BSC기법을 이용한 건강도시 발전계획수립 -N군 보건소를 중심으로- (Establishment of Health City Development Plan Using BSC Technique -The Case of 'N'-Gun Health Center-)

  • 경상남도 N군에서는 군지역이면서도 군민의 건강한 삶의 증진을 위해 2005년도에 건강도시에 가입한 후 지속적으로 건강도시 사업을 실시하고 있다. 그동안 상당한 성과를 거둔 것으로 평가되지만, 한편으로 N군을 둘러싼 제반 환경이 급변함에 따라 질적인 측면에서 보다 진전된 새로운 형태의 건강도시 사업을 실시할 필요성이 커지고 있는 실정이다. 본 연구는 경상남도 N군의 사례분석을 통해 건강도시 사업의 발전적인 모델을 제시하기 위한 목적으로 수행되었다. 이러한 연구목적을 위하여 건강도시 사업과 관련된 국내 외의 문헌과 자료가 광범위하게 수집 고찰되었으며, 이를 바탕으로 BSC(Balanced Scorecard) 기법을 활용한 N군의 건강도시 발전계획 을 수립 하였다. 본 연구의 주된 기여사항과 시사점은 기존의 많은 건강도시 사업이 직면하고 있는 문제점들을 체계적으로 평가하고 이러한 평가 위에서 사업계획이 개발되는 보다 효과적인 방법을 적용할 수 있는 모델을 제시하였다는 점이다. 특히, BSC 기법은 앞으로 건강도시 계획을 수립하는 데 매우 유용한 분석틀이 될 것으로 기대된다.

유럽녹색물류의 정책적 시사점과 교훈 (Lessons from the Policy Implications of Green Logistics in Europe)

  • Purpose - As economic activities between different countries have rapidly spread in a world of free trade, it is inevitable that a large volume of cargo will be carried between countries. It is natural, then, that CO2 emissions and other environmental pollutions have followed, which exposes people and society to serious environmental problems and social costs, and so on. Therefore, the need to understand logistics is not only a matter of transportation but also an environmentally oriented matter. The purpose of this study is to look at some lessons and implications from the European case in terms of green logistics matters. Research design, data, and methodology - In order to look into this matter, first, it has to be established that some cargo transport volumes using different transportation modes have clearly declined because of previous economic recessions. Some transport policies produced by the European Union (EU) are based in a long history of struggling to cope with transport matters in European countries. In its recent transport policies, the EU has provided greener transportation alternatives, realizing that pollution matters affect the European transport market. This study tries to determine what policies the EU has implemented to deal with green logistics matters. This study concentrates in particular on the Marco Polo program in the EU. Results - This study found that the EU seems to consider these kinds of matters, that is, transport and the environment in the context of green logistics. The EU launched some policy instruments to solve this matter relatively earlier than other countries and reviewed them as necessary. In order to make these policy tools work, the EU provided PACT for combined transport, and then the Marco Polo I and II European transport white paper packages. These European policies deal with green logistics matters in two ways. First, some restrictions have been imposed, especially taxation, and so on. Transport subsidies are also powerful means of handling green logistics matters in Europe. Along with these two means of dealing with transport and the environment, the EU eventually targeted integration of different transport modes. Instead of employing only a single transport instrument mode to deliver the cargo to be carried, such as trucking, rail, ocean-going carrier, flight, or inland waterway transport, the EU has proposed that combining transport modes is the best alternative for transport and the environment. That is, the EU is pursuing the adoption of multimodalism as an answer to the green logistics challenge as it provides a more cost efficient and more productive means of transport. Conclusions - In conclusion, multimodal transport should be considered when applying green logistics, as it can provide an alternative way to achieve transport and environmental solutions together at the present time. Two methods can be used to encourage multimodal transport: restrictions and subsidies. These are the lessons and implications from European green logistics policies.

