The rapid impact assessment matrix (RIAM) might be a new tool for performance of an environmental impact assessment (EIA), comparing with many traditional methods of EIA, which have produced large reports setting out the subjective judgement reached by the assessors. The main criticisms of E1A are in part a natural result of the traditional method used. RIAM uses a structured matrix to allow for such judgement, both subjective and those based on quantitative data, to be made on a like-by-like basis, and provided a transparent and permanent record of the judgement made. Also, the computerized RIAM system using software program allows for the matrix to be shown in graphical form, which greatly enhances the clarity of the results produced by this method. RIAM provides a system by which development options and scenarios can be rapidly evaluated. To illustrate the use of RIAM, an example from an EIA study using application of scoping by assessment criteria in Environmental Impact Regulation of Korea was given. The criteria that might be used to evaluation EIA methods, and how RIAM measures up against these criteria, are discussed.

In the ancient times, the medical practice relied primarily upon human instincts and experiences at the same time, shaman's incantations were widely believed to cure diseases, the workings of evil spirits supposedly. For the period from the Old Chosun through Samhan(三韓), Chinese refugees brought a long medical knowledge and skills of the continent. New Chinese medicine, traditional practices and incantations were generally used at this time. In Samhan, however, the last was the most important, performed by a Chongoon(天君). Medicine and the medical system were arranged by the period of the Three Countries(三國時代). No definite record concerning Koguryo remains now. As for Paekje, however, history shows that they set up the system under the Chinese influence, assigning medical posts such as Euibaksa(醫博士, medical doctor), Chaeyaksa(採藥師, pharmacist), and Jukeumsa(呪禁師, medicine man) within Yakbu(藥部, department of medicine). Scientifically advanced, they sent experts to Japan, giving a tremendous influence on the development of the science in ancient Japan. After the unification of the three countries, Shilla(新羅) had theri own system after the model of Dang(唐). This system of the Unified Shilla was continued down to Koryo(高麗) and became the backbone of the future ones.

The financial industry recently introduces several issues for utilizing the blockchain technology as the core infrastructure of future finance. Blockchain, first introduced as the underlying technology of Crypto-currencies, Bitcoin is a technology that can ensure the integrity and reliability of data by verifying, recording, and storing data jointly in the network without a central administration organization or a manager. This blockchain has its potential power as a technology for issuing digital currencies, providing transparency, and securing record management, that is expected to be useful in the financial sector. At the same time, considering the characteristics of financial transactions which emphasize privacy, questions are raised about whether a blockchain structure in which information is distributed and shared among participants can be successful. How will we support to implement the potential of the blockchain in order to change the paradigm of the financial industry? How can we manage the side effects of blockchain effectively? Such a policy discussion is necessary. This study introduces the meaning of the blockchain technology, various utilization attempts, and possible problems facing technology from the viewpoint of financial industry, and suggests a policy direction for utilizing this technology as a catalyst to the progress of the financial industry or as a new technology power.

This paper proposes a new medical information management system to be used or small to medium sized clinics and hospitals. The system is designed to process, analyze and manage each patient's clinical record using database technique. The structure of the database was determined and implemented through careful and rigorous study of medical practices in Korea and, therefore, reflects the needs of information management in Korean medical community. Furthermore, a sophisticated inference engine that can deduce possible disease from the result of medical examination is added to the system to provide doctors with a guideline in medical diagnoses.

We confirmed an unrecorded taxon under the genus Gentianopsis (Gentianaceae) into Gentianopsis contorta (Royle) Ma, which was collected from Geumdaebong, Jeongseon-gun, Gangwon-do in the central part of Korean peninsula. This taxon was known to be distributed mainly Himalayan mountainous area such as India, Nepal and Pakistan, and also growing in China and Japan. In this study, we carried out species description based on the morphological characters, and gave the new Korean name, 'Kko-in-yong-dam' by the characteristics of floral morphology. In addition, some fine figures on several important characters and key to the this and relative species were provided.

In this paper we present a new method of measuring the relative distance of two point objects in three-dimensional space by using phase-shifting digital holography. In our system the reference beam of a spherical wave is used instead of a plane wave. The system is computer simulated and built on an optical table for experiments. It is shown from computer simulations and experiments that the relative distance can be measured without the exact information on the reference beam used in the hologram record. It is shown from experiments that the relative distance between two point objects separated by 0.5 cm in the distance of about 300 cm from the CCD can be measured with an error less than 10％.

Here, we report a previously unrecorded species, Sin-an-sae-u-nan-cho (Calanthe aristulifera Rchb. f.). It was discovered on Heuksan Island in Jeollanam-do. Its natural habitat was a subtropical forest. The species can easily be characterized by the simple trichomes on the back of its leaves and spur. This species is important because new horticultural races of Calanthe can be developed by cross-breeding with other species of Calanthe.

In present, an education paradigm of new info-age is consisting by using the Internet in education field, and as that practical use of internet in education is in increasing trend and various education method is showed. But much of the existent systems were drived on instruction management, systems of student management are very few. Therefore, in this paper, we designed and implemented system that can efficiently manage instruction and student in web. Implemented system was designed by dividing teacher module and student module and various function for instruction management and student management were included in teacher module and in student module include various functions with related to as class, report and result record.

Moon Jae-in as the government was launching new records & Archives management innovation is promoted. It was necessary to overhaul the Presidential Records & Archives Act and resolve the issues so far. The key issues include the establishment of individual presidential archives and the guarantee of access to former presidents. The current administration of presidential records is being carried out in the position of a manager (agency). The system's biggest "customers" are discussing management difficulties, even though they are former presidents. Record management should be a customer-centered information service. The "core customer" of managing presidential records is the former president. Another important problem is to separate the Presidential Archives from the National Archives to strengthen its status.

The development of information technology such as the internet has brought about rapidly changes the old medical technology, e-Healthcare has been to raise social issue. The e-Healthcare which new turning point of paradigm in the medical information develops the medical policy in Korea and the technology, the prospective of reverse engineering in internet environment is incurring problems such as distribution of critical information and invasion and infringement of privacy, etc. In this research, we suggest the Role Based Access Control System, HPIP-e-Healthcare Privacy Information Protection, for solving above problem. The HPIP is composed 4 mechanisms such as Consolidate User Identity, Hospital Authorization, Medical Record Access Control, Patient Diagnosis and we are also prototyping the HPIP for feasible approach in the real computing environment.
