A Study on the Submarine Air Independent Propulsion System: Focused on Submarines Currently in Operation (잠수함 공기불요 추진체계에 대한 연구: 현재 운용 중인 잠수함을 중심으로)

  • Submarines are weapons systems that have been proven to be useful in battle since World War I and have continued to improve the efficiency of propulsion systems in order to be used efficiently on the battlefield. In particular, countries that unable to utilize nuclear propulsion systems make efforts to increase the efficiency of Air Independent Propulsion systems, and typical examples are fuel cells, Stirling engines and MESMA. It is also expected that the development of new propulsion systems such as hydrogen-reformer fuel cells, metal-air fuel cell and direct combustion propulsion systems will continue, so the characteristics of these will be examined and the performance based on the published data be checked in this thesis.

An assessment of sanctions on North Korea and the prospect (대북 제재 조치 평가 및 전망)

  • The South Korean society has experienced many changes since the sinking of ROKS Cheonan. The government reviewed its defense posture and adopted the 5·24 Measure in its relations with North Korea. As a result, the people of South Korea became more conscious of security situations on the Korean peninsula while North Korea's economy suffered badly. Meanwhile, the South Korean government has taken a flexible stance toward North Korea in terms of exchange and cooperation since September 2011. The flexible stance was to manage inter-Korea relations in a stable manner and relieve the hardships of the North Korean people while preserving the spirits and purposes of the 5·24 Measure. The UN Security Council adopted twenty-six resolutions and statements on North Korea since June 25, 1950. They include thirteen U.N. Security Council resolutions including those concerning nuclear weapons or missile programs, nine Presidential statements, and four press statements. Resolution 82, the first U.N. resolution on North Korea, came when the Korean War broke out. Resolution 825, the first one related to nuclear or missile programs, was adopted in response to North Korea's withdrawal from the NPT. Apart from these U.N. resolutions, the United States has imposed separate sanctions against North Korea. North Korea's nuclear weapons program can be considered in comparison with that of Iran in terms of the consequences they create for the regional security. The Security Council has adopted six resolutions on Iran so far. One should note that the resolutions on Iran have had much stronger sanctions compared to those imposed on North Korea. That is, while the North Korea case may be viewed as a more serious threat to international security from the perspective of nuclear weapons development or proliferation, tougher sanctions have been placed on Iran. There are two approaches that South Korea should take in addressing the related issues. First, we should aim to reduce the gap between sanctions imposed on Iran and North Korea. It is difficult to understand that a country with more serious problems is rewarded with lighter sanctions. We should take measures through the Security Council Sanctions Committee to make individuals and groups in North Korea that play a central role in developing nuclear weapons and missiles subject to additional sanctions. Second, we have to change. Other countries in the international community have become tired of North Korea's nuclear issue and now they look to South Korea for initiative. We should correctly understand this current situation and play a leading role within our capacity. Knowingly and unknowingly, the notion that the North Korean nuclear issue may be left to South Korea has been spread around the international community. Although the situation is grave, we should try to open a new horizon in ushering in the unification era by taking the initiative with confidence that there is a looming hope ahead of us. For these tasks, we should stop thinking in the old way that has been ossified for the last two decades. We should not be pushed around by neighboring great powers in dealing with North Korea related issues anymore; we should take the initiative with resolution that we will play our role at the center of four great powers and with confidence that we can do it. Based on the confidence that the Republic of Korea has become a country with enough capacity to take the initiative, we should establish a 'National Grand Strategy' representing South Korea's strategic vision that the unification is the ultimate solution to the problems related to North Korea's nuclear weapons program.

