기존 화물유통촉진법의 도시물류기본계획은 물류정책기본법의 지역물류계획이라는 명칭으로 변경되었으며, 그 내용도 지역물류산업과 지역민의 경제여건, 생활여건을 개선 지원해 가는 방향으로 조정되었다. 그러나 조정된 물류정책기본법에서도 아직까지 현실과 지역 상황에 맞는 목표의 설정과 이를 실현하기 위한 추진계획, 그리고 이 추진계획들을 과학적인 평가 지표를 통해, 평가 및 개선을 피드백 할 수 있는 시스템적인 체계가 구축되어 있지 않다. 이에 본 연구는 기존 지역의 물류기본계획들을 검토하고, 향후 인천시가 지역물류기본계획을 수립하는데 필요한 지표개발을 통해 중장기적으로 효율적인 지역물류기본계획을 운영하고 관리하는데 일조하고자 하였다.

The external diseconomy is hampering sustainable development of the city logistics sector. Burdens on urban environment imposed by the city logistics industry have been put in the spotlight. Based on the principle of Life Cycle Analysis, the comprehensive environment impact for city logistics systems is measured. Firstly, with the city logistics service chain as a whole, its business processes and their interactions with environment are analyzed. In total four types of major environment impact categories are determined. Secondly, case study is made on three city logistics operators located in Jing-Jin-Ji region of China with different business modes, respectively self-operation mode, joint distribution mode and the $3^{rd}$ Party Logistics or 3PL mode. Through analysis of energy consumption and emissions for various business processes, their comprehensive environmental impact values are finally obtained. Thirdly, horizontally comparative analysis is carried out to these three modes of the urban logistics distribution systems. Results show the advantages of the 3PL and the joint distribution modes in developing greener urban logistics distribution. Future research avenues and policy suggestions are proposed finally.

We proposed the concatenation of logistics' Information to constructing the intelligent logistics city that is to manage efficiently cargo distribution as providing at real-time information of cargo location trace and management through the Telematics/RFID. Case of the Incheon of the "Air Logistics Hub", this area is on an increasing trend on the quantity of cargo transport of the Air & Sea cargo system until 2006. As intelligent project of the Air's and the Sea's field is independently developed at each area, it is a problem on the concatenation of logistics' information such as freight location trace and management, operation management and route information of cargo vehicles. Therefore, we propose the advanced transport service model for the concatenating smoothly of Air & Sea cargo system. In this paper, we only manage the model of Air & Sea cargo system of the advance logistics city.

본 연구 대상지인 광양시의 지역기반산업은 광양항과 광양제철소이다. 따라서 광양시 항만물류산업의 지역경제 파급효과를 분석할 필요성이 제기된다. 본 연구는 2015년과 2019년의 전국산업연관표를 이용하여 RW접근법과 LQ기법을 활용한 다단계접근법으로 광양시 지역산업연관표를 작성하고, 항만물류산업을 재분류한 외생화 수요유도형 모형을 적용하였다. 이를 통해 광양시 항만물류산업의 지역경제 파급효과를 계량적으로 파악하여 정책적 시사점을 제시하는 것을 목적으로 하였다. 분석 결과, 광양시 항만물류산업의 생산유발효과 및 전·후방연계효과가 높은 산업은 제조업, 운송,육상 및 항공물류 부문으로 분석되었다. 그리고 부가가치유발효과 및 취업유발효과가 크게 나타난 산업은 서비스업 관련 산업으로 분석되었다. 따라서 이 산업들을 촉진시켜 광양시 지역경제를 활성화시키는 방안으로 항만물류산업을 육성하는 지원책 마련이 필요하다. 이를 위해 광양항 해양산업클러스터의 활성화를 위한 정책 및 제도 개선과 광양시 항만물류산업 부문의 제반 정책적 지원을 마련하는 것이 바람직하다고 할 것이다. 본 연구는 중소도시의 항만물류산업을 외생화하여 분석한 결과를 토대로 광양시 지역경제의 정책적 시사점을 제시하였다는 데 그 의의를 둘 수 있다. 하지만, 향후 이와 관련된 연구가 지속적으로 필요할 것으로 보인다.

이 연구에서는 국내 주요 도시들이 스마트시티 관련 기술을 활용하는 방식을 조사하여 도시의 스마트성과 효율성을 측정하기 위한 핵심성과지표(KPI)를 개발하고, DEA 분석을 통해 도시의 운영 효율성을 파악한 내용을 기반으로 스마트시티 정책 방향을 제안하는 방법론을 제시하고자 한다. CITYkeys의 스마트시티 성과측정 프레임워크를 참고하여 10개의 핵심성과지표(KPI)를 도출하였으며, 각 KPI마다 도시 통계데이터를 투입변수와 산출변수에 할당하고, 15개 도시들을 DMU에 할당하였다. DEA 방법론을 활용하여 도시의 효율성과 규모수익성을 평가하였다. 이를 통하여 도시의 운영효율성을 파악하였다. 최종적으로 각 DMU 간의 운영효율성을 순위화하여 도시별 스마트시티 정책 방향을 제안하였다.

