Coastal cities suffer a great deal of storm and wind damage. The storm and wind characteristics vary between cities. Therefore, a storm and wind damage management system suited for specific characteristics is required for each coastal city. In this study, we analyze the current situation and establish the problem of storm and wind damage management system in regards to urban management, coastal management and disaster management. We also review the storm and wind damage management system for the USA and Japan. We consequently propose a plan to improve the storm and wind damage management system. As a result of the study, in terms of city management, we recommend the compulsory identification of disaster prevention districts, implementation of the integrated coastal city management plan, designation of natural disaster risk mitigation area as disaster prevention district, the division of disaster prevention district into wind damage prevention district, storm damage prevention district, erosion damage prevention district, the building of restrictions at the disaster prevention district by ordinance, etc. In regards to coastal management, we suggest the delegation of authority to delegate coastal erosion management area to the local government, the subdivision of coastal erosion management area into erosion serious area, erosion progress area, erosion concern area, the building restrictions at coastal erosion management area by ordinance, development of erosion prediction chart, etc. In relation to disaster management, we recommend the integration of "countermeasures against natural disasters act" and "disasters and safety management basic act", the local government-led disaster prevention system, the local disaster management network, and the customized local disaster prevention plan, etc.

The forecasting, mitigation and preparedness of the natural disaster impacts require relevant information regarding the disaster desirable in real time. In the meantime it is requiring the rapid and continuous data and information generation or gathering for possible prediction and monitoring of the natural disaster. Since disasters that cause huge social and economic disruptions normally affect large areas or territories and are linked to global change. The use of traditional and conventional methods for management of the natural disaster impact can not be effectively implemented for intial data col1ection with the further processing. The space technology or remote sensing tools offer excellent possibilities of collecting vital data. The main reason is capability of this technology of collecting data at global and regional scales rapidly and repetitively. This is unchallenged advantage of the space methods and technology. The satellite or remote sensing techniques can be used to monitor the current situation, the situation before based on the data in sight. as well as after disaster occurred. They can be used to provide baseline data against which future changes can be compared while the GIS techniques provide a suitable framework for integrating and analyzing the many types of data sources required for disaster monitoring. Developed GIS is an excellent instrument for definition of the social impact status of the natural disaster which can be undertaken in the future database developments. This methodology is a good source for analysis and dynamic change studies of the natural disaster impacts.

Purpose: Natural Disaster has well formed framework more than social disaster, because natural disaster is controlled by one department, such as MOIS, but social disaster is distributed. This study is on the design of the integrated service platform for the social diaster data. and then, apply to the local governments. Method: Firstly, we design DB templates for the incident cases considering the incident investigation reports. For the risk management, life-damage oriented social disaster risk assessment is defined. In case of the real-time incident data from NDMS, AI system provides the prediction information in the life damage and the cause of the incident. Result: We design the structured and unstructured incident data management system, and design the integrated social disaster and safety incident management system. Conclusion: The integrated social disaster and safety incident management system may be used in the local governments
The purpose of this study is to examine the problems of disaster management resources needed for disaster occurrence, to find ways to improve them, and to utilize them in the future. For this research, theoretical background was established through previous research data on disaster management resources. Disaster management resources prescribed in the Basic Act on Disaster and Safety Management, Classification of Disaster Management Resources and System Use, and Joint Utilization Standards of Disaster Management Resources were analyzed to identify problems and to suggest improvements. As a result of the research, clarity on disaster management resources was secured through literature research and analysis of laws and regulations. By suggesting ways to utilize the manpower and material resources designated by the Emergency Preparedness Resource Management Act in the event of various disasters, it was confirmed that the disaster management resources could be utilized in the right place for various disaster situations.
Many concerns have been raised for importance of disaster management after 1990's numerous urban disasters in Korea. When the primary function of government is to protect lives and property of citizens, disaster management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. This paper is split into five chapters. Chapter I is the introduction part. Chapter II introduces the reader to a disaster management theory, and deals with various disaster management systems of foreign countries such as the U.S.A. and Japan, Chapter III describes and characterizes the Korea's current disaster management system. The Korean disaster management system has been reestablished through the enactment of the Disaster Management Act of 1995 and the full revision of Natural Hazards Management Act of 1995 after series of catastrophic man-made disasters since 1993. Chapter IV is devoted to the establishment of an effective disaster management system in Korea. In this chapter, I discusses measures needed to improve the quality of CDMB(Central Disaster Management Bureau)'s service to the people. I strongly reemphasize the effectiveness of a comprehensive risk-based, all-hazard national emergency management system that addresses preparedness, mitigation, response, and recovery. To that end the Administration should develop legislation, new policies, and organizational plans to invigorate the agency with a refocussed mission. Chapter V is a conclusion. As the demand for citizens'welfare has been continuously increased in the localization, the importance of disaster management is emerging subject in the public sector. The disaster management carries out complicated affairs and manages diverse objects, the cooperation/connection system of the central-local government and citizens, and non-governmental organization should be established.

