Development Plan and Comparison of Construction Quality Management Systems in Preparation for the Economic Integration in Northeast Asia(FTA) (동북아 경제권 통합(FTA)에 대비한 한·중·일 건설 품질관리 제도 비교 및 발전방향 제시)

  • The FTA between South Korea and China has been concluded in 2014. This means that there is high possibility of the economic integration in Northeast Asia. China's rapid growth has led the global economy, and the Northeast Asia has been attracting attention as the main market. Although the South Korean government cannot help continuing the overseas market-oriented policies, South Korea's construction orders in the Northeast Asia are insignificant, and their profitability is still low. It is time for South Korean construction industry to promote qualitative growth instead of quantitative growth. South Korean construction industry have to focus more on quality management to produce high-quality construction output. In order to support South Korean construction industry, Korean government needs to provide more advanced national quality management system. Therefore, this study compares national quality management systems in South Korea, Japan, and China, and suggests the direction of the South Korean national quality management system reform. In addition, another objective of this study is to confirm the importance of an ISO9001 based quality management system as a basis of the economic integration in Northeast Asia.

  • Innovation clusters developed or evolved around a specific region IS the key element of national innovation system and determine national competitiveness. Recognizing the importance of innovation clusters, Korean government has made "Daedeok Special R&D Zone" in 2005. This paper examines the success factors of famous Cluster in advanced countries and China, and proposes the strategy for regional development in Daejeon through boosting Daedeok Innovation Cluster. Although 30.5% of government R&D investment is being concentrated in Daedeok along with 10% of the country's doctorate degree holders, it is lack of increasing revenue by linking corporate R&D with a creative and challenging entrepreneur spirit. The core of the innovation cluster is the integration and mutual networking of the main participants. This paper suggests strategies for developing as a world class innovation cluster, global networking and clustering, venture ecosystem formation, commercialization the knowledge by interacting with market. It also explains the necessity of regional integration for cluster to cluster linkages in the East Asia Region.

  • As continued scaling becomes increasingly difficult, 3D integration has emerged as a viable solution to achieve higher bandwidths and good power efficiency. 3D integration can be defined as a technology involving the stacking of multiple processed wafers containing integrated circuits on top of each other with vertical interconnects between the wafers. This type of 3D structure can improve performance levels, enable the integration of devices with incompatible process flows, and reduce form factors. Through silicon vias (TSVs), which directly connect stacked structures die-to-die, are an enabling technology for future 3D integrated systems. TSVs filled with copper using an electro-plating method are investigated in this study. DC and pulses are used as a current source for the electro-plating process as a means of via filling. A TiN barrier and Ru seed layers are deposited by plasma-enhanced atomic layer deposition (PEALD) with thicknesses of 10 and 30 nm, respectively. All samples electroplated by the DC current showed defects, even with additives. However, the samples electroplated by the pulse current showed defect-free super-filled via structures. The optimized condition for defect-free bottom-up super-filling was established by adjusting the additive concentrations in the basic plating solution of copper sulfate. The optimized concentrations of JGB and SPS were found to be 10 and 20 ppm, respectively.

A Novel Integrative Expression Vector for Sulfolobus Species

  • With the purpose of facilitating the process of stable strain generation, a shuttle vector for integration of genes via a double recombination event into two ectopic sites on the Sulfolobus acidocaldarius chromosome was constructed. The novel chromosomal integration and expression vector pINEX contains a pyrE gene from S. solfataricus P2 ($pyrE_{sso}$) as an auxotrophic selection marker, a multiple cloning site with histidine tag, the internal sequences of malE and malG for homologous recombination, and the entire region of pGEM-T vector, except for the multiple cloning region, for propagation in E. coli. For stable expression of the target gene, an ${\alpha}$-glucosidase-producing strain of S. acidocaldarius was generated employing this vector. The malA gene (saci_1160) encoding an ${\alpha}$-glucosidase from S. acidocaldarius fused with the glutamate dehydrogenase ($gdhA_{saci}$) promoter and leader sequence was ligated to pINEX to generate pINEX_malA. Using the "pop-in" and "pop-out" method, the malA gene was inserted into the genome of MR31 and correct insertion was verified by colony PCR and sequencing. This strain was grown in YT medium without uracil and purified by His-tag affinity chromatography. The ${\alpha}$-glucosidase activity was confirmed by the hydrolysis of $pNP{\alpha}G$. The pINEX vector should be applicable in delineating gene functions in this organism.

