Foreign seafarers have embarked on the fishing vessels as industrial trainees since 1990s and the total number of foreign seafarers on merchant ships and fishing vessels marked 21,327 as of the end of 2013. Especially, in case of deep-sea fishing vessels and coastal/inshore fishing vessels, although the number of fishing vessels decreased, the number of foreign seafarers nearly doubled during recent 5 years. Looking at the marine accidents occurred to fishing vessels, after multinational seafarers are joining on board fishing vessels, difficulties in communication among seafarers has become a major issue. And the safety rules which could be understandable by foreign seafarers are not provided and the education and training for foreign seafarers are not properly conducted either. Consequently, the risk of marine accidents during fishing operation on fishing vessels has increased and emergency response under the captain's control was not effective enough to cope with such emergency situation. Several forced labour issues were also reported resulting from abusive words and assault committed by Korean seafarers. Therefore, This study aims first to review the cases of marine accidents on board fishing vessels which foreign seafarers are working and, the problems concerning employment and education for those foreign seafarers, and then to point out the necessity of conducting training on the safety rules and regular emergency drills for the foreign seafarers in order to prevent marine accidents.
In this paper is two-step trade model introduced. It is assumed that countries have 3 basic factors- capital(K), land (Z)and population(N)-as national factor endowments. As the first step, education 'produces' 'educated labor(EL)' which embodies new knowledge or new technology by using the population and capital as inputs. As the second step, manufacturing goods is produced with EL and uneducated labor(UL), and agriculture goods with land and UL. According to this model, the higher the increase rate of capital in a country is, the lower the usage rate of land is, the lower the increase rate of discount is, the country tends to export the manufacturing goods and import the agriculture goods. Trade widens the discrepancy of increase rate of EL in both countries but reduces the gap of increase rate of relative wage of EL as far as the gap of usage rate is not so big. Trade also affect real income rather than nominal income. This model can be extended to explain the migration from rural areas to urban areas when the manufacturing sector and education organization exist in urban area while the agricultural sector exist in rural area.

The purpose of this study was to analyze the relationships among soccer media involvement experience(SMIE), purchase intent(PI) and continued participation intent(CPI) in soccer clubs and provide basic data necessary for the sustainable growth of soccer clubs and related goods companies. In order to accomplish such study purposes, the study employed a survey method with a total of 327 amateur soccer players residing in G metropolitan city. The data from the survey questionnaires were validated through exploratory factor analysis and reliability test. The data were analyzed through descriptive statistics, correlation analysis and multiple regression analysis at the significance level of .05. Accordingly, following findings were derived from the current study. First, the level of interest was the highest among SMIE factors, followed by challenge and technology. Second, the level of alternative evaluation was the highest among PI factors, followed by purchase recognition, problem recognition, and information search. Third, technology factor in SMIE had a negative effect on PI. Fourth, technology factor in SMIE had a positive effect on CPI. Lastly, among PI factors, problem recognition had a negative effect and alternative evaluation had a positive effect on CPI.

