Changed the business environment, private sector focuses on the performance management, so to manage the performance he uses BSC that overcomes the limitation of financial indicators. Also, it is getting emphasized to evaluate the performance about services that the public sector provides and obliged for the public sector to be responsible for managing and improving its performance as the private sector has been doing. But lacks of knowledge and experience on performance management and evaluation are blocking the public sector from introducing and implementing new performance management systems. To solve those problems, this study has derived general guidelines and KPIs that public sector should keep in mind when BSC is introduced new management system. This study focused on the public hospital which is the performance management and evaluation system of Government administration.

Hominis placenta have been studied as herbal acupuncture because of it's limitation of use. The properties of Hominis placenta are warm and supplement of Jeong-Hyeol, Jin-Ki and I thought that Hominis placenta have various effectiveness. So I considered Hominis placenta in Dong-Eui-Bo-Gam which is famous comprehensive korean traditional medical book. Hominis placenta was mentioned parts of Sin, Chung, Hwa, Heo-Ro, Bu-In and most of them are mentioned in Heo-Ro part. As a source book, Eui-Hak-Ib-Mun was used the most. Prescription used in various parts as mental disease, forgetfulness, tuberculosis, fever, various malnutrition disease, sterility, but it's basic principle action is all supplement of Heo-Ro. In management of Hominis placenta, most useing method is heating with steam and most of additional medicinal stuffs had action of supplying Eum, Yang, Ki, Hyeol in composition of prescription.

Gak-gi-byung in Korean Medicine have many things in common with Beriberi disease, Guillain-Barre syndrome, Transverse myelitis and Cauda equina syndrome. Dong-Ui-Bo-Gam define Gak-gi-byung as syndrome that includes sudden lower limbs weakness, pain and edema. Gak-gi-byung start from the foregoing symptoms and could progress to general digestive, neurological or respiratory symptoms is found on many medical practitioners. In this case, we described a 60-years old man diagnosed as Gak-gi-byung in Korean Medicine. He complained Rt lower limb weakness, Rt Knee Clumsiness and limitation of his Rt knee & ankle motor. And his condition was improved through Korean Medical treatment such as acupuncture and herbal medicine like 'Chung-yul-sa-seup-tang' about 15 days.

The past bridge design specifications of Korea didn't include 1imitation on the amount of lap splices in the plastic hinge zone of piers, and so do current specifications. But these specifications include just limitation on the minimal length of lap splices. Thus, a large majority of non-seismically designed bridge piers may have lap splices in plastic hinge zone. In this study, model pier was selected among existent bridge piers whose failure mode is complex shear-flexure mode. Full scaled RC pier models whose aspect ratio is about 2.67 were constructed and quasi static test according to the drift level history was implemented. From the test results, effect of the lap splices on the seismic performance of bridges piers was analyzed, and the seismic capacity of the model bridges was evaluated by capacity spectrum method.

This paper used OPNET to simulate video streaming service a test IP network and MPLS network with the traffic shaping that have with CQ_ LLQ algorithm, LSP of fixed bandwidth, policy of limitation users and measures parameters such as delay, throughput, packet loss. To verify the performance of video streaming service in IP network and MPLS network, two scenario that have same topology and traffic source. One is the simulation for best-effort service in pure IP network. The other is the simulation for QoS-enabled service in MPLS Network. Based on simulation result, the MPLS network with CQ_ LLQ algorithm and fixed LSP show advantage of the video streaming service QoS, specially delay and packet loss

Having age of ubiquitous ahead, existing IPv4's address space insufficiency phenomenon appears because of increasing network usage as well as multimedia data transmission becomes much, necessity of new IP address system that guarantee QoS are needed. IPv6 was made to solve these problem. IPv6 solves address space insufficiency phenomenon offering by 128bit address space, and also offers hierarchical address layer that support improved QoS. IPv6 defines relation between surrounding node using Neighbor Discovery protocol. Used Neighbor Discovery messages, grasp surrounding node, include important informations about network. These network information outcrops can give rise in network attack and also service that use network will paralysis. Various kinds of security limitation was found in Present Neighbor Discovery protocol therefore security function to supplement tris problem was required. In this thesis, Secure Neighbor Discovery protocol that add with security function was design and embody by CGA module and SEND module.

Generally, the conventional tracking algorithms are very limited in the practical applications because of that the computation load is exponentially increased as the number of targets being tracked is increase. Recently, to overcome this kind of limitation, some new tracking methods based on neural network algorithms which have learning and parallel processing capabilities are introduced. By application of neural networks to multi-target tracking problems, the tracking system can be made computationally independent of the number of objects being tracked, through their characteristics of massive parallelism and dense interconnectivity. In this paper, a new neural network tracking algorithm, which has capability of adaptive target tracking with little increase of the amount of calculation under the clutter and noisy environments, is suggested and the possibility of real-time multi-target tracking system based on neural networks is also demonstrated through some good computer simulation results.

To improve the limitation of fuzzy PI controller when is applied to systems of order higher than one, a fuzzy PI controller that fuzzily resets or amplifies the accumulated control input according to fuzzy rules defined on (error, change of error) space is proposed. The proposed controller structure was motivated by the characteristics of fuzzy PI controller that it generally gives unevitable large overshoot in trial of reducing rise time of response especially when a system of order higher than one is considered. Based on the observation that the undesirable characteristics of the fuzzy PI controller is caused by integrating control input excessively, even though the integrator is introduced to overcome steady state error, we propose a controller that clear out or doubles integrated control input in a fuzzy manner according to the situation to reduce rise time as well as overshoot. To show the usefulness of the proposed controller, it is applied to the systems that are difficult to stabilize or difficult to get satisfactory response by conventional fuzzy PI controllers.

We propose a new technique to improve the parametric fault coverage of oscillation test method (OTM). The OTM has been popular as a vectorless scheme for analog circuit test, both as a general defect-oriented technique, as well as an oscillation built-in self- test (BIST) scheme. However, it still requires improvement in several aspects. This paper analyzes the limitation of OTM, and proposes new signature analysis scheme to improve its performance.

Two CMOS composite transistors with an improved operating region by reducing the threshold voltage are proposed in this paper. And also, as an application of the proposed composite transistors, the transconductor is designed. The proposed composite transistor I and II employ a P-type folded composite transistor and a composite diode in order to decrease the threshold voltage, respectively. The limitation of the operating region of these transistors by current source is described. All circuits are simulated by HSPICE using 0.25${\mu}{\textrm}{m}$ n-well process.