인천항 제2연륙교 적정 주경간 폭 결정에 관한 연구(1) 교통량 측면과 선박 조종성 측면에서의 소요 교각폭 산정 (A Study on the Optimal Width of the Main Span in the 2nd Bridge of Incheon(1) Evaluation on the Optimal Width of the Main Span according to Traffic Volume and Ship Maneuverability)

  • 인천항의 송도 신도시와 영종도 인천국제공항을 이어주는 제2연륙교 건설사업이 1999년 민간제안사업으로 정부에 제안되어 3차례에 걸쳐 실시된 선박의 통항 안전성에 관한 연구에도 불구하고 적정 교각폭이 결정되지 못하고 있다. 따라서 본 연구에서는 인천항의 장래 교통량의 측면과 최대선형의 선박 조종성 측면에서 소요 교각폭을 산정함을 목적으로 하고 있다. 연구결과, 제2연륙교 주경간 항로는 교통량 수용을 위하여 기본적으로 왕복항로 설계가 필요하며, 2020년 교통량 수용을 위한 소요 교각폭은 1,005m, 최대선형의 왕복통항을 위한 소요 교각폭은 990m로 산정되어 1,000m 교각폭이 장래 교통량 수용 및 최대선형의 안전한 왕복통항이 가능한 것으로 평가되었고, 700m 교각폭은 최대선형의 일방통항은 가능하나 최대선형과 일반 중${\cdot}$소형선박과의 왕복통항은 안전성이 확보되지 아니한 것으로 평가되었다.

청도새마을운동 기념공원 기본계획 (A Study on the Landscape plan to the Cheongdo Saemaeul Movement Memorial Park)

  • The Saemaeul Movement, which is the representative national campaign of Korea aimed at the development of local communities, has drawn a great deal of attention from home and abroad and formed an element of Korea's national brand since 2000. Accordingly, this research was conducted for the purpose of constructing a memorial park in Shindo Village, Cheongdo County, North Kyoungsang Province, which is a home to the Saemaeul Movement. As the Saemaeul Movement is benchmarked by many countries around the world today, this research aims to communicate the spirit and social value of the movement and disseminate its effects of local community development in rural areas through the construction of a memorial park. In this study, the design motive of the memorial park was conceived through the historical review and case studies of the Saemaeul Movement. In parallel, theoretical study was also conducted on design techniques as the basis of this research. In consideration of the characteristics of a technical article, this research was conducted in several phases. In the first phase, the conditions of the site where the park construction was planned were analyzed and the direction of its development was set. In the second phase, the main theme and the basic principles of planning were established, and the contents of the park construction project were devised in detail. In the last phase, a comprehensive plan was established, including a space layout to accommodate activities, facilities and programs to be introduced to the park. The park construction site ($106,000m^2$) was divided into four zones (memorial zone, historical theme park, education zone and experience zone) based on circulation planning aimed at creating memorial space, and was linked to eco-friendly ecological space in consideration of environmental features. At a time when the Saemaeul Movement is being propagated across the world, the result of this study will help create a place for its memorial and play a pivotal role to boost international movements aimed at promoting co-prosperity across the global village. It will also bear significance as an example of theme-based park construction in a rural area and the invigoration of a local community.

현행 환경영향평가 제도의 문제점과 개선방안 - 실무자적 관점에서 검토 - (A Study on the Issues and Improvement of the Existing Environmental Impact Assessment System - Evaluation in an operator Viewpoint -)

  • The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the 'Standard for Estimate of Agency Fee for Environmental Impact Assessment.' This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.

Enhanced Healing of Rat Calvarial Bone Defects with Hypoxic Conditioned Medium from Mesenchymal Stem Cells through Increased Endogenous Stem Cell Migration via Regulation of ICAM-1 Targeted-microRNA-221

  • The use of conditioned medium from mesenchymal stem cells may be a feasible approach for regeneration of bone defects through secretion of various components of mesenchymal stem cells such as cytokines, chemokines, and growth factors. Mesenchymal stem cells secrete and accumulate multiple factors in conditioned medium under specific physiological conditions. In this study, we investigated whether the conditioned medium collected under hypoxic condition could effectively influence bone regeneration through enhanced migration and adhesion of endogenous mesenchymal stem cells. Cell migration and adhesion abilities were increased through overexpression of intercellular adhesion molecule-1 in hypoxic conditioned medium treated group. Intercellular adhesion molecule-1 was upregulated by microRNA-221 in mesenchymal stem cells because microRNAs are key regulators of various biological functions via gene expression. To investigate the effects in vivo, evaluation of bone regeneration by computed tomography and histological assays revealed that osteogenesis was enhanced in the hypoxic conditioned medium group relative to the other groups. These results suggest that behavioral changes of endogenous mesenchymal stem cells through microRNA-221 targeted-intercellular adhesion molecule-1 expression under hypoxic conditions may be a potential treatment for patients with bone defects.

