공공데이터 분석 기반 여성안전 시설지수 시각화: 서울시 중심으로 (Visualization of women's safety facility index based on public data analysis: Focusing on Seoul)

  • 본 논문에서는 서울시와 관련한 공공데이터를 이용해 여성 안전시설지수를 작성하고 시각화하였다. CPTED, 지역여성 안전지수 관련 8가지 데이터와 여성 5대 범죄피해자 데이터를 수집·분석하여 여성 안전시설지수를 작성하였다. 여성 안전시설지수 요소와 여성 범죄 피해자 수 간의 상관분석 결과 신뢰도 95% 수준에서 유의미하다고 결과가 나온 'CCTV', '가로등', '여성안심지킴이집' 3가지 데이터를 주요 요소로 선정하였다. 여성 안전시설 지수 산출을 위한 주요 요소간의 상관계수를 이용해 가중치를 부여해서 구별 여성 안전시설 지수를 산출하고 파이썬의 Follium 라이브러리를 이용해 시각화하였다.

일 지역 초등학생의 안전행위 조사 (A Survey on Safety Behaviors among Korean Elementary School Children at a Local City)

  • Instroduction: The purpose of this study was to investigate safety education-related backgrounds and safety behaviors of elementary school children at a local area in Jeonbuk province. Methods: Study subjects were 308 5th and 6th graders from 6 schools located in J City and the data were collected from June 16-27, 2003. Research instrument to test safety behaviors was 4-points summated scale (Cronbach${\alpha}$= .94) composed of 54-items with three sub-categories school life safety (${\alpha}$= .88), traffic safety (${\alpha}$= .86), and daily life safety (${\alpha}$= .84), The data was analyzed by percentage, x2-test, t-test, ANOVA and Duncan test using SPSS/PC 10.0. Results: 1. Safety Education-related Characteristics: Safety education was mostly conducted during extracurricular hour as picnic (37%) and regular class (37.2%); and the instructors of safety education were school nurse (33.2%), classroom teacher (30.9%), and parents (23.4%) in order. About two third (71.0%) of the subjects have had many kinds of school event program such as essay writing, poster drawing, oratorical contest in the course of safety education According to gender, girl students was more favorable about school events as a effective safety education measure (x2=9.188, p= .010); and according to school location, nural school taught more at moming & closing session (x2=7.383, p= .025), by school nurse or classroom teacher (x2=36.574, p= .001), and had more frequent (x2=63.337, p= .001) safety education class. 2. Practice of safety behaviors: Mean scores of safety behaviors was $106.9{\pm}24.92$ out of 162 points. According gender, the scores of girl students (t=-3.296, p= .001) were significant higher than boy students. But there was not any significant difference according to school area According to safety education-related characteristics, the scores of safety behaviors was significantly higher in the group who thought that school event program was more effective on safety education (F=4.024, p= .019), and who were more interested in current safety education class (F= 10.203, p= .001) Conclusions: From the above findings, the authors concluded that school-based safety education was mainly conducted at extra-curricular and regular class, and by school nurse or classroom teacher in elementary school. Even though the mean scores of safety behaviors of elementary school children was in medium level, those. were significant higher in girl students and in rural school children. And extra-curricular activities and school event programs were suggested as more effective strategies for school-based safety education Based on the above findings, safety education class can be recommended in regular curricular basis; and various extracurricular activities and school event programs need to be developed for more effective school-based safety education. In addition, further study on gender-specific factors on safety behaviors and nationwide survey on school-based safety education should be needed.

신호기 위치에 따른 딜레마존 안전율 분석 (Analysis of Dilemma Zone Safety Considering Signal Location)

  • 교통신호기의 설치목적 중 하나는 교통신호기를 통해 차량의 이동을 명확히 규제하여 교통사고를 사전에 방지하는데 있다. 하지만, 부적절한 신호기 위치로 인해 교차로에 접근하는 운전자가 안전운행에 필요한 행태를 나타내지 못한다면, 교통 안전도를 높이기 위한 방안으로 현장상황에 적합한 설치기준 또는 권고사항이 현장조사 및 분석을 통해서 제시되어야 할 필요가 있다. 이러한 배경에서 본 연구는 도심 신호교차로의 신호기 위치가 교차로에 접근하는 운전자의 운전행태에 미치는 영향을 분석하였다. 분석한 결과, 신호기 위치는 딜레마존을 형성하는 운전자의 감속시작지점과 접근속도에 따른 딜레마존 분포에 영향을 미치며, 더욱이 딜레마존 안전율과 밀접한 관계가 있는 것으로 나타났다. 따라서, 본 연구는 신호교차로의 교통안전도를 향상하기 위한 대안으로 교통신호기를 정지선 근처로 이설 또는 설치하는 방안을 다룬 신호기 설치운영 권고안을 제안하여 현장 활용도를 제고하고자 하였다.

