Local Governance from the Perspective of Community Welfare: Focusing on 'Gwangju Greenway' as a Case (지역사회복지관점에서 로컬거버넌스 특성 분석: 광주 푸른길 사례를 중심으로)

  • Community recently pays attention to participation, network, and partnership of local residents and community stakeholders for the purpose of solving community problems and issues. This is the typical characteristics of local governance as an institutional setting to solve the problems which communities face with. The aim of this study is to attempt an analysis of local governance from the perspective of community welfare. To do that, it especially focuses on 'Gwangju Greenway' as a case. Participation of and communications among local residents strengthen their community's capabilities to deal with problems and seek better solutions. Above all, networking and cooperation between local government and local residents are required to improve the quality of local residents' participation at the process of planning and policy-making in the area of community welfare. 'Gwangju Greenway' is a good example of community welfare in that local residents actively seek to solve their own problems and realize common good within their local community through the improvement of social interaction and solidarity among local residents, thus resulting in good quality of life.

  • The study is to establish the role of libraries in governance. Governance is valid when private actors participate in it. Because it emphasizes the cooperation with actors in diverse sectors for solving complex problems in society. Communities as private actors with publicness help governance actualize direct democracy by participating in governance. Libraries are institutes that foster communities, but in some cases libraries are communities themselves. Therefore, the study reviews literature to prove the relationship between communities and governance and the relationship between libraries and communities. On the basis of literature reviews, the study conducts the survey to proves the relationship between libraries and governance.

  • Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

How Does the Internal Colonialism of Local Broadcasting Work? Focusing on Governance Including the Appointment of CEO and Its Improvement (지역방송의 내부 식민지는 어떻게 작동하는가? 사장선임 등 지배구조 분석과 개선방안)

  • This study pays attention to the assumption that the governance including the appointment of CEO is a key factor in the internal colonialism of local broadcasting. To evaluate the tendencies, it collects and analyzes the profile of CEOs, directors, and shareholders of the 17 regional affiliates of MBC and 9 local commercial broadcasting companies between the early and mid-1990s and 2015. It also discusses the local broadcasting personnel and its operations. By doing so, the study attempts to reveal how the internal colonialism of local broadcasting works. It finds out that the governance of regional broadcasters of MBC is controlled by the head office located in Seoul. At the same time, the governance of local commercial broadcasters is encroached by the tyrannical practices of major shareholders caused by the non-separation of ownership and management. These kinds of abnormal management of governance tend to constrain the investment on personnel and production. Finally, this study suggests some desirable directions of governance focusing on the appointment of CEO in terms of both legislative system and self-regulation. They include establishing a new proviso for programming protocols in local broadcasting, introducing a CEO & non-executive director nomination committee, and so forth.

  • To be a good government, it has to provide accurate information to citizens to help them understand reality well. Furthermore, the government has to provide an authority to the citizens so that they could access to the information system. The information must be shared equally between the government and the citizens. With sincere effort on the information disclosure and clarity of the administration, the government should accomplish good governance. This paper introduces the information disclosure cases to achieve good governance.

  • This study is to examine the cooperation plan of participating bodies in the area on social welfare system that is appropriate in the localization era. In order words, in order to develop the local social welfare system by approaching on the cooperation within the participating bodies within the area in the local governance level, the purpose of this study is to find out the problems that the existing local community welfare system has, and seek the responsive development cooperation plan. Furthermore, through this study, it is expected to present desirable cooperation model of local social welfare, and the reasonable welfare plan on the locality would be available.

A Study on Analysis of Collaborative Governance in the Process of Local Government Co-evaluation Based on Virtual Policy Studio (지방행정 평가정보 시스템을 활용한 지방자치단체 합동평가 과정의 협력적 거버넌스 분석에 관한 연구)

  • The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.

  • Recently, natural disasters caused by climate change have become more frequent across the world. Our country is also not exceptional, and it is urgent to come up with appropriate measures in the agricultural sector as the size and intensity of drought are becoming severe. Consequently, the Ministry of Agriculture and Food has continuously raised the need for efficient water management and governance to overcome the periodic drought. Thus, there is a need for water-saving education and water conservation governance for sustainable and efficient use of agricultural water. Governance is a cooperative mechanism involving various stakeholders, such as central, local, civil society, and businesses, to solve regional or social problems, with different definitions and concepts depending on the field or scope. In this study, we aim to present basis of a governance framework for direct water management participation involving the key agricultural water use stakeholders to imbibe the culture of water savings and conservation practices. Based on this, water-saving governance was established and operated in Gyeongju and Yeoju, in South Korea as a 'water conservation practice', while the water management status of local farmers, the reliability and importance of stakeholders, and the need for governance were investigated. The results indicate that the involvement of various stakeholders in the governance of water management yielded water-saving effects. This study provides the directions of making a framework for water-saving governance establishment and operation. It is expected that sustainable agricultural water use can be achieved in response to climate change if the governance builds and operates with agricultural water use stakeholders based on the continuous government supports.

  • Ports have had a positive impact on urban development in the past, but they also have external diseconomies that reduce the competitiveness of port cities, such as damage to the residential environment. As a result, ports are also important policy targets for local governments. However, opportunities for participation by local governments are limited due to the centralized port policy structure and the lack of port capacity of local governments. Therefore, there is a growing interest in local port governance, which approaches the port as a target of local policy and seeks to solve it based on the participation and cooperation of various members such as local governments, general citizens, local businesses, and NGOs. The purpose of this study was to find the components for establishing local port governance and explore priorities by conducting AHP targeting experts and practitioners. As a result, in order to establish local port governance, it was confirmed that the establishment of an institutional foundation and a socio-cultural atmosphere is the top priority. More specifically, the interest and will of local governors, and local autonomy laws that are the institutional foundation to support the actual operation and the securing of the expertise of local government officials found to be of high priority.

Plurality of urban governance in Nigeria and its implications on delivery of environmental services

  • This paper discussed plurality in urban governance in Nigeria and its implication on delivery of urban environmental services, with a focus on water supply, sanitation and solid waste disposal. Conceptually, it explained urban governance as the sum total of the ways of achieving an inclusive city and expressed the urban governance system of Nigeria based the legal framework set for them. The paper explored the environmental implications of urban governance in Nigeria. It concluded that urban governance has several implications on delivery of urban environmental services in Nigeria. The dualism in urban governance is a factor contributing towards inefficient delivery of environmental services such as water supply, sanitation and solid waste management in Nigeria. The paper recommended, among others, a constitutional reform that will guarantee efficient urban governance and delivery of environmental services in Nigeria.
