  • This paper discusses the European Union's smart specialization strategy and US manufacturing renaissance policy and then proposes new directions for regional industrial policy in Korea. The smart specialization strategy is summarized as the entrepreneurial self-discovery and strategic coordination; the manufacturing renaissance policy as the construction of industrial commons based on ecosystem; and Korea's regional industrial policy as the build-up of regional innovation system based upon industrial clusters. The policy cases of the EU and the United States demonstrate the fact that regional industrial policy should be geographically embedded. Also, they show the relevance of policy mix by linking industrial policy with innovation policy for cross-fertilization between different industry and technology. In addition, the state plays a role as a coordinator and mediator by embedding the democratic discipline into industrial ecosystems. Considering these points, regional industrial policy should be transformed into a platform system that can facilitate linkage between industry and technology.

  • This paper reviews regional innovation policy in Japan. 'Technopolis' policy, the first technology-based regional development policy in the world, was implemented in Japan. Nonetheless, technology-based regional endogenous development did not occur. Then, regional technology transfer was pursued. In order to make use of universities and public research institutes in a region for development, university-industry collaboration and cross-over, such as university spin-offs, were promoted. Within this background, new technology-based regional development policies have been introduced based on a cluster approach. These policies are the knowledge cluster Initiative and the industrial cluster program. However, existing companies have difficulty in carrying out innovation. This paper argues that a cluster to create new start-ups that carry out innovation is also needed and explains a new concept of venturing cluster. Based on this new cluster concept, this paper analyzes the situation of Sapporo in Japan, where many university spin-offs are being created in the biotechnology field.

  • The Korean miracle of economic growth or development has been quite well known across the world up to now, while being subject to theorization of its model. Compared with this, however, it is quite surprising to see how little about the spatial aspect of Korean development has been exposed in the field of development studies. In fact, for Korea, competent regional policy has turned out to be an important success factor for the spatial upgrading of a low-tech growth regime into a hi-tech one. This paper dissects Korea's regional policy experiences in three aspects from which it draws up a three-tier lesson. The first aspect is the conventional (overall) regional spatial upgrading policy of a developmental regime put in place since the 1960s onwards. The second is the new regional policy tailored to the regionalization of technological and industrial diffusion for new knowledge-based economy. The third is the prospective regional policy for the future advancement of the Korean economy.

  • After the participatory government began, various cluster policies in explicit and tacit forms had been promoted. However, an opinion of coming up with new policy alternative different from the existing one is recently brought up for strengthening the competitiveness of industrial agglomerations. This research attempts to discuss the ways in which both a smart specialization strategy and a triple-helix innovation system approach, as an alternative approach to regional industrial policy, are theoretically associated with the existing cluster policy. Through this discussion, it highlights that post-cluster policy should be not just based on regional specificity, but also facilitated by establishing the consensus space of innovation on the bassis of voluntary cooperation among industry, academy and government. It also stresses that it is necessary to focus on nurturing a new industry by systematic and intensive investment and the diversification of industrial cluster for reinforcing competitiveness of local universities and revitalizing practical cooperation between industry and university.

  • During the last two decades, industrial cluster policies for promoting regional economic growth and industrial development have been flourishing all over the world. Even though cluster policies have partly contributed to regional industrial growth and innovation capabilities, they have long been blamed for regional industrial lock-ins and declining regional industrial resilience because of applying homeogenous cluster policies and regional specialized strategic industrial promotion policies for various localities, which are based on so-called 'selection and concentration' principle. This paper suggests postcluster policy focused on placed-based smart specialization and regional business platform strategies.

In particular, since the 2008 global economic crisis, it has again become a major issue of regional policy. Europe's recent policies for industrial crisis areas are characterized by a new model of development, with its focus on regional economic growth and job creation, and in the form of multifaceted and comprehensive regional policies through policy mix that combines regional development policies, industrial policies and employment policies.

Technopark's role is facets. The aim of this study is to offer new policy services for firms by utilizing the exploratory methodology for Chungnam Technopark's performance for three year (2011 ~2013). Through the findings, this study suggests that policy support for firm's growth in Chung Nam Region have been effective and fruitful in terms of total sale and increase of employees. But, technological performance measured by patents has not enough to catch the innovation. Chungnam Technopark should be more focused on technological policy supports including R&D as well as commercialization. Ultimately in order to have sustainabilities for own firm's growth, firms should keep going on ceaseless create the new technological performance. In that sense, for regional specific industry Technopark's role has been critical for not only firm's current growth but firm's innovation competency.
