한반도 주변 국가의 해양관할정책 및 해양경계획정에 관한 연구 (A Study on the Maritime Jurisdiction Policy and Maritime Boundary Delimitation of the states around the Korean Peninsula)

  • There are several Disputes relating to the delimitation of maritime boundary and the policy of maritime jurisdiction of the states around the Korea Peninsula. These disputes are connected with the place of 'Tokdo' dominated practically by Korea, 'Senkaku islands' dominated practically by Japan, and 'Kurile islands' that is under disputing between Russia and Japan. North Korea has also the problem. The delimitation of Maritime Boundary among these States would be concluded in very near future. Therefore, we need to understand the maritime jurisdiction policy of these states. South Korea also has to set the policy.

마이스터고등학교 직업교육정책 수립 단계에 대한 평가 (Policy Evaluation for Policy Formation Stage of Meister High Schools)

  • The purpose of this study is to evaluate policy formation stage of Meister high schools. The study analyzed the differences in the recognition of teachers, students, parents, and vocational education specialists about policy evaluation for policy formation stage of Meister high schools. The conclusions based on the results of the study are as follows: First, in context area the recognition of students showed relatively low level. It reflects that the principle of democracy is needed to the policy formation stage of Meister high schools. The participation of stake holders in the policy formation stage is essential. Second, in input area teachers recognized that the financial resources were sufficient. Vocational education specialists recognized that human resources, such as excellent teachers and Meister teachers, needed to recruited adequately. Third, many policies and institutions need to be established for Meister high schools. The Meister high schools should be selected based on the principle of equity. In the selection process vocational education specialists should be included for the principle of professionalism.

  • 해양레저 활성화를 위한 정부의 정책 기조에 따라 2009년 마리나항만법 제정 및 제1차 마리나항만기본계획이 수립되면서 현재 전국적으로 마리나항만 시설 34개소가 조성·운영 중이다. 본 연구는 해양관광 트렌드 변화와 레저선박 수요 증가에 대응한 국내 마리나항만 운영여건을 분석하고 마리나항만 정책의 개선 방안을 제시하였다. 국내 마리나항만이 해양레저 활성화를 위한 기반시설로 활용되기 위해서는 마리나항만의 규모와 입지적 특성에 맞는 서비스 기능 제고 방안이 마련되어야 한다.

  • 세월호 사고 이후 해양안전에 대한 국민적인 관심이 높아졌지만 해양레저관광인구가 증가됨에 따라 해양사고로 인한 인명피해가 갈수록 증가되는 추세이 있어 해양안전교육이 시급한 실정이다. 그러나 해양안전교육관련 시설이 지리적으로 우리나라 서쪽에 편향이 되어 있어 교육에 있어 지역적 불균형이 심각한 상황이다. 따라서 본 연구는 우리나라 동남권 특히, 부산에 위치한 한국해양수산연수원의 유휴시설을 해양안전교육센터로 활용하여 지역적 교육 불균형을 해소하고 교육콘텐츠 개발 방안과 예산과 전문인력 확보에 따른 문제점에 관하여 해결방안을 제시하였다. 또한 중력모형을 활용하여 수요추정한 결과 연간 15만명에서 13만명에 이를것으로 추정되었다. 본 연구는 객관적인 검증방법을 활용하여 기존 유휴부지를 해양안전교육센터로서 활용하는 정책적 제언에 관하여 충분한 사회정책적 타당성을 입증하였으며 향후 정책추진에 실질적 기여를 할 수 있을 것으로 기대된다.

학교자율화 추진계획에 대한 교원의 인식 분석 (A Study of Teachers' Perception on the School Autonomy Policy)

  • The purpose of this study was to see teachers' perception on the School Autonomy Policy and to give some suggestions for better settlement of the policy. To achieve the above aim, we used survey method to 390 teachers and analyzed 363 responses with SPSS program. The research findings are as follows. Most of teachers supported the intent and aim of the School Autonomy Policy, however, the respondents showed conflicting responses on the contents, process, core subject according to their interests. In other words, respondents who have more teaching career including principals answered positively on the policy and it's process than lower career teachers. Lower career teachers expressed very negative recognition and little understanding for the policy itself. From the result of the survey, it could be suggested that the teachers' cooperation, especially lower career teachers' conciliation, is very important to settle down the School Autonomy Policy successively.

제주도 주변 해역에서 발생하는 해양 사고의 동향과 정책의 효율성 (The tendency and the effectiveness of policy in marine accident occurring in the sea around Jeju island)

  • The objective of this paper is to aid in basic directions for the countermeasure against marine accidents by using the statistical data of Jeju Coast Guard from 1983 to 2012. Marine accidents of about 600~1,000 vessels was reported in all the waters around South Korea from 2000 to 2008. From 2009, these accidents increased rapidly and reached 1,600~2,000 vessels. Although marine accidents of longline fishing vessels did not show a big change prior to 1993, the number have increased steadily until 2007. This is considered a tendency that appears when longline vessels, using the Port of Sungsanpo as a base and operating in fishing grounds in the East China Sea, are converted to long-term fishing from short-term fishing for reasons such as cost reduction due to the sudden rise of oil prices and the performance improvement of the fishing vessels. The number of vessels in marine accidents decreased gradually from 1999 to 2002 and for nearly 7 years from 2002 to 2008, the annual average of marine accidents stayed at 97 vessels. This is seemed to be the result of a change in the policy of either the central or local government and largely associated with changes in the way of statistical processing. This tendency is resulted in lower number of the accidents due to careless navigation which can be viewed as a human error than the number of marine accidents due to poor maintenance as a cause of mechanical failure in the same period. The increase rate in the marine accidents of Jeju Island-based fishing vessels is greater than that of other area-based fishing vessels among the fishing vessels operating in coastal and near sea around Jeju Island each year.

우리나라 기름오염방제제도의 문제점과 개선방안 (National Oil Pollution Response System : Current Issues and Policy Recommendation)

  • After the Sea Prince oil spill accident in 1995, the korean government has taken a measure to establish an emergency response system and equip clean-up capacity against large spill, major contents of which are as follows: First, Korea Marine Pollution Response Corporation has been established as a non-government organization for recovery of spilled oil in order to improve private response capabilities. Second, clean-up equipments, such as large clean-up vessels and oil fences for the open sea operation has been expanded. Third, a national contingency plan on the large spill accidents has been established compliance with the provisions of Article 6 of the OPRC 1990. However, there exist some problems in the national response system, such as clearly roles definition between government and private agencies; propel amendment of the Marine Pollution Prevention Act to incorporate major contents of the OPRC 1990; and training and exercises of clean-up personnel. With the above problems in mind, this paper reviews the current issues on the national oil pollution response system and recommends policy-making to tackle to those problems.
