In this work, we analyzed correlations between life-cycle greenhouse gas (GHG) emissions and life-cycle cost of energy resources. Energy resources studied in this paper include coal, natural gas, nuclear power, hydropower, geothermal energy, wind power, solar thermal energy, and solar photovoltaic energy, and all of them are used to generate electricity. We calculated the mean values, ranges of maximum minus minimum values, and ranges of 90% confidence interval of life-cycle GHG emissions and life-cycle cost of each energy resource. Based on the values, we plotted them in two dimensional graphs to analyze a relationship and characteristics between GHG emissions and cost. Besides, to analyze the technical maturity, the GHG emissions and the range of minimum and maximum values were compared to each other. For the electric generation, energy resources are largely inverse proportional to the GHG emission and the corresponding cost.

This paper presents an optimal decision model for minimizing the life-cycle cost of steel box girder bridges. The point is that it takes into account service life process as a whole, and the life-cycle costs include initial (design, testing, and construction) costs, maintenance costs and expected failure costs. The problem is formulated as that of minimization of expected total life-cycle cost with respect to the design variables. The optimal solution identifies those values of the decision variables that result in minimum expected total cost. The performance constraints in the form of flexural failure and shear failure are those specified in the design code. Based on extensive numerical investigations, it may be positively stated that the optimum design of steel box girder bridges based on life-cycle cost approach proposed in this study provides a lot more rational and economical design, and thus the proposed approach will propose the development of new concepts and design methodologies that may have important implications in the next generation performance-based design codes and standards.

This study is intended to propose a systematic and practical life cycle cost(LCC) model for the development of the reliability-based seismic safety and cost-effective performance criteria for design and upgrading of long-span PC bridges. The LCC models consist of five cost functions such as initial cost, repair/replacement cost, human losses, road user cost, and indirect losses of regional economy. The proposed model Is successfully expressed in temrs of Park-Ang damage indices and life cycle damage probability obtained from SMART-DRAIN-2DX which is an existing algorithm for nonlinear time history analysis. The proposed LCC model is successfully applied to a viaduct constructed by PSM, in Seoul. Based on the observations, the proposed systematic procedure for the formulation of LCC model may be useful for the development of the reliability-based seismic safety and cost-effective performance criteria for design and upgrading of long-span PC bridges.
In China, the oil and natural gas resources of Bohai Bay are mainly marginal oil fields. It is necessary to build both ice-resistant and economical offshore platforms. However, risk is involved in the design, construction, utilization, maintenance of offshore platforms as uncertain events may occur within the life-cycle of a platform under the extreme ice load. In this study, the optimum design model of the expected life-cycle cost for ice-resistant platforms based on cost-effectiveness criterion is proposed. Multiple performance demands of the structure, facilities and crew members, associated with the failure assessment criteria and evaluation functions of costs of construction, consequences of structural failure modes including damage, revenue loss, death and injury as well as discounting cost over time are considered. An efficient approximate method of the global reliability analysis for the offshore platforms is provided, which converts the implicit nonlinear performance function in the conventional reliability analysis to linear explicit one. The proposed life-cycle optimum design formula are applied to a typical ice-resistant platform in Bohai Bay, and the results demonstrate that the life-cycle cost-effective optimum design model is more rational compared to the conventional design.
To optimize the selected reinforcing method for application to PSC Beam bridges, the reliability analysis was performed with consideration for the increase and decrease of the member section based on the standard design section, and the minimum life-cycle cost(LCC) was calculated from this analysis with consideration for the aleatory uncertainty. Moreover, the mean, 50%, 75%, and 90% distributions of the analysis results were re-evaluated quantitatively by considering the effect of the epistemic uncertainty. The reliability results gained from the application of the reinforcing method, as well as the optimal design method based on the minimum LCC, will provide more reasonable design criteria for the PSC Beam bridges.

