A Study on Improvement Plan for Sediment Environmental Guidelines in the Sea Area Utilization Consultation System -Focused on Port and Fishery Harbor Development Case- (해역이용협의서 중 퇴적물 환경기준 개선방안 연구 -항만 어항개발사업 사례를 중심으로-)

  • The sediment makes up the sea floor and plays an important role as a habitats for living things in the sea. However, pollution of coastal sediment due to internal and external factors such as inflow of contaminants from land and self-pollution becoming more serious, the needs for management of sediment that play an important role in ecology, is increasing. In particular, the review and evaluation of the effects of sediment in marine development projects including reclamation and dredging, have significance in terms of proactive protection and management of surrounding ecosystems. This study proposed the improvement measures for marine sediment management standards on the sea area utilization consultation for the development of public water. For the purpose, The evaluation and management standards of domestic and overseas marine sediments were reviewed and compared. The sediment environment guidelines under the Marine Environment Management Act of Korea were reviewed. Accordingly, the cases of Canada and NOAA, which have various evaluation standards consist of comprehensive factors, were analyzed. For analysis of operational cases, the port and fishing port development projects for the last five years (2016-2020) that are considered to have the greatest impact on sediments among the sea area use consultations were also reviewed. Finally, this study suggested that the assessment factors for ecological hazards and potential human risks should be considered in the sediment environmental standards in the sea area utilization consultation system.

A Study on Determinations of Survey Station in Marine Ecosystems Based by Impact Prediction of Environment Impact Assessment in Coastal Development Projects (연안개발사업 환경영향평가 영향예측 결과에 근거한 해양생태계 조사정점 선정방안에 관한 연구)

  • In case of executing surveys in marine ecosystems, the most important things are scientific selection measures of survey stations that can represent various ecosystems characteristics in subjected areas. The situations show a lot of differences that understand characteristics of marine ecosystems in targeted areas according to selection methods and positions in survey stations. Investigation ranges and station numbers in marine ecosystems are classified according to project characteristics and scales. But, currently a clear divisions or objective standards are not. Therefore, this study tried to provide selection measures of survey station in scientific and objective marine ecosystems through precise analysis among environmental impact statements of coastal development projects until now. In this study, impact scopes of marine ecosystems correspond to physical impact predictions by undertaking projects. Impact ranges were divided into three(physical impact ranges) coastal waters. In case of proposing numbers of survey stations according to this survey ranges, numbers of investigation stations due to minimum survey scopes in targeted projects applied 20~30% of all numbers in survey stations. Number of survey stations due to average investigation scopes within physical impact ranges applied 60~70% of all numbers in investigation stations. Numbers of survey stations due to maximum survey ranges within physical impact scopes applied 10~20% of all numbers in survey stations. So, improvement measures were deducted. Finally, according to prediction ranges in impact of various coastal development projects, several kinds of conclusions are suggested. And, it is thought to be able to use as fundamental database to select investigation stations in marine organisms through this study.

Reliability Evaluation of the Estimation of Suspended Sediment Dispersion (부유사 확산예측 모형의 신뢰도 평가에 관한 연구)

  • Dispersion of suspended sediment, caused by coastal and marine development, is a key item in assessing marine environmental impact as it adversely affects marine life by increasing the level of turbidity and decreasing the amount of sunlight in seawater. However, its estimation has not been reliable because of the absence of a standard for the data measurement and divergent approaches to the impact assessment. In this study, we examined the estimation models from 58 Marine Environmental Impact Statements (MEISs, 2012-2014) to identify the gaps in the assessment and devise ways of improving the estimation. We developed four index items-grid system; unit load, particle size, and settling velocit-to evaluate their reliability in the estimation. The mean reliability score of each index was overall low-25 for grid system, 60 for unit load, 34 for particle size, and 17 for settling velocity. To ensure high reliability, it is important to develop a standard guideline that defines precise measurement of suspended sediment for unit load and settling velocity by particle size, followed by a grid system with compatible size for modelling. This can improve the estimation and thus underlie coherent impact assessment of suspended sediment dispersion on marine environment.