In order to effectively relieve the traffic pressure of the city, ensure the smooth flow of freight and promote the development of the logistics industry, the selection of appropriate port logistics location is the basis of giving full play to the port logistics function. In order to better realize the selection of port logistics, this paper adopts the entropy weight method to set up a multi-dimensional evaluation index, and constructs the evaluation model of port logistics location. Then through the actual case, from the environmental dimension and economic competition dimension to make choices and analysis. The results show that port d has the largest logistics competitiveness and the highest relative proximity among the three indicators of hinterland city economic activity, hinterland economic structure, and port operation capacity of different port logistics locations, which has absolute advantages. It is hoped that the research results can provide a reference for the multi-dimensional selection of port logistics site selections.

The growth of online market is accelerating due to the development of technology and the era of pandemic. In order to deliver the ordered product to customers courier service should be used. In addition, the courier logistics market is growing with the growth of the online market. With the growth of the logistics market, traffic and environmental problems are emerging as social issues. Logistics technology of urban community logistics courier terminal system utilizing vacant space in the city has been developed as a new alternative to environment and traffic problems by increasing logistics efficiency in the city area. In this study, we propose a concept of a system that performs operational concept definition and scenario analysis by applying model-based perspective analysis to urban community logistics courier terminal system under development. Through this study, we defined the operating concept of the urban community logistics courier terminal, which is the target of development, and defined the scenario for system operation by grasping the structure and function of the system and applied it to system development.

Recently, as mega-urbanization progresses, urban logistics centered on large cities is growing rapidly, and logistics transportation is increasing due to the lack of logistics infrastructure and the operation of a delivery system using cargo trucks in the city center. being cited as a cause. In order to solve this problem, domestic researchers are conducting research on the development of " Urban Underground railway Logistics System" that minimizes the initial infrastructure construction cost by utilizing the existing urban railway facilities in the city. Therefore, this paper analyzed the usage environment of the actual urban railway station to which the system will be applied in order to derive candidates for the test bed selection of "Urban Underground railway Logistics System". The evaluation criteria for test bed candidate role selection were established, and the candidate group derived from the Brown & Gibson model was used to evaluate the candidate group and derive the candidate role. A review of the results was conducted to contribute to the establishment of a test bed for the " Urban Underground railway Logistics System" under development.

광양항은 '98년 개장 이후 현재 16개 선석(5만 톤급 12선석, 2만 톤급 4선석)을 운영 중에 있다. 특히 광양지역은 광양만권의 핵심역할을 하는 광양항이 위치하고 있다. 본 논문은 광양지역의 물류도시 발전 전략의 우선순위를 도출하기 위하여 SWOT/AHP 분석 방법을 사용하였다. 분석 결과, 수익 창출형 물류 비즈니스 모델 창출, 항만기능과 연계된 국제적인 배후물류단지 개발, 공동물류창고 운영 등의 비용절감형 물류 비즈니스 모델 창출, 자유무역지역의 고부가가치화 전략 그리고 광역항만클러스터 조성 등에 우선순위를 두고 전략을 수립하는 것이 바람직한 것으로 도출되었다. 본 연구의 한계점으로는 도출된 우선순위에 대한 논리적 타당성 검증이 필요하며 이를 위해서는 일정한 주기로 동일한 설문대상자를 대상으로 설문을 수회 실시하여 그 결과를 비교 분석하는 작업이 필요하다. 또한 향후, 보다 심도 있는 심층면접이나 광범위한 설문조사를 통해 전략이 보완되어져야 할 필요가 있다. 향후, 이러한 한계점을 개선하고 보완할 수 있는 보다 심층적이고 실증적인 연구가 수행되어져야 할 것이다.

The government of Busan Metropolitan City conducted the "Survey on Shipping and Port Logistics Companies in Busan" between May and December, 2000. This was the first comprehensive survey of Busan Port conducted from the perspective of regional & industrial economics. The objective of the survey was to find out the level of influence of the shipping and port logistics industry on the regional economy of Busan, and to obtain base data for use in establishing an actual promotion program. The survey acquired information about human and physical resources, management conditions and consciousness of the industry, In addition, the study analyzed the survey data. The results of the analysis showed a method of creating added value in support of the marketing activities of the companies, and indicated methods of achieving systematic and sustainable promotion. The government of Busan City shall develop an e-Logistics infrastructure which can deliver a synopsis and intelligent information to people and companies in the industry by the end of this year. The information system would be of great help for people who may not be familiar with Busan's port and shipping industry, particularly international shipping companies. This will result in an Increase of trade and exchange in the shipping and port logistics industry, resulting in the generation of increased added value within the near future.
