Targeted killing is a modern euphemism for the assassination of an individual by a state organization or institution outside a judicial procedure or a battlefield. Targeted killing using armed drones has raised profound anxieties in legal, policy, and advocacy communities in the United States and abroad, including among UN officials. The bottom line for targeted killing supporters is that targeted killing works as part of a larger counter-terrorism strategy. Targeted killing does what it is supposed to and removes the leader of a group. And despite growing legal, moral, and ethical issues concerning targeted killing, scholars agree that drone strikes and targeted killing operations will stay. The ACLU has sued top CIA and Pentagon decision-makers to seek accountability for the unlawful killings of three U.S. citizens in Yemen last year. Also, strikes by drones are associated with serious problems such as collateral damage to ordinary citizens and friendly fire. Targeted killings by drones also involves several issues to be resolved, including suspicions that they may run counter to domestic law prohibiting assassination, the opacity concerning their definitions and military actions, and the impact of whiplash transition. Finally, targeted killing program and the need for transparency. The assembly referring to resolution invites the committee of ministers to undertake a thorough study of the lawfulness of the use of combat drones for targeted killings and if need be develop guidelines for member states on targeted killings with a special reference to those carried out by combat drones. These guidelines should reflect the states duties under international humanitarian and human rights law in particular the standards laid down in the EC on human rights as interpreted by the european court of human rights.
By a comparative study of the philosophical backgrounds of universal service in Korea and the US, this research finds that Korea has paid little attention to the relations between universal service and basic human rights even though it has rapidly and successfully implemented universal service of telephone and the internet services in the past. Based on this key finding, it reaches a conclusion that Korea should adopt a new approach in implementing universal service in the future, considering the goals and contributions to the improvement of the basic human rights of universal service because economic goals have been main drivers of the implementation of universal service so far in Korea, which is not appropriate and suitable for the information society that new telecom services are rapidly emerging.

Pre-post tests based on the experimental design were performed and data were analyzed using descriptive statistics, paired t-test, independent t-test and ANOVA. The research results showed as follows; Disability awareness was improved significantly and knowledge about discrimination and differentiation were enhanced after attending the program. Also, it was found that the factors like gender, age, and program types made significant difference to the effects of the program. The purpose of this study was to examine the role of parental support in mitigating the impact of discrimination experiences on depression among children and adolescents. This focus was based on the premise that experiences of discrimination can negatively affect peer relationships as well as behavioral and emotional development in youths who spend a significant amount of time with their peers at school. We aimed to explore the mediating role of parental support and to present policy and practical recommendations from a social welfare perspective. For this purpose, data from the "2020 Survey on the Human Rights of Children and Adolescents" was utilized, involving 9,000 students ranging from 4th to 6th grade in elementary school, grade in middle school, and grade in high school from across the country. The study was conducted targeting these groups. For research analysis, frequency analysis using SPSS 26.0 was employed to calculate the general characteristics of the study subjects and the reliability coefficient of the testing tool. And regression analysis was conducted to verify the mediating effect of parental support on the impact of discrimination experiences on depression. The analysis revealed that there were 4,473 males (51.9%) and 4,150 females (48.1%), and that experiences of discrimination had a negative effect on depression (B=311, P<0.001). It was found that the more frequent the experiences of discrimination, the higher the level of depression, and the more a youth experienced discrimination, the greater the psychological depression they endured.

Recently, The wide range of the Internet applications and the related technology developments enabled the ease use of the digital multimedia contents (fixed images, movies, digital audios). However, due to the replay ability which the contents may be easily duplicated and not only the duplicates are capable of providing the same original quality. There are mainly the encipher techniques and the watermarking techniques which are studied and used as solutions for the above problem in order to protect the license holders' rights. To the protection of the IP(Intellectual Property) rights of the owner, digital watermarking is the technique that authenticates the legal copyrighter. This paper proposed the watermarking algorithms to watermark the 256 gray logo image and the color image by applying the wavelet transformation to the color stand-still images. The proposed algorithms conducted the watermark insertion at the LH frequency region among the wavelet transformation regions (LL, LH, HL, HH). The interleaving algorithms which applied in data communication was applied to the watermark. the amount of watermark increased which consequently caused the PSNR to decrease but this might provide the perseverance against the external attacks such as extraction, filtering, and crop.

This article investigates ethical challenges cancer patients face in the end stages of life including doctors' responsibilities, patients' rights, unexpected desires of patients and their relatives, futile treatments, and communication with patients in end stages of life. These patients are taken care of through palliative rather than curative measures. In many cases, patients in the last days of life ask their physician to terminate their illness via euthanasia which has many ethical considerations. Proponents of such mercy killing (euthanasia) believe that if the patient desires, the physician must end the life, while opponents of this issue, consider it as an act of murder incompatible with the spirit of medical sciences. The related arguments presented in this paper and other ethical issues these patients face and possible solutions for dealing with them have been proposed. It should be mentioned that this paper is more human rational and empirical and the views of the legislator are not included, though in many cases human intellectual and empirical comments are compatible with those of the legislator.

Objectives: The purpose of this study is to examine the relationship between sexually explicit video viewing and social support through the mass media and the sex openness of adolescents. Methods: This study used as the main data of 'Study on Measures against Sexualization of Juveniles through Mass Media in the Smart Age' conducted by 'National Youth Policy Institute' in 2014 nationwide. 3,176 of the 4,356 adolescents in Korea were selected as the final study subjects after excluding the 1,180 missing adjectives. Results: As a result, sex openness of male students was higher than that of female students. The higher the grade, the higher the sex openness, and the higher the stimulus, the higher the sex openness. The higher the imitation sharing, the higher the sex openness. The higher the human rights violation, the lower sex openness. Finally, the higher the social support, the higher the sex openness. Conclusions: In conclusion, strengthening the management of realistic media providers and emotional education rather than the unconditional regulation of mass media is expected to help prevent adverse effects on the sex openness of adolescents.
Due to the development of the domestic economy and science, the people's standard of living has increased. Accordingly, we want to improve the quality of life. In other words, we guarantee human rights and pursue dignity and value as human beings. Therefore, the medical field extends human life and helps maintain a healthy life. The social medicine that protects human rights is forensic medicine. Forensic medicine identifies deaths and analyzes the cause using forensic radiology images. Forensic radiology is the acquisition and provision of medical images by the radiographer. Therefore, the radiographer must have expertise by completing forensic science-related courses. Recently, medical and nursing schools have opened and operated various subjects such as forensic medicine and forensic nursing. However, the Department of Radiology science is the only school that offers courses related to forensic science. For the future development and exploration of the radiographer and department of radiology science, forensic education should be considered. For this purpose, we investigated the necessity and demand for forensic education in the department of radiology science undergraduate and graduate schools. The department of radiology science students' awareness of forensic science was found to be 2.977 points, but the need for forensic science education for the radiographer was high at 3.759 points. In addition, current students' demand for forensic science courses was high at 84.1%, with the majority responding that it was necessary to open and operate the course. This study was able to determine the demand for forensic science-related subjects among the department of radiology science undergraduate and graduate students, and there is a need to explore diversity and expertise in education. We hope that it will be used as basic data for the development of forensic medicine and radiology science.