Improvement of The Scope of Business Subject to Consultation on Utilization of Sea Areas for Developments According to the Fishing Village and Fishery Harbors Act (어촌·어항법에 따른 개발사업의 해역이용협의 대상사업의 범위 설정 개선방안)

  • In case of the Sea Areas Utilization Consultation about fishery harbor facilities there has been problems excepting a mooring facility and having the same scope of business subject with harbor, while those scale are different. In this study, we analyzed the 17 cases of the statements for Sea Areas Utilization Consultation according to the development projects of fishery harbors for 2013-2014 and suggested the improvement way to go. First, it is needed to reassess the scope of business subject about fishery harbor because the environmental effects about the development projects for the fishery harbor are not considered separately by facilities, development project for the fishery harbor. Therefore, the reassessment about them are needed surely. Second, the adjustment of the range about fishery harbor facilities on the Sea Area Utilization Consultation is needed because in case of most small fishery ports, the sizes of those facilities are less than the boundary area ($50,000m^2$). Last, consultation subjects shall be more clear in order to protect confusions-related with applying for the Consultation on Utilization of Sea Areas. A new rule for clarifying consultation on business subjects is needed in order to reduce the unclarity and the confusions from being occurred by difference between 'occupancy or use permit of public waters' and 'exclusion of application' and business subjects according to the Public Waters Management and Reclamation Act and the Marine Environment Management Act, respectively.

Improvement of the Estimation Method for Harbor Tranquility of Fishery Harbor (어항의 항내 정온도 평가사례 및 개선방안)

  • In order to estimate harbor tranquility, it is needed to simulate wave propagation in a harbor by using both methods under abnormal wave condition and normal wave condition. The problem is the latter case was not simulated in the statement for the Sea Area Utilization Conference. As harbor calmness about normal wave condition has the same meaning as harbor serviceability, in order to assess harbor tranquility, it is needed to survey wave data for long periods but the survey was not done by reason of a lack of budget and shortage of time for plan. It is more important to make a plan for minimizing environmental impact and to assess an improvement of fisherman's living environmental as the assessment of the harbor serviceability is related with the propriety of the plan. In order to assess it, it is needed to understand it clearly, survey for long period of wave data, and clarify the procedure for computation of it. And also providing wave data like tide and tidal current data from KHOA (Korea Hydro graphic and Oceanographic Agency) and making a guideline for assessing it are needed.

GUI construction for 3D visualization of ocean hydrodynamic models (해수유동모델의 3차원 가시화를 위한 GUI 구축)

  • This study presents an application of GIS technologies to construct the graphic user interface for 3-dimensional exhibition of the results obtained by ocean hydrodynamic model. In coastal management studies, GIS provide a receptacle for scattered data from diverse sources and an improvement of the 3D visualization of such data. Within the frame of a GIS a variety of analytical, statistical and modeling tools can be applied to transform data and make them suitable for a given application. A 3D hydrodynamic model was driven by time-dependent external forcing such as tide, wind velocity, temperature, salinity, river discharge, and solar radiation under the open boundary condition. The Jinhae Bay was selected as a case study. Here, we have used GeoMania v2.5 GIS software and its 3D Analyst extension module to visualize hydrodynamic model result that were simulated around the Jinhae Bay.