능동 안전장치의 한국 운전자 주행 평가 (Active Safety Features Evaluation with Korean Drivers)

  • A study assessing driver acceptance level for various active safety systems against Korean drivers has been conducted. A 2013 Cadillac ATS model vehicle was tested along southern outskirt of Seoul including local roadway and interurban highway. Active safety systems included were FCA(Forward Collision Alert), LDW(Lane Departure Warning), SBZA(Side Blind Zone Alert), FRPA(Front/Rear Park Assist), RCTA(Rear Cross Traffic Alert), ACC(Adaptive Cruise Control), and AEB(Autonomous Emergency Braking). Participants experienced the FRPA, RCTA and AEB features in a controlled parking lot with a dummy vehicle and traffic cones as target obstacles. Remaining features have been tested on the accumulated stretched of 106 km long urban and interurban roadway. Series of questionnaires corresponding to each active safety systems have been conducted. Tentative results revealed that RCTA and SBZA systems received favourable ratings compared to the other ones.

  • This study sought to understand the requirements of registered institutions and parents of beneficiary children's through a satisfaction survey conducted at Center for Children's Foodservice Management (CCFSM) and to improve quality to create a model example of site-based meal safety management in accordance with population trends. In 2019, the comprehensive satisfaction level of the director and parents rose 2.4 points and 2.9 points, respectively, compared to the previous year, and the comprehensive satisfaction level of the director and parents continued to rise from 2015 to 2019. The gap between the highest and lowest institutions is narrowed to 13.5 points year-on-year from 21.4 points. National Institute of Food and Nutrition Service will need to make efforts to upgrade regional centers through (Human Resource Development(HRD) training to strengthen their job-specific capabilities and minimize the standard deviation of each center. Since local centers are distributed across the country and have field-oriented service support systems, CCFSM will need to manage the healthy eating habits of the underprivileged, provide information necessary to establish proper eating habits, strengthen education, and establish a customized food safety service system.

대도시 위해.위험시설에 대한 안전도 수용기준 정립에 관한 연구 (Study on the Establishment of a Safety Allowance Level of Disastrous and Hazardous Facilities in Large Cities)

  • 현대 사회에 있어서 인구 과밀화와 더불어 대도시의 사회기반시설(SOC)증가에 따른 화학물질 사용시설의 중대사고의 경향이 높아져 가고 있다. 기존 위해·위험시설의 안전사고의 문제점과 더불어 신규 위해·위험시설물의 증가에 따른 안전사고의 심각성을 낮추기 위해 필요한 노력을 하지 않으면 안된다. 선진국에서는 산업시설 그리고 지역사회의 전문위원회가 잠재적인 위해 산업의 사고에 대한 off site 및 on site의 피해 심각성에 대한 평가와 이에 대한 적절한 조언 및 대책을 강구하고 있다. 따라서 본 연구에서는 국내의 위해·위험시설에 대한 안전도 수용기준 성립을 위하여 첫째, 영국 HSE(Heath & Safety Executive)의 QRA(Quantified Risk Assessment)와 Matrix of Risk of Evaluated Sources of Hazard를 적용한 사회적 위험성 평가 방법과 둘째, FTA(Fault Tree Analysis) 또는 ETA(Event Tree Analysis) 등 정량적인 사고 발생 확률과 시뮬레이션 및 계산식을 통해 국내 임의의 지역에 대하여(서울시 위해·위험시설)사고 피해 정도의 개인적 위험성을 평가, 적용함으로서 기존 시설 또는 신설 부지 개발을 위한 제한시 포괄적 안전도 수용기준(수용가능성) 여부를 판별하고자 한다.

페인트 제조 작업자의 6가 크롬 및 실리카 노출평가와 호흡보호구 밀착도 검사 사례 (Case study of Hexavalent Chromium and Silica Exposure Assessment and Respiratory Fit-test for Paint Manufacturing Worker)

  • Objective: Paint manufacturing industry workers are exposed to various lung cancer carcinogenic substances including hexavalent chromium and crystalline silica. Studies have been conducted on lung cancer in Paint manufacturing industry workers and the concentration of hexavalent chromium in paint industry; however, the concentration of crystalline silica and hexavalent chromium and cases of lung cancer in a single Paint factory has never been reported in Korea. Methods: To determine whether the cancer was related to his work environment, we assessed the level of exposure to carcinogens during pouring and mixing talc and pigment. In addition, a mask fit test was performed for the worker. Results: Analysis of talc and silica bulk powder materials showed that crystalline silica (quartz) was 5% in talc and 100% in silica. The green and yellow pigments contained 87% and 92% of lead chromate, respectively. Our quantitative analysis of pigment powder samples showed that the hexavalent chromium contents quantified in the green and yellow pigment samples were 87% and 92%, respectively. In order to estimate his exposure level of hexavalent chromium, we measured a personal exposure level of hexavalent chromium for a worker in accordance with the National Institute for Occupational Safety and Health #7605 method. The results showed that the worker was exposed to the high level of hexavalent chromium (0.033 mg m-3). In addition, the talc powder also contained 5% quartz, and the worker's exposure level to respirable quartz exceeded OEL. As a result of the respiratory protection fit test for workers, the overall Fit Factor was '15' when wearing a second-grade mask and '25' when wearing a first-grade mask, significantly lower than the US Occupational Safety and Health Agency (OSHA) pass value of "100". Conclusion: Workers who pouring and mixing powder materials such as talc or colored pigments in paint manufacturing company may be exposed to high concentrations of carcinogenic substances. These findings indicate that it is necessary to local ventilation system inspection, safety and health education for employers and workers, and periodically monitoring and manage the working environment.

