  • This study has two aims. one is to devide the ideology of reference service into three groups such as conservative, moderative, and progressive theories, and then investigate the validity of each theory as well as any problems to be suggested. The other is to establish appropriate standards of reference service according to the types of libraries and users, based on the analysis of such theories. Each theory has its own merits and demerits. Accordingly, it seems to be difficult to apply uniformly and theory into users who have different types of question and educational levels. And also it is difficult to apply into various libraries which have different aims of establishment, characteristics, and the users of each library. Consequently, it is suggested to set up a norm of reference service according to the types of libraries and users respectively. The conservative theory is applicable to small and medium sized public libraries, school libraries, and college and university libraries of which the users are mainly students and citizens. The progressive theory is desirable for special and academic libraries as well as large public libraries where the users are mainly specialists. and scholars.

  • Information inequality has been differently conceptualized and defined in national laws. While the information inequality increases, library policy and informational service has lagged behind in meeting the needs of the society and the state. This paper aims to provide a preliminary research on information inequality, in terms of conceptualization, the legal base, terminology, index development based on the level of digital information. The paper also highlights cases on library services for solution of the difference. It compares library services designed for the disabled, ethnic minorities and the aged. The paper reviews the existing literature and project data. As a result, there are a number of processes and tasks that needs to be developed, including policy development, supporting organization, human capital, cooperating network, supporting facilities and service, and data.

  • The purpose of this study is to investigate the barriers and the solutions of the older adults' online information activities. The barriers were categorized into 8 and the solutions into 9 based on the literature review. It revealed that the lack of information devices use skill was the most serious barrier in their online information activities, and the results were different according to gender, academic careers, and residential area.; the improvement of information device environment was the most important solution to resolve the barrier, and different according to academic careers, economic status, and residential area contrary to the barrier. To get rid of the digital devide according to socioeconomic variables, a customized education of information literacy and an elderly-oriented information devices are necessary to resolve the barriers.

  • Motion based serious game is a new style of game and exercise using hands, arms, head and whole body. At that time gamer's reachable movement space is an important game space and interaction happening place. We propose efficient game spatial division and analysis algorithm that gives special information for collision avoidance of game objects. We devide into 9 parts of game space and check the enemy position and upper, down, left and right side movement information of gamer and calculate optimal path for collide avoidance of the enemy. To evaluate the method, we implemented a motion base serious game that consists of a web cam, a player, an enemy, and we obtained some valid results of our method for the collision avoidance. The resole demonstrated that the proposed approach is robust. If movement information is in front of enemy, then the enemy waits and finds the place and runs to avoid collision. This algorithm can be used basic development of level control and effective interaction method for motion based serious game.

  • The purpose of this study was to obtain descriptive information about public library connectivity and use related to the Internet in Korea. Questionnaire was sent to all of the 364 public libraries in the nation. The data show that, as of the end of 1999,70.9% of the 351 public libraries which answered the questionnaire had some type of connection to the Internet, and 50.4% of them provided public Internet access services. The infrastructure of hardware and telecommunication, use policy for their public access Internet services were analysed. Public librarians were asked to evaluate their public Internet services. Overall the study found that the level of the nation' s public library Internet services were not satisfactory in quality and quantity. It also found that there were some significant disparities among public libraries in metropolitan areas, medium and small sized cities, and rural counties.

  • This research uses a distributed model, Vflo which can devide subwater shed into square grids and interpret diverse topographic elements which are obtained through GIS processing. To use the distributed model, soil wetness information was extracted through Tasseled Cap transformation from LANDSAT 7 $ETM^+$ satellite data and then they were applied to each cell of the test area, unlike previous studies in which have applied average soil condition of river basin uniformly regardless of space-difference in subwater shed. As a resut of the research, it was ascertained the spatial change of soil wetness is suited to the distributed model in a subwater shed. In addition, we derived out a relation between soil wetness of image collection time and 10 days-preceded rainfall and improved the feasibility of weights obtained by the relation equation.

  • In order to enable network robots to effectively collaborate with smart environments, it is crucial that various types of heterogeneous device platforms can communicate each other in flexible and efficient manners. Most of existing software platforms for network robots adopted general-purpose middlewares such as CORBA, which are not suitable to the communication between robots and smart environments due to their heavy size and complexity. Moreover, they do not provide network robot-specific features. Therefore, we propose a new TCP-based Remote Method Invocation framework. We devide the middleware into two layers i. e. transport layers and rmi layers and provide key features to each layer so that network robots can effectively communicate with various devices in smart environments.

  • This paper proposes real time object detection and tracking algorithm that can be applied to security and supervisory system field. A proposed system is devide into object detection phase and object tracking phase. In object detection, we suggest Adaptive background subtraction method and Adaptive block based model which are advanced motion detecting methods to detect exact object motions. In object tracking, we design a multiple vehicle tracking system based on Kalman filtering. As a result of experiment, motion of moving object can be estimated. the result of tracking multipul object was not lost and object was tracked correctly. Also, we obtained improved result from long range detection and tracking.

  • We present a self-consistent, 2-dimensional solution of the Poisson and Sch rodinger equation based on the finite difference method with a nonuniform mesh size for a AlGaAs/GaInAs/GaAs HEMT devide. During the interative self-consistent calculation, however, we calculate Schrodinger equation only a some region of device, not a fully region in order to save the moemory and the speed-up of computation, and then use the approximated data for the other region using by a interpolation method with a given values. Also we adopt the proper matrix transformation method that allows preservation of the symmetric, form of the discretized Schrodinger equation, even with the use of a nonumiform mesh size, therefor, can reduce the computation time. We calculate the wavefunction, eigenstates and the electron concentration uat channel layer nder the thermal equilibrium and the biased conditions, respectively. Also, these parameters are used to solve 2-dimensional tdistribution of potential in he entire region of device. It is proved that the method is very efficient in finding eigenstages extending over relatively large spatial area without loss of accuracy. So, it can be used rather easily in any sarbitrary modulation doped utucture.

  • In this paper, we develop the Women's Information and Communications Technology Development Index (WIDI) framework for the Association of Southeast Asian Nations (ASEAN) Member States. While there are a number of global ICT indices, there are no standard global data metrics for ICT gender-related statistics in developing countries. Therefore, this research has been conducted by the Asia Pacific Women's Information. This study referenced some of the major global ICT indices and created a framework that used their basic structure and included the various measurement factors such as socio-cultural factors element and ICT policy for woman. The WIDI framework is supported by a back-end survey that was designed by the research team and reviewed by ASEAN taskforce members. Through WIDI, we can compare ICT development status and gender information gap and measure the national information gap. By presenting the basis for policy decisions on eliminating gender disparitie can help improve the social status of women.
