This study aims to explore the key elements to facilitate public children's library services by investigating the current status and limitations in services. For this, data were collected through observations and in-depth interviews with library directors and children's librarians in public children's libraries in Seoul. The interviews were conducted based on the semi-structured interview technique. The content of the interview consisted of the vision and service status of the library, the competencies and roles of children's librarians, and ways to facilitate and improve children's services. The study discovered that libraries do not have a policy manual for operations and guidelines, and that their operations vary substantially according to the characteristics of the operating institutions. To resolve these problems, suggestions were made to facilitate children's library operations and services in order to enhance the professionalism of children's librarians.

Recently, there have been a number of voices from industry that automotive education at the college is too theoretical and so college graduates are lack of practical ability to apply the automotive idea to actual systems. In order to educate engineering students design qualities in creative problem solving, this paper reports the results of employing engineering design projects in a Motor sports course of at A College. This paper presents design creterion and manufacture process of $CO_2$ model dragster, measures $CO_2$ model dragster speed and aerodynamic drag. In order to investigate the impact of engineering design on student's learning, a survey was conducted in 2008 spring semester. According to the results of survey analyses, student's key competencies and satisfaction reports high values on engineering design projects.

To meet the needs of societies that have been suggesting that practical competency is the key factor in the economies and societies of the 21st century, OECD developed the Program for the International Assessment of Adult Competencies (PIAAC). The purpose of this study is to critically review the contents of adult competency in PIAAC upon the premise that the validity of the contents of adult competency must be assessed before setting up any national strategies to develop adult competency. First, this study points out that the contents of adult competency in PIAAC seem insufficient to objectively measure cognitive and practical competency of adults. Second, the contents of adult competency in PIAAC assess only observable and measurable individual knowledge and functions, despite the fact that adult competency must be viewed as collective competency where various aspects of proficiencies are closely interconnected. Third, the contents of adult competency in PIAAC do not take the nature of humans into consideration: it assesses human beings based only on observable human behaviors. In conclusion, this study maintains that we need to discuss the adult competency that matches well with the societal and industrial needs of Korea and to critically review the validity of any measures assessing adult competency.

Our nation has experienced remarkable growth over the half a century. Nonetheless, there is still much room for improvement in the area of Environment, Health and Safety (EHS). In particular, frequency and severity of industrial accidents did not considerably improve compared to the economic and social progress we made. The main objective of this research is to analyze what plans and actions are required for companies to promote industrial safety by 1) fostering functional competencies of EHS staffs and 2) effectively and proactively responding to rapidly changing EHS environment. For this research, EHS staffs from five large companies in Korea were surveyed. Most respondents indicated that one of key expertise required by EHS staffs is capabilities to effectively deal with changes to various domestic and international EHS-related laws and regulations. Furthermore, a predominant number of respondents commented that it is imperative for EHS staffs to have a broad knowledge of business management. As for internal issues that EHS staffs encounter within their organizations, many pointed out that their EHS vision is not sufficiently shared throughout the organization, and that the rules of leadership are critical in solving this issue. On the other hand, the survey respondents also raised an issue of limited EHS-related investments due to slow economy. As a solution, they proposed ways to align EHS organization's performance with the company's performance. Based on this survey, issues and solutions for EHS organizations were identified. Results of this research can benefit companies that plan to newly establish or further expand EHS organization.

A research problem for this study is formulated: "Is practical reasoning instruction effective on raising problem solving ability?" This study is a quasi-experimental study with independent variable of practical reasoning instruction and dependent variable of problem solving ability. Six class hours of experimental input for the 'Housing space' is implemented for an experimental group. T-test results show that practical reasoning instruction is effective on total problem solving ability whereas is not effective on 'implementing alternative action' sub-area of problem solving. This study suggests for the future studies to systematically design practical reasoning classes in consider of appropriate class times and sub-areas of problem solving. Input of an experienced teacher of practical reasoning is also recommended to generalize the results of the experimental study.