  • This study is written to bring the proposal forward for the direction of south korean naval force. The political situation and the circumstance of the world, especially in the area of Pacific Ocean, are changing very rapidly. North Korea has been always the conventional existing intimidator for South Korea since the 6·25-War. Additionally, the strengthening movements of the national defense, which is easily noticed from China and Russia, is also an other part of intimidating countries against South Korea. Those three mentioned countries are continually developing the asymmetrical warfare systems, for example a strategic nuclear weapon. Since the Obama Administration, the Asia-Pacific Rebalancing-Strategy has been changed as an East Asian foreign policy. Nowadays, Trump Administration renamed the 'United States Pacific-Command' to 'United States Indo-Pacific Command'. The purpose of this is not only letting India to participate in american alliance, but also reducing an economic burden, which is often mentioned in USA. West Germany was located in the very similar geopolitical position during the Cold War just like South Korea these days. And that's why the strategy of West German Navy is worthy of notice for south korean naval force to decide its suitable strategy. Most of all, the two most important things to refer to this study are the plan to expand naval air force and the realistic political stand for us to take it. In conclusion, I laid an emphasis on maintenance of 'green-water-navy'. instead of selecting the strategy as a 'blue-water-navy'. The reason I would like to say, is that south korean navy is not available to hold the unnecessary war potential, just like Aircraft-Carrier. However, this is not meaning to let the expansion of naval force carelessly. We must search the best solution in order to maintain the firm peace within the situation. To fulfill this concept, it is mostly very important to maintain the stream of laying down a keel of destroyers, submarines and air-defense-missile, as well as the hight-tech software system, taking a survey of 4th industrial revolution. Research and development for the best solution of future aircraft by south korean navy is likewise necessary. Besides, we must also set the international diplomatic flexibly. As well as maintaining the relationship with US Forces, it is also very important to improve the relationship with other potential allied nation.

  • Since the end of the Cold War in the 1990s, European countries have cut defense costs and reduced armaments as an era of peace without large-scale wars continues, and as a result, the West's defense industry base has gradually weakened. On the other hand, South Korea, the world's only divided country, was able to achieve high growth in the defense industry as a result of continuous arms strengthening in the face of North Korea's nuclear and missile threats. With the rapid increase in demand for conventional weapons systems and changes in the structure of the global defense market due to the Russia-Ukraine war, Korea's weapons system drew great attention as a large-scale defense export contract with Poland was signed in 2022. In 2023, K-Defense ranked ninth in the world's arms exports and aims to become the world's fourth-largest defense exporter by 2027. Therefore, this study analyzed the case of Korea-Poland defense exports to derive problems, and presented development strategies related to export revitalization of K-Defense, a national strategic industry. In order for the defense industry to become Korea's next growth engine, it is necessary to establish a defense organization, prepare government-level measures to protect defense industry technology, and expand military and security cooperation with allies linked to defense exports.

  • A remote monitoring panel and control system was developed to control various valves and access control chambers, including gas shutoff valves used in CBR(Chemical, Biological and Radiological) facilities. The remote monitoring panel consisted of a main panel installed in the NBC (Nuclear, Biological and Chemical) control room and auxiliary panel installed in the clean room, and the size was divided into pure control and control including CCTV. This system can be monitored and controlled remotely according to the situation where an explosion door and gas barrier door can occur during war and during normal times. This system is divided into normal mode and war mode. In particular, it periodically senses the operation status of various valves, sensors, and filters in the CBR facilities to determine if each apparatus and equipment is in normal operation, and remotely alerts situation workers when repair or replacement is necessary. Damage due to the abnormal operation of each device in the situation can be prevented. This enables control of the blower, supply and exhaust damper, emergency generator, and coolant pump according to the state of shutoff valve and positive pressure valve in the occurrence of NBC, and prevents damage caused by abrupt inflow of conventional weapons and nuclear explosions.

  • The importance of the robots has emerged as the means of minimizing the casualties in the future war, and, thus, the biomimetic robots mimicking the optimized organisms has been actively studied. The robot inspired lizard is suitable for reconnaissance and the surveillance in narrow areas. In this paper, we analyzed the locomotion of a lizard by motion capture system using the infrared markers. We attached 21 markers to the joints of the lizard. By considering the measured data, we analyzed the walking motion of the lizard which trots in a sprawled posture. Moreover, we proposed the 25 dof kinematic model which was able to reproduce the gait of the lizard faithfully. The model was verified by simulations.

