A Study on the Institutional Conditions and Problems for the Transition of North Korean Economic System (북한 경제체제전환을 위한 제도적 조건과 문제점에 관한 연구)

  • The purpose of this study is to analyze the institutional conditions and problems for the transition to the North Korean economic system. As a research method, we first analyzed the legislative processes of 4th stage market reform policies (liberalization, privatization, privatization, and corporation) by major economic transition countries. And we found out the difference with North Korea. Based on this, it analyzed the process of institutionalization of North Korea's 4th stage economic reform policies (7.1 measures, comprehensive market policies, Currency reform, 6.28 policy). According to research, There are three important conditions that can not compare the changes of the North Korean market economy with those of the transition economies. First, the internal and external conditions and environment for the transition of the economic system and the role of the state and civil society are very different. Second, the means and objectives of the policy decision process and the implementation process are different. Third, it differs absolutely in terms of the nature and effectiveness of the nation's political and economic policies. Fourth, the priority, contents, and legislation process of economic policies for economic reform differ considerably from those of North Korea. Especially, when discussing the possibility of transition to the 'Chinese model', it is accompanied a considerable risk. It is because the purpose of market entry of control power in North Korea and their survival network are quite unique. In addition, China's domestic market size, population size, and type of control are quite different from North Korea. A necessary and sufficient condition for the transition of the North Korean economic system is the relaxation of physical control mechanisms and institutions in the market area. Next, it is necessary to make a legitimate institutionalization as well as an entire survey on the illegal ownership market. Based on this, it is necessary to gradually change the dependence of the domestic market on China to South Korea. In other words, this is a paradigm shift in the semi-controlled power exclusion, post-automation and domestic market.

Screening of Resistant Lines and Yield Losses to F1 Corn from Feeding by the Aphid and Mite (진딧물과 응애 가해에 의한 옥수수 F1의 수량감소율 과 저항성계통 선발)

  • Aphid and mite are the major insects that harm corn. These insects are difficult to control because they are very sensitive to environmental conditions. The purpose of this experiment was to information the loss in quantity of corn and to select inbred lines with resistance after exposing corn to aphid and mite. When exposed to aphid, the average loss in grain yield, ear length, ear diameter, 100 kernel weight, kernel length, kernel width, and kernel thickness were 18.4, 10.9, 1.7, 5.4, 2.3, 1.5 and -0.2%, respectively. When exposed to mite, the average loss in grain yield, ear length, ear diameter, 100 kernel weight, kernel length, kernel width, and kernel thickness were 49.7, 16.5, 20.7, 18.9, 9.5, and -3.4, respectively. Mite had more significant impact on the loss than aphid. Among these factors, grain yield and ear dimater were most significantly correlated on the loss to aphid ($r=0.83^{**}$), while kernel length and thickness were most significantly correlated on the loss to mite ($r=0.83^{**}$). However, ear length was not related to loss to the two insects. The inbred lines that were often used for $F_1$ hybrid which was lower than the average loss by aphid, were KS7, B68, 61B3, 70A1, and KS5, while the inbred lines that were often used for $F_1$ hybrid which was lower than the average decrease by mite, were KS7, B68, 61B3, 66B2-4, 70A1, 72B2, and KS5. These inbred lines could be used to breed inbred lines, hybrid, and open pollination variety that confer resistant to aphid and mite.

Anther Culture Efficiency affected by Growth Condition and Pre-treatment Methods in Barley (보리 생육환경 및 전처리 방법별 약배양 효율)

  • This experiment was carried out to improve the anther culture efficiency of barley (Hordeum vulgare L.). Callus induction rates from anther cultures of the five domestic naked barley and four unhulled varieties ranged from 0 to 5.6%, and plant regeneration rate to callus was 30.4% in the donor plants grown in a greenhouse during winter, among which the green plant regeneration rates ranged from 0 to 4.4%. Plant regeneration rate was 30.4% in the donor plants grown in a greenhouse during winter, whereas 21.3% in the normal field condition in spring. In addition, callus induction rates were 19.2% in plants grown in a normal field and 7.2% in drought-stressed condition, respectively. Being Considered the anther culture efficiency affected by the sampling time, the optimum sampling stage of anthers was 3~4 days before heading when the length between the 1st and 2nd auricles reaches 5 to 10 cm and at the uninucleate of pollen which the tip of the 2nd auricle aligns with the middle of panicle in the leaf sheath. Best callus induction rates came from the anthers stored at $4^{\circ}C$ for 3 weeks in a 10 to 15 cm diameter polyethylene bag with 5 to 10 panicles and Duwonchapssalbori and Saessalbori showed the higher induction rate of 4.8% and 1.7%, respectively.

