Exploratory Analysis of AI-based Policy Decision-making Implementation

  • This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

Context-based Web Application Design (컨텍스트 기반의 웹 애플리케이션 설계 방법론)

  • Developing and managing Web applications are more complex than ever because of their growing functionalities, advancing Web technologies, increasing demands for integration with legacy applications, and changing content and structure. All these factors call for a more inclusive and comprehensive Web application design method. In response, we propose a context-based Web application design methodology that is based on several classification schemes including a Webpage classification, which is useful for identifying the information delivery mechanism and its relevant Web technology; a link classification, which reflects the semantics of various associations between pages; and a software component classification, which is helpful for pinpointing the roles of various components in the course of design. The proposed methodology also incorporates a unique Web application model comprised of a set of information clusters called compendia, each of which consists of a theme, its contextual pages, links, and components. This view is useful for modular design as well as for management of ever-changing content and structure of a Web application. The proposed methodology brings together all the three classification schemes and the Web application model to arrive at a set of both semantically cohesive and syntactically loose-coupled design artifacts.

Agent Based Information Security Framework for Hybrid Cloud Computing

  • In general, an information security approach estimates the risk, where the risk is to occur due to an unusual event, and the associated consequences for cloud organization. Information Security and Risk Management (ISRA) practices vary among cloud organizations and disciplines. There are several approaches to compare existing risk management methods for cloud organizations but their scope is limited considering stereo type criteria, rather than developing an agent based task that considers all aspects of the associated risk. It is the lack of considering all existing renowned risk management frameworks, their proper comparison, and agent techniques that motivates this research. This paper proposes Agent Based Information Security Framework for Hybrid Cloud Computing as an all-inclusive method including cloud related methods to review and compare existing different renowned methods for cloud computing risk issues and by adding new tasks from surveyed methods. The concepts of software agent and intelligent agent have been introduced that fetch/collect accurate information used in framework and to develop a decision system that facilitates the organization to take decision against threat agent on the basis of information provided by the security agents. The scope of this research primarily considers risk assessment methods that focus on assets, potential threats, vulnerabilities and their associated measures to calculate consequences. After in-depth comparison of renowned ISRA methods with ABISF, we have found that ISO/IEC 27005:2011 is the most appropriate approach among existing ISRA methods. The proposed framework was implemented using fuzzy inference system based upon fuzzy set theory, and MATLAB(R) fuzzy logic rules were used to test the framework. The fuzzy results confirm that proposed framework could be used for information security in cloud computing environment.

Problems of the Legal System Related to the Regulation of Radiation Safety for Diagnosis (진단용 방사선 안전관련 법령의 법체계상 문제점)

  • It is not easy to regulate the amount of radiation used for the medical purpose as there usually is more good than harm to the patient's health and life caused by the medical exposure to the radiation. However, the rapid increase of the use of diagnostic radiation involves a high possibility of increasing the radiation hazard exposure. Therefore, it is imperative to implement effective regulations in order to secure the safety of diagnostic radiation. The one and only rule we currently have for the diagnostic radiation is "Medicine Act" with only one clause dedicated to regulate the safety management that does not include any rules for the medical radiation. A set of inclusive rules for the whole medical radiation inclusive of diagnostic radiation and therapeutic radiation need to be based on the "Medicine Act" rather than "Nuclear Safety Act" in order to protect the medical professionals, patients and the guardians of patients from the hazards of diagnostic and/or therapeutic radiation that was not used the purpose of medical treatment. If there is an administrative measure to be imposed to secure the safety of diagnostic radiation, it is considered as exertion of governmental authority of administrative agency. There must be clear and realistic legal guidelines for in-fringe on people's interests. The administrative measures for the safety management of the diagnostic radiation must be clearly and specifically based on the law and the detailed standards for the administrative measures must be dele-gated by the presidential decree or departmental ordinance. Accordingly, the restrictions imposed by the administrative measures to the "Safety Inspection Institute of Radiation along with Radiation Exposure Measuring Institutes" should have clear legal basis as well and the detailed standards for the administrative measures should be regulated by the Ministry of Health and Welfare decree instead of the notification by the Director of Korean Centers for Disease Control and Prevention. While securing the safety of radiation on one side, careful review and up-grade on our legal system for the safety management of the diagnostic radiation is required on the other side to guarantee the legality, interest balance and reliability of the administrative measures.

  • In this study, the vision and goal of librarian education and training were designed by reflecting the changes in the internal and external environment of the library and the human resource development (HRD) trend in order to prepare a mid- to long-term development plan for librarian education and training. To design the vision and goal of librarian education and training, redefining the necessity, goals, mission, and role of librarian education and training, and seeking strategies to realize the vision and goal of librarian education and training. Core competency and national competency standards (A detailed implementation plan was prepared for the development of NCS) - based educational operation guidelines. First, when analyzing domestic and foreign prior research and literature, the future librarian is a person with competencies that includes first, creative convergence, second, communication and cooperation, third, leading professional, and fourth, empathic and inclusive talent. It was identified that education and training should be established based on The curriculum according to the library's future talents and core competencies should be presented in the following process model, and the librarian competencies for each type of creative convergence type, communication cooperation type, leading professional type, and empathy and inclusive type should be derived, and It was identified that the education direction should be set in the direction of designing a curriculum for job competency improvement by setting the job competency according to the requirements.

