Study on the reorganization of the legal system for an integrated forestry business

  • The forestry development policies and projects in Korea have been implemented under various related acts. These acts include the Framework Act on the National Land and Framework Act on Forestry enacted by each administration. However, there are some limitations to encourage a variety of mountain villages and forestry development policies due to duplication and overlap between the relevant acts. Nowadays, the fields of local development have evolved and become integrated not only by infrastructures but also in various fields such as multi-functional industries including tourism, green care, cultural welfare, etc. Therefore, the current legal system may not effectively accept and support various mountain village development policies and projects. This study tried to determine the necessity of reorganizing th-e related legal system through a field survey of planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to determine the problems of the current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows: 1) correlation analysis between relevant laws and development projects and 2) field survey to determine the legitimacy and validity for the reorganization of the legal system.

  • Since pursuing the pleasant life for people, there is an increase of desire to appreciate outstanding scenery with the difference in certain level for perception and understanding of human on landscaping, However, the quality of landscaping has become artificial with the pleasance to be declining due to the urbanization. This study was applied at the site around High One Resort area in Gohan-eup, Jeongseon-gun Gangwon-do for analyzing the areas sensitive to the landscaping change as well as degree of requirement for landscape management for forest landscape management with the focus on presenting the zoning method and the management class classification method. Even if the forest is the same, the function of it is different depending on land use or what resource is placed that the forestry function is found out to present the management plan for each forestry function in the subject site and the result of the management grade classification is analyzed in overlapping to the forestry function level. As a result, from the landscaping management requirement and visual absorption analysis, the result formulated for upper, middle and lower zones to classify the final forestry landscape management degree into 1-4 grades and the management plan is presented on the respective 1-4 grade area for each forestry function. By applying the technique to set the management grade, it was possible to formulate the result to provide the means for integrated management in consideration of the forestry function and management of forestry landscape and resources.

지역단위 농업환경 분석을 위한 연구 (A Study on the Analysis of the Regional Agricultural Environment)

  • This paper aims to provide a basic framework to make a regional plan for the environment-friendly agriculture. To prepare the regional plan is mandated by the Environment-friendly Agriculture Promotion Act of 1998. Here is proposed the input/output analysis framework, which includes the shifts of fertilizers, herbicides, pesticides, and livestock manures Basically, the discharged amount of polluted elements means the difference between the amount of the elements entered into the crop and livestock sectors and the amount of the elements absorbed or used by the crop and/or livestock. A few suggestions are offered for better regional environment-friendly agricultural plan. The foremost important thing is to establish a data collection system. The \"Green Accounting System\" is suggested. It is also crucial to create a standard guideline or manual which Provides detailed procedures to follow in making the plan by the local planners. More fundamentally, many experts on the regional planning will be demanded in the near future. Some compound model which links, for instance, the forestry, the livestock sector, and the crop sector, needs to be devised. Finally, it is argued here that more elaborated model will work as an integrated environmental improvement plan which embraces living environment as well as agricultural environment.vironment.

산림부문 관련 국제적 논의 동향과 시사점: 유엔산림포럼을 중심으로 (Trends and Implication of International Discussion on Forest Sector: Focusing on United Nations Forum on Forests)

  • 지속가능발전목표(Sustainable Development Goals, SDGs)라는 범지구적 이슈가 등장하면서 유엔산림포럼(UN Forum on Forests, UNFF)은 산림부문의 기여 가능성을 강조하고 장기 전략을 수립하는 등 큰 진전을 보였다. 2030년까지 산림과 관련된 국제협약 및 국제회의에서 논의의 주축이 될 SDGs 이행과 관련하여 종합 정보체계를 구축하고 통합적인 조정자 역할을 하는 등 그 역할이 주목받고 있다. 따라서 본 연구에서는 최근 UNFF의 논의 동향을 검토하는 한편 UNFF에서 수립한 유엔산림전략계획(United Nations Strategic Plan for Forest, UNSPF)의 의미를 확인하였다. 이를 통해 국내에서도 지속가능발전을 위한 산림부문의 논의가 활성화되고 UNFF의 장기전략(UNSPF)과 글로벌산림목표(Global Forest Goals, GFGs)가 효과적으로 이행될 수 있도록 다음의 세 가지 정책적 제언을 제시하고자 한다. 첫째, 산림부문의 논의를 활성화하기 위하여 부문, 기관, 국가 간 협력이 무엇보다 중요하다. 둘째, 실제 임업 현장에서도 산림부문의 역할과 기여에 대한 인식과 이해가 고취되고 이를 바탕으로 한 국내정책과 목표가 수립되어야 한다. 셋째, UNSPF 이행을 점검하기 위한 UNFF 보고서를 적극적으로 활용하여 합리적 보고체계를 마련함과 동시에 다양한 목표의 국가보고 간 중복성을 검토하는 등 보다 효율적인 보고체계를 마련해야 한다.

