  • Due to the increasing consumer demands for the safety, shelf life, and quality of food, the application and development of active packaging in the food and packaging industry have been improved. According to the standards and specifications of the Republic of Korea for utensils, containers, and packages, the function of active packaging is to remove or alleviate factors that degrade food quality. Although extensive reviews regarding the development and commercialization of active packaging have been conducted, the legal regulations and safety assessments concerning active packaging have rarely been examined. This review provides information regarding the definition, structure, components, operational mechanisms, and applications for active packaging that actively removes oxygen, moisture, carbon dioxide, and ethylene. Furthermore, the legal regulations and research results related to the development of test methods for safety assessments of active packaging are investigated.

  • The objective of this paper is to examine the legal framework governing the import and export of grain in China, a pivotal factor in shaping policies aimed at stabilizing South Korea's foreign trade and grain imports. Through this analysis, it is observed that China's foreign trade system, governed by the Foreign Trade Act, exhibits a notable absence of clear delineation regarding the scope and responsibility for the delegation of authority to foreign trade management agencies. In contrast, Korea's Foreign Trade Law, along with its enforcement decree and management regulations, explicitly outlines the scope and responsibilities pertaining to the delegation of authority to foreign trade management. However, in the case of China's revised Foreign Trade Law, there exists a lack of precision in specifying the delegation of authority to foreign trade management. This creates a potential for discretionary intervention by local governments or other administrative bodies. While China's legal system concerning grain imports and exports aligns with WTO regulations in its institutional framework, attention is warranted due to the vagueness in laws or regulations, as well as the presence of irrational and non-transparent procedures during system operation. As conclusion remarks, while China's legal structure related to grain imports and exports conforms to WTO guidelines overall, the identified issues such as legal ambiguity and non-transparent procedures underscore the need for caution. To safeguard against potential challenges in future trade interactions with China, proactive measures are crucial to address these concerns.

  • The safety of LPG vessel storage has been simply designed and controled with blast wave barrier structure concept regardless of its quantity or hazardous situation. The limit of regal controls on LPG vessel storage need to be identified in terms of safety buffer distance from LPG explosion. The level of overpressure effect and heat radiation to the neighbouring structure and human activity required to be estimated to find the gap between existing controls on such storage. PHAST and IAEA manual for risk rankings and assessment had been applied to get the required safety distance for neighbouring facilities, Japanese legal control for such facilities were also investigated. To this context the issues on LPG vessel storage required additional safety distance between existing blast wave barrier structure and safety separation distances.

On the national level, retail sales have concentrated on the large metropolitan areas, especially on the Seoul metropolitan area, with the concentration of population and income. Within metropolitan areas, the suburbanization of retailing has made the larger structure of retail and multi-store retail appeared. In order to confirm such phenomenon, this paper is to analyze and to compare the industrial composition of retailing using industry data of 1979 and 1991. And this paper is to analyze the regional changes in the characteristics of business organization of retailing, with the index including the percentages of establishments with less than under four employees, juridical establishments, employees of ordinary times, and the annual sales per establishment of detailing. The characteristics of business organization of retailing in analyzed by principal components analysis, and the types with component in each district (city, county, ward) is analyzed by cluster analysis(Ward method). The data of 1979 were obtained from the statistics in the Census of Wholesale and Retail Trade published by the National Bureau of Statistics of Economic Planning Board, and that of 1991 were obtained from the statistics in the Report on Establishment Census (Vol.3 Wholesale and Retail Trade) published by the National Statistics Office. The following are resultant findings. 1. In Seoul metropolitan area, changes in the industrial composition of retailing with annual sales from, 1979 to 1991 show very higher composition rates of 'general merchandise stores' and 'retailing of personal transport equipment and gasoline service stations', but comparatively lower composition rates of 'retailing of food, beverages and tobacco', 'retailing of textiles, clothing, footwear and apparel accessaries', 'general retail trade, n.e.c.',and 'retailing of household fuel'. 2. The characteristics of business organization of retailing in Seoul metropolitan area presents the prevailence of small, personal business organization and especially larger employees of ordinary times. 3. • Recently, to resolve problems regarding legal liability for accidents and disasters, various simulation techniques such as F.E.M. and F.V.M. have been used in the field of forensic engineering. In this study, we performed mechanical structure analysis using ADINA to investigate the cause of bridge collapse accidents. Such accidents occurred owing to modified and missing processes in comparison with the original design while filling with concrete. Modified and missing processes cause buckling of the upper plate and twisting of the main girder. Through this study, we determine the exact cause of bridge collapse by comparing the evaluation of the structure stability of the original design with the evaluation of the structure stability of the modified and missing process using ADINA structure analysis. Hence, this result indicates that buckling prediction through FEA is the most effective method.

