The Direction of Capability-based Military Build-up (국가능력에 기초한한 군사력 건설방향)

  • Defense minister of the ROK, Kim Bong-sin suggested that the ROK′s military build-up policy will change from "scenario-based" to "capability-based". Entering the 1990s the ROK′s military build-up policy met difficulties to accomplish its goal, modernizing and strengthening of its force structure and weapon systems because of limited budget. The concept of capability-based military build-up could commit a fault in estimating total amount of defense resources required for force planing. This is because that the total amount of defense resources related to force plan for the 15 years is fixed to embody military strategy. The concept of capability-based military build-up plays a role as a constraint in choosing a military strategy. This has no connection with military build-up. Therefore the resources of mid-term military build-up program and scale of annual defense budget could be affected by the situations of its national economy. In this respect, the scale of annual defense budget and resources could be changed in accordance with national economic condition, however, the total amount of resources required to build-up military force for 15 years, namely resources of military force planing requirement for 15 years, is given already for the accomplishment of military strategy. The purpose of this study is to seek a direction of the ROK′s military build-up policy in a viewpoint of capability-based military build-up.

  • Because of its unique ordnance or operational requirements, military aircraft has potential risks different from civil aircraft. This explains why there is no global document for military airworthiness and each nation has its own sovereign authority. But harmonized airworthiness activities among authorities are required to reduce cost and time for recent multinational programs. In this study, we show the airworthiness policy of the European Military Airworthiness Authorities and U.S. DOD Authorities which facilitate recognition of certificates and approvals issued by any other authorities. And we propose future works for Korea military airworthiness society to develop organizational recognition system.

A Study on the Effect of the Inventory Policy on Military Supply Chain Performance - Focused on System Dynamics - (재고정책에 따른 군 공급체인 성과에 관한 연구 - 시스템 다이나믹스를 중심으로 -)

  • This study shows the effect of inventory policy change from supplier-based to customer-based. We focus on the service level, cost, and information distortion of the Military Supply Chain(MSC) with System Dynamics. We design MSC model according to field practician interviews by using Vensim. The simulation makes a comparison between supply-based inventory policy performances and order-based inventory policy performances. In order to evaluate the MSC performances, we measure the accumulation of backlog(service level), supply chain cost, and order percentage overshoot(information distortion). The results show that 1) changing inventory policy from supplier-based to end customer order-based gets a good customer service, reduces MSC cost, and prevents information distortion, 2) changing inventory policy from supplier-based to immediate customer order-based reduces a small amount of MSC cost and deteriorates customer service, and 3) supply level is main factor for MSC performances improvement. This study implicates the policy change makes a improvement of MSC performance without introducing information system.

ROK Military Efforts for Jointness Improvement and Some Views for the Development of Its Joint Operational Capability (합동성 강화를 위한 각 군의 노력과 합동작전의 효율적 수행방안)

  • Jointness is a core concept of ROK military reform plan. ROK military has pursued to transform its military organization and capability for enhancing jointness and joint operation after the 1990s. It has strengthened the organization of JCS(Joint Chief of Staffs), introduced joint education, and acquired modernized weapons and equipment proper for joint operation. The 1986 Glodwater-Nichols Act of the U.S. military and lessons of the recent war provided a good direction how ROK military should take measures to enhance jointenss. In fact, defense reform efforts for jointness has produced invaluable fruits for transforming industrial age military forces into information age one which possesses more strong combat capabilities and develops joint business for efficient defense management. Nevertheless, there are many issues ROK military should address for stepping up the jointness. This paper well analyzes practical problems and issues ROK military faces to develop jointenss and draws policy recommendations for the policy makers.

  • The development of local defense parts has played a role a pure function such as maintenance of stable procurement source of military goods, provision of timely supply, establishment of self-defense base, creation of import substitution effect considering the whole life-cycle cost, reduction of foreign currency and protection of domestic defense industry. However, as the development success rate is deteriorating, it is time to analyze the related policies and improve the system. In order to improve the success rate of development of parts for the defense sector, it is necessary to unify the separated policies by the development-related departments and strengthen the policy support for the development companies to actively participate in the development. In addition, it is necessary to improve the paradigm for the selection of development items and change the authority of selecting development items and to delegate authority to create synergies. Parts localization development policy improvement is military support side it will contribute to strengthening defense power management by organically combining with technological development aspect and economical aspect. Development items will be linked to defense exports, which will have a remarkable effect on sales growth and job creation effects. The development of local defense parts is spreading.

