Introduction Process of the Tobacco Graphic Health Warning Law in Korea: Analysis on the National Assembly Minutes (한국에서의 담뱃갑 경고그림 도입과정 분석연구: 국회 보건복지위 회의록 분석을 중심으로)

  • Graphic health warning on the tobacco product package is a cost-effective tobacco control policy to convey information on harmful effect of tobacco use to health, and it is known not only to motivate smokers to quit but also to deter adolescents from start smoking. In case of Korea, amendments to National Health Promotion Act requiring implementation of graphic health warning had been submitted 13 times, from 2002 to May 2015. In May 2015, the amendment had been approved by the National Assembly and it enters into force on December 23, 2016. This research analyzed the discussions from Health and Welfare Committee of the National Assembly during the implementation of the graphic health warning in order to study decision making process of legislators. Study found that there was a shift from a general opposition on implementing graphic health warning at first to a harsh conflict over relaxation of the regulation once discussing the implementation in earnest. Particularly, while the group supporting the implementation of the graphic health warning or opposing relaxation advocated the amendment with scientific and knowledge-based evidences including the World Health Organization Framework Convention on Tobacco Control, the group opposing the adoption of the amendment itself or suggesting relaxation tended to defend their position with empathy on smokers or tobacco industries.

Study on the Establishment of Threshold Criteria for Heat Health Watch Warning System in Korea; Part I : Establishment of Criteria and Verification (고온건강경보시스템 기준 설정에 관한 연구( I ) - 기준 설정 및 검증 -)

  • This study investigates the standard, duration period and excess mortality of extreme heat using the standardized daily mortality data from 1991 to 2004, establishing a standard threshold Criteria for Heat Health Watch Warning System in Korea. It ultimately aims to provide the guidance in building up Heat Health Watch Warning System for Korea by suggesting the standard to quantify thermal stress from heat. The standard threshold Criteria for Heat Health Watch Warning System for Seoul metropolitan city takes into account both daily maximum temperature and daily maximum heat index(HI) and consists of four phases; caution, extreme caution, danger, and extreme danger. Extreme caution phase and danger phase are used as the advisory and warning of extreme heat, respectively. Since the nationwide distribution of the frequency of extreme heat day and the excess mortality rate shows little difference across regions, the standard threshold Criteria for Heat Health Watch Warning System for Seoul metropolitan city can be used for other regions.

Advertising to Kids and Tweens: The Different Effect of Warning Label Attached on the Product Packaging

  • The issue of health risks from consuming unhealthy product is an important issue that is happening right now. Both developed and developing countries are already aware of the need for attention to the health-risk products. One tool that is believed to be able to change the consumption behavior of the health-risk products is the use of warning label on product packaging. As a persuasive act, both visual and textual warning label are believed to be able to change people's consumption behavior. In addition to the labels that contain health hazards, this research also uses social consequence contents. The main targets of such unhealthy product marketing are children and adolescents. Correspondingly, this study targets the age groups of kids and tweens. The method used in this research is experiment, involving 180 participants from two age groups namely kids and tweens. As a result, the study found that the influence of warning label on the age of tweens is greater in the age of the children. Meanwhile, the use of visual and textual warning label using social consequences contents, proved to be effective at the age of tweens. These results are useful for enrich social marketing subjects, especially within warning label research.

Assessing knowledge level of cancer warning signs in a rural Chungju population (농촌지역 주민의 암 경고증상에 대한 지식수준 평가)

  • Purpose : To assess knowledge levels of cancer warning signs, a descriptive study wad conducted in Chungju rural area. Materials and Methods : We conducted a population-based study of men women who were 30 years of age or older, living in a three myens of Chungju rural area. Of 8,026 residents in 3 Myens, 1,148 adults(30 years of age or older) were completed structured questionnaire survey from July 21, 1997 to July 26, 1997. 7 cancer warning signs were used to assess knowledge level of cancer warning signs. Results : Participants in this study were poorly informed about the cancer warning signs, and the 24.9% of participants and divided by two groups. The high level group was 19.3%, and the low 80.7%. In this initial univariate analysis, the following variables were significantly associated with knowledge levels of cancer warning signs: age, sex, education, living with parter, annual income, smoking status, hepatitis vaccination, perceived possibility of cancer, previous cancer-screening examinations. In multivariate logistic analysis, we found three variables, sex, education level, previous pap-smear test, are significantly associated with knowledge levels of cancer warning signs. The knowledge level was higher among women, people with higher education, and those who had previous pap-smear examination. Conclusion : This study demonstrates that cancer warning signs are not common knowledge among the rural public. It also indicates the need for cancer education to improve knowledge in the rural public and the develop education programmes targeted especially at the old, men, and those who had not cancer screening examination should be considered to plan.

Study on the Establishment of Threshold Criteria for Heat Health Watch Warning System in Korea; Part II: Improvement of Criteria (고온건강경보시스템 기준 설정에 관한 연구 ( II ) - 설정 기준 개선 -)

  • The current standard level of Heat Health Watch Warning System consider both daily maximum temperature and daily maximum heat index(HI), but current standard could not consider daily maximum HI due to the difficulties in forecasting when we consider both daily maximum temperature and daily maximum HI and no considering HI because relative humidity could not observed for some regions. So, Newly established standard level of Heat Health Watch Warning System is based on daily maximum temperature exceeding $30^{\circ}C$ for two consecutive days or daily minimum temperature exceeding $25^{\circ}C$ and daily maximum temperature exceeding $30^{\circ}C$. These days are called "extreme heat days". On extreme heat days, the standard of extreme heat advisory is based on daily maximum temperature among exceeding $32.7^{\circ}C$ and not exceeding $34.8^{\circ}C$, and extreme heat warning is based on daily maximum temperature exceeding $34.8^{\circ}C$. ANOVA analysis was carried out using the data of Seoul Metropolitan City in 1994 to check the robustness of the new standard level of Heat Health Watch Warning System from this study, in particular for mortality variable. The results reveal that the new standard specifies excess mortality well, showing significance level of 0.05 in the difference of excess mortality for each phase.

