Change of relative fishing power index from technological development in the offshore conger eel pot fishery (근해장어통발어업에서 어로기술발달에 따른 어획성능지수 변동)

  • The change of fishing power index was analyzed to identify the development of the vessel and gear technology that may improve the fishing efficiency of the offshore conger eel pot fishery from 1980s to 2015. Gross tonnage per fishing vessel was rapidly increased annually. The standard of pot was maintained, but the number of pot used rapidly increased by using conger eel pot hauling devices, carrying and loading devices, main line hauler, casting devices and slide type pot. Fish finder system to identify fishing ground information and the conger eel pot hauling devices were modernized, and supply rate was also increased. Therefore, the relative fishing power index in the offshore conger eel pot fishery increased from 1.0 in 1980 to 1.3 in 1990, to 1.8 in 2000 and to 2.0 in 2015. The results are expected to contribute to reasonable fisheries stock management of the offshore conger eel pot fishery.

Effects of off-shore plant operating condition on fish distribution (해양플랜트 작업환경이 어류분포에 미치는 영향)

  • The objective of this study was to prove possible effects of a habitable place for fish around semi-submersible drilling rig which measured underwater radiated noise, irradiance distribution of rig's light and conducted experimental fishing in Malaysia territory and observed for distribution of fishes around the rig by ROV during drilling operation in the East Sea of Korea. As a result underwater radiated noise was $130dB/{\mu}Pa$ from 156.25 to 187.50 Hz, irradiance distribution of light was between 21.5 and 43.1 lx. Despite this result, underwater radiated noise was not a threat to fish around rig and low irradiance distribution of light also played a role in the luring influence of the fishes at night. Fish showed up in the beginning of drilling operation and at the end of drilling operation. However, there are few fish in the midst of drilling operation. The main reason for this result was the destruction of the habitable place due to blow out mud and broken pieces of ground formation in drilling hole. The results are expected to contribute to reasonable fishery management around rig.

  • Prime movers in engine rooms inherently are much affected by the adjustment of their governors for the steady state and transient properties, consequently requiring that marine engineers shall be well familiar with the way to manage governor dials for normal operation. The hydro-mechanical governors basically have different control characteristics and adjustment parameters of stability from digital governors. The former include compensation mechanism using dash pot while the control algorithm of the latter is usually based on the PID action. This study is for configuring a simulation module to let trainees practice how to adjust dials for stability on hydraulic governors in the view that the practice by real governors and engines is time consuming and high cost for operation. The governor module includes the adjusting points such as speed set, speed droop, needle valve and compensation pointer with engine module of $2^{nd}$ order coupled. The results of simulation showed satisfactory responses as a training tool for the adjustment of control parameters.

Analysis of Seafarers' Behavioral Error on Collision Accidents (충돌사고에 대한 해기사의 행동오류 분석)

  • Behavioral errors of the seafarers are one of the major causes of collisions and are usually corrected through education and training. To correct this behavioral error, the structure in which the behavioral error occurs needs to be identified and analyzed. For this purpose, behavior observation data were obtained through ship maneuvering simulation for collision encounters. The 9-state behavior classification frame proposed by Reason was used for the behavior observation and 50 university students were involved in the experiment. Behavioral analysis used the behavioral model of collision avoidance success and failure, which was developed from the 9-state Left-to-Right Hidden Markov modeling technique. As a result of the experiment, the difference between behaviors of success and failure of collision avoidance was clearly identified, and the linkage between 9-state behaviors, required to prevent collision, was derived.

  • It requires long time and high cost for an apprentice engineer to reach the level of getting various experiences of engine space machinery and preparing for emergency situations. Therefore reducing the time and cost, several types of simulator that give the very similar surroundings to the ship engine room, relevant to STCW-95 are used for systematic education and training to get many experiences and good judgement in emergency. Since most simulators that are operated in Korea were imported from foreign countries, it is difficult to directly implant the amendments of STCW Convention and reflect International Maritime Organization (IMO) model courses. This study describe a development of marine auxiliary boiler simulator that makes the apprentice engineer easier to understand the relationship between equipments in steam system such as auxiliary boiler, exhaust gas boiler, and steam turbine.

Risk factors of fisher on stow net fishing vessel using analysis of adjudication (재결서 분석을 통한 안강망어선에 승선하는 선원의 위험요인)

  • The adjudication of Korean Maritime Safety Tribunal (KMST) was analyzed to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) in stow net fishing vessel from 2015 to 2019. The personnel's carelessness was the most common in 29 out of 33 accidents (87.9%), followed by 25 cases (75.8%) of inadequacy of instructions, 24 cases (72.7%) of inadequacy of education on hazard factor, 20 cases (60.6%) of no personal protection equipment, 18 cases (54.5%) of poor guard, 17 cases (51.5%) of inadequacy of work method, 16 cases (48.5%) of absence of emergency stop button, 14 cases (42.4%) of work practice of poor safety precautions that affected more than 40% of all accidents as accident causes. These causes had a strong influence on each other, and the ratio of accident causes is high. With this relationship, accidents can be prevented or the severity of human injury can be reduced if types of accident process can be estimated with a scenario, and the key points before the accident in the scenario are switched to safe points.

