서울시 지구단위계획 구역내 건축물의 계획유도를 위한 허용용적률 인센티브 개선방안 - 항목 및 세부계획기준의 계수를 중심으로 (The Improvement of Design Inducement Incentive on Permitted Floor Area Ratio in District Detailed Plan -Focused on the Design Inducement Incentive items and parameters in formula-)

  • Purpose: Design inducement incentive item and formula on permitted floor area ratio in district detailed plan have been improved to reflect the actual application of guidelines and the social needs of city and architecture. However, the current guideline has a limit to realize the purpose of the plan. This study proposes improvement of the items and parameters in formula. Method: This study analyzed the district detailed planning guidelines since 2000 and the cases of general type district unit plan. In order to propose improved items and parameters, planing purposes and present parameters were compared and analyzed. Result: Items of guidelines have been changed according to public needs. High necessity items were applied to large parameters, and these items have been changed as the guideline changes. Diversity of items depended on regional characteristics, and parameters were more flexible than items for most cases. The purposes of plans, parameters and items were analyzed and it revealed four items needed improvement; the inducement of the limited building line, the improvement of the pedestrian and street environment, the necessity of the open space, and strengthening of the regional agreement. For improvement, this study added items and improved the relevance between items and sub-items. The parameters were improved by considering the importance, feasibility and comparing them with each other. Simulated result confirmed that proposed guideline is appropriate to operate, and also characteristics of area encourage to operate it more flexible.

농촌 청소년이 지각한 가족지지와 참여활동경험 수준이 대인관계 향상에 미치는 효과분석: 청소년기 대인관계기제로 작용하는 유의미한 대상에 관한 Bowlby와 Sullivan의 관점 비교 중심 (Effects of a Family Support and Participative Activity Experience on Interpersonal Relationship Improvement Perceived by Rural Adolescent: Focusing on Comparison of Bowlby and Sullivan Perspective on Significant Object Acting Interpersonal Relationship' Mechanism in Adolescent Stage)

  • The purpose of this study was to identify the effect of family support and participation in activities on the improvement in interpersonal relationships perceived by rural multicultural and non-multicultural household adolescents and compare the results with the perspective of Sullivan and Bowlby. For this purpose, the data of 403 persons from multicultural households and 348 persons from non-multicultural households were analyzed and several conclusions were drawn. Firstly, the family support variable had the greatest effect on the improvement in interpersonal relationships in both the rural multicultural and non-multicultural household adolescents. Secondly, the number of activities experienced at home significantly affected the improvement in interpersonal relationships in both types of adolescent. The effects of age, number of friends, and number of traditional activities on the improvement in interpersonal relationships differed for each type of household adolescent. And to conclude, the significant factors affecting the interpersonal relationships of the rural adolescents were their family and parents. Therefore, this study supports Bowlby's perspective on adolescents' interpersonal relationships. Based on the results, this study proposed plans to improve the interpersonal relationships of rural adolescents through family support and activity participation. Also, a plan for follow-up studies was suggested.

지반함몰 사고 분석을 통한 제도 개선안 연구 - 지하시설물 및 주변지반 관리 중심으로 - (Study on Improvement Plan of System through Analysis of Ground Sink Accidents - Focused on the management of underground facilities and their surrounding ground -)

  • 본 연구의 목적은 지반함몰 사고를 예방하기 위한 제도 개선안을 제안하는 것이다. 이를 위해 다음과 같은 수행절차를 따른다. 첫째, 지반침하 및 지반함몰 등의 혼용되어 사용되는 용어를 정의한다. 둘째, 지반함몰 사고 현황 및 원인 분석과 강우량과 지반함몰 원인간의 상관관계 분석을 실시하여 중점관리 원인을 도출한다. 셋째, 중점관리 원인에 대한 제도 개선안을 제안한다. 그 결과, 지하관로 손상과 지하공사 부실이 중점관리 원인으로 규명되었으며, 이를 관리할 두 가지의 제도 개선안을 제시하였다. 본 연구의 결과는 향후 보다 실효성 있는 지하함몰 예방을 위한 제도개선의 기초자료로 활용될 수 있다.

  • Recently, public participation in government policy design has been further expanded and public services perceived by users are expanding. At this time, the role of the digital government and the direction of the service to be pursued are user-centered, and above all, it is necessary to focus on the keywords of pre-emptive, preventive, and customized. In order to propose service quality improvement in the public sector, service user-centered classification and monitoring are integrated and the usability of government documents is improved. It is necessary to identify the needs of whether to provide a path for public participation. In the post-corona era, people are accessing quarantine information from the digital government every day. The government should proactively respond to the acceleration of digital transformation and the non-face-to-face demands of the people who experience non-face-to-face daily life. In order to evolve into a smart organization along with the innovation promotion plan and to provide customized services, it is necessary to use existing guides for institutional and technical improvement, along with new technology and data-based analysis, to strive for change management. The government should seek counter-measures that have advanced one step ahead by incorporating new high-tech IT with user-centered necessary services. This study aims to derive improvement plans to provide user-centered digital government service design when designing public services and collecting public opinions. Based on the e-government development model research and the existing research on user-centered service design in the public sector, institutional and technical measures are provided for the improvement of digital government service design.