  • In this paper, we analyse empirically the relations between ownership structure and cash holdings of firms listed on Korea Securities Market and Kosdaq Market of Korea Exchange. The main results of this study can be summarized as follows. Cash holdings increase as large shareholder's equity holdings increase. Cash holdings increase as the difference between first largest shareholder's and second largest shareholder's equity holdings increase, and cash holdings increase as the ownership concentration increase. Managerial ownership exert a non-linear effects on cash holdings. So to speak, at lower level of managerial ownership, managers hold more cash to pursue their own interests at the expense of minority shareholders, but at higher level of managerial ownership, the interests of managers and shareholders are aligned, and also at highest level of managerial ownership, managers hold more cash to pursue their own interests at the expense of minority shareholders. Cash holdings increase larger in owner-controlled firm than in management-controlled firm. These results support the expropriation of minority shareholders hypothesis that large shareholders can extract private benefits from corporate resources under their control at the expense of minority shareholders. This paper contributes to defining information value of large shareholder's equity holdings on cash holdings for a firms' other stakeholders such as investors and creditors, and to strengthening a legal and institutional safeguard for external minority shareholders. Ownership concentration might have negatively affected the evolution of the legal and institutional frameworks for corporate governance and the manner in which economic activity is conducted. It could be a formidable barrier to future policy reform.

  • The purpose of this study is to classify defects of the residential building by analyzing the defect specified by prequalification of residential building reconstruction and to suggest the solution of the problem which can be arisen during each stage of plan, construction and maintenance. By sorting the main defects which is specified by pre-qualification of residential building reconstruction for three years from August 2006 to August 2009 into 4 catagories and analyzing the cause of the defects, we draw the way of maintenance to prevent the defects and make pleasant residential environment. The reason for the frequent defects from residential building is mainly deterioration. It occured on the finishing more than on the structure, which means that residents can find defects easier on the finishing than the structure and clear the demand for repair. The result of analyzing of pre-qualification of residential building reconstruction is that the defects mostly caused small, masonry constructed and lower apartment. The apartment which is not into legal right for maintenance naturally have more defects than the others. In conclusion, it is necessary to establish a law of obligation duty of the maintenance of small apartment.

  • Then 3D printing is used practically at construction sites, there is a serious lack of studies on the conflict with construction-related laws and expected operational problems. Accordingly, the purpose of this study is to present obstacles and directions for improvement in construction-related laws (Building Act, Construction Technology Promotion Act, Housing Act, Construction Machinery Management Act, etc.) for practical operation of 3D printing. The important results are as follows. Amending existing construction-related laws for 3D printing is irrational and inefficient in terms of structure and material. This study proposed a method of satisfying performance required by laws or standards based on the performance design method presented in existing laws and systems through structure and material performance certification procedure. In addition, inclusion of 3D printing equipment in the Construction Machinery Management Act results in various restrictions such as equipment inspection and certification of machine parts. As such restrictions can block vitalization of 3D printing, a long-term and step-wise approach was suggested.

  • CAS is an access control system by which only legal users can access contents. IPTV is a spotlighted system that uses CAS. H.264/SVC is a coding standard that provides a scalable coding method by which users who are in various network environments and have various devices can receive the contents. In this method, the contents are coded in a layered structure to make users choose the quality of the receiving contents. Therefore, contents provider should be able to control users to access only appropriate contents according to their subscriptions. The structure of CAS being employed in many applications is not suitable to control access for H.264/SVC. In this paper, we provide an efficient access control method and a key management method for H.264/SVC contents using CAS.
