The purpose of this study is to illuminate the reason why community building policies by the Government seem to fail to work properly in Korea. The existing studies focus mainly on designing community building systems, thus they cannot provide plausible explanations about the cause of the unsuccessful outcomes from the policies. To overcome the limitations of the existing studies, the authors examine the implementation factors to influence the policy instruments with the perspective of policy implementation. By performing the analysis, the results imply the implementation factors, such as executer's competence, supports by related interests, incentive systems, and legal-institutional instruments, are important to influence the implementation performance of the relevant policy instruments. To make community building successful policies, The authors therefore suggest that the capacity of local administrators and residents should be raise, and one of which the way to enhance is to support research and program development by the resident-oriented living laboratory systems in localities.

The purpose of this paper is to develop a model of the strategic management of university library in Korea. The model from this study is summarized as follows: 1. Shipbuilding workers are potentially exposed to ergonomic hazards in the manufacturing process. The purpose of this study is to describe the impact of an ergonomic intervention and the implementation effect of ergonomics program at a shipbuilding company. This study portrays an implementation procedure of ergonomics program over a period of two years concerning ergonomic hazard analysis and improvement, along with medical management. After implementation of the ergonomics program, the productivity improved, and the rate of accidental incidents decreased, also the loss of workdays decreased largely. The implementation effect of ergonomics program presented in this study can be used to provide baseline information for the prevention of musculoskeletal disorders in the shipbuilding industry.

Understanding what lies beneath the relationship between ISP and its implementation is an significant area of inquiry in the ISP research. Through an empirical analysis and complementary case examples the current study examines this relationship at six different university sites which undergone both of these processes years from 1995 to 2001. The face-to-face, in-depth interviews were conducted to those participated in both of these processes. A questionnaire survey was also conducted to same participants to elevate the quality of the validity and reliability of the measures. Due to the limitation of the access to the data, it was not possible to compare how similar the final implementation outcomes are from what was originally planned in ISP to some sites. However the study finds that such organizational factors as management support, communication, and organizational culture at the ISP play an important role in the implementation process. This paper proposes that these organizational factors although little they seem to directly affect each individual elements in the implementation process, its latent impact is critical as a whole.

The objective of this study was to investigate the problems and benefits associated with the implementation of HACCP on livestock product of plants in Korea. The survey was carried out by randomly selecting 115 HACCP accredited meat processing plants, all across the country. A total of 105 complete responses were selected for analysis. The results were as follows: approximately 60% of the respondents employed less than twenty workers. The average period of operating HACCP system was 3.4 years. The respondents replied that the major incentive to implement the HACCP system was to improve hygiene management ability. More than half of the respondents (59.05%) claimed that the implementation of the HACCP system cost less than 400 million won, and the highest investment in terms of cost was the freezer/refrigerator. In the preparation period taken to implement the HACCP system, the 6-12 mon category had the highest percentage (55.24%). Most respondents replied that there was an increase in the customer satisfaction, plant image and turnover, after HACCP implementation (p<0.05). A total of 98.09% of respondents had the opinion that their plant workers had improved in their understanding of food hygiene by HACCP implementation (p<0.05). Approximately 79% of respondents indicated that customer complaints decreased, as a result of HACCP implementation.

양자 컴퓨터의 개발이 가시화됨에 따라 RSA, Elliptic Curve Cryptosytem과 같은 암호 시스템을 대체할 수 있는 포스트 양자 암호에 대한 연구가 활발히 진행되고 있다. 하지만 이러한 포스트 양자 암호조차도 실 환경에서 구동될 때 발생할 수 있는 부채널 분석에 대한 취약점을 반드시 고려해야만 한다. 본 논문에서는 NIST 포스트 양자 암호 표준 공모에 제출된 NTRU 구현 소스인 NTRUEncrypt에 대한 새로운 부채널 분석 기법을 제안한다. 기존에 제안되었던 부채널 분석 방법은 많은 수의 파형을 이용하였지만 제안하는 분석 기술은 단일 파형을 이용한 분석 방법으로 공개키 암호 시스템에 실질적으로 적용이 가능하다. 또한 본 논문에서는 제안하는 분석 기술에 안전성을 제공할 수 있는 새로운 대응 기술을 제안한다. 이 대응 기법은 과거 NTRU 부채널 분석 기법에도 안전할 뿐만 아니라 기존의 NIST에 제출된 코드보다 더 효율적 구현이 가능한 알고리즘을 제안한다.

At first we estimate generation cost by generation technology then recommend and suggest some countermeasures and implementation for institutional improvement.

This paper provides an implementation of data envelopment analysis (DEA) developed by Charnes et al. using SAS. Since a flexible interactive matrix language SAS/IML included in the SAS has a syntax similar with the matrix algebra, one can easily create and understand SAS/IML code for DEA. In this paper, a simple SAS/IML code for DEA and its illustrative implementation with an input-output data set of 25 American private university research libraries are provided.

An implicit finite element implementation for Leblond's transformation plasticity constitutive equations, which are widely used in welded steel structure is proposed in the framework of parallel computing. The implementation is based upon the multiplicative decomposition of deformation gradient and hyper elastic formulation. We examine the efficiency of parallel computation for the finite element analysis of a welded structure using domain-wise multi-frontal solver.

In this paper, we analyze the relationship between implementation of information technology and inventory turnover as a measure of operational efficiency. We build a regression model including a dummy variable that indicates whether a firm has been nominated for being good at implementing information technology. By using publicly available data, we have conducted an extensive empirical analysis and found that firms' using information technology is not likely to affect inventory turnover significantly. This result implies that we have to take careful consideration in adapting information technology.
