The scientific paper studies the impact of tourism and traveling on the economic level of development of countries at the macro level and its relationship with other sectors of the economy. Tourism is one of the budget-forming factors of every economy. This work describes the main trends in the development of tourism. It is determined that about one third of tourism revenues are generated by the food sector, i.e., the culinary niche of tourism. Culinary tourism is a new direction of tourism, but it is developing quite dynamically in the EU. Culinary is an important part of rural tourism in the EU and culinary tourism is actively promoted at fairs and festivals. In recent years rural tourism has been developing both at the international level and in Ukraine, primarily due to its features, which include the implementation of the principles of sustainable community development, preservation of local traditions and cultural values, gastronomic events to promote them. The aim of the article is to study the theoretical aspects of the development of gastronomic tourism in the world, to analyze the actual condition of gastronomic tourism in the EU and Ukraine, identifying prospects and ways to develop regional gastronomic tourism. The methodological and informational basis of the work is analytical reports and researches related to the development of event tourism and statistics. Systematic and logistical approaches to the studied problems were used to achieve this goal. Various general scientific and special research methods were also used. Based on PESTLE analysis, key aspects of the external environment of gastronomic tourism in Ukraine are identified. We took into account the principles of sustainable development: political, economic, social, technological, legal and environmental. The main trends in the development of gastronomic tourism in the world are studied and it is found that the greatest development in the coming years will be the trend of combining gastronomic and event tourism on the basis of sustainable development. The main preconditions and possibilities of introduction of this holistic approach to the strategy of development of the tourist branch of Ukraine are determined. A model of sustainable value chain of gastronomic tourism in the region is formed and the main advantages of its implementation are identified: formation of a regional brand, preservation of culinary traditions, development of green farming, minimization of negative impact on the environment, sustainable development of communities.
This study aims at quantifying potential economic effects on the Korean economy of a China-Korea FTA and a Japan-Korea FTA using a dynamic computable general equilibrium (CGE) model. Most of the previous studies on them used static CGE models. Key findings of this study are that a China-Korea FTA would lead to a higher increase in Korea's exports and economic growth than a Japan-Korea FTA and that both a China-Korea FTA and a Japan-Korea FTA would cause additional trade deficits to Korea, which would be minuscule compared to Korea' economic trade volume. Since potential economic impacts on Korea's industry output and exports by sector of a China-Korea FTA and a Japan-Korea FTA are forecast to be complementary, i.e., major sectors which would run trade deficits from a Japan-Korea FTA would run trade surpluses from a China-Korea FTA, a simultaneous pursuit of both a China-Korea FTA and a Japan-Korea FTA would be more desirable and beneficial to Korea. This study shows that a dynamic CGE model which can take explicit account of international capital mobility and ownership is required for more precise estimation of effects of the FTAs.
In the Small and Medium Enterprises(SMEs) sector, research has shown an increasing trend due to changes in industrial society and policy. Therefore, the interrelationship between academic research and policy is relatively high. In this study, we analyzed the trends of academic research related to SMEs innovation policy. Moreover, we examined the interrelationships. By using text mining techniques, we have identified key themes and changes in domestic policy papers published since the announcement of the "Five-Year Plan for Innovation of SMEs". Also, we compared them with "Five-Year Plan for Innovation of SMEs" of each period. The result shows that the gap between academic research and policy has been closing over time. This study shows that there is an increasing number of research studies that verify policies at the relevant time from an academic point of view, and that policy issues are in turn influencing academic research due to government-driven policies. Also, it was confirmed that there was a time gap between academic research and policy. Academic research tended to increase compared to the previous year's level, when the policy had been implemented. The results of this study are expected to contribute to the establishment of the "2019~2023 five-year plan for Small and Medium Enterprises" which will be announced in the future, and this study will demonstrate the possibility of devising evidence-based policy.