  • The purpose of this study is to provide a guidelines for emerging military library development. The history and current environment relating to the military library development were examined through literature review and policy analysis, field survey and interview methods. The results show that current library administration and services are far behind in terms of meeting user needs. An administration model and policy for military library development were suggested.

  • Now it is not useful the theory about civil-military relationship that have been analysed for power games between military and civilians Korean society is going on governance society managed by cooperating network of government, civilian society and business market These social change require for new context about civil-Military relationship. Military leadership must contribute desirable civil-military relationship This study will suggest the direction about military leadership for desirable civil-military relationship. Now political issues about military intervention to the government are almost settled, but the worry about complications between military and civilians exist in the part of low issues like policy-making. Another important issues is military leadership about the style of social-being. In recent years, social change is very complex and speedy like global networking and diversity, leadership environment also, changed like leadership paradigm shift. Military leadership must be examined from the principle to the context of social integration At the present age, individual soldier is citizen in uniformed. Also military leadership must to seek the principle in the citizen mind like citizenship. Another charactristics of present day military is influence of high technogy. For the high-tech war military need the transition about science and technology from the whole society. In the context of above the development of military leadership are suggested as follows. First, the development of military control leadership must besought to the context of cooperation between government and military. Government must provide the system to strengthen military professionals in the process of policy-making about national security Second, military leadership must embody the important social values through the advanced military making, Third, military leadership must provide the adaptability to the society through the military education of their soldiers Forth, military leadership must be contributed to the social integration and to the growing up individual soldiers like their socialization and their achievement. Five, an important subject of military leadership is the creation of desirable military culture through the harmony of social culture and military culture.

  • Strategic decision on the execution of national security improvement project is greatly important for the present and future national security. Though, the importance of strategic decision, decision making process has been executed under one-way thinking framework. This research provides a decision-making tool with make-or-buy approach for the national security improvement policy execution methods: foreign purchase and military R&D project, and, via simulation, confirms dynamic change of military capability index respect to change in ratio of foreign purchase and military R&D. A result shows that current ratio of foreign purchases and military R&D is insufficient for national security improvement policy goal. Applying the model from this research provides an appropriate ratio for short term and long term defense strategy and policy goal, and consequent result of increase in national security capability. Thus, this research model can be effectively utilized for national security improvement project.

  • The North Korean regime, Kim Jungun's foreign policy is changed frequently. And their military policy has no gravity. North Korea has developed nuclear weapons and long range missile. Now they have Inter-Continental Ballistic Missile. These activities redound a great threat in Korean peninsula. There are a no possibilities to give up its nuclear weapons and missile development. For the peace in Korean peninsula, we should make North Korea to abandon its nuclear himself through effective sanctions. Now China should effort to control North Korea. To reduce the threat we should coordinate the strategic interests of China and US. This study is to predict the North Korea military activities to analyze "military policies."

Military Security Policy Research Using Big Data and Text Mining (빅데이터와 텍스트마이닝 기법을 활용한 군사보안정책 탐구)

  • This study utilized big data, one of the new technologies of the Fourth Industrial Revolution as a policy direction study related to the military security of the Army. By utilizing Text mining and analyzing military security trends in domestic and foreign papers, it will be able to set policy directions and reduce trial and error. In this study, we found differences in domestic and international studies on military sucurity. At first, Domestic research has shown that in the course of the fourth industrial revolution, there is a strong interest in technological security, such as IT technology in security and cyber security in North Korea. On the other hand, Foreign research confirmed that policies are being studied in such a way that military sucurity is needed at the level of cooperation between countries and that it can contribute to world peace. Various academic policy studies have been underway in terms of determining world peace and security levels, not just security levels. It contrasted in our immediate confrontation with North Korea for decades but suggest complementary measures that cannot be overlooked from a grand perspective. Conclusionally, the direction of academic research in domestic and foreign should be done in macro perspective under national network cooperation, not just technology sucurity research, recognizing that military security is a policy product that should be studied in a security system between countries.
