Wind resource data of short-term period has to be corrected a long-term period by using MCP method that Is a statistical method to predict the long-term wind resource at target site data with a reference site data. Because the field measurement for wind assessment is limited to a short period by various constraints. In this study, 2 different MCP methods such as Linear regression and Matrix method were chosen to compare the predictive accuracy between the methods. Finally long-term wind speed, wind power density and capacity factor at the target site for 20 years were estimated for the variability of wind and wind energy. As a result, for 20 years annual average wind speed, Yellow sea off shore wind farm was estimated to have 4.29% for coefficient of variation, CV, and -9.57%~9.53% for range of variation, RV. It was predicted that the annual wind speed at Yellow sea offshore wind farm varied within ${\pm}10%$.

The term 'Grid' refers to systems and applications that integrate and manage resources and services distributed across multiple control domains. Resource sharing is, necessarily, highly controlled, with resource providers and consumers defining clearly and carefully just what is shared, who is allowed to share, and the conditions under which sharing occurs. In this paper, we design and implement a grid access control system, called PGAM. This system works on heterogeneous resources, can be applied to the additional service development and its service, provides template account management mechanism, and tries to ensure site autonomy. This system is implemented to increase portability and to be tit tll any kind of economic model.
Today, the data broadcasting service provides various multimedia contents to users. This paper suggests a resource management system which controls multimedia resources in order to reduce the receiving time of the contents during the realtime data broadcasting of multimedia traffic information. To verify the efficiency of the resource management system, this paper has introduced the realtime traffic information integrating and authoring systems through MOT (Multimedia Object Transfer) protocol-based BWS (Broadcast Web Site) service in which multimedia data are transmitted by T-DMB (Terrestrial Digital Multimedia Broadcasting) and implemented a resource management system which controls the creation of multimedia resources in connection with the said systems. As the receiving time of the contents created with resources from the resource management system has decreased by 1/13, they are suitable for realtime data broadcasting.

The resource constrained scheduling problem (RCSP) constitutes one of the most challenging problems in Project Management, as it combines multiple parameters, contradicting objectives (project completion within certain deadlines, resource allocation within resource availability margins and with reduced fluctuations), strict constraints (precedence constraints between activities), while its complexity grows with the increase in the number of activities being executed. Due to the large solution space size, this work investigates the application of Genetic Algorithms to approximate the optimal resource alolocation and obtain optimal trade-offs between different project goals. This analysis uses the cost of exceeding the daily resource availability, the cost from the day-by-day resource movement in and out of the site and the cost for using resources day-by-day, to form the objective cost function. The model is applied in different case studies: 1 project consisting of 10 activities, 4 repetitive projects consisting of 40 activities in total and 16 repetitive projects consisting of 160 activities in total, in order to evaluate the effectiveness of the algorithm in different-size solution spaces and under alternative optimization criteria by examining the quality of the solution and the required computational time. The case studies 2 & 3 have been developed by building upon the recurrence of the unit/sub-project (10 activities), meaning that the initial problem is multiplied four and sixteen times respectively. The evaluation results indicate that the proposed model can efficiently provide reliable solutions with respect to the individual goals assigned in every case study regardless of the project scale.

The PERT/CPM are considered as the base procedures for the most successful project scheduling programs. Unfortunately, it is not easy to apply these procedures to real-life projects. This is due to the fact that PERT/CPM assume an infinite number of resources for each activity in project networks. Obviously, the completion time under no constraints is less than when constraints are imposed. One way of approaching this problem is to use heuristic solution techniques. In this paper, we present three heuristics; MRU (Maximum Resource Use) rule, STU (Shortest Time Use) rule, MRUP (Max Resource Use and Period) rule for allocating resources to activities of projects under multiple resource constraints. Comparisons of the project durations show that these heuristic rules are superior to AG3 rule that has been widely used in practice (Elsayed and Boucher, 1994).

