A Case Study on Measures to Revitalize Small Libraries of the Type through Operational Diagnostic (운영진단을 통한 유형별 작은도서관 사례분석 연구)

  • This study intended to support the effective operation of libraries by suggesting measures to resolve the problems of small libraries that experience operational difficulties caused by lack of expertise. To achieve this, the study selected 22 small libraries among the nationwide small libraries by grades, types, and users, and then conducted interviews with their operating staffs. Based on the findings of the study, certain library facilitation measures were suggested, including the provision of incentives for librarian certificate holders, the free distribution of book management programs and their training, regular book supply policies of local governments, differential supports for operation evaluation, the establishment of user service guidelines, and cooperations with public libraries.

  • The purpose of this study is to evaluate the user's perception and usability of the unmanned smart library and to derive the improvements. After reviewing the literature on smart technology and smart equipment, we surveyed users who use unmanned smart library installed in Sejong City and Pohang City, and questioned the use, operation and service satisfaction of unmanned smart library. Based on the results of the analysis, we suggested ways to improve the unmanned smart library and draw users to the library. Unattended smart library users varied in age and educational background, and they were most interested in borrowing books and were satisfied with their overall use.

Design and Implementation of Library Chatbot for Non-face-to-face Reference Services (비대면 참고정보서비스를 위한 도서관 챗봇 설계 및 구현 연구)

  • This study explores the potential of using a library chatbot to improve the non-face-to-face digital reference services for academic library users by designing and implementing a library chatbot. Through data analysis, user needs and library services were analyzed, and a scenario was designed by selecting an appropriate development method. For user-friendly interaction, the personality of the chatbot and user interface was designed to evaluate its usability. In addition, the accuracy was verified through the response accuracy evaluation and performance evaluation of the chatbot, and the effectiveness of the chatbot was evaluated through a user satisfaction survey. In order to manage the operation and maintain service quality, the chatbot is improved by monitoring user-chatbot conversations and reflecting user feedback. Based on these findings, recommendations for designing and implementing a library chatbot were made to help improve library reference services.

An Evaluative Research on the Web Information Services of Korean Government Websites (전자정부 구현을 위한 정부기관의 웹 정보제공에 대한 평가 - 중앙 행정부처의 웹사이트 평가를 중심으로 -)

  • This study measures the effectiveness of 39 Korean Government websites in providing equitable and appropriate government information to the public. 39 government web sites were divided into two groups, 21 "departments or ministries" and 18 "offices". Five evaluation criteria were information contents of services, fluent operation of services, feedback mechanism, easiness of access, and design. The study showed that there are some different results between 21 "departments or ministries" and 18 "offices". Most information services provided by Government websites were slightly moderately appreciated by the researchers. Some problems and resolutions for the improvement of government websites are provided. Also, some suggestions for the government website designers and administrators are made.

A Study on Improvement of NCS Duty Components in 'Library and Information Management' by Evaluation of the Importance and Utilization (NCS '문헌정보관리' 직무 구성요소의 중요도 및 활용도 평가를 통한 개선방안 연구)

  • This study was performed in order to derive components that librarians think preferentially necessary and realistically important when applying the NCS 'Library and Information Administration's duty' to the library working environments. It was possible by evaluating and analyzing the importance and utilization of ability unit and its element which are the components of NCS 'Library and Information Administration's duty'. First, ability units of 'User Information Services', 'Reading and Culture Programs' were higher in importance and utilization at the same time. Ability units of 'Library and Information Practical Research Perform', 'Library and Information Curation', 'Library and Information System Operation' were lower in importance and utilization when we evaluate the importance and utilization of ability unit and its element which are the components of NCS 'Library and Information Administration's duty'. Second, components of 'Reading and Culture Programs', 'User Information Service', 'Library and Information Collection' were higher in the order, and components of 'Library and Information Curation', 'Library and Information System Operation', 'Library and Information Practical Research Perform' were found lower in demands as the desirable level and the current level appear less common when we analyzed the demands on the duty components utilizing Borich requirements analysis model. Third, six ability units of 'Reading and Culture Programs', 'User Information Services', 'Library and Information Collection', 'Library and Information Services Marketing', 'Library and Information Preservation', 'Library and Information Use Analysis' were derived as priority components when we analyzed the priority of the duty component (ability unit) utilizing The Locus for Focus model.