Consolidation of marine clay using electrical vertical drains

  • Electroosmosis (EO) is the movement of water in a porous medium under the influence of a direct current (dc). In past decades, electro-osmosis has been successfully employed in many soil improvement and other geotechnical engineering projects. Metal electrodes, such as steel, copper and aluminum have been used traditionally to conduct current. The shortcoming of these electrodes is that they corrode easily during an EO treatment, which results in reduced effectiveness and environmental concerns. More recently, conductive polymers are developed to replace metal electrodes in EO treatment. Electrical vertical drainages (EVDs) are one of these products under trial. The goal of this study is to assess the performance of EVDs for soil improvement and to further understand the scientific principle of the EO process, including the voltage drop at the soil-EVD interface, electrical current density, polarity reversal, and changes in soil physico-chemical properties generated by electroosmosis. It is found from the study that after 19 days of EO treatment with a constant applied dc electric field intensity of 133 V/m, the soil's moisture content decreased by 28%, the shear strength and pre-consolidation pressure increased more than 400%. It is also found that the current density required triggering the water flow in the soil tested, the Korean Yulchon marine clay, is 0.7 $A/m^2$. The project demonstrates that EVDs can serve as both electrodes and drains for soil improvement in short term. However, the EVDs, as tested, are not suitable for polarity reversal in EO treatment and their service life is limited to only 15 days.

A Experimental Study on Improvement of Marine Clay through the Electrolytic Leaching Effect in Aluminum Electrode (알루미늄 전극의 용출에 따른 해성점토의 개량에 관한 실험적 연구)

  • In this study, aluminum electrodes were put in marine clay which was taken from the south coast in Korea to increase the undrained shear strength by inducing the densification and cementation between clay particles and precipitates which were developed by electric decomposition in an electrode. To raise the cementation rate and reduce treatment time, high electric current (2.5A) was applied in each electrode at a semi-pilot scale soil box with marine clay. After the tests, the undrained shear strength was measured at designated points using a static cone penetration test device and sampling was conducted simultaneously in order to measure water content, pH and electric conductivity which would be the key for configuring the cementation effects indirectly. In the results of electric decomposition in aluminum electrode, the measured shear strength was increased considerably compared to the initial shear strength because of the cementation effect between iron ions and soil particles.

A Study on Implications and Improvement Plans for the Developing Consultation Guidelines for Environmental Assessment of Offshore Wind Power Development Projects (해상풍력 개발사업의 환경성 평가 협의 지침 개발에 관한 시사점 및 개선안 연구)

  • This study reviewed the development process of the consultation guideline for the environmental assessment of offshore wind power. Based on this, implications and improvement plans for a future revision of the guidelines. Domestic and foreign case studies reviewed the consulting cases on domestic offshore wind power development projects, environmental location consulting cases, and guidelines related to overseas offshore wind power and analyzed location characteristics and significant environmental issues by project. Major environmental issues related to offshore wind power include birds, noise and vibration, marine animals and plants, marine physics, marine water quality and sediments, marine landscapes, and other auxiliary facilities installed on land. Implications and improvements for revising the consultation guidelines for evaluating offshore wind environments require data and clear guidelines at the central government level to determine areas where offshore wind projects can be located. In a situation where the importance of cumulative impact assessment is emphasized, guidelines for cumulative impact assessment methodologies for each item that reflect the domestic situation should be prepared for a cumulative impact assessment on offshore wind power environmental issues. In addition, when revising the consultation guidelines, empirical research cases should be reflected through the accumulation of environmental surveys and monitoring data of offshore wind farms by sea area.

Improvement of the Environmental Impact Assessment and Post-environment Impact Survey Reports Using Marine Environment Assessment Indices (해양환경 평가지수를 활용한 환경영향평가서 및 사후환경영향조사결과 통보서 개선 방안 연구)

  • In this study, we used marine environment assessment indices to evaluate impacts of various development projects on the marine environment. TheWaterQuality Index (WQI) was applied in the field of marine water quality and the Cleanup Index of Harmful Chemicals (CIHC), the Cleanup Index of Eutrophication (CIET), the Enrichment Factor(EF) were used in the field of marine sediment. In the field of marine benthic organisms, the Benthic Health Index (BHI) and the Benthic Pollution Index (BPI) were utilized. Each assessment index was calculated using the data observed in the development project, and its characteristics and usefulness were evaluated. The assessment method and criteria were clearly defined for WQI, CIHC, and BHI. Furthermore, through these indices, an integrated environment impact analysis was possible. Apart from the indices presented in this study, there are various indices that can be used for evaluating the marine environment. Therefore, it is important to utilize appropriate indices according to the characteristics of each project.