강원도 체육시설 안전관리 실태와 정책방향 (The Safety Management Status and Policy Directions for Sports Facilities in Gangwon Province)

  • 본 연구는 강원도 내 소재된 공공체육시설 안전관리 실태를 분석하여 도민들이 안전하게 이용할 수 있는 정책방향을 모색하고자 하였다. 이를 위해 중앙 정부와 강원도 차원의 체육시설 안전관리 정책동향, 강원도 체육시설 안전관리 실태분석 등을 종합적으로 검토해 보았다. 강원도 체육시설 안전관리 정책방향에서는 강원도 체육시설 안전관리 실태분석에서 도출된 시사점을 토대로 다음과 같은 정책추진 방향을 제안하였다. 첫째, 지역에서 설립한 개발 및 도시 공사, 대학, 협동조합 등을 활용한 전문기관 지정 운영, 체육시설 관련 안전관리사 운용요원 양성 및 육성 등을 제안하였다. 둘째, 강원도 차원의 체육시설 안전관리 우수시설 지정 및 표창, 안전하고 대응 사례 발표회 개최, 스포츠안전체험한마당 개최, 스포츠안전교실 운영, 홍보만화 제작 등의 체육시설 안전문화 진흥 기반 조성을 제안하였다. 셋째, 타 시·도에 비해 많은 레저스포츠시설에 대한 안전관리 체계 기반을 마련할 것을 제안하였다. 넷째, 강원도 지역여건에 부합하는 체육시설 안전관리 지원조례 제정 등 제도적 기반 마련 및 강원도형 체육시설 안전관리 기본계획을 수립할 것을 제안하였다.

Implicit Treatment of Technical Specification and Thermal Hydraulic Parameter Uncertainties in Gaussian Process Model to Estimate Safety Margin

  • The Gaussian process model (GPM) is a flexible surrogate model that can be used for nonparametric regression for multivariate problems. A unique feature of the GPM is that a prediction variance is automatically provided with the regression function. In this paper, we estimate the safety margin of a nuclear power plant by performing regression on the output of best-estimate simulations of a large-break loss-of-coolant accident with sampling of safety system configuration, sequence timing, technical specifications, and thermal hydraulic parameter uncertainties. The key aspect of our approach is that the GPM regression is only performed on the dominant input variables, the safety injection flow rate and the delay time for AC powered pumps to start representing sequence timing uncertainty, providing a predictive model for the peak clad temperature during a reflood phase. Other uncertainties are interpreted as contributors to the measurement noise of the code output and are implicitly treated in the GPM in the noise variance term, providing local uncertainty bounds for the peak clad temperature. We discuss the applicability of the foregoing method to reduce the use of conservative assumptions in best estimate plus uncertainty (BEPU) and Level 1 probabilistic safety assessment (PSA) success criteria definitions while dealing with a large number of uncertainties.

IMPACT ANALYSES AND TESTS OF CONCRETE OVERPACKS OF SPENT NUCLEAR FUEL STORAGE CASKS

  • A concrete cask is an option for spent nuclear fuel interim storage. A concrete cask usually consists of a metallic canister which confines the spent nuclear fuel assemblies and a concrete overpack. When the overpack undergoes a missile impact, which might be caused by a tornado or an aircraft crash, it should sustain an acceptable level of structural integrity so that its radiation shielding capability and the retrievability of the canister are maintained. A missile impact against a concrete overpack produces two damage modes, local damage and global damage. In conventional approaches [1], those two damage modes are decoupled and evaluated separately. The local damage of concrete is usually evaluated by empirical formulas, while the global damage is evaluated by finite element analysis. However, this decoupled approach may lead to a very conservative estimation of both damages. In this research, finite element analysis with material failure models and element erosion is applied to the evaluation of local and global damage of concrete overpacks under high speed missile impacts. Two types of concrete overpacks with different configurations are considered. The numerical simulation results are compared with test results, and it is shown that the finite element analysis predicts both local and global damage qualitatively well, but the quantitative accuracy of the results are highly dependent on the fine-tuning of material and failure parameters.
