Practical experience with technology implementation of the upgrading of very small village industries in India suggests that innovation failures are not merely a result of the lack of proper interaction between the users and suppliers of technologies under implementation, but also a result of adoption of the primitive conception of competitiveness in their practice of technology development. The approach of promoting the small producers to become individually competitive by using labour intensive, small-scale intermediate technologies is proving to be totally inadequate for the achievement of technological efficiency in a dynamic sense. Guided by a primitive notion of competitiveness, the suppliers of intermediated technologies are thus being led into limiting their technological efforts in the sectors of direct interest to the rural industrial clusters to the transitional objectives of mainly poverty alleviation. Consequently they have not been able to target the small producers of these village industries for the objectives of business growth. This paper posits that under competitive conditions the self-employed small producer has not only to come together for access to resources, but also has to emerge as a multi-sectoral collective of producers, co-operating in production. With the aim to draw lessons that are generic and have policy implications for the development of innovation systems for local economy based rural industrial clusters and value chains, the author analyses in this paper the experience of innovation in technological systems for the sectors of leather, fruits and vegetable processing and agro processing by the People's Science Movement with the help of the Ministry of Science and Technology and other sectoral ministries in India where rural poor were required to pool the resources and capabilities for raising the scale and scope of their collective production organization.

Supercritical carbon dioxide power system is the next generation electricity technology expected to be highly developed. The power system can improve net efficiency, simplify cycle configuration, and downsize equipment compared to conventional steam power system. In order to dominate the new market in advance, it is required to found Front End Engineering Design (FEED) Framework of the system. Therefore, this study developed the FEED framework including design processes for the supercritical carbon dioxide power system, information elements for each process, and relationships for each element. The developed FEED framework is expected to be able to secure systematic technological capabilities by establishing a common understanding and perspective among multi-field engineers participating in the design.

Purpose: In this study, the actual situation of domestic firms vulnerable to industrial security competence will be discussed. And accordingly be discussed for effective response measures. Methods: Using a structured questionnaire by mail, fax, e-mail and fill method was used respondents. By the end of '10 R&D Center, which holds 15,247 companies(population) among the 95% level of confidence, tolerance ${\pm}3%$ p-level corporate type, sector, region extraction method stratified multi-level companies were investigated through the final 1529. Results: The average level of industrial security capabilities 43.8%(out of 100) is very weak, so urgent and positive response measures also need to be investigated sought. Conclusion: we propose the effective management framework and improvement plans to prevent illegal industrial leakage are to be made.

Due to the complexities of the real-world system, a water resource management program has to deal with various types of data. It appears that management personnel who has to use the program usually suffers from the technical burdens of handling large amount of data and understanding the optimization theory when they try to interpret the results. By combining the capabilities of database technology and modeling technique with optimization procedure we can develop a reliable decision supporting tool for multi-reservoir operation planning, which yields operating schedule for each dam in a river basin. We introduce two special data handling methodology for the real world application. First, by treating dams, hydro-electric power generating facilities and demand sites as separate database tables, the proposed data handling scheme can be applied to general water resource system in Korea. Second, by assigning variable names using predetermined key words, we can save searching time for identifying the moaning of the variables, so that we can quickly save the results of the optimization run to the database.