Maritime Security of the Republic of Korea: year 1998 and year 2018 (한국의 해양안보: 1998년과 2018년)

  • Security situations are fundamentally and rapidly changing on the Korean Peninsula. Above all, as North Korea(NK) is heightening its nuclear and missile capabilities, Republic of Korea(ROK) is facing an existential threat. At the same time, as China's economic, diplomatic and military power is quickly rising, the balance of power is shifting and strategic competition between the Unite States(US) and China is accelerating in the Asia-Pacific region. Under the pressure of development of these situations, ROK seems to face allegedly the most serious crisis in its national security since the end of the Korean War. In the current grim geopolitical situation, maritime security may become the most difficult security challenge for ROK in the years to come. The purpose of this paper is to compare major changes in maritime security affairs of the ROK during last twenty years from 1998 until now(2018). 1998 was when this journal 『Strategy 21』 was published for the first time by the Korea Institute for Maritime Strategy. Then, this paper tries to identify challenges and risks with which this country has to deal for its survival and prosperity, and to propose some recommendations for the government, the Navy, and the Coast Guard as they are responsible for the maritime security of the country. The recommendations of this paper are as follows: strengthen ROK-US alliance and expand security cooperation with regional powers in support of the maintenance of the current security order in the region; building-up of maritime security capacity in preparation for crisis on the maritime domain with the navy targeting to acquire 'a non-nuclear, balance-of-terror capability, to improve interoperability with the Coast Guard based on 'a national fleet,' and to actively pursue innovation in naval science and technology. Finally, this paper proposes that naval capability the country needs in another twenty years depends on how effectively and rigorously the navy put its utmost efforts towards building 'a strongest navy' today.

Extending Plans of the Role of ROK Navy vis-'a-vis the Expansion of Maritime Security Threats (해양안보위협의 확산에 따른 한국해군의 역할 확대방안)

  • Northeast Asia has a multi-layered security structure within which major economic and military powers both confront one another and cooperate at the same time. Major regional powers maintain mutually cooperative activities in the economic sphere while competing one another in order to secure a dominant position in the politico-military arena. The multifarious threats, posed by the North Korea's nuclear development, territorial disputes, and maritime demarcation line issues demonstrate that Northeast Asia suffers more from military conflicts and strifes than any other region in the world. Specifically, major maritime security threats include North Korea's nuclear proliferation and missile launching problems as well as military provocations nearby the Northern Limit Line(NLL) as witnessed in the Cheonan naval ship and Yeonpyong incidents. The ROK Navy has been supplementing its firm military readiness posture in consideration of North Korea's threats on the NLL. It has performed superb roles in defending the nation and establishing the Navy advanced and best picked. It also has been conducive to defend the nation from external military threats and invasion, secure the sea lanes of communications, and establish regional stability and world peace. In order to effectively cope with the strategic environment and future warfares, the ROK Navy needs to shift its military structure to one that is more information and technology intensive. In addition, it should consolidate the ROK-US alliance and extend military cooperative measures with neighboring countries in the Asia-Pacific region. Evolved steadily for the last 60 years, the ROK-US alliance format has contributed to peace and security on the Korean peninsula and in the Northeast Asian region. In conclusion, this manuscript contends that the ROK Navy should strive for the establishment of the following: (1) Construction of Jeju Naval Base; (2) Strategic Navy Equipped with War Deterrence Capabilities; (3) Korean-type of System of Systems; (4) Structure, Budget and Human Resources of the Naval Forces Similar to the Advanced Countries; and (5) Strategic Maritime Alliance and Alignment System as well as Domestic Governance Network for the Naval Families.

  • The recent disaster of earthquake and tsunami on March 11, 2011 severely attacked East Japanese cities and people, and in addition, the accident of nuclear power station will inevitably damage the agricultural activities there. The economical depression influences on the horticulture and floriculture industry as well, through the reluctant consumption all over the country. Such a situation reflects a conventional perception that the garden plants or ornamental plants have been regarded as a symbol of capitalism, representing the success, luxury, beauty or other metaphors indicating the winners of business war. But as the word "culture" means "cultivation" originally, horti "culture" or flori "culture" should have played some roles in cultivating lands as well as cultivation of human minds, leading to develop a modern "culture" which may lay emphases on personality, originality, partnership, cooperation, diversity and so forth. In this article, a brief history of garden plants in Japan, as well as some current movements in Japanese horticulture and floriculture, is reviewed with some commodities which possess messages on creating a new humane culture.