Analysis of Research Trends on Mountain Streams in the Republic of Korea: Comparison to International Research Trends (산지하천을 대상으로 한 국내 연구동향 분석: 국제 연구동향과의 비교)

  • The purpose of this study is to propose the rational mountain stream management strategy considering the natural conditions and social needs of the Republic of Korea. We reviewed domestic and overseas studies related to mountain streams, identified the study areas by text mining and co-word analysis using the VOSviewer program, and then analyzed the spatial and temporal study trends and topics of each study area. The results showed that domestic studies on mountain streams are still in an initial stage compared to overseas studies. Overseas studies on mountain streams can be classified into four groups: (i) habitat and species composition of fish and invertebrates, (ii) hydrological phenomena and nutrient migration, (iii) transport of sediment and organic materials and the relevant morphological changes by runoff flows, and (iv) plant species composition in mountain streams. Of these study subjects, domestic studies belonging to the (i) group mainly focused on macroinvertebrates while domestic studies belonging to the (iii) group regarded transport of sediment and organic materials as not the ecological disturbance but the source of sediment-related disasters. We then analyzed the rate of each research group to all papers by period and country. The results showed that the overseas studies belonging to (iii) and (iv) groups have increased with time, and the increase was mostly due to the studies in the United States, Brazil, Canada, and China. On the other hand, domestic studies belonging to (i) and (iii) groups increased somewhat with time, but there was a slight lack of correlation between the two subjects. Therefore, the hybridity studies to complement the shortage is necessary for the future.

Analysis of Authority Control System in Collecting Repository -from the case of Archival Management System in Korea Democracy Foundation- (수집형 기록관의 전거제어시스템 분석 - 민주화운동기념사업회 사료관리시스템의 사례를 중심으로 -)

  • In general, personally collected archives, manuscripts, are physically badly conditioned and also contextual of the archives and information on the history of production is mostly collected partly in the manuscripts. Therefore they need to control the name of the producers on the archives collected in various ways effectively and accumulate provenance information which is the key element when understanding the production background in the collecting repository. Here, the authority control and provenance information management must be organized from the beginning of acquisition and this means to collect necessary information considering control process of acquisition as well. This thesis is for verifying the necessity of the authority control in collecting repository and accumulation of the provenance information and for suggesting the things to be considered as collecting Archival authority system. For all these, this thesis shows that it has checked out the necessity of the authority control in archival management and archival authority control and researched the standard of archival authority control, work process and accumulation process. Archival provenance information management and authority control in the archival authority control system are organized through the whole steps of the archival management starting from the lead file to the name of the producers at archival registration and archival description at acquisition. And a lot of information is registered and described at the proper point of time and finally all the information including authority control which controls the Heading in the authority management must be organized to use them as an intellectual management of archives and Finding Aids. The features of the Archival authority system are as follows; first of all, Authority file type which is necessary at the archival authority control of democracy movement is made up of the name of the group, person, affair and terminology(subject name). Second of all, basic record structures and description elements in authority collection of Korea Democracy Foundation Archives apply in the paragraph 1 of ISAAR(CPF) adding some necessary elements and details of description rule such as spacing words and using the periods apply in the paragraph 4 of KCR coping with the features of the archival management system. And also the way of input on the authority record is based on EAC(Encoded Archival Context). Third of all, it made users approach to the sources which they want more easily by connecting the authority terms systemically making it possible to connect the relative terms with up and down words, before and after words variously and concretely expanding the term relations rather than earlier traditional authority system which is usually expressed only with relative words (see also). So the authority control of archival management system can effectively collect and manage the function of various and multiple groups and information on main activities as well as its own function which is controlling the Heading and express the multiple and intermediary relationship between archives and producers or between producers and it also provides them with expanded Record information service which satisfies user's various requests through Indexing service. Finally applying in this international standard ISAAR(CPF) through the instance of the authority management like this, it can be referred to making Archival authority system in Collecting repository hereafter by reorganizing the description elements into appropriate formations and setting up the authority file type which is to be managed properly for every service.