국방품질경영체제(DQMS) 정량평가모델 개발 및 제도화 방안 연구 (A Study on the Development and Institutionalization Plan of a Quantitative Evaluation Model of Defense Quality Management System)

  • Purpose: The purpose of this study is to develop a quantitative evaluation model for the defense quality management system and suggest institutionalization plans. To this end, another existing evaluation model was reviewed and analyzed to develop a quantitative evaluation model applicable to military institutions. Methods: In this study, in order to establish a DQMS quantitative evaluation model, a military product quality level survey model and a defense quality model operated in the defense field were analyzed. In addition, evaluation models and indicators were analyzed by investigating evaluation models operated by other institutions and private sectors. Results: As a result of the study, the total score of the DQMS model was 1,000 points, 600 points for maturity level indicators and 400 points for operation performance indicators, and the evaluation items consisted of 7 major categories and 25 middle categories. The maturity level index 600 points are 70 points for organizational situation, 60 points for leadership, 40 points for planning, 100 points for support, 180 points for operation, 90 points for performance evaluation, and 60 points for improvement. Conclusion: It will be easy to quantify and evaluate the operating level of DQMS certified companies through the application of the DQMS quantitative evaluation model and evaluation criteria presented in this study. As a result, it will be possible to grasp the level of quality management system and the areas of improvement, and the overall level of improvement can be expected by inducing voluntary improvement activities through sharing of best practices and identifying improvement cases.

  • 국내외 철도사업에서 철도의 신규 건설과 더불어 기존선의 개량을 통한 증속, 고속화 사업도 큰 비중을 차지고 있다. 특히 해외의 개발도상국은 경제수준을 고려할 때 고속철도의 건설은 막대한 규모의 예산소요와 수요를 고려할 때 한계가 있어, 기존 철도의 선형개량을 통한 증속사업이 실현가능성이 높은 것으로 판단하고 있다. 본 연구에서는 선형개량을 통향 기존선의 증속사업의 효율적 기획과 분석을 위하여, 기존에 신규 철도 건설사업 분석에 활용되고 있는 지능형 철도선형계획 프로그램(ei-Rail)에 선형개량사업 분석 기능을 추가할 수 있는 방법론을 개발하였다. 수치지도 또는 기존의 위성사진 자료를 기반의 베이스 맵에 기존의 철도선형을 입력하고, 목표속도등 선형개량사업의 목표를 입력하면, 사업의 비용과 도면, 증속효과 분석 결과 등을 자동적으로 제시함으로써, 철도선형개량 사업의 기획과 분석을 효율적으로 수행할 수 있는 도구로 활용될 수 있도록 하였다.

군수품 정부품질보증 위험성 평가제도 개선을 위한 제언 (Proposal for Government Quality Assurance Risk Assessment System for Military Supplies)

  • Purpose: Nowadays, the risk assessment system is widely used in many industrial and public areas to reduce the possible risks. The system is used to determine the priorities of the government quality assurance works in Defense Agency for Technology and Quality. However, as the risk assessment system is used for other purposes, there are some items that need improvement, and in this study, we propose improvement plans by benchmarking the risk assessment systems of other institutions. Methods: In this paper, first, the procedures of risk assessment system used in many industrial sites were reviewed, and how each institution specialized and applied the system. Afterwards, by benchmarking various risk assessment systems, an improvement plan on how to operate the risk assessment system in the case of government quality assurance for centrally procured military supplies was presented, and practical application cases were presented to prove the usefulness of the improvement plan. Results: The proposed risk assessment system differs from the existing system in five major aspects. First, inputs, outputs, and key performance indicators were specified from the systematic point of view. Second, risk analysis was analyzed in four dimensions: probability of occurrence, impact, detection difficulty. Third, risk mitigation measures were classified, control, transfer, and sharing. Fourth, the risk mitigation measures were realized through document verification, product verification, process verification, and quality system evaluation. Finally, risk mitigation measures were implemented and the effectiveness of the risk mitigation measures was evaluated through effectiveness evaluation. Conclusions: In order for the risk assessment procedure proposed in this study to be applied to actual work, it is necessary to obtain the consent of the person involved in the work due to the increased time for risk identification and preparation of the government quality assurance log, and a change in the information system that performs the actual work is required. Therefore, the authors of this study plan to actively perform internal seminar presentations and work improvement suggestions to apply these research outputs to actual work.

