  • This work presents an assessment of the computational performance of a vector-parallel implementation of probabilistic model for concrete cracking in 3D. This paper shows the continuing efforts towards code optimization as reported in earlier works Paz, et al. (2002a,b and 2003). The probabilistic crack approach is based on the direct Monte Carlo method. Cracking is accounted by means of 3D interface elements. This approach considers that all nonlinearities are restricted to interface elements modeling cracks. The heterogeneity governs the overall cracking behavior and related size effects on concrete fracture. Computational kernels in the implementation are the inexact Newton iterative driver to solve the non-linear problem and a preconditioned conjugate gradient (PCG) driver to solve linearized equations, using an element by element (EBE) strategy to compute matrix-vector products. In particular the paper analyzes code behavior using OpenMP directives in parallel vector processors (PVP), such as the CRAY SV1 and CRAY T94. The impact of the memory architecture on code performance, and also some strategies devised to circumvent this issue are addressed by numerical experiment.

  • The purpose of this study was to analyze qualitatively implementation in schools through perception on creativity and character education of teachers who participated in winter training and workshop which the Southeast Regional Center for Creativity and Character Education arranged. The results are as follows. Firstly, teachers responded that they used most often a variety of students' experiential and participant activities associated with the subject in practising creativity and character education. Secondary, they showed a wide variety of responses from 'not to able to measure' to 'to practice in every class' for how often to apply to and practise creativity and character education in class. Thirdly, for the question of 'How do you think environment for creativity and character education in your school', while parts of them responded 'sufficient educational environment', some of them did 'poor or not completely supported environment'. Lastly, most of them utilized teaching materials for creativity and character education periodically or in reconstructing according to instructional form in their class.

  • This study is significant in determining the reduction of safety accidents by applying PDCA's theory by subdividing it into a case analysis technique for construction sites by PDCA's theory. For this study, accidents accounted for the largest proportion of each type of disaster in the construction site were considered, and safety accidents were reduced through the PDCA theory through prior research. The analysis method of this study derived improvement plans by applying PDCA techniques to plan, implement, confirm, review, and improve disaster accidents at construction sites. The conclusions of this study are as follows. In the plan, first of all, measures shall be taken to prepare a safety management plan, to verify the implementation of the plan, and to verify the degree of implementation by the field manager. In the implementation, first of all, it is necessary to introduce a safety education history system to strengthen the safety education curriculum to suit the site, as long-term work is impossible for field workers depending on field conditions. First of all, it is necessary to strengthen the installation of safety facilities, including "work scaffolding" and "conducting prevention facilities" at construction sites. In management review and improvement, the risk assessment system for construction sites needs to be expanded first°.

  • The purpose of this study is to analyze the difference in the degree of self-determination between the criteria that general high school students consider important when selecting subjects (hereinafter referred to as 'importance') and the criteria that are actually applied when selecting subjects (hereinafter referred to as 'implementation'), based on the existing motivation type discrimination scale and subject selection criteria scale. As a result of analysis based on the data of a total of 786 high school students, the degree of self-determination was found to be different for all 34 questions and 8 factors in importance and implementation. In general, the questions and factors showed a simple structure with the motivation types and showed the lowest correlation with the motivations at both ends of the self-determination continuum. Among the factors that students consider important when selecting subjects and the factors that are actually applied, the 'SAT' factor showed the highest positive correlation with identification control. In addition, it was found that autonomous subject selection was more preferred than subject selection based on extrinsic motivation. These results are not only meaningful as the first study to analyze the degree of self-determination in the subject selection of high school students, but also can be used as useful data for customized subject selection guidance according to the degree of self-determination. The implications of this study and suggestions for follow-up studies were discussed.

  • Heritage timber structures represent the history and culture of a nation. These structures have been inherited from previous generations; however, they inevitably exhibit deterioration over time, potentially leading to structural deficiencies. Structural Health Monitoring (SHM) offers the potential to assess operational anomalies, deterioration, and damage through processing and analysis of data collected from transducers and sensors mounted on the structure. This paper reports on the design and implementation of a long-term SHM system on the Feiyun Wooden Pavilion in China, a three-story timber building built more than 500 years ago. The principles and features of the design and implementation of SHM systems for heritage timber buildings are systematically discussed. In total, 104 sensors of 6 different types are deployed on the structure to monitor the environmental effects and structural responses, including air temperature and humidity, wind speed and direction, structural temperatures, strain, inclination, and acceleration. In addition, integrated data acquisition and transmission subsystem using a newly developed software platform are implemented. Selected preliminary statistical and correlation analysis using one year of monitoring data are presented to demonstrate the condition assessment capability of the system based on the monitoring data.

  • The advent of quantum computers threatens the security of existing hash functions. In this paper, we confirmed the implementation results of quantum circuits for domestic/international hash functions, LSH, SHA2, SHA3 and SM3, and conducted a comparative analysis. To operate the existing hash function in a quantum computer, it must be implemented as a quantum circuit, and the quantum security strength can be confirmed by estimating the necessary quantum resources. We compared methods of quantum circuit implementation and results of quantum resource estimation in various aspects and discussed ways to meet quantum computer security in the future.