This study was purposed to explore how the information society effects on the working life of the married women. To answer the question, with theroetical background, 6 married women's cases which were selected through women's portal internet site were analysed. As results, these married women had contracting base, part-time jobs. Their jobs were chacterized by computerizing. They were different with traditional jobs in the industrial society. Internet sites were effectively used for work information network by them. So, in the future, many married women will be able to find working opportunity in a home-based part-time job through internet. And they presented aptitude for their work. Her children and husband were proud of her. They had confidence in their working ability Many women had a project publishing a book, owning a business, and making new products by her own's idea.
The Long-Term Biodiversity Research Programme (LTBRP) for Mindanao is envisioned to be a collaborative programme of the Philippines. It will be a programmatic research on biodiversity - its status, threats. and conservation and management. The chosen research site is Mt. Malindang in Misamis Occidental of Mindanao. The BRP will support a set of research projects that will generate knowledge on biological and ecological, socio-economic. cultural and policy aspects of biodiversity conservation. It will also enable researchers to develop and try new methods for research on these aspects, separately or crossing boundaries of academic disciplines. Moreover. the BRP will implement support programmes which will provide the linkages of research activities to development issues and needs in the research site. The support programmes will also draw from the research projects, the knowledge that can be lent or immediately available to policy and programme formulation. The support programmes will comprise: human resource development or capability-building; information, education and communication; database; networking; community organizing: and development action. The BRP will be undertaken by a group of academie and research institutions from the Philippines, in partnership with their respective government entities and local government units in Mindanao. The Biodiversity Research Programme (BRP) will comprise a set of research projects to be undertaken by small research teams in the site. Researchable areas have been identified initially through the National Biodiversity Research Agenda. and later enriched in the Participatory Rural Appraisal (PRA) Analysis workshops by the Mindanao researchers and Philippine resource persons. Results of the PRA are presented in the paper.

In the highly competitive construction industry, a slight inaccuracy of estimation can easily cause the loss of a project. Erroneous experience-based cost estimates or allocations of on-site supervisory manpower often offset the profit gained from the project and may jeopardize the management processes. To counter these types of problems, we develop a model using mathematical analysis and case-based reasoning to automate the allocation of on-site supervisory manpower and estimate construction site costs. The method is founded upon laborious data collection processes and analysis by matching statistical assumptions, and is applicable to construction projects. In the modeling the costs and allocation of on-site supervisory manpower are quantified for both owners and contractors before initiating or bidding on the projects. The findings confirm that the degree of variation of the model predictions has an accuracy rate at 88.47%. Single-site construction projects can be accurately predicted and the assignment of supervisory manpower feasibly automated.
Previous major earthquakes revealed that most damage of the buried segmented pipelines occurs at the joints of the pipelines. It has been proven that the differential motions between the pipe segments are one of the primary reasons that results in the damage (Zerva et al. 1986, O'Roueke and Liu 1999). This paper studies the combined influences of ground motion spatial variations and local soil conditions on the seismic responses of buried segmented pipelines. The heterogeneous soil deposits surrounding the pipelines are assumed resting on an elastic half-space (base rock). The spatially varying base rock motions are modelled by the filtered Tajimi-Kanai power spectral density function and an empirical coherency loss function. Local site amplification effect is derived based on the one-dimensional wave propagation theory by assuming the base rock motions consist of out-of-plane SH wave or combined in-plane P and SV waves propagating into the site with an assumed incident angle. The differential axial and lateral displacements between the pipeline segments are stochastically formulated in the frequency domain. The influences of ground motion spatial variations, local soil conditions, wave incident angle and stiffness of the joint are investigated in detail. Numerical results show that ground motion spatial variations and local soil conditions can significantly influence the differential displacements between the pipeline segments.
Microbes are one of the most important bioresources in bioindustry and provide high economic values. Although there are currently about 6,000 bacterial species with validly published names, microbiologists generally assume that the number may account for less than 1% of the bacterial species present on Earth. To discover the remaining species, studies of metagenomes, metabolomes, and proteomes related to microbes have recently been carried out in various fields. We have constructed an information system that integrates various data on microbial resources and manages bioinformation to support efficient research of microorganisms. We have designated this system 'Bio-Meta Information System (Bio-MIS).' Bio-MIS consists of an integrated microbial resource database, a microbial resource input system, an integrated microbial resource search engine, a microbial resource online distribution system, a portal service, and management via the Internet. In the future, this system is expected to be connected with various public databases. We plan to implement useful bioinformatics software for analyzing microbial genome resources. The Web site is accessible at http://biomis.probionic.com.
