Rail station premise's unused land speaks unused space long period among that is station porter underwear space. Also, will may see that two is also unused land if is operated as inefficient occupying a lot of spaces unnecessarily. These space have used by profit making business and station development putting first past. But, necessity of more active business effort is brought ill efficiency side of land. Unused land's efficient practical use is method that can increase railroad property. Therefore, in this study, define shortly about composition of reciprocal space, and presents unused land's practical use plan in station.

국토를 효율적으로 이용하고 관리하기 위해서는 국토변화에 대한 지속적인 모니터링이 필요하며, 모니터링의 가장 효과적인 방법 중에 하나가 인공위성과 항공기 등을 이용하는 공중모니터링이다. 이에 본 연구에서는 공중모니터링체계 구축방안을 제시하였으며, 이를 위하여 국내외 선행연구 및 사례검토, 관련기술동향 파악, 국토분야별 관계기관에 대한 요구사항 조사를 수행하였다. 국토관리를 위한 공중모니터링체계 구축방안으로 첫째, 국토모니터링체계와 중장기계획을 수립 둘째, 공중모니터링 전담기관을 지정 셋째, 공중모니터링분야의 전문인력을 양성 넷째, 자료공유 및 유통체계를 마련 다섯째, 실시간 공중모니터링체계를 구축 여섯째, 관련 법제도를 개선 일곱째, 지속적인 관련기술의 연구개발 등에 대한 지원 등을 제시하였다.

It is focused on the desirable development alternations for sprawled unplanned on mountainous hilly areas in the residential areas development of the rural areas, mainly on the idyllic housing residential areas. The major research findings were as follows : (1) 85% of the idyllic housing residential areas of the suburban rural area was developed on the mountainous hilly areas. (2) For the desirable development on the suburban rural area, Environmentally Symbiosis Land Use Plan, diversification of Housing type such as Earthing Row House, diverse housing site planning techniques considering the conditions of mountainous hilly areas, for common space planning, land development, housing planing, hillside development, should be devised. (3) New regulations of strengthening construction permits, District Plan should be introduced in law and system management.

Because of the limited land resources, an efficient land use management to reach the sustainable development policy has become an urgent call in Taiwan. A long-term project entitled 'National land use monitoring program-the establishment of a land use change detection system' has been jointly conducted by both National Central University and Ministry of Interior since year of 2001. The main aim of the project is to use the remote sensing images to detect the land use changes on a national scale. This plan has been put into practice and indeed provides an effective assistance for land management.

최근 들어 택지개발사업이 크게 증가하는 추세이지만, 무분별한 택지개발은 개발대상 부지의 기존 녹지나 수목을 훼손시키게 되며 지형에도 많은 변화를 가져와 절개지가 발생하게 하는 등 환경을 많이 훼손하고 있다. 택지개발 등 개발사업을 시행할 때 지구지정시 수행하는 사전환경성검토제도와 개발계획의 승인전 협의를 하게 되어 있는 환경영향평가제도가 있다. 사전환경성검토는 택지개발계획 수립 후에 시행하며 환경영향평가는 실시설계 완료 후에 수행하기 때문에 선정된 택지개발지에서 발생할 수 있는 환경문제에 대한 저감방안 강구 등 소극적이고 수동적인 대처에 그치는 경우가 많다. 본 논문의 목적은 초기 입지선정단계에서 택지개발사업을 환경친화적으로 지속가능하게 수행할 수 있도록 대안평가모형을 구축하는 것이다. 이를 위해 선행연구에서 조사된 택지개발사업의 환경평가요인을 바탕으로 퍼지추론과 AHP기법을 이용하여 대안평가 모형을 구축하였다. 의사결정자가 각 대안의 환경훼손도를 10점 척도법에 의해 평가하면 퍼지추론에 의해 환경성능(EP: Environmental Performance)으로 변환하고, AHP기법에 의해 미리 산정된 항목별 가중치를 적용하여 통합환경성능(TEP: Total Environmental Performance)을 산정한다. 통합환경성능이 가장 높은 대안이 최적안으로 선택된다. 이 연구에서 제시한 평가방법을 적용하면 토지이용계획이 확정되지 않은 상태에서 두 가지 이상의 택지개발 예정지역 대안을 정량적으로 평가할 수 있을 것이다. 이로써 택지개발 사업시행으로 발생할 수 있는 환경훼손을 초기 입지단계에서 확인하여 환경오염을 원천적으로 제거해 나갈 수 있을 것이다.

The significance and means of parks and green space planning have been changed dramatically in this century in Japan. The first priority must be given to define the means and purposes of planning., especially the role of ecological, social and economical management with the increasing trend of environmental concern, and the method to estimate values of park and green space from the point of view of regenerative society development. The role of planning parks and green space is reviewed in the following three aspects; as tools for land use control (master plan), as tools for finding appropriate lands for purchasing land (development plan) and tools for application of individual development technique of green space and landscapes(site plan and design). It is a serious issue that the existence of parks in urban setting which used to be considered as a top priority, is now being challenged in terms of economical, social and environmental benefits. In such processes, the most important issue is to define what makes parks and green spaces attractive and ecological to obtain social support to be developed.

Farmland conservation function of 'The Farmland Act' has been being weakened according as farmland conservation system came to the dualizing condition. Overall land use issues including farmland are determined by 'The National Land Planning Act'. In this process, much farmland has been disappeared unilaterally. Above all, 'The National Land Planning Act' recognized farmland as land for development rather than looking in conservation perspective. Formulating with a 'urban(rural) plan', 'The National Land Planning Act' brings means and development methods in a variety of setting. So 'The Farmland Act', the center of farmland conservation system, lose an effect of its conservation functions. Farmland is a kind of facility made with heavy investment for agricultural purpose definitely. Therefore conversion of recognition that farmland must not be undermined indiscriminately in dimension such as urban planning facilities.

The important role of canal is moving goods and the canals from all over the world has contributed much to method of transporting goods. But, the canal system accounts rfor 25% of the total moving goods. One of its main goals is to reduce overland transportation costs were 30% more expensive than moving goods over water. We plan to build a Korea inland canal system and need to from a scheme of building a multi canal. We should consider positive aspect of this plan, on the other hand a study of the conal's environmental impact is required prior to beginning any construction. Finally, offer our opinion on the vision of Korea inland canal that aspect5 of national land development.

The author has analyzed the ecological problems caused by city development and the comprehensive benefits of green space(e.g. ecological, social and economic benefits). The important role of green space in city sustainable development was discussed. Through benefits analysis of green space in city development in Kunming City, the author offered specific measures for green space protection in Kunming: strengthen plant management according to law; enhance nation awareness of plant protection; rationally plan city green land system;and use scientific forms of green land.

Through the fast economic growth since the 1960s, Korea has experienced various problems on land such as urban sprawl, the rapid increase in land prices, land speculation, privatization of the betterment, and so on. To prevent such problems and to enhance harmonious development and conservation, the National Land Planning and Use Act(NLPUA) was established in 2003. The NLPUA which was revised and combined two existing planning laws i.e. the National Land Use Management Act and Urban Planning Act, has an eye to preventing disorderly spatial development, to pursuing environmentally friendly spatial planning, and to following up planned development in non-urbanized area like rural area. This study aims to discuss what should be considered the pending issues after the application of the NLPUA in rural area. On the basis of reviewing the NLPUA in a viewpoint of the rural planning, this study suggests some improvement policy such as considering various rural conditions, securing excellent agricultural land, applying the District Plan II system effectively, reorganizing the planning administrative, and so on.
