디지털 융합시대의 보건복지 인력 대상 직무교육 오픈 플랫폼 도입방안에 관한 탐색적 연구 (A Exploratory Study on the Introduction Plan of an Open Platform for Health and Welfare Human Resource Education of the Digital Convergence)

  • 우리는 곧 포스트 코로나 시대를 마주하게 될 것이다. 현재, 한국보건복지인력개발원에서 운영 중인 보건복지 인력 대상 직무교육 본래 목적 달성과 교육 일관성 유지를 위한 변화 혁신이 필요한 시점이다. 본 고에서는 보건·복지 직무교육 콘텐츠를 집적하여 효율적·효용성 있는 교육과정 운영을 위한 대안을 찾기 위해 국내·외 문헌고찰을 했다. 이를 통해 오픈 플랫폼 구축 가능성을 점검하고 충분한 대안으로서 제시할 수 있을 것으로 판단했다. 오픈 플랫폼의 수요자는 보건복지 서비스 인력(종사자), 전문가(교수, 관련기관 공직자, 전문가 등), 대상 국민, 관련 시민사회단체 등이다. 또한, 제공자(suppliers)는 강사진(연구자, 교수, 관련기관 공직자, 전문가 등), 보건복지개발원을 포함 보건복지 관련 공공기관이 될 것이다. 보건복지 부문 직무교육 오픈 플랫폼 구축을 통해 대상자의 교육 접근성과 학습관리시스템 운영이 가능하겠다, 무엇보다도, 교육 전문가의 업무 중복과 예산 효율화에 기여할 수 있을 것이라 기대한다.

맞벌이 부부자녀를 위한 방과후 아동지도 프로그램 제안 연구 (A Proposal on the after-school child care programs for children of dual-earner couples)

  • The major purpose of this study is to investigate the actual condition of elementary school, nursery school, social welfare facilities providing after-school child care programs and to suggest new after-school program which is focused on social and emotional development for children of dual-earner couples. The cases of current after-school programs in Seoul and Gyeonggi area were analyzed. The results are as follows. First, it was showed Hat elementary school' child care programs after school were designed for speciality-aptitude education during 3-4 hours. Second, nursery school's programs were showed to instruct children in homework and make up learning and were operating until late evening. But the nursery school fee is more expensive than the other facilities. Third, social welfare facilities have a variety of program than elementary school and nursery school. But the program still consist of homework, supplementary lessons, speciality education etc. These facilities have too much students, compared to the teachers

  • 전세계 해상 조난 및 안전제도의 시행에 따라 GMDSS 통신설비의 운용과 이에 대한 정확안 활용이 요구된다. 본 연구의 목적은 GMDSS 시뮬레이션 교육이 해상무선통신사의 해상용 통신기기 및 운용에 관한 이해력을 평가하고자 하였다. 이러한 연구의 목적을 달성하기 위해 A1해역에서 발생한 조난신호에 대한 처리능력을 시뮬레이션을 이용하여 전송하는 단일 시나리오는 적용하여 남 녀 10명에게 상활을 이해하고 처리하는 능력을 평가하였다. 평가결과 시뮬레이션을 이용한 시나리오 전략 교수는 연구대상자의 조난상황 처리능력을 향상시키고 해상통신기기 및 활용에 대한 이해력을 높이는 것으로 평가되었다.

경상북도 산림자원 여건분석 및 지역 산림인재 정책 기초연구 (A Study on the Regional Forest Human Resources Policy based on the Forest Resource Conditions in Gyeongsangbuk-do)

  • The purpose of this study is to establish a linkage between local forest human resources policies and the analysis of forest resource conditions in Gyeongsangbuk-do. In particular, the study aims to gather insights from students enrolled local formal education institutions through a demand survey and their opinions. These findings would serve as basic data for the formulation of medium- and long-term policies. According to the results of the analysis, all surveyed groups expressed a desire to pursue careers, entrepreneurship, or further school education based on their forestry majors. Among, the most important needs identified for local human resources, receiving training related to field practice and access to information emerged as paramount. In addition, it was observed that educational programs were conducted on weekends and during school vacations, with integration into the school curriculum to ensure participants not only benefit from self-development but also receive administrative support. A notable observation in the survey results was the absence of a network among forest professionals, signifying a key weakness within the forest sector in Gyeongsangbuk-do. The results of this study hold significant value in terms of analyzing and sharing the educational preferences of forest human resources in Gyeongsangbuk-do, thereby serving as basic research data for proposing policies. In the future, by expanding the scope to include case studies and forest human resource preference analyses through cooperation with other local governments and institutions, the research can contribute to the establishment of national-level policies for forest human resources on a broader scale.