The aim of this study is to find ways to apply the strategic communications to the Republic of Korea Navy. It may be a little bit late for the ROK Navy to accommodate the SC in these days because the adoption and implementation of the SC by the Combined Forces Command has already been begun. It was in 2007 when the SC was in place in the CFC. ROK's Ministry of National Defense and Joint Chiefs of Staff have also mulled over the SC and begun to apply it in part in the annual exercises such as Key Resolve command post drills and Foal Eagle field training exercise, etc. For the ROK Navy, in addition to those exercises, it is faced with further areas like North Korean maritime provocations and other maritime incidents where its version of SC is needed. As noted, the SC is not intended to deter or defend directly those provocations and incidents, but aims to create conditions favorable to the achievement of the navy's strategic objectives. The ROK Navy has to establish a SC planning center and implementing organizations within the Headquarters to be consistent with its above organizations such as MND, JCS, and CFC that have already applied the SC in part or in entirety. SC center and other related organizations need to be under the control of VCNO and the center needs to be located and administered by the policy division in N-5 at the HQs. The vision of the navy's SC is the winning without combats and the least damages in time of war. In other for the navy to reach the vision, the strategies to be executed are early establishment of SC implementing organizations, forming consensus over the need for the SC within the navy, strengthening core competencies to apply the SC, acquiring the SC experts and making doctrines on the SC. The SC, in addition, in the navy has to be planned and implemented in not only peace time and crisis time but also war time.

This paper presents several case studies of asian colleges's co-op program for successful operation of KOREATECH IPP(Industry Professional Practice) program. The IPP program is a new educational model that combines academic study and industrial work through university-industry cooperation. The IPP experience will lead the university graduates to improve their employment competencies and will be a key to solve the problems of the labor mismatch between university and industry. We will discuss and analyze the strengths and the weaknesses of the Co-op programs of the Kyoto sangyo university, the Hong Kong polytechnic university and the suranaree university in thailand. Based on these case studies, we summarized several benchmarking points for the successful operation of IPP program.

As one of the key competencies required in the era of the Fourth Industrial Revolution, interest and importance of digital competency is the growing. Digital competency means the ability to search and analyze necessary information using digital technology through collaboration and communication with other people to solve problems given in digital society and to produce the result. In this study, we will consider what factors should be included in the digital competence required in the era of the Fourth Industrial Revolution. To do this, we systematically classify factors that are considered to be important through analysis of relevant research on domestic and foreign digital literacy, and propose a digital competence model suitable for domestic reality based on this classification. In order to design a digital competence model, we first define the operational factors of the digital competence and then define and refine it by experts.

The purpose of this study is to explore the concept, contents, and curriculum of MIL(Media and Information Literacy) proposed by UNESCO from the perspective of Library and Information Science to obtain the basic information necessary for the revision of the Library and Information Life curriculum and to derive implications. As a result of the analysis, UNESCO used the term MIL to highlight the characteristics and importance of information literacy in media education. The information literacy and library literacy were key factors in forming the concept and curriculum of MIL. UNESCO also presented 'information literacy and library skills' as essential areas of the MIL curriculum, as well as core competencies and achievement criteria. In addition, the MIL curriculum actively embraces information literacy and library literacy, with the five laws of MIL based on the five laws of library science. The results of this study could be used as a basis for the reason why MIL should be actively accepted in Library and Information Science and for the revision of Library and Information Life curriculum.

Communication skills are emphasized as one of the key competencies of the people who are living in the fourth industrial revolution era. However, it is widely believed that traditional education systems focused on individual learning do not provide sufficient communication opportunities. This paper proposes a method to activate communication using mobile app. In this study, app was developed and used by college students for two days, and then analyzed the communication-related effects through questionnaires. The results showed that both fun and communication were effective. Based on the experimental results, it is expected that the proposed app in this paper will contribute to activation of communication among people, increase of interest among members, and improvement of cooperative thinking ability.