The behaviour of the fission gas plays an important role in the fuel rod performance. In a previous work, we presented a physics-based model describing intra- and inter-granular behaviour of radioactive fission gas. The model was implemented in SCIANTIX, a mesoscale module for fission gas behaviour, and assessed against the CONTACT 1 irradiation experiment. In this work, we present the multi-scale coupling between the TRANSURANUS fuel performance code and SCIANTIX, used as mechanistic module for stable and radioactive fission gas behaviour. We exploit the coupled code version to reproduce two integral irradiation experiments involving standard fuel rod segments in steady-state operation (CONTACT 1) and during successive power transients (HATAC C2). The simulation results demonstrate the predictive capabilities of the code coupling and contribute to the integral validation of the models implemented in SCIANTIX.
Korean government drives various programs to improve the performance of university-industry cooperation since 1998 such as BK 21(Brain Korea), NURI(New University for Regional Innovation), Connect Korea Program, and so on. We analyse the relationships between performance of university-industry cooperations and university competency factors(research competency and management competency) through multi-regression model, and propose policy implication. We used the basic data related to the performance of university-industry cooperation and university competency factors from Korean 61 universities. We set up some hypotheses and try to verify them with the method of multi-variable regression analysis including dependent variable(licensing fee, the number of technology transfers, the number of spin-offs) and independent variables(research competency, management competency). We, through this analysis, find both the research competency variables and management competency variables are significant to the performance of university-industry cooperation. Firstly, for licensing fee and the number of technology transfers, research competency variables such as the number of SCIE papers, the number of patent registration were significant, but management competency variables such as the scale of technology leasing organization, the number of specialist were not significant. Secondly, for the number of spin-offs management variables are significant, but research competency varialbles are not. These results imply that both the research competency and management competency of universities are the critical factors for the effective commercialization of university technology not only in United States but also in Korea. In the conclusion, we propose government drive university-industry cooperation policy to enhance the quality of research papers and patent as well as management capabilities of technology leasing organization.
Since the contents of internet resources are beginning to include texts, images and sounds, different Web-based image search engines have been developed accordingly. It is a fact that these diversities of multimedia contents have made search process and retrieval of relevant information very difficult. The purpose of the study is to compare and evaluate its special features and performance of the existing image search engines in order to provide user help to select appropriate search engines. The study selected AV Photo Finder, Lycos MultiMedia, Amazing Picture Machine, Image Surfer, WebSeek, Ditto for comparison and evaluation because of their reputations of popularity among users of image search engines. The methodology of the study was to analyze previous related literature and establish criteria for the evaluation of image search engines. The study investigated characteristics, indexing methods, search capabilities, screen display and user interfaces of different search engines for the purpose of comparison of its performance. Finally, the study measured relative recall and precision ratios to evaluate their electiveness of retrieval under the experimental set up. Results of the comparative analysis in regard to its search performance are as follows. AV Photo Finder marked the highest rank among other image search engines. Ditto and WebSeek also showed comparatively high precision ratio. Lycos MultiMedia and Image Surfer follows after them. Amazing Picture Machine stowed the lowest in ranking.
Developing a personalized system on a user's behalf which is working around the Internet-based marketplace is one of the challenging issues in intelligent e-business, especially mobile commenrce. It has been highly recommended that such a mobile personalized system has to perceive the user's needs a priori by tracking user's current context such as location with activity and then to identify the current needs dynamically and proactively. Automatically and unobtrusively getting user's context is an inevitable feature for the development of autonomous mobile commenrce. However, personalization methodologies and their feasible architectures for context-aware mobile commerce have been so far very rare. Hence, this paper aims to propose a context-aware mobile commerce development methodology by applying agent and semantic web technologies for personalized reminder system, which is one of the mobile commerce support system. We revisited associationism to understand a buyer's need identification process and adopt the process as 'purchase based on association' to implement a personalized reminder system. Based on this approach, we have showed how the agent-based semantic web service system can be used to realize need-aware reminder system. NAMA(Need-Aware Multi-Agent), a prototype system, has been implemented to show the feasibility of the methodology and framework under mobile setting proposed in this paper. NAMA embeds bluetooth-based location tracking module and identify what a user is currently looking at through her/his mobile device such as PDA. Based on these capabilities, NAMA considers the context, user profile with preferences, and information about currently available services, to aware user's current needs and then link her/him to a set of services, which are implemented as web services.

We can adapt telemedicine systems in advancement of information technology capabilities and increase of network bandwidth. The telemedicine service can be applied to a public health center, a school, a prison and islands in lacks of medical equipments and medical staffs. The telemedicine services which can be provided high quality medical services. We designed the multiple control server system consisting 3 sub-function, patients and doctors name list, network types, connection states and computer equipments. The telemedicine link configuration was decided as 'Flowing', or 'By-passing' in accordance the network type and bandwidth of patient systems or doctor systems. The multiple control server system was performed the best communication configuration over heterogeneous networks. This system was achieved high quality telemedicine services through dynamic wired and wireless networks at any time. This study represented a hybrid multimedia telemedicine system over heterogeneous networks. We expected that the designed system could provide not only the high quality services, tele-diagnosis and tele-consultation, but also the effective emergency telemedicine services to multi-patients in the heterogeneous network environments.

Low-power radio frequency (RF) chip transceiver technology and the associated structural health monitoring platforms have matured recently to enable high-rate, lossless transmission of measurement data across large-scale sensor networks. The intrinsic value of these advanced capabilities is the allowance for high-quality, rapid operational modal analysis of in-service structures using distributed accelerometers to experimentally characterize the dynamic response. From the analysis afforded through these dynamic data sets, structural identification techniques can then be utilized to develop a well calibrated finite element (FE) model of the structure for baseline development, extended analytical structural evaluation, and load response assessment. This paper presents a case study in which operational modal analysis is performed on a three-span prestressed reinforced concrete bridge using a wireless sensor network. The low-power wireless platform deployed supported a high-rate, lossless transmission protocol enabling real-time remote acquisition of the vibration response as recorded by twenty-nine accelerometers at a 256 Sps sampling rate. Several instrumentation layouts were utilized to assess the global multi-span response using a stationary sensor array as well as the spatially refined response of a single span using roving sensors and reference-based techniques. Subsequent structural identification using FE modeling and iterative updating through comparison with the experimental analysis is then documented to demonstrate the inherent value in dynamic response measurement across structural systems using high-rate wireless sensor networks.