녹색관광마을의 이미지 차별화를 위한 CI통합계획 (Integrated CI Planning and Design of Green Tourism Village for Image Distinction)

  • Integrated CI (country identity, community identity) planning is necessary for establishing identity and a distinct image as well as for managing green tourism villages. In addition, CI planning will be helpful for improving and advertising a village's image, capitalizing on its specialties and attracting many visitors to the village. Therefore, this study mainly intended to plan and design integrated CI for a green tourism village. For this purpose, this study selected Hari village in Hongsung-Kun, Chungnam province, which the Ministry of Agriculture and Forestry designated as a green tourism village in 2003. Twenty CI alternatives were developed, and a vote was conducted with 143 visitors and rural residents attending a village festival in 2004. This study resulted in a new brand-name, 'Hanuri,' and developed symbols, logotypes, distinctive colors, signature system as a basic system and name cards, packaging materials, and signs for use. Above all, this study led the residents to pursue a village identity, village image and community spirit, which can be an effective management strategy to create a distinct image in a green tourism village.

EU Water Framework Directive-River Basin Management Planning in Ireland

  • The European Union (EU) Water Framework Directive (WFD) (2000/60/EC) was transposed into Irish law by Statutory Instrument Nos. 722 of 2003, 413 of 2005 and 218 of 2009, which set out a new strategy and process to protect and enhance Ireland's water resources and water-dependent ecosystems. The Directive requires a novel, holistic, integrated, and iterative process to address Ireland's natural waters based on a series of six-year planning cycles. Key success factors in implementing the Directive include an in-depth and balanced treatment of the ecological, economic, institutional and cultural aspects of river basin management planning. Introducing this visionary discipline for the management of sustainable water resources requires a solemn commitment to a new mindset and an overarching monitoring and management regime which hitherto has never been attempted in Ireland. The WFD must be implemented in conjunction with a myriad of complimentary directives and associated legislation, addressing such key related topics as flood/drought management, biodiversity protection, land use planning, and water/wastewater and diffuse pollution engineering and regulation. The critical steps identified for river basin management planning under the WFD include: 1) characterization and classification of water bodies (i.e., how healthy are Irish waters?), 2) definition of significant water pressures (e.g., agriculture, forestry, septic tanks), 3) enhancement of measures for designated protected areas, 4) establishment of objectives for all surface and ground waters, and 5) integrating these critical steps into a comprehensive and coherent river basin management plan and associated programme of measures. A parallel WFD implementation programme critically depends on an effective environmental management system (EMS) approach with a plan-do-check-act cycle applied to each of the evolving six-year plans. The proactive involvement of stakeholders and the general public is a key element of this EMS approach.

가축분뇨 관리를 위한 통합환경정보시스템 발전방안 (A Study on Comprehensive Environmental Information System for Livestock Manure Management in Korea)

  • The Ministry of Environment, Ministry of Agriculture, Fishery and Forestry, and Ministry of Construction, Transportation and Maritime Affairs are in charge of livestock manure management. There are national statistics regarding the livestock industry such as the National Pollution Source Survey, Livestock Statistic Survey, and Livestock-breeding Trend Survey. The current statistical data are focused on the scale of livestock breeding and the production of livestock manure using these data, but it is difficult to establish database due to lack of information. In order to plan relevant policies including management of livestock manure, the government established database systems such as the integrated information system of livestock manure, the integrated system of national infectious animal-disease prevention, and the Sae-ol public administrative system. We have tried to suggest improvements for the comprehensive environmental information system of livestock manure management by detecting problems in each level of the livestock manure life-cycle, making use of the existing systems, and considering the electronic transfer system of livestock manure. The services and functions of this comprehensive system include information of livestock farmers, the production, collection, transportation, and treatment of livestock manure, the area of agricultural land used for livestock manure, the report of approval and results on livestock manure products, management of statistical information, management of civil affairs, and relevant mobile application services. The system is made up of three processes: first, establishment of GIS-based management database of livestock manure; second, establishment of a history management system for livestock manure transactions; and third, development of a water quality assessment system.

