  • Due to the increasing trend of operation and maintenance cost (O&M cost) of infrastructure, the accurate estimation of O&M cost is crucial part to the government. Recent literatures pointed out that gradual climate changes such as average temperature changes, average precipitation changes, and etc. have significant impact on infrastructure O&M cost. This research is intended to develop a long-term O&M cost prediction model of road facilities by considering the impacts of average temperature changes. For this end, the climate change scenarios of Intergovernmental Panel on Climate Change (IPCC)'s $5^{th}$ report are adopted to structure the impact of average temperature changes by using binomial lattice model. The proposed framework is expected to regional government in supporting decisions for road O&M cost.

  • PURPOSES : In this study, field performance evaluation of crack treatment of pavement and the feasibility of surface treatment of pavement are presented. The performance and cost of preventive maintenance methods have been previously verified, and the methods are being used in many developed countries and cities. However, the performance and cost of the system have not been verified in domestic, field applications. Therefore, in order to improve performance, the field performance is evaluated, and a reasonable cost is proposed. METHODS : Visual Inspection was conducted to evaluate the field application and performance of the preventive maintenance method. In addition, the PCI index was calculated from the results of visual inspection of the application area of the surface treatment method, and the performance life of each method was predicted. For the economic evaluation, life cycle cost analysis was performed using the life cycle cost analysis program. RESULTS :In order to evaluate and quantify the field performance of crack repair material, the residue condition of the pavement surface after crack treatment, rather than the performance of the material, is evaluated. In addition, the crack resistance and performance life of surface treatment methods are evaluated. The cost of currently available treatment methods are compared to the common pavement cut and overlay method, and it is determined that the preventive method is not economical based on life cycle cost analysis. CONCLUSIONS :Because of the characteristics of cracking, it is necessary to conduct the evaluation of currently applied methods and the analysis of the cause of damage, by visual inspection. Moreover, in order to evaluate the performance and economic suitability of the currently applied surface treatment methods, it is necessary to acquire information on application sections by monitoring their long-term conditions and performance.

  • A small number of high cost patients usually spend a larger proportion of scarce health resources. Korea is no exception. Under the national health insurance, 12% of the insured persons have consumed approximately half of the national health insurance expenditures. Therefore, it is necessary to identify the characteristics of the high cost patient group, if we would like to reduce them. This study has defined high cost patients as those who have spent one and half million won and over per 6 months. The study reveals that high cost users are those who have a longer length of stays(LOS), 40days of LOS in the 6 months, have multiple admissions, 2 to 3 admissions per 6 months and are the elderly patients. They have spent 814.126won per on the average, and commonly suffered from malignant neoplasms, circulatory diseases, fracture, diabetes mellitus, etc. Unlike the case of western developed countries, early readmissions are not the major causes of high cost spending in Korea. Undoubtedly, a lengthy admission is the main cause of large spending. Health policies should vigorously be explored to respond appropriately. There are evidences that hospital beds are often misused. As the Korean health care system is lacking in a mechanism of patient evaluation under the fee-for-service remuneration system, an idea of progressive patient care needs to be tested. The Goverment should set up health policy to diversify the role of long-term care facilities and encourage people to establish them. Further studies are needed to identify factors influencing large medical bills necessary for formulating the health policy on cost containment.

  • Radio navigation systems are already used as important national infrastructures in various fields such as air traffic, land transportation, geodetic survey, broadcasting communication and national defense, and are used in various industries. Since these systems are fusion of various technologies, it takes much time and cost in the development stage. In the early stages of development of the system, developed countries are establishing a national mid-term plan that meets international compatibility and standards. Korea did not develop the system due to the lack of national mid- and long-term plan, and it is not contributing effectively to industries. This paper analyzes the technical principles and technology trend of radio navigation system in the aviation sector to establish mid - and long - term plan. Based on the analyzed technology trends, the future prospect of technological development of the domestic navigation system and the development of related industries will be presented.

  • Purpose - This study examines the determinants of offer price and short-term and long-term performance of small and medium-sized enterprise(SME) IPO stocks listed on the KOSDAQ during the period from July 2007 to December 2016. Design/methodology/approach - The SME IPO samples are classified into three categories of regular listing, technology-based special listing, and listing by merger with special purpose acquisition company(SPAC), whose results are compared each other and compared to the result for the KOSDAQ listing of large firms. Findings - From the point of SME management which attempts to list its company on the KOSDAQ, the listing by merger with SPAC is the most unfavorable, and the underpricing phenomenon of the technology-based special listing is severe in the second place. By contrast, IPO stock investors can earn the largest abnormal return by purchasing the SPAC which succeeds the merger with unlisted firm, and the next abnormal returns are obtained in the order of the IPO stocks of technology-based special listing, regular listing of SMEs, and regular listing of large firms. However, it is interesting to observe that the net buying ratio of individual investors is relatively large for the IPO stocks of regular listing of SMEs and large firms, which exhibit the long-term under-performance. Research implications or Originality - This result implies that the exceptional listing system such as the technology-based special listing or the listing by merger with SPAC cost the SMEs which bypass the complicated procedure of the regular listing.

