A Study on Installation of Maritime Passenger Service Environment for the Disabled Persons (장애인을 위한 해상교통환경 구축 방안에 관한 연구)

  • Modern countries have almost ratified the UN Convention on the rights of persons with disabilities and are creating environments to prevent discrimination against these individuals. In 1996, the International Maritime Organization presented a recommendation for the design and operation of passenger ships to respond to elderly and disabled persons' needs. In Korea, an act on the promotion of transportation convenience for mobility disadvantaged persons has been implemented, and facilities for the disabled have been rapidly installed in ships, vehicles, aircraft, railways and passenger terminals. However, the maritime transport environment is less concerned about disabled persons than safety. In this study, basic research was conducted to improve the maritime transport environment for disabled people in Korea through a field survey and literature survey. As a result, it was found that relevant laws and regulations have not been properly applied to excursion ships and ferries as well as small-scale ports, which are responsible for a large part of coastal passenger transportation. In addition to low installation rates of facilities for the transportation of persons with disabilities in ships and terminals, loose equipment was also considered. Therefore, it is necessary to protect the human rights of persons with disabilities, which are universal values of humanity, by complementing laws and introducing improved facilities.

  • Data transfer technique is one of the key elements of the IT infrastructure, in accordance with each environment and function, using some kind of protocol. Using the three protocols such as WCDMA, AIS, and TRS at sea IT industry. so It uses three protocols saw has a problem that the operation of each protocol-specific server. so server maintenance costs increase and sea Device Manager has been placed in a situation which operates to develop each of the protocol-specific analysis program. The reason of the protocol is divided into three, marine equipment (lighthouses, buoys, light buoy) manufacturing companies and the date of manufacture, such as, communication environment (distance, communication speed) because such is wrong all, trying to unify this and enormous cost and time is a situation that can not be the exchange occurred when. So in the Ministry of Maritime Affairs and Fisheries, the number of frequency of use is low, communication performance is seeking to refrain from Kure each local organizations and companies the use of low TRS protocol. his paper is intended to conduct research on the basis of the actual data to analyze whether the method is how economical to store a single DB by analyzing other types of protocols. This reduces the shortage of marine IT industry, even a little, shall helps reduce administrative costs.

A Study on the Safety Measures for Typhoon Shelter in Jinhae Bay Based on AHP Assessment (AHP 기법 기반 진해만 태풍 피항지 내 안전대책에 관한 연구)

  • Jinhae Bay is used as a major typhoon shelter in the southeastern region of Korea. However, when a typhoon strikes, the Jinhae Bay is facing the possibility of marine accidents caused by dragging anchors and the increased number of ships. This paper suggested ways to safely and efficiently manage the port of Jinhae Bay when a typhoon strikes from Vessel traffic service operators in the sea, derived relative importance by conducting an Analytic Hierarchy Process assessment to ship operators, and suggested safety measures reflecting manager and user opinions. In order to select safety measures factors for the AHP survey, VTS operators analyzed the evaluation of measures when a typhoon strikes in Jinhae Bay. As a result of conducting a survey based on the selected safety measure factors, it was found that ship operators consider the safety of ships more than twice as important as efficient management, and comprehensively consider them in the order of management of evacuated ships, management of anchorage area, management of evacuation information, preparation regulations and guidelines, improvement of system equipment, education, publicity, and notification activities. Through the measures and relative importance identified in this paper, it is believed that Jinhae Bay can serve as the basis for safely and efficiently managing typhoon shelters.

Development of Foundation Structure for 8MW Offshore Wind Turbine on Soft Clay Layer (점토층 지반에 설치 가능한 8MW급 해상풍력발전기 하부구조물 개발)

  • The construction of new renewable energy facilities is steadily increasing every year. In particular, the offshore wind farm market, which has abundant development scalability and a high production coefficient, is growing rapidly. The southwest sea has the highest possible offshore wind power potential, and related projects are to be promoted. This study presents a basic design procedure by the EUROCODE and considers structural safety in the development of an effective of shore wind foundation in the clay layer. In a previous study, the wind power generator of 5MW class was the main target, but the 8MW of wind turbine generator, which meets the technical trend of the wind turbine market in the Southwest sea, was selected as the standard model. Furthermore, a foundation that fulfills the geological conditions of the Southwest sea was developed. The structural safety of this foundation was verified using finite element method. Moreover, structural safety was secured by proper reinforcement from the initial design. Based on the results of this study, structural safety check for various types of foundations is possible in the future. Additionally, specialized structural design and evaluation guidance were also established.