근적외선 분광분석기를 이용한 잔디 생체잎의 질소 함량 측정을 위한 검량식 개발 (Prediction from Linear Regression Equation for Nitrogen Content Measurement in Bentgrasses leaves Using Near Infrared Reflectance Spectroscopy)

  • Near Infrared Reflectance Spectroscopy(NIRS)는 짧은 시간 안에 식물의 다양한 영양소를 동시에 정확하고 빠르게 측정할 수 있다. 본 연구는 creeping bentgrass 'CY2' 엽의 여러 가지 기본 요소의 값을 예측하기 위해서 NIRS(근적의선 분광분석기)를 사용하여 측정하였다. 그 결과, 질소와 수분 그리고 탄수화물의 $r^2$은 각각 0.892, 0.925, 0.971이었다. 검량식에 대한 검증에서 $r^2$이 높은 상관관계를 나타냈으므로, 잔디에서 더 많은 연구를 위한 실용화 가능성을 확인 할 수 있었다.

e-Navigation을 위한 해상디지털통신 구축에 관한 정책 연구 (A Study on Policy Making for e-Navigation from the Viewpoint of a Maritime Digital Communication Network)

  • 첨단 정보통신기술을 활용한 해양사고 감소를 위하여 국내외적으로 e-Navigation 관련 기술과 서비스에 대한 연구개발이 다양하게 진행 중이다. 이러한 기술과 서비스가 실제로 해상에서 사고예방에 기여하기 위해서는 선박에 관련 장비가 설치되어야 하며 법제적으로도 운영 조직과 시스템이 확충되어야 한다. 특히, 한국형 e-Navigation 사업으로 개발 될 초고속해상무선통신망(LTE-M망) 및 VDES, Digital-MF/HF 등 디지털 통신기술이 실행될 수 있도록 선박에는 관련 통신장비와 기술표준이 조속히 마련되어야 한다. 기존연구는 이러한 LTE-M에 대한 정책방안을 제시하지 못하는 문제점이 남아 있다. 본 연구에서는 한국형 e-Navigation의 효율적인 시행에 필요한 제도와 정책방안을 단기, 중기 및 장기로 나누어 식별하고, e-Navigation 핵심서비스, e-Navigation 통신망 및 운영시스템, e-Navigation 국제표준선도 기술 및 e-Navigation 서비스 활성화 분야에서 구체적인 방안을 제시하였다. 이를 위하여 해양수산부 주도로 추진 중인 한국형 e-Navigation 구축사업의 진도점검 자료에 기초하여 조사와 연구를 수행하였으며 관련분야 실무자 및 전문가들의 자문을 통하여 연구결론을 도출하였다. 본 연구의 결과로 제안된 정책들은 해양사고 저감과 해사산업 진흥 및 국민 안전을 위한 정부의 추가적인 정책 개발에 도움이 될 것으로 기대한다.