  • Environmental protection has been infused into the development of numerous fields by the Chinese government. The government's implementation of green development has also shifted its focus to green transformation and governance of highpolluting companies. In the context of green and sustainable development, this study employs DEA data envelopment analysis to compare the operating efficiency of listed firms that implemented Green Mergers and Acquisitions (M&A) in China in 2018. The conclusions of this study are as follows: First, China's green M&A enterprises are unevenly dispersed among the country's east, middle, and western regions. Second, compared to before the implementation of Green M&A, operational efficiency has improved in most industries. Third, the difference in Green M&A across industries is generally favorable, showing that most organizations have improved their operational performance as a result of Green M&A implementation. In 2018, however, the gap in operating efficiency is more negative. Fourth, whereas the eastern and western areas' operational efficiency has improved as a result of Green M&A, the central region's has not. Based on this conclusion, this study makes recommendations for China's future sustainable development of heavily polluted firms.

  • As a case study in the field of policy implementation research, this study focuses on how the logic of consumer choice and provider competition operates on the front line of policy processing. To find the implementation process of the program, 39 interview data were analyzed, including voucher users, care workers, social workers in 4 agencies and local public officers in one of the district in Seoul, and relevant officials from the Ministry for Health, Welfare and Family affairs and the Center for Social Service Management. The main results are as follows: In the level of policy implementation, user choice and competition, which was the main logic behind the implementation of the voucher program, did not occur as expected by policy makers. Instead of user choosing his/her provider, it was found that the providers were choosing its users. Secondly, the case study found that providers have formed a caucus which allocated the local users equally amongst the providers. In this process, local public officers have supported the meeting by providing them with a list of users. Such results may be interpreted as a habitual execution from the tradition of supply-side subsidy, rather than the way of implementation in the market system. Thirdly, although voucher users could not choose their preferred agency in the first stage of service, some other choices exists so that users may choose their preferred care-giver and time for service. Finally, the change of agency and care-giver in the way of delivering services were observed.

  • A new medical delivery system which regulated outpatient department(OPD) use from tertiary care hospitals was adopted in 1989. Under the new system, patients using tertiary care hospital OPD without referral slip from clinics or hospitals could not get any insurance benefit for the services received from the tertiary care hospital. This study was conducted to evaluate the Patient Referral System(PRS) with respect to health care expenditures and utilization. Two data sets were used in this study. One was monthly data set(from January 1986 to December 1992) from the Annual Report of Korea Medical Insurance Corporation(KMIC). The other was monthly joint data set composed of personal data of which 10% were selected randomly with their utilization data of KMIC from January 1988 to December 1992. The data were analyzed by time-series intervention model of SAS-ETS. The results of this study were as follows: 1. There was no statistically significant changes in per capita expenditures following PRS. 2. Utilization episodes per capita was increased statistically significantly after implementation of PRS. The use of clinics and hospitals increased significantly, whereas in tertiary care hospitals the use decreased significantly immediately after implementation of PRS and increased afterwards. 3. Follow-up visits per episode were decreased statistically significantly after implementation of PRS. The decrease of follow-up visits per episode were remarkable in clinics and hospitals, whereas in tertiary care hospitals it was increased significantly after implementation of PRS. 4. There was no statistically significant changes in prescribing days per episode following PRS. Futhermore, clinics and hospitals showed a statistically significant decrease in prescribing days per episode, whereas in tertiary care hospital it showed statistically significant increase after implementation of PRS. 5. Except high income class, the use of tertiary care hospitals showed statistically significant decrease after implementation of PRS. The degree of decrease in the use of tertiary care hospitals was inversely proportional to income. These results suggest that the PRS policy was not efficient because per capita expenditures did not decrease, and was not effective because utilization episodes per capita, follow-up visits per episode. and prescribing days per episode were not predictable and failed to show proper utilization. It was somewhat positive that utilization episodes per capita were decreased temporarily in tertiary care hospitals. And PRS policy was not appropriate because utilization episodes per capita was different among income groups. In conclusion, the PRS should be revised for initial goal attainment of cost containment and proper health care utilization.

  • The Agricultural Environmental Conservation Program is a useful system for creating sustainable agriculture and environmentally friendly and comfortable rural areas. However, there are still many problems and difficulties, such as the establishment of necessary activities and plans by the residents themselves, and improvements are required. The degree of importance and difficulties according to the implementation stage of each stakeholder was quantified and compared with each other, and the specific difficulties recognized by on-site support organizations were structurally analyzed. It was analyzed that the importance and difficulties of the project implementation stage for local government officials and the project implementation planning stage for on-site support organizations were very high, indicating that they perceived the most need for improvement. On the other hand, 21 specific problems and difficulties were derived based on the results of the literature survey and stakeholder interviews. As a result of the structural analysis using the DEMATEL method, the most influential factor was the low understanding of the project by residents, the most influential factor was the lack of collecting and reflecting residents' opinions, the most central factor was the lack of collecting and reflecting residents' opinions, and the most causal factor was the lack of education and promotion of the project. The results indicate that a more stable system can be established if continuous promotion and education, periodic meetings and discussions, active reflection of residents' opinions in project implementation plans, and simplification of implementation inspection and project cost execution through the implementation inspection platform are promoted. Despite the limitations, considering that no institutional analysis of agricultural environmental conservation programs has been conducted so far, the results of this study are expected to serve as a basis for the establishment of relevant policies in the future.