Prioritizing Noxious Liquid Substances (NLS) for Preparedness Against Potential Spill Incidents in Korean Coastal Waters (해상 유해액체물질(NLS) 유출사고대비 물질군 선정에 관한 연구)

  • This study prioritizes Noxious Liquid Substances (NLS) transported by sea via a risk-based database containing 596 chemicals to prepare against NLS incidents. There were 158 chemicals transported in Korean waters during 2014 and 2015, which were prioritized, and then chemicals were grouped into four categories (with rankings of 0-3) based on measures for preparedness against incident. In order to establish an effective preparedness system against NLS spill incidents on a national scale, a compiling process for NLS chemicals ranked 2~3 should be carried out and managed together with an initiative for NLS chemicals ranked 0-1. Also, it is advisable to manage NLS chemicals ranked 0-1 after considering the characteristics of NLS specifically transported through a given port since the types and characteristics of NLS chemicals relevant differ depending on the port. In addition, three designated regions are suggested: 1) the southern sector of the East Sea (Ulsan and Busan); 2) the central sector of the South Sea (Gwangyang and Yeosu); and 3) the northern sector of the West Sea (Pyeongtaek, Daesan and Incheon). These regions should be considered special management sectors, with strengthened surveillance and the equipment, materials and chemicals used for pollution response management schemes prepared in advance at NLS spill incident response facilities. In the near future, the risk database should be supplemented with specific information on chronic toxicity and updated on a regular basis. Furthermore, scientific ecotoxicological data for marine organisms should be collated and expanded in a systematic way. A system allowing for the identification Hazardous and Noxious Substances (HNS) should also be established, noting the relevant volumes transported in Korean waters as soon as possible to allow for better management of HNS spill incidents at sea.

  • Our country, which relies on maritime transport a majority of import and export trade volume and faced with unexpected accidents, it is difficult to operate the normal function of container terminal. It also caused by reliability issue raised is likely to be given a blow to the new volumes to attract and maintain existing volumes. Under this views, the container terminal is a situation that highlights the role of the harbor workers and cope with aggressive work to provide the best quality services to customers 365 days. On these grounds, the heavy work burden is passed on to the harbor workers and caused accidents every year. The study was analyzed the safety status of the container terminal under the real following the conditions as disaster status analysis, insufficient safety training circumstances and safety training from 2012 year to 2015 in the target current K.Y terminal. As a result of equipments safety training analysis, it shows that 2012 year happened 45 cases and 31 cases in 2013 year until not practicing the training over the Gantry Crane equipment. One hand 23 cases took place in 2014 while preparation training and the other intensive training period of 2015, 8 cases occurred. it shows that 2012 year happened 13 cases and 19 cases in 2013 year until not practicing the training over the Transfer Crane equipment. One hand 12 cases took place in 2014 while preparation training and the other intensive training period of 2015, 8 cases occurred. it shows that 2012 year happened 9 cases and 9 cases in 2013 year until not practicing the training over the Yard Tractor equipment. One hand 9 cases took place in 2014 while preparation training and the other intensive training period of 2015, 4 cases occurred. Because safety training of the container terminal was given to greatly impact on the mandatory safety training, self-educational enforcement and specified equipments safety training, hence the container terminal is to strengthen the safety education to prevent accidents in advance.

A Study on the Characteristics Measurement of Main Engine Exhaust Emission in Training Ship HANBADA (실습선 한바다호 주기관 배기가스 배출물질 특성 고찰에 관한 연구)