검체채취실의 고객만족도 향상 (Improvement for the Degree of Client Satisfaction in the Sample Collection Room)

  • The sample collection room(SCR) will have much more influence than all the other departments for the improvement of hospital image, if anyone coming to the SCR in the hospital goes back with the perfect complacency and because most clients who have much stresses and fatigues pay a final visit to the SCR via receipt-diagnosis- acceptance process. SCR has improved its image for the purpose of gratifying clients, in order for clients to visit the hospital again, the quality improvement(QI) team in the Diagnosis Inspection Medical Department has come to a conclusion as follows. The degree of client gratification before improvement marks 65.9 point, but the degree after improvement was 74.2 point. Therefore, satisfaction has increased by 8.3 points. The degree of client gratification in groups before improvement marks (1) service parts-89.2 points (2) facilities and environments-49.1 point (3) toilet facilities-46.3 point. But its gratification after improvement marks (1) 92.5 point (2) 60.1 point (3) 61.0 point. Therefore the degree of satisfaction has increased by (1) 3.3 point, (2) 11.0 point, (3) 14.7 point. The progress of facility improvement plans and the exclusion of improvement on the facility contents in the hospital have made facilities and environments of SCR and toilet facilities to be poorly improved. Although service parts have a good mark, and the facilities and environments are not scoring well, the whole degree clients' gratification of SCR couldn't be helped by the low grade. Therefore the bottom line for the clients' gratification of SCR in the future is to ameliorate the facilities and environments. SCR will take the clients' gratification survey every year and if any items get low marks, that is, below 90 point throughout the survey, SCR will immediately starts the improvement work for the clients' gratification with operating the programs of controlling quality continually, and SCR should induce the operation of services, participating in the kind campaign drive for clients. So SCR will adopt the incentive system for the best staff members who perform these kinds of services.

공간환경계획 수립을 위한환경정보의 체계화와 개선방안 (Systematizing and Improving of Spatial Environment Data for the Establishment of Spatial Environment Planning)

  • 환경정책기본법에 근거하여 수립되는 환경보전계획은 친환경적인 공간구축을 위한 활용 가능성과 잠재성에도 불구하고 선언적이면서 형식적인 계획으로 사실상 인지되고 있다. 이러한 인식의 중요한 요인 중의 하나는 공간개발과 직접적인 관련성이 있는 공간계획(도시기본계획 등)이나 도시개발계획과의 연계성을 확보하지 못한 것에 기인하며, 이는 공간환경계획이라는 계획 간의 연계수단의 필요성으로 종결된다. 이에 환경보전계획의 활용성과 계획 간의 연계성 확보를 위한 공간환경계획의 수립을 위해 선행되어야 할 공간환경정보의 체계화를 제안하고자 하며, 이를 위해 기존의 환경정보를 파악하고 공간환경계획과의 연계방안에 대해서 살펴보고자 하였다. 이와 관련해서 국가차원 및 지자체 차원에서 구축하고 있는 공간정보시스템을 살펴보고, 환경매체별로 활용 가능한 공간정보를 분류하였다. 또한 9개의 환경매체별로 공간환경계획에 포함될 수 있는 공간정보 및 계획 항목을 도출하여, 기존의 공간정보시스템, 공간환경 현황정보, 공간환경 관리계획으로 이어지는 연계체계를 구축하였다. 나아가, 공간환경계획 활성화를 위해 공간환경정보 구축에 관한 개선사항을 제안하였다. 체계적인 공간정보 구축은 공간환경계획 수립을 용이하게 함으로써 환경보전계획을 강화하고 위상을 높임은 물론, 관련 공간계획과의 연계성 강화에도 기여할 것이다.

한.중 항만지역 물류산업 협력 증대방안 연구 : 산둥성 사례연구를 중심으로 (Strategic Plans to Increase Cooperation between Korean and Chinese Logistics Industries in Port Regions: Focused on Case Study in Shandong Province)

  • 본 연구는 날로 교역규모가 증가하고 있는 한국과 중국 간의 물류산업 협력 증대 방안을 모색하기 위해 수행하였다. 특히 양국 교역량의 대부분을 처리하는 항만의 중요성에 따라 항만지역을 중심으로 하는 물류산업 협력 강화 방안을 강구하였다. 연구의 진행은 우리나라의 수도권 항만지역과 중국 환보하이경제권의 산둥성 항만지역을 사례로 연구하여 문제점을 도출하고, 이를 토대로 항만지역을 중심으로 하는 한 중 간 물류산업 협력 증대방안을 제시하였다. 연구 결과 한 중 항만지역 간의 물류산업 협력을 증대시키기 위해서는 양국 정부가 항만지역에서 발생하는 문제점들을 개선하려는 노력이 가장 중요하게 제기되었다. 더불어 한국정부는 중국 내 항만지역에 입주하는 한국기업에 대한 지원을 더욱 강화하고, 수도권 항만지역이 고른 대중국 항만 경쟁력을 갖추도록 제도개선, 시설투자 등 다각적 노력을 경주해야 함을 알 수 있었다. 본 연구는 그동안 관련 연구에서 제시한 한 중 물류산업 협력에 대한 개선 방안을 항만지역이라는 공간적 범위로 압축하고 항만지역에 입주한 기관에 대한 심층면접조사를 토대로 재조명한 것에 의의를 지닌다.