  • We need to seek after new direction and order of design that puts more value on the spirits and culture of human beings in the 21st century, creating a new, all-inclusive value in which individual human being, the society and the environment can co-exist in a peaceful relationship by overcoming the materialistic, analytical, competitive, and differentiated values of traditional industrial society. The aim of this study, then, is to present a new method of design that can meet the demands of the 21st century in a civic age of information, knowledge and culture, by focusing on Monistic ideals derived from a deeply rooted Oriental philosophy. The concept of Monism is embodied by a mind set that treasures the benefit to others over rewards to the self, puts more importance on the spiritual life hidden behind physical phenomena, thinks more of what lacks than what exceeds, elevates the mind over the body, and seeks after beauty via a total harmony of balance and development that can be feasible only by combining all these elements. Ultimately, the new design principle based on the Monism consists of three basic elements: (1) identification of the subject and the object between things under the perception that all things are one (Unification); (2) the ability that helps things exist with appropriate beauty maintaining balance and stability (Harmony); and (3) the attitude of sharing to maintain sustainable vitality by filling up what lacks or is missing in a whole(Change).

Evaluation of seismic performance of mid-rise reinforced concrete frames subjected to far-field and near-field ground motions

  • Damages to buildings affected by a near-fault strong ground motion are largely attributed to the vertical component of the earthquake resulting in column failures, which could lead to disproportionate building catastrophic collapse in a progressive fashion. Recently, considerable interests are awakening to study effects of earthquake vertical components on structural responses. In this study, detailed modeling and time-history analyses of a 12-story code-conforming reinforced concrete moment frame building carrying the gravity loads, and exposed to once only the horizontal component of, and second time simultaneously the horizontal and vertical components of an ensemble of far-field and near-field earthquakes are conducted. Structural responses inclusive of tension, compression and its fluctuations in columns, the ratio of shear demand to capacity in columns and peak mid-span moment demand in beams are compared with and without the presence of the vertical component of earthquake records. The influences of the existence of earthquake vertical component in both exterior and interior spans are separately studied. Thereafter, the correlation between the increase of demands induced by the vertical component of the earthquake and the ratio of a set of earthquake record characteristic parameters is investigated. It is shown that uplift initiation and the magnitude of tensile forces developed in corner columns are relatively more critical. Presence of vertical component of earthquake leads to a drop in minimum compressive force and initiation of tension in columns. The magnitude of this reduction in the most critical case is recorded on average 84% under near-fault ground motions. Besides, the presence of earthquake vertical components increases the shear capacity required in columns, which is at most 31%. In the best case, a direct correlation of 95% between the increase of the maximum compressive force and the ratio of vertical to horizontal 'effective peak acceleration (EPA)' is observed.

An Audit of 204 Histopathology Reports Over Three Years of Carcinoma of Cervix: Experience from a Tertiary Referral Centre

  • Background: The aim was to see compliance to minimum data set information in carcinoma cervix histopathology reports from a team of 13 pathologists; and also to analyse the distribution of parameters like tumor size, grade, depth of cervical stromal invasion, lymph node yield and pTNM stage. Materials and Methods: All pathology reports of radical hysterectomy for carcinoma cervix operated in house within a three year duration (2010-2012), (n=204) were retrieved from medical records and analyzed for the above parameters. Results: In 2010- 59 cases, in 2011- 67 cases and in 2012- 78 cases of carcinoma cervix underwent operations in our hospital. The median age was 50.5 years and the maximum T diameter was 2.8 cms in the reports of three years. Squamous carcinoma was the commonest subtype amongst all the tumors. It was noted that 60.8% of cases had cervical stromal involvement more than half the thickness of the cervical stroma. Parametrial involvement was seen in 4.82% of cases. pTNM Staging was not mentioned in 65.06% of the cases. The mean bilateral pelvic lymph node yield count in our study was 16.6 inclusive of all the three years. Conclusions: Compliance with provision of a minimum dataset in our team of 13 pathologists was generally good. Lymph node yield in our hands is reasonable, but constant striving for greater numbers should be made. pTNM staging should be more meticulously documented. Use of proformas /checklists is recommended.

Effect of the Leadership Pattern of a Leader of Security Martial Art on Taekwondo majors' Exercise Results (경호무도 지도자의 리더십 유형이 태권도 전공자들의 운동성과에 미치는 영향)

  • This research is aimed at looking into the effect of the leadership of a leader of a guard martial art on majors' exercise results. For this purpose, this research selected the present students of guard science-related department as a population as of the year 2008, and finally used the data from the 259 questionnaires collected mainly from the first-year students to the third-year students among the man & woman majors in Taekwondo at colleges across the country by using convenient sampling. To achieve research results, this research set a statistical significance level at $\alpha$=.05. A guard martial art leader's positive leadership can help Taekwondo majors improve their exercise results, so a leader is encouraged to show a leadership pattern having respect for objective, reasonable majors in tune with the paradigm of swimming with the stream of times rather than a traditional leadership pattern-lopsided communication. In addition, Taekwondo majors' potential for growth could get bigger, and visible results could also increase when a leader makes a positive effort to induce majors into making definite suggestion of their vision and growth at an all-inclusive viewpoint.

  • The contents of geographical education present too inclusive and abstract regard as criteria in an existing curriculum. And geographical education oneself's system is difficult because they are set to the one part of educational side. This study pursuit to make content standard of geographical education based on geography as an alternative. This paper present standard setting up 5 steps. They are Ultimate Theme, Basic Theme, Major Standard, Standard, Detailed Standard. Ultimate Theme is discern geographical education whole : understand of interaction human and environment, understand of place and region, understand of interaction human and region. Basic Theme is concrete of ultimate theme ; geographical skill, physical environment, human environment, place and region, interaction of human and region. Standard is concrete and measurable level of basic theme, it is consist of three steps in Major Standard, Standard, Detailed Standard tv level of specification. Major Standard is consist of 17 item, Standard is 48 item, and Detailed Standard is detailed to unit level.