In the present study, experiments have been performed to investigate the possibility of removing Cochlodinium polykrikoides using the dredged sediment from a coastal fishery and then to derive the optimal conditions; the amount and particle size of dredged sediment besprinkled into water, the thermal treatment, the types and amounts of additives, and the depth profile of Cochlodinium polykrikoides. Results showed that the optimal amount of dredged sediment besprinkled into water was 6~10 g/L, and the removal efficiency of Cochlodinium polykrikoides after the reaction time for 60 min was 73~93%. Note that, in the real sea water, it is necessary to besprinkle 6~10 $kg/m^3$ of dry dredged sediment on a unit area (1 $m^2$). With decreasing particle size, Cochlodinium polykrikoides could be more efficiently removed. The removal efficiency was 93% with the dredged sediment smaller than 100 ${\mu}m$, whereas it was 51% with that of 100 ${\mu}m$${\mu}m$. Since most of dredged sediment (over 90%) was smaller than 100 ${\mu}m$, high efficiency could be obtained by besprinkling only the dredged sediment without pre-treatment. CaO was found to be an effective additive in promoting the removal efficiency (up to 99%). The optimal amount of additive was 5~10%, however, it was necessary to use as small amount of an additive as possible in order to avoid the sharp increase in pH. The removal efficiency increased with increasing depth profile of Cochlodinium polykrikoides. The removal efficiency was 83% at 5 cm depth, whereas it was 93% at 50 cm depth. In the sea water, red tide occurred within 3 m depth, and furthermore most Cochlodinium polykrikoides existed within 1 m depth. It was, therefore, expected that higher removal efficiency of Cochlodinium polykrikoides could be obtained when the dredged sediment was besprinkled into the sea water. The removal efficiency of Cochlodinium polykrikoides was up to 93% when the dredged sediment (<100 ${\mu}m$) was besprinkled into water at the ratio of 10 g/L. This result was comparable to that obtained with loess (90~97%). All the results in the present study indicated that the dredged sediment from a coastal fishery could be successfully used as a substitute of loess for removing the red tide alga.

The capsizing speed of an unstable vessel with a lost restoring moment can be understood as a unique response to an accident situation, and is naturally affected by such parameters as moment of inertia, metacentric height, and transverse damping coefficient of the hull in the case of free roll motion. Additionally, it is supposed that the analysis of capsize accidents can be further simplified when a vessel's leaning velocity is shown to be quite low. Therefore, capsize accidents with low leaning speeds are desirably categorized in view of rescuing strategies, as opposed to fast capsize accidents, since the attitude of the declining hull can be properly estimated, which allows rescuers to have more time for helping accident cases. This study focuses on deriving some analytical equations based on the roll decay ratio parameter, which describes how a hull under a low-speed capsize is related to the situational hull characteristics. The suggested equations are applied to a particular ship to disclose the analytical responses from the model ship. It was confirmed that the results show the general characteristics of slow capsizing ships.
Objective: The purpose of this paper is to review, with the main focus on aviation safety technology and management program, how human factors are currently taken into consideration within transportation sectors, especially aviation, and to further share related information. Background: Human factors account for the majority of aviation accidents/incidents. Thus, the aviation sector has been comparatively quick in developing and applying technologies and management programs that deal with human factors. This paper reviews the latest safety technologies and management programs regarding human factors and aims to identify the trend. Method: This paper, based on literature research and practical experience, examines the latest international standards on technologies and management programs, those that deal with human factors and are adopted by international and domestic aviation organization. The main focus of discussion is how human factors are reflected during the system design and operation process. Results: The current most important issue in designing is the consideration of human factors in Cockpit, Automation, and Safety system technology design. From an operational point of view, the issues at hand are screening and training aviation workers to promote aviation safety, providing education on human factors and CRM/TEM, and running a safety management program to implement SMS. They were discussed based on the operational experience within the aviation sector. Conclusion: Major examples of a human factors approach to promote aviation safety are safety programs and various safety and monitoring technologies applied to aviation personnel for error management. These programs must be managed in an integrated manner that takes both the system designing and operational point of view into account. Application: It is thought that the human factors approach for promoting aviation safety reviewed in this paper can be extended and applied to safety management programs in other transportation sectors such as the railroad, maritime, road traffic etc.

The change of fishing power index was analyzed to identify the development of the vessel and gear technology that may improve the fishing efficiency of the offshore conger eel pot fishery from 1980s to 2015. Gross tonnage per fishing vessel was rapidly increased annually. The standard of pot was maintained, but the number of pot used rapidly increased by using conger eel pot hauling devices, carrying and loading devices, main line hauler, casting devices and slide type pot. Fish finder system to identify fishing ground information and the conger eel pot hauling devices were modernized, and supply rate was also increased. Therefore, the relative fishing power index in the offshore conger eel pot fishery increased from 1.0 in 1980 to 1.3 in 1990, to 1.8 in 2000 and to 2.0 in 2015. The results are expected to contribute to reasonable fisheries stock management of the offshore conger eel pot fishery.