Evaluation on Effectiveness of the Compensation System for Reproducing or Interactively Transmitting Works in Libraries (도서관의 저작물 복제.전송 보상금제도 효용성 평가)

  • The compensation system for reproducing or interactively transmitting works in libraries has been introduced in 2003. It has passed more than 7 years since this system has been implemented in July 2004. This study investigated current situation of operation on the compensation system for reproducing or interactively transmitting works in libraries. The survey on the effectiveness of the compensation system was conducted to a group of authors and librarians. First, the difference of the effectiveness of the compensation system between a group of authors and librarians was analyzed. In addition, the difference of the effectiveness of the compensation system according to status variable of author group was analyzed. Also the difference of the effectiveness of the compensation system according to status variable of librarian group was analyzed. Finally, this study pointed out the problems of the compensation system and presented the way to improve the problems.

  • Digital reference services have been a key role in academic libraries in the context of various digital environments. The guidelines for the digital reference service are one of important aspects to improve the quality of services and system design and implement better services. In this study, by case studies and a questionnaire survey for academic librarians, the guideline for the digital reference service is suggested with three phases; plan, operation and evaluation. The guideline for the digital reference services suggested in this study is expected to support digital reference services in academic library environment.

Comparing the Efficiency of Public Libraries (공공도서관의 효율성 비교 분석 -서울시 및 6대 광역시의 102개 공공도서관을 대상으로 -)

  • This study examined DEA(Data Envelopment Analysis) and how it measures the efficiency of library units. DEA is a useful nonparametric method to evaluate the relative efficiency of a set of decision making units(DMUs) with multiple inputs and outputs. This study evaluated 102 different public libraries utilizing 4 inputs and 4 outputs focussing on the year 2005. For inefficient libraries, the study analysed the potential improvement and the source of inefficiency comparing the peer groups. The result of this study shows that efficiency of public libraries varies in different localities and forms of operation.

An Evaluation of A Youth Reading Promotion Program: Focusing on '1318 Bookworm Program' (청소년 독서진흥 프로그램 운영평가 - '1318 책벌레들의 도서관 점령기'를 중심으로 -)

  • This study purposed to evaluate a youth reading promotion program that is designed and operated by the National Library for Children & Young Adults. The study specifically assessed the '1318 Bookworm Program' by conducting an in-depth survey and a focus group interview for school librarians who had participated in the program between 2007 and 2010. According to the study findings, the program participants were highly satisfied with the program outcomes. The librarians believed that the program brought positive effects on the cognitive, emotional, and social developments of the participated teens. Among the 1318 program operation process, namely designing, planning, and implementation, both planning and implementation processes were the determining factors for the outcome satisfaction. Finally, study participants expressed the needs for increasing the number of the certified professional school librarians active in the field, expanded organization structure, and further research on youth reading promotion programs in order to facilitate the program support and to enhance its efficiency. They also suggested diversified program contents development and the dissemination of manuals for youth reading promotion programs.

The Study on Operating Status and Activation of Air Force Libraries (공군 병영도서관 운영 현황과 활성화 방안)

  • Air Force library performs the functions of a library with respect to a specific group of Air Force. However, the development of Air Force library is beginning step, its facilities and services are not meet expectations. The analysis of operating status for entire Air Force libraries is so far not attempted. Focusing on this point, this study analysed for the first time evaluation regarding the overall operating status and activation of Air Force libraries at the levels of wing, group and squadron. The questionnaire was consisted of a total of 45 questions. The questionnaire was distributed to 101 Air Force libraries registered in currently August 2014. I was received the reply from 81 out of 101 Air Force libraries, but the responses of 4 libraries were poor, and analyzed the total 77 library responses excluding them. As the results of the analysis, this paper identified operational status and perception of activation of Air Force libraries as a whole, and pointed out the problems that have been identified regarding the operation of these libraries. Furthermore, this paper suggested concretely activation plan for the development of Air Force libraries.