Korean seafarers have played a key role throughout the country's history and economic development. They have been a major source of foreign remittance into the nation as well as a pivotal sector in emergency logistics during war times. However, the current number of Korean seafarers in decreasing due to low job attractiveness and retention rate onboard. This is a major problem for the national and international shipping industry as youth seem not to be interested in working onboard for long periods of time. The purpose of this study is to 1) determine what the public opinion about seafarers in Korea is and 2) find out what factors mostly stand out in the public opinion about seafarers profession. The paper suggests that three main types of opinion groups emerged. The first type is labeled as 'high risk, high workload and high stress' as respondents recognized a high possibility of accident onboard and, at the same time, acknowledged that seafarers can be fatigued and stressed. The second type was named as 'Dangerous, Dirty, Difficult', as seafarers' image was mainly associated to fishing vessels and not to merchant and passenger ships. The third type recognized that the social position of the seafarers was low due to 'low social recognition'. The study suggests that all three types have a negative image of seafarers' job. Based on the results of this study, it is necessary to establish various policies and marketing tools to improve the negative job image linked to seafarers by the public opinion. If the public image of seafarers can be improved and attractiveness rose, it is expected a higher number of seafarers will pursue and keep a career at sea.
Today, the civil society plays a key role not only in criticizing and monitoring the functions of the state and the market, but also as an active producer of public services by complementing the government and the public sector. Public records management is also becoming more and more popular. In the case of appraisal and selection, which is the core area of record management, discussions about citizen participation are becoming more serious than any other areas. The concept of 'proactive appraisal', which has emerged as a paradigm of citizens' participation in appraisal, reminds us that citizens themselves are the subjects of public records and are no longer alienated from the appraisal system. The problem is, while the growth of the Korean civil society about institutional participation is spreading rapidly, but citizen participation is hard to find in the field of public records. The purpose of this paper is to examine the role of citizen participation in the process of appraisal of public records, and to debunk the role of citizen participation in the appraisal processes by exploring the examples in the UK, Canada, and Australia. This paper emphasizes that the appraisal system of the national public records in crisis today could be largely restored through the domestic application of this active citizen participation cases. First of all, this study presents a conceptual appraisal model that could reflect citizen participation in the field of record management along with the analyses of the advanced cases in some western countries. Specifically, this paper focuses on presenting the models of 'appraisal documentation' and 'governance-based appraisal', reflecting the active citizen participation. This study suggests that these citizens' participatory evaluation models should be settled in Korea in the future and we should urgently discuss 'citizen participation appraisal'.
Most of the public and private users who use national satellite information such as the KOMPSAT series mainly use Electro-Optical and Infrared (EO/IR) satellite images, and the utilization of Synthetic Aperture Radar (SAR) images is relatively insufficient. As KOMPSAT-5 currently in operation, KOMPSAT-6 and micro SAR satellite constellation systems are scheduled to be launched in the future, the demand for utilization of SAR satellite information is increasing in various fields. Accordingly, it is necessary to possess core technology for SAR utilization that can support the utilization of SAR satellite information for users. Due to the all-weather properties of SAR system, change detection technology is a key application technology. However, until now, the development of technology that automatic change detection and cueing using SAR images is insufficient. Through this study, the requirements of automatic change detection and cueing function using multi-temporal KOMPSAT-5 SAR satellite images were derived and a prototype program was developed. This prototype program aims to secure independent SAR utilization technology and promote the utilization of domestic SAR satellite information by practitioners in public sector organizations in Korea.
While the ship finance industry has long been struggling with diminishing involvements from the private sector, government-run banks have consistently increased their presence in maritime finance. To address such concerns, this research conceptually explores the creation of blockchain technology-driven security token offering (STO) platforms. To suggest a sound platform model, this piece first examines key design principles. Based on the integral perspective on the digital platform, this paper exhibits three core design principles to create a virtuous platform ecosystem, then sets out STO platform design guidelines. This paper further explores an STO platform model by considering conventional ship finance systems and practices in Korea. The STO platform has three main effects; 1) the wider availability of STOs can enlarge both the scope and size of ship finance users, 2) the activation of security token transactions leads to an increase in participation, and 3) possibilities to create complementary innovative financial services can further encourage the participation of private investors. The STO ecosystem may contribute to the shipping, shipbuilding, and ship finance industries by enhancing its attractiveness to the general public and by creating positive externalities for Busan as a maritime finance center.