The present study was designed to clarify whether scuba diving at 5 meters of seawater influences cerebral hemodynamics, hematological and biochemical variables. Twenty healthy young men well trained scuba diving participated in this study. The blood flow velocity in the right and left middle cerebral arteries (L-MCAV and R-MCAV), blood pressure (BP), heart rate (HR), CBC and differential count, prothrombin time (PT), activated partial thromboplastin time (aPTT), biochemical variables, D-dimer and interleukin-8 (IL-8) levels were determined before, immediately after scuba diving for 30 min, and after 30 min of rest (Pre-scuba, Scuba and R-30m, respectively). L-MCAV and R-MCAV tended to increase, but the only significant increase was in L-MCAV in Scuba. SBP and HR significantly declined in R-30m compared with those of Pre-scuba and the Scuba. IL-8 levels were elevated in Scuba and R-30m compared with that of Pre-scuba. In Scuba and R-30m, hematological variables except PT and biochemical parameters excluding glucose and lactic acid did not significantly changed in comparison with those of Pre-scuba. PT level at Scuba and glucose level at R-30m significantly declined in Scuba, while lactate level at R-30m increased compared with each in Pre-scuba. However, PT level at Scuba was within a normal range. These results suggest that scuba diving at 5 m of seawater for 30 min has no adverse effects, is safe and useful for improving health. However, further study must be performed to clarify the mechanism of elevated IL-8 level following scuba diving.
The year 2003 is the centennial of the birth of the modem lighthouse in Korea the lighthouse was originally surrounded by a beautiful nature and it contains the romantic sensitivity which relates with the ocean. And in some case it is a environment-friendly architectural facility which uses a alternative energy like a solar cell. Now the properly developed manned lighthouse is not only functioning as a traditional aids to navigation for the vessel, but also it becomes the new facility and space for all civilians who might visit and experience. If we want to vitalize the traditional lighthouse into water-familiar space, we must reconsider the facilities, various operational programs and the institutions for future-oriented development. For this situation we intended to reveal in this study that all the issues which relate to the proper use of the manned lighthouses in the whole country, since the project of water-familiar space started by MOMAF.
Since November 1990, the observations of methane (CH4) level have been carried out at Tae-ahn Peninsula (TAP) in Korea. Analysis on atmospheric data obtained in the period from November 1990 to August 1992 is carried out and the results are included in this study. We 임ole that CIL does not have a clear seasonal cycle with a minor maximum in August- september and with a minimum in June-July. The variations in monthly average level are much larger with 1765.01∼ 1857.21 pub (amplitude 92.20 ppb). The occurrence of a minimum in June-July is due to the inflow of the North Pacific air, an increase of OH radical and due to a decrease in CH4 emission from rice paddy. A maximum in August and September appears to result from an increase in organic materials in agriculture (rice paddy) and forests, inputs of local sources due to weak airflows, stagnation of the warm and moist air and from a decrease in OH radical.'rho present analysis indicates that according to CH4 data from Mongolia and from several sites in North Pacific TAP is influenced as much as 31 pub in average from the inputs of Chinese omission. When the atmospheric CH4 of TAP is compared with data observed at Korea National University of Education (KNU), the values of KNU are higher (127 ppb) than those of TAP. It is clear that air samples taken at KNU are influenced strongly by local sources in central Korea than those at TAP. According to analysis of trajectories and airflows, we find that there are 4 types in classification. Firstly, when an air flow is originated mainly in China values of CH4 gas are in medium ranges. Secondly, when an airflow is from both local (Korea) and China we find higher values. Thirdly, with an airflow from both local (Korea) and Japan origins medium values are recorded. Fourths)r, when an airflow of maritime origin arrives low values of atmospheric CH4 are observed at TAP.