Interaction Contents for Reconsidering Visually Disabled Parents

  • According to the Ministry of Health and Welfare, "Status of Registered Persons with Disabilities", the number of people with disabilities is 2,494,460 as of 2015. The lowest rates of children with disabilities were intellectual disabilities (23%) and mental disorders (33.3%). The highest rates of screening were blindness (97%), heart failure (94.4%), and hearing impairment (92.7%). 65.2% of visually impaired people who have already had a disability at the time of marriage, and the remaining 34.8% can be thought to be the cause of high incidence of disability after marriage. 'SID (Seed in the Dark)' project was designed to recapture the visually impaired parent's desire for attachment and the space difficulties of the blind who want to be a normal parent to their children through a visual impairment of a father with 7-year-old daughter. Using Gear VR(Virtual Reality), the general public was able to feel the surroundings as if they had no vision and focused on the hearing. Especially, We expressed the sound wave visually and added the hilarious game element which grasps the terrain of the maze by sound wave like a 'blind person who perceives the surroundings by sound' and catches up with daughter. People with disabilities who are far from mental illness often have a form of family with children. The fact that the rate of childbirth is high means that there is relatively little problem in daily life. It is wondered that the rate of blindness among the visually impaired, which accounts for 10% of the total disabled, is the highest at 97%. This is because, in the case of the visually impaired, the obstacle is often caused by aging, accidents, or diseases due to inherited causes rather than the visual disorder. In particular, However, the fact that there is an obstacle in vision that accounts for 83% of the body's sensory organs causes other difficulties in the nursing process of children who are non-disabled. Parents do not know the face of child when their visual impairment is severe. Parents are extremely anxious about worry that they will be lost or abducted if their children are not by their side. And that the child recognizes the disability of his or her parents other than the other parents easily and takes it as a deficiency. Since visually impaired parents are mentally mature parents with non-disabled people, they may want their children not to feel deprived of their disability. The number of people with visual impairments has been increasing since 2001, and people with impairments often become disabled. In addition, there is much research on the problem of nondisabled parents who have children with disabilities, while there is relatively little interest and research on the problem of nondisabled child rearing of parents with disabilities.

통일한국의 유통물류체계 구축 연구 (A Study on the Establishment of Distribution and Logistics System in the unified Korea)

  • 통일부는 최근 박근혜 대통령에게 외교부, 국방부 및 국가보훈처와 공동으로 2015년 합동 업무보고를 하였다. 특히, 통일부는 "협업을 통한 통일준비"를 주제로 보고를 하면서 통일준비 3대 추진전략과 함께 ${\triangle}$호혜적 남북경협 추진 등 6대 중점 추진과제를 제시하였다. 본 연구는 특히 6대 중점 추진과제 중에서 "호혜적 남북경협"에 대하여 중점적으로 다루어 보았고, 향후 통일 한국이 실현되는 경우 수반되는 실천과제로서 유통물류체계의 구축 방안에 대하여 분석해 보았다. 결론적으로 정부의 관련 계획과 국내외적으로 추진되어 온 각종 남북관련 사업의 지속적인 추진 그리고 남북경제체제 및 시대적 여건 등의 차이 극복을 위한 유통구조 조정을 위하여 남북한 공동으로 교류협력지구(평화의 섬 등)를 조성하고, 유통 물류체계 통합을 위한 남북한 공동사업의 시범 운영이 필요할 것으로 판단하였다. 남북한이 공동으로 상호 협력을 통한 해양수산 및 국제물류(해상운송, 항공운송)의 문제를 해결하기 위하여 남북한 간의 협정을 맺고 이에 의한 해운 항공산업 보호 및 조선 산업의 육성이 필요할 것이라는 점을 강조하였다. 이에 따라 통일준비 시 추진 단계는 1단계(준비기)는 평화지대화 착수의 단계이고 2단계(형성기)는 교류협력지구 조성의 단계 그리고 3단계(정착기)는 접경지역 평화벨트 구축의 단계가 될 것으로 판단하였고 이를 단계적으로 추진해야 할 것으로 주장하였다. 특히, 통일 이후에는 한반도 통일시대의 유통물류 인프라 계획과 조성, 네트워크 구축 등을 통한 SCM체계를 구축하고 간선철도 및 도로망을 통한 중국 대륙과의 접속이 이루어져야 할 것이다. 이 연구에서는 다음과 같은 정책적 제언을 할 수 있다. 통일 한국을 대비한 한반도 유통 물류체계를 구축하고 유통센터를 조성하여 유라시아 이니셔티브 확보를 위한 TKR-대륙 철도 연계체계 구축을 제안한다. 남북한 간선가로망을 정비하여 한반도 고속도로망을 Asian Highway에 접속하여 도로에 의한 국제운송네트워크의 구축이 이루어져야 한다. 특히, 제4차 국토기본계획의 재수정계획을 수립한 후 한반도를 기본 단위로 하는 통일한국의 유통 물류국가계획 수립 및 유통 물류체계를 구축해야 할 것으로 판단한다.