자연환경 분야 남북협력 증진 방안 연구 - 사례분석 및 전문가 인식조사에 근거한 잠재 협력사업 발굴을 중심으로 - (A Study on the Promotion of Inter-Korean Cooperation in Natural Environment Sector - Focusing on Identifying Potential Cooperation Projects Based on Case Studies and Expert Surveys -)

  • 본 연구는 급변하는 남북관계에 대응하여, 비정치적·비군사적 영역인 자연환경 분야의 남·북 협력 강화를 통해 한반도 생태공동체 구축 및 지속가능발전 기반 마련을 도모하기 위한 것으로, 자연환경 분야 대북 지원 사업 및 국제협력 사례분석, 국제협력을 다루고 있는 북한의 국가계획 및 국제사회에 북한이 제안한 협력 사업을 분석하여 잠재 협력 사업을 도출하고자 하였다. 기존 사례고찰 및 1차 전문가 설문조사(5명)를 통해 "잠재 협력사업" 15건과 "사업 선정 시 주요 고려인자" 6개(①추진 시급성, ②한반도 연계성(한반도 생태공동체), ③지속가능발전(번영) 기여, ④북한의 수용성, ⑤추진 기반(협력 여건, 예산) 구비, ⑥사업의 지속가능성)를 도출하고, 이를 토대로 2차 전문가 설문조사(14명)를 통해 우선 사업을 도출하였다. 자연환경 분야 15건의 잠재 남북 협력 사업에 대한 종합적인 검토를 위하여 6개 주요 고려 인자를 적용하여 통합·평균한 결과, 사업 추진 우선순위는 ①설악-금강 국제평화공원 지정 추진, ②임농복합경영(agro-forestry) 지원·협력, ③국제적 중요 이동성조류(저어새, 두루미 등) 공동 보전사업, ④남북 생태관광 연계·활성화, ⑤한반도 대표 생태계 및 생물다양성 통합정보 구축 등의 순으로 나타났다. 본 연구에서 제시한 우선 협력 사업들은 기존 협력사례와 협력여건을 고려한 자연환경 분야 남북협력 전문가들의 인식에 근거하여 도출한 결과이며, 향후 실질적 추진은 사업별 성격에 따라 남·북한 간 추진 공감대 형성, 적합한 파트너와 협력체계 구축 등을 포함한 체계적인 접근이 필요할 것으로 판단된다.

벌채업 관련자의 의식 조사를 통한 현행 벌채제도의 개선 (Improvement of a Tree Cutting Permit System with Respect to Timber Logger's Consciousness)

  • 본 연구는 우리나라의 벌채제도에 대한 벌채관련자들의 인식을 조사 분석하여 바람직한 벌채제도 개선방안을 모색하고자 수행되었다. 국유림 벌채업무를 담당하고 있는 5개 지방산림청과 27개 국유림관리소의 담당자와 팀장 64명, 공 사유림 벌채업무를 담당하고 있는 161개 지방자치단체의 담당자와 팀장 322명, 조사대상 지자체에서 벌채사업을 가장 많이 실행하고 있는 대표 벌채업자 308명에 대해 현행 벌채제도 실태와 개선사항에 대한 설문조사를 실시하였다. 설문조사 결과를 요약하면 다음과 같다. 현행 국, 공 사유림에 상이하게 적용하고 있는 기준벌기령은 하나로 통합하여 운영해야 한다는 의견이 5점 척도에서 3.73점을 나타났으나 그룹 간 유의한 차는 보이지 않았다. 친환경 벌채제도에 대해서는 국유림 벌채업무 담당자 그룹의 95.1%가 개선 필요성을 강하게 제시하였는데, 현재 적용되고 있는 불량 활엽수 및 수종갱신지역에서의 친환경벌채 적용은 제외하여야 한다(4.14), 현지 임상 및 입지여건(경사, 토양 등)을 고려한 친환경벌채 기술이 필요하다(3.87)라고 현장에서의 기준 적용 개선이 필요하다는 점에 높은 인식정도를 나타냈다. 또한, 2009년 벌채업자의 원목취급 실적이 국내재 총 공급실적(3,176천$m^3$)의 10.6%, 원목 총 판매실적에서 50.1%를 차지하였듯이 국내 목재공급에 대한 역할 비중이 높은 상황에서 조사 대상자 중 72%가 벌채업자의 올바른 벌채사업을 유도하기 위해 벌채업자 등록제의 도입이 필요하다는 의견을 제시하였다. 특히 시장, 군수에게 벌채업에 대한 사업자 등록을 필하고 신고한 자만이 벌채사업을 실시해야 한다는 의견에 4.11점으로 높은 반응을 보였다. 본 연구는 벌채관계자의 의식조사를 통해 현장 상황을 감안한 친환경벌채 기준의 개정을 제시한 점과 목재벌채업자의 체계적 관리를 통해 책임 있는 벌채활동을 할 수 있도록 벌채업자 등록제의 필요성을 제안하였다는 점에서 그 의의가 있다 하겠다.