  • While outsourcing has become a basic strategy of the information system adoption, there is an emerging needs to analyze the gap between the required data and the existing data for the new system from an adopting company's perspective. In CRM adoption failure cases, the first reason is adopting company pay no attention to the data that will support investment and systems. So far, there is no attempt to consider data driven approach in information system adoption field. Hence, we propose Information System Adoption Model based on Data (ISAMD) and show how to use in real world by simulation. By using ISAMD, information system adoption decision maker can simulate the needed data and related cost with various information system alternatives in short term, and long term planning. ISAMD can prevent the possible threat of unexpected data cost in adopting new system at the adopting decision stage.

  • The purpose of contingency estimate is to manage the increase in construction cost and the extension of the term of works due to the inevitable occurrence of uncertain situations. The aim of contingency strategies have two intentions. One thing, can be called a passive strategy, gets ready for construction cost increase due to uncertainty factors, the other thing, can be called a active strategy, gets rid of the obstruction factors of work prior to construction performance. Therefore, from the view point of medium and long term, there is necessary to accumulate data in conjunction with design modification cases and carefully analyze uncertainty factors from construction types and characters. Therefore, this thesis will analyze design modification case at a special work such as highway and select factors that affect construction cost and present contingency estimate process using regression analysis.

  • In large public construction projects with a certain size or larger that need to be carried out over a number of years, the Authority must secure a budget for construction project management activities by the construction manager. There is no problem if the project management budget secured by the issuing Authority and the project management budget executed by the issuing Authority are the same, but if not, various problems will arise. Therefore, in this study, the following measures were proposed to improve the system for efficient operation of construction project management: First, the construction project management terms and tasks specified in the statutes and the guidelines of government agencies should be unified and the standard for calculating consideration should be unified. Second, the total project cost management guideline should be specified so that the missing construction project manager can receive compensation for the technical proposal. Third, if the project cost is changed in the long-term continuous construction project, the construction project management expense should be adjusted accordingly. Fourth, if construction project management service is required from the Authority, the basis for consignment to a specialized institution should be specified in the total project cost management guideline.

  • Chronic patients and staffs in healthcare facilities cannot avoid long-term stays indoors. Therefore, they need to get adequate amounts of sunlight to prevent diseases caused by vitamin D deficiency. This is a case study on the advanced daylighting systems installed to healthcare facilities for therapeutic environments as serving natural light therapy and a pleasant atmosphere. This paper shows daylighting devices that overcome the structural limits of architectural design solutions for inducing natural light. This study presents appropriate daylighting technologies to the purpose and types of healthcare facilities by analyzing therapeutic environmental factors. Natural light delivered through daylighting devices help directly patients recover. In addition, it can improve healthcare providers' performance and productivity, and reduce their errors, thereby creating therapeutic environments for patients, indirectly. Excellent color rendering of solar illumination is also a powerful tool for navigation and wayfinding in the buildings, and for aesthetic treatment in dental office. Furthermore, daylighting systems are streamlined and require the least material and space to attract sunlight up to the deeper inside. But because of expensive cost, they have not yet been widespread. Though daylighting devices are typically more expensive than artificial illuminations to install, the running cost savings can compensate for the initial installation cost. With the development of technology in the future, the market price of them is expected to be formed properly.

  • Purpose: The use of renewable energy system is essential for building energy independence and saving energy consumption in the building sector. Among renewable energy technologies, ground source heat pump(GSHP) system is more energy-efficient and environmental-friendly than other heat source systems due to utilize stable ground heat source. However, the GSHP system requires a high initial installation cost and installation space in limited urban area, so it is difficult to have superiority in the market of heat source system. Therefore, it is necessary to develop the installation method of low-cost and improve system performance. This paper aims to evaluate the performance of double u-tube ground heat exchanger(GHX) and verify system feasibility through real-scale experiment. Method: In this study, the real-scale experiment of vertical closed-type GSHP system was conducted using double u-tube GHX and high-efficiency grout. Through the verification experiment, heat source temperature, heat exchange rate(HER) and seasonal performance factor(SPF) were measured according to the long-term operation. In addition, the feasibility analysis was conducted comparing to the single u-tube system. Result: In the results of experiment, average HER was 136.27 W/m and average SPF was 5.41. Furthermore, compared to the single u-tube, the installation cost of the developed system could be reduced about 70% in the same heating load condition.