In September 2018, heat waves were declared to be a type of natural disaster by the Framework Act on the Management of Disasters and Safety. The present study examined the characteristics of heat waves from the perspectives of meteorological phenomena and health damage. The government's efforts to minimize the damages incurred by heat waves are summarized chronologically. Furthermore, various issues pertaining to heat waves that are being raised in our society despite the government's efforts are summarized by analyzing big data derived from reported news and academic articles.
Purpose: The purpose of study was to identify problems in disaster recovery resource management and operation through on-site investigation and utilize them as improvement proposal for disaster recovery resources management by local governments. Method: Areas with high natural and social disasters recorded in historical and yearly records of natural and social disasters, related books, and annual reports for 20 years were selected. The DRSS data of the selected local governments were analyzed and the reserve warehouse were selected for field survey. Result: It is analyzed that the current situation in the city hall and district offices is somewhat insufficient due to heavy work by the working-level officials of local governments on the storage of disaster recovery resources. The actual amount of stockpiles and DRSS data are somewhat different or missing because the input method and criteria are not clear at present when inputting the current data. Conclusion: To improve the management of the disaster recovery resource reserve, it is deemed that education of DRSS and training of best practices for the operation of disaster management resources are urgently needed, and that a systematic management of stockpiles using disaster prevention experts will be required.
Purpose: This study aims to propose a framework for climate change risk management by analyzing characteristics of climate-induced disasters. Method: The recent global and domestic trends of loss and damage under natural disaster events and the characteristics of climate-induced disasters were analyzed to design a framework for climate change risk management. Results: In consideration of the uncertainty of climate risk and various spatio-temporal scales of climate disasters, a new framework is suggested for comprehensive climate risk management that includes risk assessment, goal setting, planning, monitoring and evaluation, learning and adjustment. The framework aims at an iterative process that is activated by stakeholder engagement. Conclusion: Pilot studies need to be conducted to revise and polish the framework in the future, and institutional arrangements should be prepared for the effective implementation of the comprehensive climate risk management.

In recent years, lots of damages appear frequently due to cyber terrorism and natural disasters such as typhoon 'Chaba', earthquake at Kyeongju. The damages lead to people's anxiety and public institutions connected directly with them also can't be free from the threat situation. In addition, public institutions must prepare business continuity issues with the highest priority in the event of disasters because they are closest with people's safety. However, preceding researches suggest needs of disaster mitigation activities management system or central office oriented top-down BCP establishing system. In this study, We grasp the current status of public institutions's business continuity plan(BCP) against disaster and we propose an efficient bottom-up method for structuring the BCP of public institutions.

Based on major safety-related statistics of cities, provinces, counties, and districts across the country, social disasters manage regional safety index ratings in six areas(traffic accidents, fires, crime, life safety, suicide, and infectious diseases), and natural disasters operate a management system. The current application of the regional safety assessment of natural disasters is very insufficient to evaluate the local risk of natural disasters up to the Eup, Myeon, and Dong level, and it is marked too engineering and difficult for the general public to use. The purpose of this study is to present Korea's natural disaster local risk assessment as an improvement model that extends to the sub-unit of Eup, Myeon, and Dong, using the local risk assessment model mixed with natural and social disasters.