  • In this study, we measured particulate matter(PM) which emerged as the hot issue from the International Maritime Organization(IMO) and the exhaust emission using HANBADA, the training ship of Korea Maritime University. In particular, the PM was obtained with TEM grid. PM structure was observed by electron microscopy. And exhaust gases such as NOx, $CO_2$, and CO were measured using the combustion gas analyzer(PG-250A, HORIBA). The results of this study are as follows. 1) When the ship departed from the port, the maximum difference in PM emissions were up to 30 % due to the Bunker Change. 2) Under the steady navigation, emission of PM was $1.34mg/m^3$ when Bunker-A is changing L.R.F.O(3 %). And, at the fixed L.R.F.O (3 %), emission of PM was $1.19mg/m^3$. When the main engine RPM increased up to 20 % with fixed L.R.F.O(3 %), emission of PM was $1.40mg/m^3$. When we changed to low quality oil(L.R.F.O(3 %)), CO concentration from main engine increased about 16 %. On the other hand, when the main engine RPM is rising up to 20 %, CO concentration is increased more than 152 percent. These results imply that the changes of RPM is a dominant factor in exhaust emission although fuel oil type is an important factor. 3) The diameter of PM obtained with TEM grid is about $4{\sim}10{\mu}m$ and its structure shows porous aggregate.

A Study on the Performance Verification Method of Small-Sized LTE-Maritime Transceiver (소형 초고속해상무선통신망 송수신기 성능 검증 방안에 관한 연구)

  • This study evaluated the performance test of a small-sized LTE-Maritime(LTE-M) transceiver that was developed and promoted to expand the use of intelligent maritime traf ic information services led by the Ministry of Oceans and Fisheries with the aim of supporting the prevention of maritime accidents. Accoriding to statistics, approximately 30% of all marine accidents in Korean water occur with ships weighing less than 3 tons. Therefore, the blind spots of maritime safety must be supplemented through the development of small-sized transceivers. The small transceiver may be used in fishing boats that are active near coastal waters and in water leisure equipment near the coastline. Therefore, verifying whether sufficient performance and stable communication quality are provided is necessary, considering the environment of their real usage. In this study, we reviewed the communication quality goals of the LTE-M network and the performance requirements of small-sized transceivers suggested by the Ministry of Oceans and Fisheries, and proposed a test plan to appropriately evaluate the performance of small-sized transceivers. The validity of the proposed test method was verified for six real-sea areas with a high frequency of marine accidents. Consequently, the downlink and uplink transmission speeds of the small-sized LTE-M transceiver showed performances of 9 Mbps or more and 3 Mbps or more, respectively. In addition, using the coverage analysis system, coverage of more than 95% and 100% were confirmed in the intensive management zone (0-30 km) and interesting zone (30-50 km), respectively. The performance evaluation method and test results proposed in this paper are expected to be used as reference materials for verifying the performance of transceivers, contributing to the spread of government-promoted e-navigation services and small-sized transceivers.

Selection of Auditory Icons in Ship Bridge Alarm Management System Using the Sensibility Evaluation (감성평가를 이용한 선교알람관리시스템의 청각아이콘 평가)

  • In parallel with the development of ship equipment, bridge systems have been improved, but marine accidents due to human error have not been reduced. Recently, research in nautical bridge equipment has focused on suitable ergonomic designs in order to reduce these errors due to human factors. In a bridge of a ship, there are numerous auditory signals that deliver important information clearly to the sailors. However, only a few studies have been conducted related to the human recognition of these auditory signals. There are three types of auditory signals: voice alarms, abstract sounds, and auditory icons. This study was conducted in order to design more appropriate auditory icons using a sensibility evaluation method. The auditory icons were rated to have five warning situations (engine failure, fire, steering failure, low power, and collision) using the Semantic Differential Method. It is expected that the results of this study will be used as basic data for auditory displays inside bridges and for integrated bridge alarm systems.

  • In order for Aids to Navigation to provide sustainable services to users, it is possible when there is no Aids to Navigation accident. If an Aids to Navigation accident occurs, the manager should efficiently manage it to prevent the same accident. However, the current Aids to Navigation accident management only specifies the cause and type of the accident. There are no separate guidelines. Thus, the accident is recorded differently depending on the manager. Therefore, this study attempted to redefine Aids to Navigation accident. To this end, Aids to Navigation accidents that have occurred over the past 23 years (year 2000 to years 2022), IALA's Aids to Navigation information standard, S-201, and categories of accidents (traffic accidents and marine accidents) were analyzed. Causes of Aids to Navigation accidents were divided into internal and external causes. Accidents were divided into three types: Light tower accident, buoy accident, and equipment accident. By further subdividing primary items, the cause of accident was reestablished into 7 items such as mooring and bad weather and 11 items such as Light tower damage, buoy loss, and equipment breakdown. These research results can be used as basic data to provide future Aids to Navigation accident statistics.