Analysis for Effectiveness of Cigarette Warning Picture and Message - Focusing on Smoker, Non-smoker, Ex-smoker (담뱃갑 경고그림 및 메시지 효과 분석 - 흡연자, 비흡연자와 금연자를 중심으로)

  • This study is a descriptive study for analyzing cigarette warning picture and message effect according to smoking status (smoking, non-smoking, ex-smoking). A total of 219 subjects participated in the study. Data collection was conducted from June 4, 2017 to June 14, 2017. The survey was conducted by using the 10 cigarette warning pictures(heart disease, stroke, lung cancer, laryngeal cancer, oral cancer) and cigarette warning messages selected by the Ministry of Health and Welfare in 2016. The results of the study showed that there was a statistically significant difference in smoking cessation intention between smoking, non-smoker and ex-smoker groups after exposure of smoking warning picture and cigarette warning message(F=36.08, p<.001). Therefore, it is suggested that the contents of cigarette warning picture and warning messages including T.V Anti-Smoking Public Service Announcement need to be replaced regularly in order to improve the smoking cessation of smokers according to National Health Promotion Act.

Role of Tobacco Warning Labels in Informing Smokers about Risks of Smoking among Bus Drivers in Mangalore, India

  • Background: Smoking tobacco is considered as a leading cause of preventable death, mostly in developing countries like India. One of the primary goals of international tobacco control is to educate smokers about the risks associated with tobacco consumption. Tobacco warning labels (TWLs) on cigarette packages are one of the most common statutory means to communicate health risks of smoking to smokers, with the hope that once educated, they will be more likely to quit the habit. Materials and Methods: The present survey was conducted to assess the effectiveness of TWLs in communicating health risks of tobacco usage among 263 adult smokers working as bus drivers in Karnataka State Road Transport Corporation (KSRTC), Mangalore, India. Information was collected on demographic details, exposure and response to health warnings on tobacco products, intention to quit and nicotine dependency. Results: The majority (79.5%) of the respondents revealed negative intentions towards quitting smoking. Nearly half of the participants had a 'low' nicotine dependency (47.5%) and 98.1% of the respondents had often noticed warning labels on tobacco packages. These health warnings made 71.5% of the respondents think about quitting smoking. Respondents who noticed advertisement or pictures about dangers of smoking had better knowledge, with respect to lung cancer and impotence as a consequence of tobacco. A higher exposure to warning labels was significantly associated with lower nicotine dependency levels of smokers among the present study population. A significantly higher number of respondents who noticed advertisement or pictures about the dangers of smoking thought about the risks of smoking and were more inclined to think about quitting smoking. As exposure increased, an increase in the knowledge and response of participants was also observed. Conclusions: Exposure to tobacco warning labels helps to educate smokers about health risks of tobacco smoking. It may be possible to promote oral health among bus drivers by developing strategies to educate them about these risk factors.

  • Recently, occurrence frequency of natural disaster decrease but scale of damage increase remarkably by the Climate change due to global warming. Especially, extreme heat become more critical wether problem in the Korean Peninsula. But, we don't have exact threshold about extreme heat. Therefore, to assess the influences by the extreme heat on personal injury, we analyzed statistics on the causes of the daily mortality. And we developed a threshold for extreme heat health watch warning system.

  • Heat watch warning systems are operating in Korea and several other countries (China, the United Kingdom, France, the United States, Germany, Australia, and Japan). The heat wave indices used in this system are the heat index, perceived temperature, the wet bulb globe temperature, and the daily maximum temperature. To improve the heat wave advisory and warning system, some suggestions have been made. The meteorological-health index (i.e., indirect index), has especially been proposed in previous studies. This information should be provided not only to vulnerable groups (seniors, infants, and children), but also to outdoor workers who may be particularly exposed to heat waves. In addition, to have sufficient preemptive response times, the need for an extension of the heat watch warning period was suggested. Finally, the subdivision of administrative units and risk stages was proposed.

Effects of Chemical Accident Risk Warning System in High Risk Workplaces of Major Industrial Accidents (중대산업사고 고위험 사업장에서의 화학사고위험경보제의 효과)

  • The Ministry of Employment and Labor implemented the process safety management(PSM) system from 1996 to prevent major industrial accidents caused by chemical substances, but the number of accidents did not drastically decrease. Even in workplaces with excellent PSM ratings, large-scale chemical accidents still occur due to non-compliance with safety work procedures and insufficient safety measures during maintenance and other work. Accordingly, the chemical accident risk warning system was introduced in 2014 to supplement the PSM system and prevent accidents that may occur during regular or unexpected maintenance and repair work. In the meantime, changes in the safety management system have been checked since the introduction of the chemical accident risk warning system at chemical handling workplaces, and based on the results, a plan for upgrading this system has been proposed. The effect of the CARW system was found to directly prevent accidents through wired and on-site consulting and post-management at the workplace and indirectly contribute to the establishment of a safety and health management system at the workplace, such as improving safety culture awareness.
