The contracting parties must be provided a litigation scheme in order to resolve a dispute. This means taking advantage of effective measures for mediation or arbitration. A lease transaction is likely to occur mainly after a dispute. It is necessary to take the appropriate measures in advance. In general, when a variety of contracts are created, conflicts arise and disputes have to be resolved through mediation and arbitration documents, and adjustment or intervention is called for. Arbitration system is a system that is established based on the trust of the arbitral tribunal. For such system, quality education for enhancing professionalism required of the arbitrator is important. A party responding to an arbitration agreement presents a problem. The current system must ensure that there are no disadvantaged parties. However, a party must depend on an arbitration agreement that is part of the law rescue system. A litigation support by the local Bar Association must be carried out. It should be notified of the contents of the contract to select a strategy that will best resolve the conflict. In the case of lease transactions, there is a need to create a scheme to make a standard agreement that inserts an arbitration clause. Lease sale and purchase agreement or lease agreement is a form of contract that has been frequently used. Here, the arbitration agreement clause for a lawyer that will serve as arbitrator should be inserted. It is a scheme that can be activated for individuals in poor areas. In addition, it is possible to see it taking a scheme to take advantage of the lawyer system for the future of the town. The Attorney System of a town is a system that the Korean Bar Association, Legal Department has put in place since 2013. If a real estate trade dispute occurs, the role of the intermediary attorney should be to carry out his duties efficiently. In the case of real estate transaction conflicts, the lawyer of the village should be registered as the arbitrator. It is important to establish a basis of regulations through this type of real estate transaction accident analysis. Before proceeding with various adjustment systems, it is desirable to expand the arbitration region. Now we need a realtor amendment. It is the part where fragmentation of intermediary qualification is required, along with the eligibility of a subdivision.

Generally, steel corrosion occurs in concrete structures due to carbonation in down-town area and underground site and it propagates to degradation of structural performance. In general diagnosis and inspection, only carbonation depth in sound concrete is evaluated but unsound concrete such as joint and cracked area may occur easily in a concrete member due to construction process. In this study, field survey of carbonation for RC columns in down-town area is performed and carbonation depth in joint and cracked concrete including sound area is measured. Probability of durable failure with time is calculated through probability variables such as concrete cover depth and carbonation depth which are obtained from field survey. In addition, service life of the structures is predicted based on the intended probability of durable failure in domestic concrete specification. It is evaluated that in a RC column, various service life is predicted due to local condition and it is rapidly decreased with insufficient cover depth and growth of crack width. It is also evaluated that obtaining cover depth and quality of concrete is very important because the probability of durable failure is closely related with C.O.V. of cover depth.
In Korea, most of the locations of the cemeteries and burial vault are in forest lands. The utilization of forest land for this particular purpose is very inefficent and considered to be a serious problem. National government (Forest Service), local governments (Incheon city), and religious corporation (eunhoe Temple) are creating new burial methods to solve the inefficiency in forest utilization. In this study, awareness of Koreans and Japaneses on tree burial problems were compared. Based from the results of the survey, more than 80% of the respondents are aware of the problems. However, the burial culture in Korea still has many problems. Operation and management of tree burial is not being done by experts and sufficient information regarding to this type of burial still needs to developed. To solve these problems, eco-friendly burial, which is considered as new funeral culture, is now being created. In the case of Ichinoseki City in Iwate prefecture in Japan, improving the residential environment greatly affected the tree burial practices. This town was chosen for this study due to its characteristics of being a tourism area which greatly affecting the economy of this town. Another study site of this study was located in Sangju city. The changing social environement and the perception of the people regarding on the services being provided to the people were examined thru questionnaire survey. Specifically, this study analyzed the practices and beliefs of the people regarding the tree burial culture.