The aim of this study is to compare and analyze structural characteristics of smart city industry focused on Korea and Spain. Structural characteristics of industries were compared focusing on share, penetration, impact path and network clustering of smart industries. Research data used input-output tables established by Korea and Spain in 1995 and 2015, and industries were reclassified into 8 and 25 industries. The analysis model is the Smart SPIN Model. The key finding as follows: It was analyzed that there are differences in the structure and characteristics of the smart city industry between Korea and Spain. Firstly, It is analyzed that Korea has a larger share and penetration rate of IT manufacturing than Spain. On the other hands, Spain has a higher share and penetration rate in the IT service and knowledge service sectors than Korea. Secondly, Korea had many production paths for the IT service and the knowledge service. On the other hands, Spain included more production paths in the IT manufacturing sector. Thirdly, as a result of network analysis, Korea's smart industry has a characteristic that it is difficult to develop independently because it is dependent on traditional industries. In Spain, most of the smart industries were included in one industrial cluster, and it was analyzed to have an independent form. In conclusion, It was found that Korea has the industrial characteristics of a smart city based on IT manufacturing. Spain has the characteristics of smart city industry based on IT service and knowledge service. The results of this study are expected to provide basic data on the direction of smart city promotion and the establishment of smart city policies in Korea.
Carbon neutrality, the international community's practical challenge in response to climate change, is becoming a key industrial strategy for the future development of nations. Despite concerns that China, as an economic powerhouse in the G2, may face challenges leading global climate change efforts due to its high-carbon-emitting industrial structure, it is leveraging carbon neutrality to enhance its industrial competitiveness. The Chinese government has formulated national policies for achieving carbon neutrality and detailed sector-specific plans to implement them. In particular, it aims to leverage carbon neutrality industrial strategies as a lever for adjusting the domestic industrial structure and fostering new industries, at the same time responding to international climate norms and external pressures. However, the effectiveness of carbon-neutral industrial strategies is expected to vary based on regional conditions such as economic and industrial levels. This article analyzes the regional conditions for implementing carbon neutrality in China, as well as the contents and characteristics of major industrial policies. Due to differing levels of economic development and industrial structures, significant variations in carbon emissions, size, emission sources, and efficiency are inevitable across regions. These disparities introduce diverse initial conditions and endogenous factors in pursuing carbon-neutral goals, limiting the direction and implementation of carbon-neutral industrial strategies favoring certain regions. In particular, the extent of policy autonomy granted to local governments regarding carbon neutrality implementation will influence the regional dynamics of central-local environmental governance. Consequently, it is crucial to emphasize regional monitoring alongside comprehensive national research to accurately navigate the path towards carbon neutrality in China. In summary, the article underscores the importance of understanding regional variations in economic development, industrial structure, and policy autonomy for successful carbon neutrality implementation in China. It highlights the need for regional monitoring and comprehensive national research to determine a more precise direction for achieving carbon neutrality.

Rural life improvement has remained a key policy concern for the governments of most developing countries. However, developing countries mostly focused on agricultural productivity and technology development while implementing rural development policies. This paper was aimed at constructing the trends and identify the major tasks implemented through the rural life improvement programs in Korea and describing rural development efforts in Ethiopia after the Second World War. The data was generated through an intensive review of literature and focus group interview in Korea. The two countries in general and their rural areas in particular, were poor and almost similar initially. While the condition of rural Korea rapidly transformed since 1960s, rural Ethiopia has not yet experienced major improvement. Although different rural development efforts have been made in Ethiopia, erratic policies implemented by the different political regimes across time emerge to be one of the main factors behind the poor performance of the of the rural sector. Further, while the Korean government's rural development policy gave equal emphasis to improvement of agricultural production base as well as rural life improvement right from its inception, the Ethiopian rural development policy has rather neglected the rural life improvement aspect. Diversification of rural economy was also another priority area in Korea's rural development policy through agro-processing, rural tourism, and non-farm employment opportunities whereas this has not been the case in Ethiopia's rural development policy. We suggest some lessons that Ethiopia might adapt for its rural life improvement endeavors.