Another important issues is military leadership about the style of social-being. In recent years, social change is very complex and speedy like global networking and diversity, leadership environment also, changed like leadership paradigm shift. Military leadership must be examined from the principle to the context of social integration At the present age, individual soldier is citizen in uniformed. Also military leadership must to seek the principle in the citizen mind like citizenship. Another charactristics of present day military is influence of high technogy. For the high-tech war military need the transition about science and technology from the whole society. In the context of above the development of military leadership are suggested as follows. First, the development of military control leadership must besought to the context of cooperation between government and military. Government must provide the system to strengthen military professionals in the process of policy-making about national security Second, military leadership must embody the important social values through the advanced military making, Third, military leadership must provide the adaptability to the society through the military education of their soldiers Forth, military leadership must be contributed to the social integration and to the growing up individual soldiers like their socialization and their achievement. Five, an important subject of military leadership is the creation of desirable military culture through the harmony of social culture and military culture.

Decision of Available Soil Depth Based on Physical and Hydraulic Properties of Soils for Landscape Vegetation in Incheon International Airport

  • Decision of available soil depth based on soil physical and hydraulic properties for the $3^{rd}$ Landscape Vegetation Project in the Incheon International Airport was attempted. The soil samples were collected from the 8 sites at different depths, 0-20 and 20-60cm, for the three project fields, A, B, and C area. Physical and chemical properties including particle size distribution, organic matter content and electrical conductivity were analyzed. Hydrological properties including bulk density and water holding capacity at different water potential, -6 kPa, -10 kPa, -33 kPa, and -1500 kPa were calculated by SPAW model of Saxton and Rawls (2006), and air entry value was calculated by Campbell model (1985). Based on physical and hydrological limitation, feasibility and design criteria of soil depth for vegetation and landfill were recommended. Since the soil salinity of the soil in area A area was $19.18dS\;m^{-1}$ in top soil and $22.27dS\;m^{-1}$ in deep soil, respectively, landscape vegetation without amendment would not be possible on this area. Available soil depth required for vegetation was 2.51 m that would secure root zone water holding capacity, capillary fringe, and porosity. Available soil depth required for landscape vegetation of the B area soil was 1.51 m including capillary fringe 0.14 m and available depth for 10% porosity 1.35 m. The soils in this area were feasible for landscape vegetation. The soil in area C was feasible for bottom fill purpose only due to low water holding capacity.

An Integration Approach of Trajectory-Based Aviation Weather and Air Traffic Information for NARAE-Weather (나래웨더를 위한 궤적기반 항공기상 정보와 항공교통 정보의 통합 방안)

  • In support of the National ATM Reformation and Enhancement Plan (NARAE), a trajectory-based aviation weather service is under development through the NARAE-Weather project. Specifically, weather data presented in a standardized digital format facilitates the seamless integration of digital weather data with air traffic information. Thus, this paper introduces an approach that entails structuring numerical model data to integrate aviation weather information and flight trajectory data. The extraction results using structurally transformed data showed superior performance compared to the results extracted from the original data in terms of performance, and this research is poised to enhance the safety and efficiency of airline operations.

  • The paper analyzes OECD health systems from the perspective of historical institutionalism. Criticizing the dependence of Korea's national health program on Pacific countries such as Japan and the U.S., it suggests that European experiences of national health programs can be a model of the Korean health system in the future. Based on an inquiry into Italian and British cases of national health systems, the author emphasizes (1) the role of local governemts in national health programs, and (2) the integration of a national health program with public health programs.

Site Selection of Wildlife Passage for Leopard Cat in Urban Area using Space Syntax (공간구문론을 이용한 도시 내 삵 이동통로 적지선정)

  • Many wildlife habitats have been destroyed and fragmented during the rapid industrialization and urbanization process in Korea. It is essential to connect these fragmented habitats to reduce road-kill of many types of endangered urban wildlife. The site selection for wildlife passages must take into account the behavior of the wildlife species for safe crossing utilizing many artificial barriers in urban areas. This study attempted to identify potential wildlife passage sites for the endangered and protected leopard cats of Gangseo Ecological Park in Seoul, Korea. A space syntax analysis, an analytical technique to objectively evaluate the spatial configurations related to passage selection, found that the integration value represents the accessibility and connectivity of spaces. In this paper, this means that the bigger the integration value, the more frequently the leopard cat passes through. The leopard cats were captured and radio-tracked for 72 hours once a month from March to June of 2009. The ArcGIS and Animal Movement of Hawth Tools were used to analyze the home range and movement paths, and Axwoman 4.0 was used to analyze space syntax. The daily average movement distance was $2.099{\pm}1.08km$. During the survey period, the leopard cats crossed over an urban expressway more than 20 times, running the risk of road-kill. The range of global integration values was 0.458~1.834, while that of the local integration was 0.210~6.061. Five sites that met across the leopard cats' movement routes and roads were selected to measure the local and global integrate values. Among these sites, the higher the integration value, the higher the road-kill possibility. Thus, two of five sites with high global and local integration values were suggested as potential wildlife passage sites for the leopard cats. Now, three tunnel passages are under construction at the suggested sites for which local integration value was highest (LI=4.369). Further studies are scheduled to verify these potential sites as suitable wildlife passages.
