This paper aims to evaluate the new regional development policy which is entirely focused on the lagging rural regions in Korea. The new regional development, called the shin-hwal-ryuk policy is to reflect the radical change in the idea and philosophy of rural development. Although traditional rural development policies were top-down-based and physical infrastructure-centered, the new rural development policy idea is based on bottom-up and soft infrastructure which is related to the promotion of regional innovation capacities. However, it is revealed that the new rural policy involves a variety of problems in the process of establishing and making progress the policy plan in a local level. In the operating process of the policy plan, the central government has shown too quick-tempered for achieving visible outcomes, while many of local government suffer from the lacks of professional capabilities to carry out the plan. I see that as a result of the mixture of these problems the new policy is regarded as 'passively localized process' by the central government rather than 'actively localizing process' by the region for building regional innovation capacity.

Economy-based urban redevelopment is the main priority in Malaysia, but has resulted in social problems such as gentrification, loss of heritage and identity, inequity, etc. Hence, it is crucial for the government to seek other alternatives rather than being solely reliant on urban redevelopment. Neighborhood renewal is a strategy involving the integration of redevelopment, rehabilitation, revitalization and preservation that aims to improve deprived areas using a more holistic approach. The aim of this paper is to review the neighborhood renewal policies in developed countries and to identify those elements that can be adopted in Malaysia. This study is conducted via a literature review. It was found that neighborhood renewal which integrates people-based, place-based and system-based policies highlights the importance of diversity, thereby aiming for resource optimization, community engagement and urban governance with the focal point of the fair, equity and systematic provision of resources. This paper concluded that neighborhood renewal in Malaysia should be initiated by locals with an emphasis on real local participation and a sustainable funding system. The government and local authorities should be observers rather than implementers.
This study analyzed the repeated causes of policy failure focusing on Yangyang International Airport cases. Yangyang International Airport, which opened in 2002, was built with about 360 billion won, but it is considered as a representative example of policy failure of local airports. According to the policy failure theory, the failure factors of Yangyang International Airport are anlyzed by rationalistic, political, and environmental complexity viewpoint. The results are as follows. First, from a rationalist point of view, Yangyang Airport failed to achieve the policy goal of securing passengers and revitalizing local economy, This is due to the pressure of politics and the lack of geographical infrastructure. Second, the failure of the stakeholders to resolve conflicts in the flow of politics can be seen as the conflict between the airline and the airport, and the failure to reconcile conflicts between the government and the airports on the low cost airline permits and subsidies. Third, from the viewpoint of environmental complexity, Yangyang International Airport can be regarded as a failure to adapt to environmental changes such as the opening of nearby expressways and railway lines, and the sharp decline of Chinese tourists. This study sugeests the establishment of an independent organization that can prevent unreasonable business promotion by politics in the case of large scale national projects, the linkage with the surrounding infrastructure and related businesses in the case of transportation facilities such as airports and railways, and institutionalization of cooperative governance for coordinating conflict among stakeholders.

This study examines the efficiency of safety management measures taken in coastal waters to prevent coastal accidents. Recent years have witnessed about 800 cases of large and small coastal accidents in coastal waters annually. On average, these accidents have been responsible for 129 deaths annually, Thus, there is a need for effective preventive measures. Accordingly, the Korea Coast Guard enacted the Coastal Accident Prevention Act in 2014 and has cooperated with related organizations, such as local governments and the Ministry of Oceans and Fisheries, to safely manage coastal waters. However, compared to the rapid increase in human coastal activities, coastal accidents continue to occur due to the lack of a safety mindset among the Korea Coast Guard, a lack of public safety awareness, a lack of safety management facilities, and poor interest from related organizations, among others. This study examines the conditions and problems faced with regard to safety management in coastal waters based on recent coastal accident data, and analyzes foreign coastal waters safety management cases. Various methods to improve the safety management efficiency in coastal waters are proposed, such as enhancing the safety mindset and capabilities of the Korea Coast Guard, strengthening cooperation among related organizations, increasing the role of local governments, expanding and strengthening safety management facilities by applying new technologies, inculcating a culture of maritime safety, and activating private-public collaborative governance.
This study investigated the status of disaster response, focusing on modern architecture. The modern architecture is drawing more attention and being more used in the local community among the architectural heritage in downtown collective. The railway employee residence area in Soje-dong, Daejeon is a collective building group, and the efforts to evaluate and preserve its historical, cultural, and architectural values have been underway. However, the area is now an undesignated cultural property that does not receive institutional protection. It carries significance in preserving it as a collective building group. Yet, since the main structure is made of wood, the risk of being destroyed by fire or disaster is high, and disaster prevention measures are insufficient. Therefore, this study examined the structural and non-structural conditions such as the arrangement and architectural characteristics of official residence buildings, and looked into measures of the construction of a disaster prevention system and residents' participation. To preserve the urban historical environment created as a collective architectural heritage, it is necessary that the area reinforces its own disaster prevention capabilities, such as establishing an effective disaster prevention system considering village characteristics, strengthening disaster prevention capabilities based on residents' participation, and forging formal and informal governance in the local community.
This study was focused on the role of social capital as a measure for managing the sustainable growth and development of tourist destinations. Its ultimate objective is to elucidate that social capital is an important tool used to promote the sustainable tourist development, where the tourist development has an effect on the residents' satisfaction with their regions and attitudes toward tourist development, who have lived in tourist destinations. It also verified the moderating effect of social capital on the influencing relationship between perceived negative effects of tourist development and residents' satisfaction with their regions and attitudes toward tourist development, by dividing Yeosu-si, in which over tourism has occurred, in Jeollanam-do into old downtowns and others. An empirical analysis of such effects shows that they are stronger in old downtowns in which tourist development has been concentrated, than in others which deviated from it. This suggests that social capital can be a measure for reducing the negative effects of tourist development or maintaining sustainable development and growth. It is thus necessary to develop and promote a variety of policies reflecting the characteristics of social capital, such as the basic ordinance for activating private-public governance, community clubs, village general assemblies and so forth.