A study on the risk factors of the fishermen's in offshore large powered purse seine fishery using the accident compensation insurance proceeds payment data of NFFC (수협의 어선원 재해보상보험 자료를 이용한 대형선망어업 선원의 위험요인 연구)

  • The International Labor Organization (ILO) selected fishing as the most dangerous group of jobs in the world, and it is well known in Korea as a 4D industry. Offshore large purse seine accounts for the largest portion of the fishing industry in the coastal region with high death rate and the accident rate. The repeated disaster rate survey by the Korea Maritime Institute (KMI) shows offshore large purse seiner is the highest at 22.3 percent and coastal gill nets and offshore stow net are following at 12.4 percent and 11.9 percent in order. Therefore, risk factors occurring in offshore large purse seiners were analyzed based on data from the National Federation of Fisheries Cooperatives (NFFC) for three years from 2015 to 2017 and 4M (Man, Machine, Media, Management) 3E (Engineering, Education, Enforcement) techniques were used to provide a safe fishing environment. The number of accidents on offshore large purse seiners each year was more than 150, and the number of accidents on every fishing boats was as high as 17 percent in 2015. If the accident rate and the risk level were divided by insurance, the accident resulting from contact with machinery was the highest, and the risk of a contact with gear was low but frequently occurring. This was caused by collisions and contact with gear in situations where death and disappearance risk are not high, and accident types in situations where death and loss risk are considered to be contact with machinery, falls or other accidents. Through these analysis techniques, the frequency and risk of each type of accident on a offshore large purse seiners can be demonstrated, and it is expected to raise awareness of a safer fishing environment and contribute to the reduction of accidents.

Exploratory Study on Enhancing Cyber Security for Busan Port Container Terminals (부산항 컨테이너 터미널 사이버 보안 강화를 위한 탐색적 연구)

  • By actively adopting technologies from the Fourth Industrial Revolution, the port industry is trending toward new types of ports, such as automated and smart ports. However, behind the development of these ports, there is an increasing risk of cyber security incidents and threats within ports and container terminals, including information leakage through cargo handling equipment and ransomware attacks leading to disruptions in terminal operations. Despite the necessity of research to enhance cyber security within ports, there is a lack of such studies in the domestic context. This study focuses on Busan Port, a representative port in South Korea that actively incorporates technology from the Fourth Industrial Revolution, in order to discover variables for improving cyber security in container terminals. The research results categorized factors for enhancing cyber security in Busan Port's container terminals into network construction and policy support, standardization of education and personnel training, and legal and regulatory factors. Subsequently, multiple regression analysis was conducted based on these factors, leading to the identification of detailed factors for securing and enhancing safety, reliability, performance, and satisfaction in Busan Port's container terminals. The significance of this study lies in providing direction for enhancing cyber security in Busan Port's container terminals and addressing the increasing incidents of cyber security attacks within ports and container terminals.

A Preliminary Study on the Stress Perception and Ways to Cope with Stress for Seafarers (선원들의 스트레스 인지와 그 대처방법에 관한 기초 연구)

  • This study aims at analyzing the extent of seafarers' perception on their stress and ways to cope with the stress and providing fundamental data for establishing on the stress management of seafarers. In this paper 428 seafarers, who were in the fire-fighting and survival technique training course in Korea Institute of Maritime and fisheries Technology, were sampled and asked to fill out two kinds of questionnaire. One is a questionnaire on seafarers' stress perception and the other is that on the measure of their coping with stress. The collected data were analyzed by using descriptive statistics, t-test and ANOVA by SPSS 10.1 package. The results of this study are as follow. 1) There were significant differences of stress perception in navigation area, marital status, amount of smoking, frequency of drinking, exercise, sleep pattern, sleeping hours, leisure time, and job satisfaction 2) There were significant differences of method coping with stress in current position, navigation area, age, ship career, level of education, marital status, yearly income, frequency of drinking, amount of drinking, exercise, sleep pattern, and job satisfaction 3) The relation between stress perception and ways of coping with stress showed that the group with higher stress perception tended to use emotion-focused coping style and desirable thinking.

A Study on the Improvement Method for Health Management of Seafares (상선 승무원들의 건강관리 개선방안 연구)

  • In this study, the corelation among the knowledge of and attitude to health care and the actual health protective practices of seafarers was surveyed and analyzed in order to provide the management method for improving seafarers' health care. The subjects of this study were 516 seafarers who took refresh training courses in Korea Institute of Maritime and Fisheries Technology. The questionnaire was constructed under the Guidelines for National Health of the Ministry of Health and Welfare and modified for studying seafarers' health state. The collected data were analyzed by SPSS package. The results were as follows: 1) The older, married, religion believer, higher ranker, the man who have longer career have the higher degree of knowledge, attitude, and practice-degree(p<0.05). 2) The degree of knowledge, attitude, and practice are $4.24{\pm}0.35$, $3.45{\pm}0.41$, and $3.39{\pm}0.22$ in mean by 5-score scale, respectably. 3) The corelation among the degree of knowledge, attitude, and practice was significant(r=0.33~0.63, p<0.05).