수산·해운계열 교사를 위한 인적자원개발 방안 모색(I) (A Study on the Improvement of Human Resource Development for Fisheries and Shipping affiliate Teachers(I))

  • The purpose of the study is to improve in-service fisheries & shipping affiliate teachers informative and professional presentation. The sensible solution to this problem is to analyze about the opinion of in-service fisheries & shipping affiliate teachers about Certification Training Program during 10 years. We provide the suggestion about the coming certification training program that satisfy the need of the trainee and that can be effectively applied into practical teaching movement in school. According to these conclusion, it is estimated that in-service fisheries & marine teacher don't have the negative view of certification training program. By the way Combination subject education program was significantly improved by developing the program on the basis of the fisheries & shipping affiliate teachers' opinion.

New Approaches for IT Human Resource Development: Korean Cases and the Applicability to Other Countries

  • This article aims to examine the achievement and limitation of adaptation of supply chain management (SCM) to IT human resource development (HRD) in Korea and to derive the implication of the Korean experience to other countries. In late 1990s, the IT New Deal Policy and the quantitative expansion of IT HR were introduced. Since mid-2000s, there has been much innovation in IT products as well as increased demand of highly qualified IT experts. The SCM in IT HRD was introduced in 2004 and continuously developed more. Since the late 2000s, IT convergence expanded to traditional industries and the new IT-based-industries were created in Korea. In this regard, Korea established the Seoul Accord as an international IT engineering education accreditation system in 2008. In response to the paradigm change, in 2011, the Korean government developed TOPCIT, which is a kind of competency test for evaluating IT competency.

R&D 인력교육 현황분석 및 재교육 프로그램 개발에 관한 연구 (A Study on the R&D Human Resource Education Status Analysis and Reeducation Programs Development in South Korea)

  • This study develops reeducation programs to satisfy needs conducted by the analyses of potential customers and present R&D education programs. The results of this study were derived using the data collected from 200 R&D researchers and control managers occupied in research centers. By analyses of the survey, results showed that the professional R&D reeducation institution and specialized education programs according to career and position were needed. To bring solution of the researcher's reeducation, the establishment of R&D Supreme Academy is essential for effective human resource development and management in R&D.

생태공원 조성 및 생태교육 프로그램에 대한 요구 조사 (A Survey of the Needs for the Development of Ecopark and Ecological Education Program of Ecopark)

  • Ecopark enables sustainable use of natural resource and can be used as a place for site-based environmental education as well as for recreation. This study investigated the opinion for the development of ecopark and ecological education program of ecopark. Nine hundred and fifteen (918) students, 388 teachers, 341 adults, 200 administrators of district education offices, and 40 administrators of environmental offices participated in this survey with a response rate of 89.7%. Results of this survey indicated the followings are needed to develop ecopark : natural resources and facilities, ecological educational program and its operation, human resource and professional development, and cooperation system with educational and environmental offices. On the basis of these results, the way of improvement was discussed and proposed.

자원 순환형 학교 폐기물 관리 방안 연구 (A Study of the Resource-Recycling Waste Management at Schools)

  • A 'Resource recycling society' is the common goal to reduce environmental impact from human activities and to conserve natural resources. The Resource-Recycling Waste Management is necessary to explicitly show objectives, and to evaluate the achievement level gained by school administration. In this paper, focusing on resource-recycling school waste management, three indicators are designed to evaluate the present conditions of school waste management, which include evaluation of school policy, waste management and education for waste management by school administration. Each indicator is made up of three or four questions that are supposed to be answered by school managers, teachers and students. Questionnaire surveys, which is based on the resource-recycling school waste management indicators, were carried out in elementary school, middle school and high school in the National Capital region. The resulting of indicators well describe the situation of school waste management among these schools. Influential strategies towards resource-recycling school waste management have been found in analysis.

Trends and Issues of e-Learning Curriculum for Human Resources Development in the Corporate Context

  • The purpose of this study was to analyze majors trends and issues of e-Learning curriculum for human resource development in the corporate context. The e-Learning curriculum was chosen as the subject of research consists of 2,710 lectures that were given from 2007 to July 2009 for the recent three years by providing at Ministry of Labor and Korea Research Institute for Vocational Education & Training. In order to investigate trends and issues, it was employed theme analysis which is one of the types of document analysis that approach a qualitative research methodology. As a result of this research, 7 major trends and issues in e-Learning curriculum for HRD in the field of corporate education were drawn; ① Strengthening expertise through learning of job related professional knowledge, ② Cultivation of common & essential knowledge for a job to increase work performance efficiency ③ Organizational management strategy for improving performance, ④ Organizational management and operational strategy for actively responding to environmental changes, ⑤ Leadership as a strategy for cultivating core personnel and field-centered practical leadership. ⑥ Creating a happy workplace through the work-life balance, ⑦ Strengthening global communication skill. Based on these analysis, practicals and theoretical implications of e-Learning professionals and HR researchers for HRD were suggested.