A Study on Transfer Process Model for long-term preservation of Electronic Records (전자기록의 장기보존을 위한 이관절차모형에 관한 연구)

  • Traditionally, the concept of transfer is that physical records such as paper documents, videos, photos are made a delivery to Archives or Records centers on the basis of transfer guidelines. But, with the automation of records management environment and spreading new records creation and management applications, we can create records and manage them in the cyberspace. In these reasons, the existing transfer system is that we move filed records to Archives or Records centers by paper boxes, needs to be changed. Under the needing conditions of a new transfer paradigm, the fact that the revision of Records Act that include some provisions about electronic records management and transfer, is desirable and proper. Nevertheless, the electronic transfer provisions are too conceptional to apply records management practice, so we have to develop detailed methods and processes. In this context, this paper suggest that a electronic records transfer process model on the basis of international standard and foreign countries' cases. Doing transfer records is one of the records management courses to use valuable records in the future. So, both producer and archive have to transfer records itself and context information to long-term preservation repository according to the transfer guidelines. In the long run, transfer comes to be the conclusion that records are moved to archive by a formal transfer process with taking a proper records protection steps. To accomplish these purposes, I analyzed the 'OAIS Reference Model' and 'Producer-Archive Interface Methodology Abstract Standard-CCSDS Blue Book' which is made by CCSDS(Consultative committee for Space Data Systems). but from both the words of 'Reference Model' and 'Standard', we can understand that these standard are not suitable for applying business practice directly. To solve this problem, I also analyzed foreign countries' transfer cases. Through the analysis of theory and case, I suggest that an Electronic Records Transfer Process Model which is consist of five sub-process that are 'Ingest prepare ${\rightarrow}$ Ingest ${\rightarrow}$ Validation ${\rightarrow}$ Preservation ${\rightarrow}$ Archival storage' and each sub-process also have some transfer elements. Especially, to confirm the new process model's feasibility, after classifying two types - one is from Public Records center to Public Archive, the other is from Civil Records center to Public or Civil Archive - of Korean Transfer, I made the new Transfer Model applied to the two types of transfer cases.

21st Century ROK's Art History Research on Central Eurasia (21세기 한국의 중앙유라시아 미술사 연구)

  • This article attempts to examine both the outcome and future task of the art history research on Central Eurasia, better known under the name of "Silk Road". The term Central Eurasia encompasses Xinjiang Uygur, Tibet, Mongolia, former Soviet Republics, the northwest region of India, Iran and Turkey. The article analyzes the 30-year history of the region's art history research and further presents a desirable direction that the study should move towards. Though short in its research period, the ROK's art history study on Central Eurasia has shown eye-catching achievement in several areas such as the northwest region of India and the Xinjiang Uygur, Dunhwang of China. Two factors allowed for this accomplishment. First was the actual improvement of the work environment, where the scholars were finally able to travel to Central Eurasia and explore the historic sites for themselves since 1990. More important was the 'arena of study' for the next-generation scholars made possible by institutions like The Korean Association for Central Asian Studies and the Center for Central Eurasian Studies. Slowly but consistently, the two academic societies induced scholars' attention towards the field and fostered new experts. Circumstances changed, marking 2012 as the starting point. International academic forums held by the government branches surged in number. The intention behind it was to link the ROK with the Silk Road and ultimately to obtain the "Eurasia initiative". As of now, the public has shown heightened interest in the issue. The academia is subsequently riding on this second "wave of interest" following the first wave in the 1980s. However, increased popularity comes with some negative consequences, and this art history research on Central Eurasia is no exception. There are criticisms regarding the objectivity of recent academic forums. Some argue that the aim of the forums are sternly set most of the times, prohibiting the presenters to voice their own perspectives. Still, this heated attention will definitely play its role as a stepping stone for further development. The academia should commit to fostering rising researchers who will systemically and professionally study the field. This is imperative in order for the Korean culture to successfully communicate with the world and take itself to a new level. Without completing this task, the ROK's art history research on Central Eurasia is likely to remain idle.

The Effect of the Performance of Firefighting Construction Supervision Personnel on the Completion Inspection of Firefighting Facility Construction in Apartments (소방공사감리원의 업무수행능력이 아파트 소방시설공사의 완공검사에 미치는 영향)

  • In this study, results of completion inspection are investigated according to the performance of the firefighting construction supervision personnel and according to the necessity of clean air supply in a performance test of the firefighting construction supervision personnel. The results of the completion inspection are measured and the causes of defects in the fire protection facilities after issuance of a completion inspection certificate are analyzed. The findings of this investigation can be used to minimize the risk of apartment fires and improve the performance of firefighting construction supervision personnel. The results of this study are summarized as follows. First, the results of the completion inspection conducted by the firefighting construction supervision personnel varies according to particular occupation. The performance of fire facility supervisors from design companies and fire construction companies were significantly higher than the fire officers. Therefore, it is necessary to employ supervisors who have experience in supervising the construction of apartments, in order to improve the performance of fire construction supervision officers. Second, the analysis of the completion inspection results according to the necessity of a clean air supply for performance tests of firefighting construction supervision personnel showed that the necessity of a clean air supply was significantly higher for fire facility supervisors from design companies and fire construction companies than for the fire officers. In order to improve, the completion inspection should be carried out up until the completion date of the building. In addition, a system needs to be established to ensure that clients are not able to demand that a completion inspection certificate be issued on the construction completion date. Finally, it is found that defects of completion inspection after issuance of a completion inspection certificate affects the result of the completion inspection. The results of the completion inspections conducted by the fire facility supervisors from design companies and fire construction companies were affected significantly less by defects than that of the general contractors. Research shows that faults have occured in firefighting facilities after the issuance of a completion inspection certificate due to the client and the construction company demanding the issuance of the completion inspection certificate.

