  • In this paper, we propose a system that extracts licence plate and recognizes numerals in the licence plate. The candidate area of licence plate is extracted using the improved IAFC(Integrated Adaptive Fuzzy Clustering) fuzzy neural network. And the morphological filters are used to reduce noise from the extracted licence plate. The extracted licence plate is standardized using Hough transform and geometric transform. Backpropagation neural network is used to recognize numerals that are separated using the projection technique.

  • The health of licence holders (flight crew members and air traffic controllers) is recognized as an important element of aviation safety. The medical emergency symptoms that occur during the flight duty period without prior notice can interfere with human performance capabilities and threaten aviation safety. To prevent this, ICAO has been required to conduct a periodic medical assessment process of licence holders including routine analysis of in-flight incapacitation events and medical findings during medical to identify areas of increased medical risk and continuous reevaluation of the medical assessment process to concentrate on identified areas of increased medical risk. The supply and demand of licence holders have become a major issue due to the increase in air traffic around the world, and the pilot retirement age has been extended to 65 years. But, there is no significant change in the aviation medical assessments process. The follow up of the result of medical examination discovered through aviation medical examination is a very important part, but it has not been properly implemented, and the sick leaves and medical inflight incapacitation reporting system should be improved. The management of health risk factors for licence holders must be implemented to prevent aircraft accidents or aviation safety problems caused by health problems. In this paper, we propose the development plan and concrete improvement plan of the health risk management system of licence holders in Korea in terms of aviation safety.

  • This paper describes a method that extracts the region of car-licence plates in color images of private and commercial cars. To extract car-licence plates, we use the feature that car-licence plate regions have regular colors according to the kinds of cars. In this paper, we propose the method that combines H component of HSI color model and Q component of YIQ color model. To improve efficiency of the process, we cxplore lines ill a car image by a regular interval in a bottom-up style. As a result, the extraction rates by only H-component. only by Q- component. and by combined Hand Q, are 53.6%, 82.1%, and 94.6% respectively.

  • The long-existed licence system which has acted as one of the strong barriers to entry in the ocean shipping market in Korea is supposed to repeal in the near future. As a result, competition among the different sizes of firms which are operating under regional shield by means of the licence will be intensified. The main objective of this paper is to estimate the degree of economies of scale and economies of density for various firm sizes. For the successful estimation of economies scale and economies of density, translog cost models are developed and estimated through SURE technique which was suggested by Zeller (1963). The major findings are as follows ; All shipping firms in the sample exhibit economies of scale and density. Even small size shipping firms under licence system, they show substantial economies of scale contrary to the wide-known idea that small-size firms are subject to diseconomies of scale. For the ranked firm sizes according to owned deadweight tons, the degree of economies of scale decreases as the firm sizes are larger and larger. The degree of economies of density moderately declines from the smallest to the firm size of 30-60 thousand deadweight tons and sharply rise thereafter. And the large shipping firms with over half-million deadweight tons exhibit high economies density compared to other sizes of firm. If follows that the larger firms have great advantage in competition if the licence system is abolished.

  • This study investigated the changes of chlidcare centers' status, establishment and licence standards, and childcare publicness 20 years after Infant and Early Child Care Act(IECC Act) was enacted in Korea. For this purpose, we examined the trends of establishment status and explored the changes of licence standards sorted as location, type, size, area, indoor-outdoor facilities, playgrounds, in accordance with the revision of the IECC Act from 1991 to 2013. In addition, we organized the concepts and standards for the public service of childcare. Finally, we presented some problems found in the IECC Act and the implementing rules about childcare center's establishment and licence standards. We provided some suggestions in order to improve the institution and ensure the publicness. Through these efforts, we tried to contribute the improvement of the quality of childcare in Korea.

  • The readability and the visuability are very significant when the letters or figures are displayed as static visual information. Not only is the beauty of the body type character(small letters) important but the display type character(large letters) should also be read easily, quickly and precisely. The issue regarding the readability in terms of perception of information has been raised continuously for all kinds of small signage and billboard, etc., which are written in display type within our everyday life. Among the various kinds of small signage and billboards the car licence plate is well known. Among all the possible factors that would have made an impact on the readability of licence plate, this paper focused on the effects of arrangement of character(letters and figures) and contrast of colors for the readability of licence plate using the within-subject analysis. The statistical analysis results in error reading rate, the character arrangement were significant but the color contrast(green/white, white/green, blue/white, white/blue, black/yellow) was not, No interaction was found.

  • In this paper, a system which can effectively recognize the plate image extracted from camera set on a moving car is proposed. To extract car licence plate from moving vehicles, multiple candidates are maintained based on the strong vertical edges which are found in the region of car licence plate. A candidate region is selected among them based on the ratio of background and characters. We also make a comparative study of recognition performance between support vector machines and modular neural networks. The experimental results lead us to the conclusion that the former is superior to the latter. For a better recognition rate, a simple method combining the support vector machine with modular neural network where the output of the latter is used as the input of the former is suggested and evaluated. As we expected, the hybrid one shows the best result among those three methods we have mentioned.