In the era of glocalization, the role of the state is gradually being reduced and the roles of cities and regions are becoming more critical, especially for the everyday life of residents. Many attempts have been made to secure regional competitiveness based on local identity, to differentiate it from other cities and regions, and to search for methods of sustainable development. The importance of place, which affects human life-world, is getting to garner more attention whereas the large-scale development-centered approach has becoming less prominent. The objective of the study is to investigate the concept of place-making and to apply for the East Asian regions, which seems to be differentiated from urban cultural frameworks of the West. The paper employs comparative methodology for the placemaking strategies of the three case locations, say Mok-dong in Seoul, Koganecho in Yokohama and red town in Shanghai. By through examining the three stages of place-making for each three place, it reveals that cultural identity is quintessential in the East-Asian region. In conclusion, it suggests a sustainable place-making strategies for urban areas in East-Asian regional setting.

As social needs are increasing to minimize the occurrence of external effect due to urban development and to diffuse the benefits of development to surrounding areas, diverse cooperative planning methods are increasingly being discussed. In the long term, laws and systems need to be refined to support cooperative planning, but prior to such development, elements, procedures, and methodologies wherein cooperative planning in U.S.A cases could be implemented were examined to derive the alternative to and implications of cooperative planning that can apply not only to single administrative districts but also to complex boundary new towns being developed by various local governments. This paper surveyed and analyzed the cases of Wisconsin State of the U.S.A, thereby deriving the following implications. First, joint planning areas should be established within the boundary area of various local governments to establish cooperative planning areas in special areas such as complex boundary new towns, and to this end, urban planning means should be prepared. Together with such efforts, to boost the flexibility of cooperative planning, life sphere unit-based planning unit should be established, and a well-organized operation system to activate communities should be prepared. Also, revenues, generated through regional growth, should be distributed to individual local governments through joint tax according to the agreed-upon ratios, and as such, measures to share services and operate joint tax in small-size regions should be secured. Together with such efforts, to establish cooperative governance, measures to manage conflicts through the participation by stakeholders and arbitrators should be prepared from the planning stage, and measures for implementing cooperative planning at the level of basic urban planning should be prepared.

Climate analysis is important in urban planning for human comfort. Synoptic weather conditions can only resolve the 30% of local variance of wind conditions whereas 70% of the variance arise from local terrain, buildings, and other small scale thermal conditions. Climate Analysis Seoul (CAS) was developed to resolve such micro-scale climate. The Local-scale air temperature Deviation (LD) analysis map from CAS showed the co-existence of built-up and suburban areas in the study region (CR, Cold-air analysis Region) despite its small extent. Temperature, humidity, wind speed, and wind direction were monitored in CR. Hourly observed cooling rate agreed well with LD. Cold air production, transportation, and stagnation was visualized by the observed Vertical Temperature Gradient (VTG) along the small stream in CR. VTG observed at the upper-most stream can be divided into two components: radiative cooling and cold air inflow from outside. Radiative cooling exists regardless of the wind speed whereas cold air inflow occurs only with calm wind. From the regression analyses based on the wind speed, the inflow portion was determined as 84% of radiative cooling. Climate analysis in the future will be able to characterize the changes in cold air by urban development plan to support the human comfort.
Sensors, equipment, ICT facilities and their corresponding software have a relatively short lifetime relative to that of constructional structure, so these devices have to be continuously fixed or exchanged during maintenance and management. Furthermore, software or analysis tools should be periodically upgraded according to advances in ICT and analysis technology. Conventional monitoring systems have serious problems in that it is difficult for site engineers to modify or upgrade hardware and analysis algorithms. Moreover, we depend on the original system developer when we want to modify or upgrade inner program structures. In this paper, we propose a novel design for integrated maintenance and management of a monitoring system by applying the mobile cloud concept. The system is intended for use in disaster prevention of constructional structures, including bridges, tunnels, and in traditional buildings in a local heritage village, we analyze the status of these structures over a long term or a short-term period as well as in disaster situations. Data are collected over a mobile cloud and future expectations are analyzed according to probabilistic and statistical techniques. We implement our integrated monitoring system to solve the existing problems mentioned above. The final goal of this study is to design and implement a monitoring system for more than 10,000 structures spread within Korea. Furthermore, we can specifically apply the monitoring system presented here to a bridge made from timber in Asan Oeam Village and a traditional house in Andong Hahoe Village to monitor for possible disasters. The entire system design and implementation can be developed on the LinkSaaS platform and the monitoring services can also be implemented on the platform. We prove that the proposed system has good performance by performing a TTA authentication test, web accommodation test, and operation test using emulated data.