Cost-effectiveness in design is considered for determining the target reliability of concrete bridges under seismic actions. This objective can be achieved based on the economic optimization of the expected life-cycle cost of a bridge, which includes initial cost, direct losses, and indirect losses of a bridge due to strong earthquakes over its lifetime. A separating factor is defined to consider the redundancy of a transportation network. The Park-Ang damage model is employed to define the damage of a bridge under seismic action, and a Monte Carlo method based on the DRAIN-2DX program is developed to assess the failure probability of a bridge. The results for an example bridge analyzed in this paper show that the optimal target failure probability depends on the traffic volume carried by the bridge and is between 1.0×10/sup -3/ to 3.0×10/sup -3/ over a life of 50 years.

Water distribution networks (WDNs) are designed to satisfy water requirement of an urban community. One of the central issues in human history is providing sufficient quality and quantity of water through WDNs. A WDN consists of a great number of pipelines with different ages, lengths, materials, and sizes in varying degrees of deterioration. The available annual budget for rehabilitation of these infrastructures only covers part of the network; thus it is important to manage the limited budget in the most cost-effective manner. In this study, a novel pipe replacement scheduling approach is proposed in order to smooth the annual investment time series based on a life cycle cost assessment. The proposed approach is applied to a real WDN currently operating in South Korea. The proposed scheduling plan considers both the annual budget limitation and the optimum investment on pipes' useful life. A non-dominated sorting genetic algorithm is used to solve a multi-objective optimization problem. Three decision-making objectives, including the minimum imposed LCC of the network, the minimum standard deviation of annual cost, and the minimum average age of the network, are considered to find optimal pipe replacement planning over long-term time period. The results indicate that the proposed scheduling structure provides efficient and cost-effective rehabilitation management of water network with consistent annual budget.

This study is intended to propose a systematic procedure for the development of the reliability-based seismic safety and cost-effective Performance criteria for design and upgrading of long span PC bridges. In the paper, a set of cost function models for life cycle cost analysis of bridges is proposed. The total life cycle cost functions consist of initial cost and direct/indirect damage costs considering repair/replacement costs, human losses and property damage costs, road user costs, and indirect regional economic losses. The damage costs are successfully expressed in terms of Park-Ang median global damage indices and damage probabilities. The proposed approach is successfully applied to model bridges in both regions of a moderate seismicity area like Seoul, Korea and a high one like Tokyo, Japan. It may be expected that the proposed approach can be effectively utilized for the development of cost-effective performance criteria for design and upgrading of various types of bridges as well as long span PC bridges.
This study was intend to develop the optimal design method of suspension bridge by the reliability analysis based on minimization of life cycle cost(LCC). The reliability analysis was performed considering aleatory uncertainties included in the result of numerical analysis. The optimal design was estimated based on life-cycle cost analysis depending on the result of reliability analysis. As the effect of epistemic uncertainty, the safety index (beta), failure probability (pf) and minimum life cycle cost were random variables. The high-level distributions were generated, from which the critical percentile values were obtained for a conservative bridge design through sensitivity assessment.
As it recently appears that Life Cycle Cost Analysis may be considered as new methodology for economic valuation of infrastructure many researches have been made to assess LCC(Life Cycle Cost) of each facility based on a reasonable methods. In general, LCC is composed of construction cost and expected maintenance repair cost. And especially, maintenance repair cost must be estimated to enhance the reliability through systematic and reasonable methods. However in Korea, because high speed railway steel bridges are recently constructed no direct statistical data are available for the account of the maintenance cost and then their maintenance characteristics are not linear yet. Therefore, the approach proposed in the paper utilizes a theoretical determination and degradation of the corrosion and fatigue of the bridges based on Rahgozar et al.(2006)'s model on fatigue notch factor considering into the corrosion to incorporate the corrosion effect into the fatigue strength reduction model. And then, the corresponding probability of failure is calculated in terms of the reliability index using S-N curve to formulate the fatigue limit state. Therefore, this paper proposes the minimum Life Cycle Cost through optimum maintenance plan analysis of high-speed railway steel bridges under construction.
