Space Development and Law in Asia (아시아의 우주개발과 우주법)

  • The Sputnik 1 launching in 1957 made the world recognize the necessity of international regulations on space development and activities in outer space. The United Nations established COPUOS the very next year, and adopted the mandate to examine legal issues concerning the peaceful uses of outer space. At the time, the military sector of the U.S.A. and the Soviet Union were in charge of the space development and they were not welcomed to discuss the prohibition of the military uses of outer space at the legal section in the COPUOS. Although both countries had common interests in securing the freedom of military uses in outer space. As the social and economic benefits derived from space activities have become more apparent, civil expenditures on space activities have continued to increase in several countries. Virtually all new spacefaring states explicitly place a priority on space-based applications to support social and economic development. Such space applications as satellite navigation and Earth imaging are core elements of almost every existing civil space program. Likewise, Moon exploration continues to be a priority for such established spacefaring states as China, Russia, India, and Japan. Recently, Companies that manufacture satellites and ground equipment have also seen significant growth. On 25 February 2012 China successfully launched the eleventh satellite for its indigenous global navigation and positioning satellite system, Beidou. Civil space activities began to grow in China when they were allocated to the China Great Wall Industry Corporation in 1986. China Aerospace Corporation was established in 1993, followed by the development of the China National Space Administration. In Japan civil space was initially coordinated by the National Space Activities Council formed in 1960. Most of the work was performed by the Institute of Space and Aeronautical Science of the University of Tokyo, the National Aerospace Laboratory, and, most importantly, the National Space Development Agency. In 2003 all this work was assumed by the Japanese Aerospace Exploration Agency(JAXA). Japan eases restrictions on military space development. On 20 June 2012 Japan passed the Partial Revision of the Cabinet Establishment Act, which restructured the authority to regulate Japanese space policy and budget, including the governance of the JAXA. Under this legislation, the Space Activities Commission of the Ministry of Education, Culture, Sports, Science, and Technology, which was responsible for the development of Japanese space program, will be abolished. Regulation of space policy and budget will be handed over to the Space Strategy Headquarter formed under the Prime Minister's Cabinet. Space Strategy will be supported by a Consultative Policy Commission as an academics and independent observers. By revoking Article 4 (Objectives of the Agency) of a law that previously governed JAXA and mandated the development of space programs for "peaceful purposes only," the new legislation demonstrates consistency with Article 2 of the 2008 Basic Space Law. In conformity with the principles laid down in the 1967 Outer Space Treaty JAXA is now free to pursue the non-aggressive military use of space. New legislation is the culmination of a decade-long process that sought ways to "leverage Japan's space development programs and technologies for security purposes, to bolster the nation's defenses in the face of increased tensions in East Asia." In this connection it would also be very important and necessary to create an Asian Space Agency(ASA) for strengthening cooperation within the Asian space community towards joint undertakings.

  • The range of use of drones is gradually expanding from military to commercial applications. In the field of agriculture, there have been many studies to utilize drones, but there have been relatively few efforts to utilize drones in the marine and fisheries sectors. In this paper, we propose drones and system requirements for marine and fisheries applications. Marine and fisheries monitoring using drones is expected to be more effective and cost effective than existing methods.

  • Recently, permanent magnet synchronous motor are applied to various applications such as electric vehicle, aerospace, medical service and military applications due to several outstanding characteristics. Because of the importance of high reliable operation in these areas, many research related to the fault detection and diagnosis of inverter system are conducted. In this paper, new simple fault detection method of voltage source inverter for permanent magnet synchronous motor is proposed. The feasibility of the proposed method are improved by simulation and experiment. By the simulation and experiments, rapid detection characteristic of the proposed method has been proved without any additional voltage sensor.

  • Thermal batteries are heat-activated primary reserve power sources that use inorganic salt as electrolytes and specially designed to meet extremely long or environmentally severe storage requirements. They are primarily used to deliver high power for relatively short periods in such applications as fuzes, missiles, ordnance and other military applications. In this paper, we describe a general overview and research trends on electrode materials for thermal batteries.

