The Reinforcement Plan of Safety Management for the Small-sized Facility (소규모 시설물의 안전관리 강화방안)

  • While large-sized facilities (type I II) have been managed systematically after the establishment of the Special Law for Safety Management on Facility, the management of small-sized facilities is relatively poor. The small-sized facilities have been managed by The Basic Law for Disaster and Safety Management, however, it is hard to manage them systematically as related standards are not established. Therefore, this study proposed the management plans for including the facilities such as some road tunnels and utility tunnels, which have the definite manager and a high possibility to harm the public, into type I and II facilities. In addition, it proposed the reinforcement plans of safety management for small-sized and vulnerable facilities such as breast wall and cut slopes, traditional markets and pedestrian bridges, which are fundamental facilities closely related to people's life, although a budget and a man-power are not enough.

Application of Smart Isolation Platform for Microvibration Control of High-Tech Industry Facilities (첨단기술산업 시설물의 미진동제어를 위한 스마트 면진플랫폼의 적용)

  • In this study, a smart isolation platform has been developed for control of microvibration of high-technology facilities, such as semi-conductor plants and TFT-LCD plants. Previously, microvibration control performance of a smart base isolation system has been investigated. This study compared microvibration control performance of a smart isolation platform with that of conventional base isolation and fixed base. For this purpose, train-induced ground acceleration is used for time history analysis. An MR damper was used to compose a smart isolation platform. A fuzzy logic controller was used as a control algorithm and it was optimized by a multi-objective genetic algorithm. Numerical analysis shows that a smart isolation platform can effectively control microvibration of a high-technology facility subjected to train-induced excitation compared with other models.

  • This study suggests how to classify owner's standard specifications in organizations such as local governments which place an order for constructing general and various types of facilities. And the principal conclusions of this study can be summarized as follows; first, the Standard Specifications for Seoul Metropolitan Government of for all facilities could be integrated by seven individual works. Second, it is advisable from a viewpoint of long term to draw up integrally owner's standard specifications by trade for facilities, rather than draw up by group of facilities. Third, editing integrated standard specifications for all trades to meet the unified work classification structure should be backed up by high technology, therefore owner's standard specifications by trades would be favorable to our situation.

A Study on Garden Facility Management of Seoul Garden Show 2015 and 2016

  • This study focuses(selected) on garden facilities of designer gardens created at the 1st and 2nd Seoul Garden Shows and examined installed facilities at each designer garden by categorization according to type, material and functions. The study observed problems occurring from maintenance of garden facilities as time passes by and collected basic data to develop maintenance guideline aiming to make contribution to further spreading and promotion of high quality garden culture. This study examined all gardens created at 1st and 2nd Seoul Garden shows in 2015 and 2016. There were 18 gardens built in 2015 and 16 in 2015.The study looked at responsible entities for maintenance of facilities and examined maintenance system for managing these gardens. Garden facilities of the study were categorized into paving, facility for rest, playground, water facility, environmental sculpture and planting media facility according to categorization by landscape design standards and construction guidelines. Target gardens of this study are maintained mostly by citizen gardeners who are passionately carrying out maintenance work while communicating with designers. However, these citizen gardeners lack technical knowledge to manage various facilities. Also, maintenance manuals submitted by garden designers do not offer sufficient details on facility maintenance which calls for professional maintenance and clear instructions on facilities from early phase of design.

  • Considering the difficulties of the manufacturing industry by improving production efficiency in the era of high wages and aging in domestic automation facilities, automation facilities are considered an irreversible trend, but many serious related disasters are occurring due to the problems of increasing automation facilities due to the enlargement of manufacturing processes, line-up, and automation. The purpose of this study is to review the usage conditions and safety measures for industrial robots that are experiencing serious industrial accidents and are expected to continue to increase in facilities among automation facilities at the automation industrial site and propose ways to ensure the fundamental safety of the facilities at all times The suggestions are as follows. The purpose is to prevent safety accidents in advance by applying safety door aids to industrial sites and installing additional safety devices in safety slide door lock systems applied to safety fence doors of new and already installed facilities to detach safety keys and ensure that workers carry them at all times.

  • Recently, the welfare of the elderly and the disabled has been becoming more important. For this reason, many facilities to accommodate them are being constructed in government and public offices. However, the facilities are usually just installed without providing information to the elderly and the disabled. So they are still faced with many difficulties due to the insufficient information on these new facilities. In this study, we implemented the information system of facilities which provides information to the elderly and the disabled through web pages. The objective of this system is to provide visual information about facilities. This system uses web service technology for effective management of data. It is being offered in Incheon's local office. Also, we see a high level of system satisfaction via a survey.

