Novel Maritime Wireless Communication based on Mobile Technology for the Safety of Navigation: LTE-Maritime focusing on the Cell Planning and its Verification

  • Enhancing the performance of maritime wireless communication has been highlighted by the issue of cell planning in the sea area because of lack of an appropriate Propagation Loss Model (PLM). To resolve the cell planning issue in vast sea areas, it was essential to develop the (PLM) matching the intended sea area. However, there were considerable gaps between the prediction of legacy PLMs and field measurement in propagation loss and there was a need to develop the adjusted PLM (A-PLM). Therefore, cell planning was performed on this adjusted model, including modification of the base station's location, altitude, and antenna azimuth to meet the quality objectives. Furthermore, in order to verify the availability of the cell planning, Communication Service Quality Monitoring System (CS-QMS) was developed in the LTE-Maritime project to collect LTE signal quality information from the onboard equipment at regular intervals and to ensure that the service quality was high enough to satisfy the goals in each designated grid. As a result of verification, the success rate of RSRP was 95.7% for the intensive management zone (IMZ) and 96.4% for the interested zone (IZ), respectively.

  • Safety at sea continues to be an important topic for research. The factors that contribute to safety issues are often complex and unclear. Lack of non-technical skills in such areas as communication, teamworking, situational awareness, decision making etc. are well documented as directly affecting safety in high risk work settings such as on board merchant vessels. Competence in non-technical skills can be affected by various habits and circumstances that influence a worker and result in either positive thinking and behaviour or negative thinking and behaviour. Negative thinking can cause stress, anger, frustration; loneliness etc. and this can possibly result in behaviour or actions that undermine the safety of crew and ship. Factors that may contribute to these negative thoughts and behaviours are many and varied and this paper will be looking at one aspect: mobile phone use. In the Republic of Korea, dependency on mobile phones is uniquely high. Maritime students are also susceptible to such dependency and this paper will demonstrate that the symptoms associated with mobile phone addiction and dependency, and in particular the symptoms of withdrawal, are important factors that need to be mitigated in order to improve safety at sea. Although the benefits of mobile phones are many it will be suggested that over-reliance, dependency or addiction can result in negative thinking or behaviour that may directly or indirectly contribute to the factors that cause incidents and accidents at sea. It will be suggested that the most appropriate method of dealing with this problem is twofold: firstly, through training at the educational level and secondly, by encouraging the shipping industry and government to invest more into providing seafarers with better access to the communication methods that they are used to on shore in order to improve work conditions.

  • Nowadays, the satellite communication systems provide worldwide or international service through organizations such as INTELSAT and INMARSAT, and the satellite communication technology has brought remarkable changes in the maritime mobile service as well as the fixed service on land. In our country, the international fixed satellite service via INTELSAT is no means inferior to the advanced countries, but to the contrary, we feel ashamed to admit that the facilities and technologies of our maritime satellite service via INMARSAT system donot keep abreast with the development pace of the world. This paper describes first the historical review of the development of satellite communication system is the world, then analyses the problems to bring the systems into wider use as early as possible, and filnally, I will make the following suggestions for the promotive direction on the INMARSAT systems. 1. Estabilishment of the earth stations at sea and on land. 2. Standardization of the qualification of the principal communicator on board. 3. Promotion of the international cooperation for the maritime mobile satellite service. 4. Establishment of the research institute on the INMARSAT systems.

  • Currently economical communication technologies are needed for high speed data exchange at sea. Wireless environments at sea require some special communication security solutions as well. In this paper, an augmented WiMAX MMR protocol is proposed as a solution of the broadband data communications and security at sea environments fundamentally with no base station.

  • IMO and IALA have undertaken projects that GMDSS Modernization and E-navigation, which refer to "Future digital communications systems" for a more efficient transmission of voice and data communications in the VHF maritime mobile service. ITU has also resolved in WRC-07 Resolution 357 to study the use of spectrum-efficient technologies in order to provide for the operation of ship and port security and maritime safety systems. IALA and ITU WP5B have coordinated for the technical developments and the spectrum issues. Recommendation ITU-R M.1842-1 has approved by WP5B meeting. This revision provides a wideband data service both 50kHz and 100kHz in the VHF maritime mobile service. This paper has studied E-navigation, its needs for data exchange that includes explanations of the current methods for transmitting data by VHF that based in land mobile radio service. A further technologies trend is estimated for Recommendation ITU-R M.1842-1, that is based on the land mobile radio standards with some tailored to fit the needs of the maritime mobile service.

  • RAN in mobile backhaul network connects base station to mobile backhaul network. This the interfaces for several generations mobile communication technologies, such as TDM, ATM, and Ethernet in cell site, and then Ethernet in mobile backhaul site. In near future, the mobile communication network will be changed to all IP/Ethernet one, and then ultimately Ethernet and TDM traffics will be transferred through IP network. So these technologies have to be encapsulated for transferring to the mobile backhaul network. The performances are measured for each encapsulation, such as ATM, MPLS, IP/UDP, and MEF8.

  • The current maritime data communications mainly depend on radio and satellite which have restrictions on data rate and cost. That leads to needs of novel relatively-high-speed data communication systems at sea just like on land. This paper proposes a routing protocol (MWR) for newly designed model of ship-to-ship communication networks at sea. The MWR protocol finds out an optimal route by selecting an optimal network for each specific application from overlapped networks of available wireless media at sea.

  • This dissertation deal with over-all wireless communication technology. And introduce wireless communication technology analytically that it use for Home-LAN communication technology (HomeRF, Bluetooth, IEEE 802.11, HIPERLAN, etc). Home-LAN communications issue by the terminal field of the latest high-speed network construction. This technologies possesses characteristics and significances as the representative technology using in Home-LAN communication technology. Also, the method of application is conditional on individually. Wireless LAN put Home-LAN communications to practical use. Bluetooth have practical use for an individual mobile communications with internet. HomeRF have a vision that the construction of wireless system in house purely. Therefore, this dissertation investigates merits and demerits between those technologies. And then leads the most compatible technology for application of Home-LAN. Finally, this thesis have a view of the development course hereafter.

  • High quality and high speed multimedia services will be required in the next generation mobile communications. To satisfy these services, powerful error correction techniques are used. ARQ(Auto Repeat Request) techniques, aspects of the throughput, and FEC(Forward Error Correct) techniques have disadvantages in terms of reliability. H-ARQ(Hybrid Auto Repeat Request) systems have been studied extensively as a solution of these disadvantages. In this paper introduce double layer coding and H-ARQ type, proposed H-ARQ system using double layer coding methods. Simulate BER performance and throughput. And we suggest that according to channel condition suitable H-ARQ type.

  • Orthogonal Frequency Division Multiplexing (OFDM) has been focused on as 4th generation communication method for realization of Ubiquitous Network in land mobile communications services, and has been a standard technology of Wireless Local Area Network (WLAN) for a High Date Rate communication. And in maritime data communication using high frequency (HF) band, 32-point FFT OFDM system is recommended by International Telecommunication Union (ITU). Maritime communication should be kept on connecting when maritime accident or the maritime disaster happen. Therefore, main device FFT should be operated with low power consumption. In this paper we propose a low power 32-point FFT algorithm using radix-2 and radix-4 for low power operation. The proposed algorithm was designed using VHSIC hardware description language (VHDL), and it was confirmed that the output value of Spartan-3 field-programmable gate array (FPGA) board corresponded to the output value calculated using Matlab. The proposed 32-point FFT algorithm will be useful as a leading technology in a HF maritime data communication.