The purpose of this study is to investigate the current state of reading culture in Gyeongsangnam-do and its infrastructure in order to develop a balanced reading culture in each of the 18 counties of Gyeongsangnam-do, and to come up with plans to promote reading culture in the libraries in the province. To this end, six measures were proposed to revitalize reading culture in Gyeongsangnam-do by reflecting and synthesizing the survey of reading culture infrastructure in Gyeongsangnam-do, the analysis of the reading status of residents of Gyeongsangnam-do, the analysis of the results of the reading culture promotion project in Gyeongsangnam-do Province and the collection of opinions from experts related to the promotion of reading culture in each field. The results of the study are as follows. ① Establishment of Gyeongnam Reading Culture Promotion Governance, ② Establishment of Gyeongnam Reading Culture Promotion Committee and preparation of basis for evaluation roles such as establishment and implementation of reading culture promotion, ③ Creation of specialized collections and preparation of reading culture programs by region, ④ Service between Gyeongnam Representative Library and Gyeongnam Office of Education Systematization of subject and role division, ⑤ Systematization of role division between Gyeongnam representative library and 18 city and county local government libraries, ⑥ Establishment of grounds for reading culture promotion policy of Gyeongnam and 18 city and county local governments, and establishment of cooperation support system based on related laws and regulations.
The Purpose of this study is to get basic material about voluntary association in local community and its utilization. In order to achieve the purpose of this study, it was considered that trust of social capital plays a leading part in voluntary association to maintain or strengthen its role and activities. For this reason we attempt to find the process of trust building in voluntary association. The revised ground theory that is complementary weaknesses of ground theory is used in this study and in 11months, four times researches have investigated. As a result, it was analyzed that the structure of building trust can be categorized into three structure, building up relationship, dynamic interaction and structural stabilization in voluntary association. In the space that is structured spatially and temporal, role, activity, accomplishment, attitude, conflict and environment acted as basic attributes. These attributes can be found in every building process of trust and influence on continuance and growth of voluntary association. The fact that this study offers in-depth understanding of voluntary association and empirical directivity regarding the community welfare services is of great significant.

The 'Green Start Movement' is a practical movement of green living to efficiently reduce the greenhouse gases originating from non-industrial fields such as household, commerce, transportation, etc. for the 'materialization of a low carbon society through green growth (Low Carbon, Green Korea)'. When the new government took office, following the Lee Myeongbak Administration that had presented 'Low Carbon, Green Growth' as a national vision, it was required to set up the direction of the practical movement of green life to respond to climate change persistently and stably as well as to evaluate the performance of the green start movement over the past 5 years. A questionnaire survey was administered to a total of 265 persons including public servants, members of environmental and non-environmental NGOs, participants of the green start movement and professionals. In the results of the questionnaire survey, many opinions have indicated that the awareness of the green start movement is increasing and the green start movement has had a positive impact on individual behavior and group behavior in terms of green living. The result shows, however, that the environmental NGOs don't cooperate sufficiently to create a 'green living' effect on a national scale. Action needs to be taken on the community level in order to generate a culture of environmental responsibility. The national administration office of the Green Start Movement Network should play the leading role between the government and environmental NGOs. The Green Start National Network should have greater autonomy and governance of the network needs to be restructured in order to work effectively. Also the Green Start Movement should identify specific local characteristics to support activities that reduce greenhouse gas emissions. Best practices can be shared to reduce greenhouse gas emissions by a substantial amount.
The purpose of this study is to analyze the process of changes in regional science and technology policies in Korea and to seek future development directions. In Korea, regional science and technology policies have been implemented since the introduction of the local autonomy system. Since then, it has been implemented in earnest with the establishment of a central government-level plan. The regional science and technology policies have been developed to this day by interacting with national science and technology policies and regional development policies. Nevertheless, due to the path dependence and lock-in effect in the accumulated process, the regional science and technology policies are still subordinate to central government policies. Thus, the establishment of an independent ecosystem for local science and technology is still insufficient. Furthermore, the gap between regions is deepening, such as the growing of aging population, population decline due to low birth rates, job losses due to the recession of local key industry, and the concentration of the youth population in the metropolitan area. The transformation path such as digital transformation and carbon neutrality paradigm is expected to further widen regional disparities. In order to address a comprehensive problem, the implementing system of regional science and technology policies need to be newly established. A framework for reinvention of regional science and technology policy needed in the era of grand societal challenges have to be developed.