  • Risk-based inspection (RBI) is a inspection technique suggesting inspection plan, such as inspection interval and inspection method, of the pressurized facilities based on its risk in the petrochemical, refinery and gas industries. Therefore, we can intensively and cost-effectively maintain, repair and manage the high-risk facilities through RBI technology. This paper reviews RBI technology, such as principle and implemental procedure of RBI, management of risks and facilities and return of investment through RBI, RBI technology at present and its application in domestic industries. In addition, some improvement directions of RBI are also proposed.

Salient Attributes of Waterfront Parks and Athletic Parks (수변공원과 체육공원의 중요 속성)

  • The revised Urban Park regulations newly adopt Theme Parks in order to enhance richness and diversities of urban services to communities. However, the regulations ambiguously define the main facilities and service programs of the theme parks. And there have been increasing concerns about confusions in terms of the main facilities and service programs of the theme parks among landscape designers/planners, local governments and relevant field of areas. Misunderstanding on the facilities and service programs of the theme parks may lead to ruin the purposes of the new urban park regulations. In the lights of these, this paper tries to reach a consensus for main facilities and service programs of two theme parks including athletic park and waterfront park, based on measured potential users' preferences with a conjoint choice model. For waterfront parks, potential users show low preferences or negative responses to facilities which are perceived as un-environment friendly. They also show high preferences on ecological areas sitting near to streams. For athletic parks, potential users show demand to introduce something different facilities and atmosphere from existing athletic parks. The demands are particularly high for children's play ground facilities and service facilities. This study also show some methodological examples to compute the carrying capacity with two hypothetical alternatives. This approach might be beneficial for local governments which are wish to alternate the park size on the basis of local conditions such as their financial conditions and land availability.

A Case Study of Rehabilitation Design Characteristics of Exhibition Space from Idle Facilities - Focus on Idle Industrial Facilities and Idle Non-Industrial Facilities - (유휴시설을 활용한 전시공간 재생디자인 특성에 관한 연구 - 유휴 산업시설과 유휴 비산업시설을 중심으로 -)

  • Industrial paradigm change and awareness change based on development of transportation and communication technology, many idle facilities had been occurred. These idle facilities become the factor which hinder image and environment of the surroundings. In recent years, social, cultural and economic value of idle facilities has been acknowledged and is regarded as an object of rehabilitation as part of urban problem solving. The purpose of this study is to analyze the characteristics of recycling design in the exhibition space used as a domestic idle facility and to utilize it as a basic data for creating an exhibition space using idle facilities in the future. The scope of the study was selected from 8 cases which were reproduced as exhibition space within the last 10 years mainly in Seoul and metropolitan area. It is analyzed by five characteristics of historicity, symbolism, preservability, connectivity, and placeness that are analyzed by the characteristics of rehabilitaion design. The conclusion is as follows. First, idle facilities can be divided into idle industrial facilities and idle non - industrial facilities. Second, the analysis of the characteristics of rehabilitaion design of idle facilities showed that the symbolism was much higher than other rehabilitaion design characteristics. Third, as a result of comparative analysis between idle industrial facility exhibition space and idle non - industrial facility exhibition space, historicity, preservability, and connectivity were high in the idle industrial facility exhibition space. In the exhibition space of idle non-industrial facilities, symbolism and placeness were high.

High resolution size characterization of particulate contaminants for radioactive metal waste treatment

  • To regulate the safety protocols in nuclear facilities, radioactive aerosols have been extensively researched to understand their health impacts. However, most measured particle-size distributions remain at low resolutions, with the particle sizes ranging from nanometer to micrometer. This study combines the high-resolution detection of 500 size classes, ranging from 6 nm to 10 ㎛, for aerodynamic diameter distributions, with a regional lung deposition calculation. We applied the new approach to characterize particle-size distributions of aerosols generated during the plasma arc cutting of simulated non-radioactive steel alloy wastes. The high-resolution measured data were used to calculate the deposition ratios of the aerosols in different lung regions. The deposition ratios in the alveolar sacs contained the dominant particle sizes ranging from 0.01 to 0.1 ㎛. We determined the distribution of various metals using different vapor pressures of the alloying components and analyzed the uncertainties of lung deposition calculations using the low-resolution aerodynamic diameter data simultaneously. In high-resolution data, the changes in aerosols that can penetrate the blood system were better captured, correcting their potential risks by a maximum of 42%. The combined calculations can aid the enhancement of high-resolution measuring equipment to effectively manage radiation safety in nuclear facilities.