A Study on the Principles of "Restoration of Historic Condition or Preservation of Existing Condition" in China - Focused on Liangsicheng's Conservation Theory - (중국의 '원상회복 혹은 현상보존' 수리원칙에 관한 연구 - 양사성의 수리원칙을 중심으로 -)

  • The principle of repairing the architectural heritage in China was first presented by Liangsicheng of Society for Research in Chinese Architecture in the 1930s, and it was stated as "Restoration of Historic Condition or Preservation of Existing Condition" in 1961 in the "Provisional Regulations on the Protection and Management of Cultural Relics" after various repair experiences under the social and political background of the 1950s. Restoration of historic condition generally means restoration to original shape, and because architectural heritage was often repaired based on similar principle in Korea and Japan in the early and mid 20th century, it can be said that the restoration of historic condition was a universal and leading principle in this period in Northeast Asia. In China, however, the preservation of existing condition is equally specified along with the restoration of historic condition. When considering the leading trend of the time, it seems to be rather unexpected, which leads to questions about the formation process and meaning. The research on Liangsicheng, which first suggested the principle of repair, is very important, but there is a lack of three-dimensional analysis of his principles compared with active research on international principles in China. In order to understand the process of formation and its meaning of the principle of repair in China, we first need to analyze the principle proposed by Liangsicheng, and it is necessary to comprehensively examine how the principle have changed under the social background surrounding architectural heritage conservation after the founding of the People's Republic of China(PRC). In this paper, we first show that Liangsicheng has proposed a principle of restoration of historic condition with important values in the originality, and at the same time he opened the possibility of preservation of existing condition for the result of value judgment or realistic reason. In addition, we examine the process of equalizing preservation of existing condition with a restoration of historic condition as a realistic principle due to the influence of Soviet architectural heritage conservation system and Chinese economic development oriented policy after the founding of PRC.

Reproduction of the Dyeing Technique Used for the Small Flower Pattern Clamp Resist Dyed Fine Tabby in Amitabha of 1302 (1302년 아미타불복장 소화문협힐견(小花紋��纈絹) 염색기법 재현)

  • Clamp resist dyeing is a resist dyeing technique in which a fabric is sandwiched between two or more pieces of woodcarving and then a pattern is expressed by dyeing. Records from nine years of King Heungdeok's reign during the Unified Silla dynasty show that the use of the clamp resist dyeing technique was banned for different garments. This was only for garments of YOOKDUPUMNYEO (六頭品女) or OHDUPUMNYEO (五頭品女). Given this, it can be assumed that clamp resisted fabrics were widely used, and the technique had been established during the Unified Silla dynasty or before. However, only the term can be found in the records. Neither its definition nor how this technique was used is explained. Also, it is difficult to assume the types and features of clamp resist dyeing due to a lack of materials. A small number of relics from the Goryeo dynasty still remain, though. Craft techniques have developed through international exchanges and have changed according to respective nations' circumstances including politics, economics, society, and culture. Hence, this research analyzed documents and relics from China and Japan, two countries neighboring the Republic of Korea, and studied the different types and features of clamp resist dyeing techniques. Clamp resist dyeing techniques were divided into monochromatic or multichromatic according to the number of colors that represented patterns, rather than according to the respective nations' features. They were also classified into mono, bilateral symmetry, or vertical-bilateral symmetry according to the structure of the patterns. Through the study of examples of inherited or reproduced dyeing techniques in China and Japan, it was confirmed that different engraving techniques, including relief, openwork, intaglio fit for the feature of a pattern and the number of colors, were applied in order to vividly represent patterns on fabric. Using small flower pattern clamp resist dyed fine tabby in Amitabha of 1302, the only relic showing its patterns and colors in Korea, as the experiment subject, this research successfully reproduced a clamp resist dyeing technique through a successful experiment based on the basic materials from the dyeing technique case study. Due to the significance of the experiment on a clamp resist dyeing technique that stopped its transmission and shows the features of the technique, this study is expected to be a basic resource that can be used for future reproductions of multichromatic clamp resist dyeing techniques. Also, it is expected to be helpful in widening and recreating the world of Korean pattern dyeing with modern dyeing techniques.