This study aims to analyze cold air characteristics in the watershed areas and to suggest strategies for utilizing them in urban ventilation corridor plans. For this purpose, the Jungnangcheon watershed and Uijeongbu-si in the northern part of Gyeonggi province, and Anyangcheon watershed as well as Yangjaecheon Tancheon watershed and Gwacheon-si in the southern part were selected as study areas. We used KALM (Kaltluftabflussmodell), a cold air simulation model developed in Germany and identified both the cold air flow and the height of cold air layer generated during 6 hours at night. Uijeongbu City is located on the main stream of the Jungnangcheon watershed, and the local cold air from the southern outskirts is an important part of Uijeongbu-si's overall ventilation corridor planning. In addition, the cold air generated in the vicinity of Mt. Sapae flows into the central business district near the city hall and plays a major role in regulating the thermal environment of the city. But, the cold air flows in the eastern part of Uijeongbu-si was not smoothly. The cold air flow generated in the east of Gwanak Mountain and in the west of Cheonggye Mountain was the most active in the northern part of Gwacheon-si. This flow is also a major ventilation corridor in Anyangcheon watershed as well as Yangjaecheon Tancheon watershed. But, the southern part where the cold air flow is not smooth is planed to be developed as 'Gwacheon Knowledge Information Town Public Housing District', so rapid development is expected in the future. Hence, it is suggested that an additional ventilation corridor plan should be established based on the detailed local wind flow analysis.

This study investigates the effect of SSI debate on first-year high school student's opinions about environmental issue, their judgment grounds, and solutions to regional environmental problems. The SSI debate was about white heron habitats near the village where students live. As the main data of the study, environmental perception questionnaires, and students' workbook including open-ended questions were collected before and after class. The environmental perception questionnaire was analyzed by descriptive statistics, and the response of the open-ended questions was analyzed through inductive qualitative research methods. First, the results of this study shows that the SSI debate has a statistically significant impact on students' environmental attitude. Second, a majority of students agreed on the idea that villagers should drive the birds out of town and they did not change their after the discussion class. However, after the discussion class, students' solutions about the issue were changed in a way that more short-term, feasible, concrete, and less time-consuming solutions to the problem. Based on the results of this study, this study implies that SSI issue debate using local problem should be used more often in science classroom so the students recognize local SSI and improve real world problem solving skills.
In Korea, the cities continue to deteriorate, while the vacant houses in the small local towns emerge as a serious social problem. Despite the vacant houses emerge as a serious social problem in the small local towns as well as in the large cities, the basic researches into them are yet to be conducted on a full scale. Thus, in order to know about the spatial distribution of the vacant houses, this study conducted the square analysis and the kernel density analysis. As a result, it was confirmed that the vacant houses in Okcheon-gun had certain crowding forms and characteristics at the level of statistical significance. Next, in order to examine the distribution of the vacant houses in terms of the accessibility to the living SOC facilities, the GIS network analysis was performed, focusing on the major facilities and road networks. As a result, it was found that the better the accessibility to the living SOC facilities such as medical and well-being was, the ratio of the vacant houses was lower. In contrast, it was found that the accessibility to the obligatory facilities such as public administration and educational facilities did not have any important effects on the distribution of the vacant houses. All in all, through this study, the spatial distribution of the vacant houses in the small local town and their accessibility to the major SOC facilities could be analyzed.
