 활용실태 (Perception and Usage of Food & Nutrition labels in Junior High School Students)

  • Even though snacks or meals purchased by teenagers have dramatically increased in Korea, it has not been investigated whether teenagers know and take notice of the nutrition label. Therefore, in this study, we investigated the usefulness and utilization of food and nutrition labels amongst teenagers. Questionnaires were distributed 814 of junior-high school students and were completed by self-administrated questionnaires. Questionnaires included questions regarding general characteristics, perception and utilization of food and nutrition labels and degree of necessity and satisfaction on food products and nutrition labels. Data was analyzed with regards to sex and school year by using a SAS package program. Significant differences of each variable were tested by using the $x^2$-test, t-test and ANOVA. Only 4.4% of participants were well informed about food and nutrition labels, while 26.0% of them did not know about it. Most of participants(78%) perceived that food and nutrition labeling system is necessary but are not satisfied with it. More of them did not check the food and nutrition label when they purchased food. Students usually checked the food and nutrition label to know about the nutritional value, and additives. The survey showed that more than three quarters of participants take notice of the food and nutrition label on products whereas only 57.7% of them knew what the food and nutrition actually meant. This study showed that most teenagers did not know the food and nutrition label, didn't have right information and didn't use it. Therefore, it is necessary to include an educational program about the food and nutrition label in the school curriculum and that will help students use the nutrition label and help them choose healthy food.

중학생의 영양 성분 표시에 대한 구매 행동 및 이용 실태 - 충북 지역을 중심으로 - (The Actual State of Food Purchasing Behaviors Regarding Nutrition Facts Labels among Middle School Students in Chungbuk Area)

  • This study conducted a questionnaire survey of 482 male and female second graders in middle schools located in Cheongju, Chungcheongbukdo. This study lays its purpose on establishing the nutrition facts labeling system by understanding eating habits and analyzing the actual state of reading nutrition facts labels and degrees of understanding them among middle school students, and helping them to engage in right food purchasing activities and through it result in developing sound eating habits by providing them with basic material to be employed to actively utilize nutrition facts for choosing and buying healthy foods. As a result of surveying regarding the actual state of reading food labels, regarding degrees of recognition of food labels, it was revealed that 91.1% of female students recognized them, while 42.1% of male students did not recognize them, indicating lower levels of recognition among the male group. Regarding reasons for not checking food labels, 49.2% indicated habitual purchasing, followed by poor contents in the label(20.2%), ununderstandable contents(17.7%), and the lower reliability of the contents(6.9%). As a result of surveying regarding the actual state of reading nutrition facts labels, in recognition of nutrition facts labels, female rather than male students showed higher degrees of recognition, and degrees of recognition were found to differ according to parents' total income and mothers' educational attainments.

경기지역 초.중.고등학교 영양(교)사의 나트륨 저감화에 대한 인식도 및 실천도 (Awareness and Practice of Sodium Reduction by Elementary, Middle and High School Dietitians in Gyeonggi Area)

  • High sodium consumption is a significant nutrition problem in South Korea; however, few studies have examined the awareness and practice of dietitians with respect to low sodium diet in schools. In this study, we collected data from 211 dietitians in 2012. Most respondents indicated that sodium reduction was important in school meals (very important 40.5%, somewhat important 55.6%); however, they rarely checked the sodium content in the nutrition labels of processed foods (never/rarely 74.2%, sometimes 18.7%, always/often 7.2%). The main reason for not checking the sodium content was 'no nutrition table on some processed foods' (38.5%). The most important barrier to sodium reduction in school meals was overcoming the negative taste of students related to a reduced-sodium diet (70.4%). The most frequently used processed foods were processed meat (e.g. ham, bacon) (48.3%), frozen dumplings and noodles (33.8%), and sausage and dressing (14.5%) in school meals. The proportion of dietitians who used processed food ${\geq}$ 2 times per week for the school menu was 72.2% in high school, 28.4% in middle school and 12.4% in elementary school (p<0.05). Upon ranking of the importance of nutrients in school menus, calories received the highest score (4.35 points), followed by macronutrient ratios (4.30), calcium (4.06), iron (3.44) and sodium (3.20). Although most dietitians recognized that sodium reduction was important in school menu planning, they had poor dietary practices. It is suggested that we educate dietitians as well as students about the importance and practice of a reduced sodium diet. Furthermore, it is critical to develop diverse low sodium recipes and have a required nutrition labeling system for all processed foods. Overall, the results of this study could serve as a guide to planning effective nutrition programs to reduce sodium consumption in school feeding programs.

알레르기 유발식품 표시의 이해도와 중요도-수행도 분석 -서울·경기지역의 식품업체 종사자를 대상으로- (Understanding and Importance-Performance Analysis of Food Allergen Labeling System)

  • The purpose of this research is to investigate and analyze food allergy labelling for the arrangement of improvement plans. Survey was done as a quantitative research targeting food industry employees with 399 random workers in Seoul and Gyonggi area. The data was analyzed using SPSS windows (ver. 12.0) for frequency analysis, t-test and factor analysis. The importance and performance of the food allergen labelling were divided by 15 items. Only 43.1% of the workers understood the operation allergic food labels. The first improvement on allergic food labels was "using boldface for food allergen labes". The importance of all of these factors was significantly higher than performance. The selection attributes with relatively low the performance but high importance(2 quadrant) were "consumer education for allergic food labels" and "training of professional counselors on food allergy". Therefore, the factors to be improved through the IPA were consumer education and training of professional counselors. With this research and extended efforts for revision of laws, reliability of food industry and accuracy of food labelling would improve, thereby boosting the productive commercial activities in labelling code.

유전자재조합식품에 대한 소비자의 인지도 조사 - 지역과 직업,학력을 중심으로 - (Consumer Awareness and Attitudes about Genetically Modified Foods - According to Area, Occupation, and Education -)

  • This study was a survey of consumer awareness and attitudes about genetically modified foods and their labeling regulations. Questionnaires were distributed to 4,620 consumers who lived in different areas of Korea, and 4,076 people responded. The consumers were asked about knowledge, labeling information, and their sources of information about GM foods. Respondents from Seoul, Jeonnam, and Gyeongnam answered mostly "nearly don't know > moderate > never know > know a little." Respondents from Gyeonggi answered "moderate > nearly don't know > never know > know a little." According to occupation, housewives, company employees, consultants, and students answered mostly "nearly don't know > moderate > never know > know a little. "Consumers answered about the intent to buy GM foods differently according to area, occupation, and education. Seoul and Gyeonggi residents said that reinforcing factors to relieve the insecurity of GM foods were "evaluating safety > management of GM foods by the government > GM food regulation system." There were other answers according to area, occupation, and education. About GM-related education methods that they wished to have, residents of the Seoul area said "books/leaflets" most often, but residents of the Gyounggi area said "attending a lecture" most often. Housewives also said "attending a lecture," but teachers and students said "Internetbased education" most often. About the kinds of education that they could join, Seoul residents answered "consumer groups > school parents > public institutions," but Gyeonggi and Chungnam area residents answered "public institutions > consumer groups > school parents." Housewives and students answered "consumer groups" most often, but consultants and private business owners answered "public institutions" most often. We realized that different education methods were necessary for different areas, occupations, and education levels.