  • It is a primary object of the present study to test and evaluate the shear load carrying capability of a carbon fiber reinforced thermoses composite structure with buttress grooves for military applications. The buttress form of groove is an effective structure in any applications where high shear loads are transferred in one direction between structural components. Inverse ballistics methodology was introduced to investigate the high strain rate properties of composite groove specimens. In comparison with the conventional methods, inverse ballistics technique is a proper one under dynamic environment.

Design of Miniaturized Microstrip Patch Antennas Using Non-Foster Circuits for Compact Controlled Reception Pattern Antenna Array

  • The global positioning system (GPS) is a useful system in civilian and military applications. However, because of the weak signal, GPS receivers are vulnerable to interference caused by unwanted signals or intentional jammers. To alleviate this issue, a controlled reception pattern antenna (CRPA) array can be employed to adaptively place radiation pattern nulls toward the direction of the signal interference. The performance of the CRPA array improves as the number of antenna elements increases. Therefore, antenna miniaturization is highly desirable for CRPA applications. We designed a compact CRPA array based on seven electrically miniaturized microstrip patch antennas (MPAs) on a 5-inch ground platform. We used a non-Foster matching circuit to match efficiently miniaturized MPAs on an FR-4 substrate. Experimental results show that the non-Foster matching circuit significantly improves such elements of antenna performance as return loss and antenna gain. In addition, we confirmed that the mutual coupling of the proposed CRPA array is less than -45 dB.

  • A synthetic aperture radar (SAR) system can provide all-weather, day and night imaging capability, and thus, is very useful in surveillance for both civil and military applications. In this paper, the X-band spaceborne SAR system design procedure is introduced with the key design parameters for mission and system requirements characterized by the small satellite platform. The SAR imaging mode design technique is presented, and the design results are analyzed for standard mode performance evaluation. In line with the system requirements, the X-band SAR payload and ground reception/processing sub-systems are presented with the key design results and image applications examples. The designed small satellite SAR system shows the wide range of imaging capability, and proves to be an effective surveillance system in light-weight, high-performance and cost-effective points of view.

  • Zinc Sulfide (ZnS) is one of the II-VI semiconducting materials, having novel fundamental properties and diverse areas of application such as light-emitting diodes (LEDs), electroluminescence, flat panel displays, infrared windows, catalyst, chemical sensors, biosensors, lasers and biodevices, etc. However, despite the remarkable versatility and prospective potential of ZnS, research and development (R&D) into its applications has not been performed in much detail relative to research into other inorganic semiconductors. In this study, based on global patent information, we analyzed recent technical trends and the current status of R&D into ZnS applications. Furthermore, we provided new technical insight into ZnS applicable fields using in-depth analysis. Especially, this report suggests that ZnS, due to its infrared-transmitting optical property, is a promising material in astronomy and military fields for lenses of infrared systems. The patent information analysis in this report will be utilized in the process of identifying the current positioning of technology and the direction of future R&D.

High Temperature Supercapacitor with Free Standing Quasi-solid Composite Electrolytes (독립형 반고체 복합 전해질을 적용한 고온 수퍼커패시터)

  • Supercapacitors are attracting much attention in sensor, military and space applications due to their excellent thermal stability and non-explosion. The ionic liquid is more thermally stable than other electrolytes and can be used as a high temperature electrolyte, but it is not easy to realize a high temperature energy device because the separator shrinks at high temperature. Here, we report a study on electrochemical supercapacitors using a composite electrolyte film that does not require a separator. The composite electrolyte is composed of thermoplastic polyurethane, ionic liquid and fumed silica nanoparticles, and it acts as a separator as well as an electrolyte. The silica nanoparticles at the optimum mass concentration of 4wt% increase the ionic conductivity of the composite electrolyte and shows a low interfacial resistance. The 5 wt% polyurethane in the composite electrolyte exhibits excellent electrochemical properties. At $175^{\circ}C$, the capacitance of the supercapacitor using our free standing composite electrolyte is 220 F/g, which is 25 times higher than that at room temperature. This study has many potential applications in the electrolyte of next generation energy storage devices.
