Developing the Installation Guideline of Building Monitoring Systems for Hazardous Symptom Measurements with Visual Perception (시지각적 요소를 갖춘 건축물 위험징후 측정 모니터링 시스템 설치 가이드라인 개발연구)

  • Purpose: Recently, structural defects in old safety management facilities have led to the collapse of buildings and facilities. The purpose of this study is to develop guidelines for the installation of regular monitoring systems that determine the optimal sensor location for monitoring exhibition space building sensors equipped with visual elements in order to analyze the risk signs of exhibition space buildings and develop measurement technology. Method: The components, installation locations, alarm criteria, and management measures of the instrument are presented. Result: A measure was proposed to determine the location of sensors, secure signal processing technology for analysis by having unified visual perception, and configure optimal 'risk sign detection' based on sensor monitoring through test-bed operation. Conclusion: The results of this study can be prepared against the disasters that may arise from the collapse of exhibition buildings, and contribute to strengthening safety management capabilities.

Risk Assessment of Mechanical Parking Facility during Construction based on AHP Analysis (AHP 분석을 이용한 기계식 주차설비 건설 중 위험성 평가방안 연구)

  • As the number of automobile registrations increases yearly, parking spaces that are located in downtown areas are increasing, and mechanical parking facilities are also increasing. Therefore, there is a high risk of accidents when installing and repairing a mechanical parking facility. In the preceding six years (from 2012 to 2018), the statistics that pertain to accidental disasters indicated that a total of 137 disaster victims were generated by the construction sector, 33 accidents occurred, and 10 people died. However, only the safety management items pertaining to accidents that occur during maintenance work and the use of the installed mechanical parking facilities are being studied; furthermore, there is no ongoing research with respect to the risk management that is conducted at the construction site. In 2017, the Korea Occupational Safety and Health Agency (KOSHA) announced the "Guidelines for Safe Installation and Maintenance of Mechanical Parking Equipment"; however, it is a safety guideline that is limited to the installation of basic protective equipment and to facility installation. There is no model for mechanical parking facilities that is indicated in the "Risk Assessment Model by Construction Industry Type", which is issued by the Safety and Health Corporation and is widely utilized for risk assessment in the construction industry; moreover, elevator installation work CODE N0: 22 is the only major example of a disaster. In this study, "risk assessment through a focus group interview" was performed, and data was derived from the "risk assessment of Article 41 (2) of the Industrial Safety and Health Act", which reflects the characteristics of the construction industry based on AHP analysis. The results of this study can be utilized for the risk assessment that is conducted during the construction stage of mechanical parking facilities.

Competing Risk Model for Mobile Phone Service (이동통신시장 서비스를 위한 경쟁위험모형)

  • Since Korean government has implemented the "Number Portability System" in the domestic mobile communications market, mobile communication companies have been striving to hold onto existing customers and at the same time to attract new customers. This paper presents a competing risk model that considers the characteristics of a customer in order to predict the customer's life under the "Number Portability System." Three competing risks considered are pricing policy, quality of communication, and usefulness of service. It was observed that the customers who pay more are less sensitive on pricing policy younger people are less sensitive than older people to the quality of communication and women are more sensitive than men to the degree of usefulness of service. We expect that the result of this study can be used as a guideline for effective management of mobile phone customers under the Number Portability System.

  • Including 425 Program, which is Korean military surveillance and reconnaissance satellite, there were mostly civil-driven space programs in Korea. However, there are increasing numbers of military demand-driven space program in nowadays. Furthermore, it is positive effects on launch vehicle development in Korea that the termination of Korea-U.S. missile guideline. In this paper, it emphasizes the needs of system engineering(SE) management method which meets both defense system's characteristics and space's characteristics. These characteristics are such as non-fixable after the launch, the security issue in defense system. And it also introduces SE tool, methodology and its philosophy. There are several functions that data management, issue management, risk management, and technical requirement management. Also describing its implications and direction of improvement.

Analysis of Facility Standard for Elderly Welfare Facility by Universal Design Principle and Guideline: Focusing on Legal Regulations (유니버설 디자인의 원리와 지침에 의한 노인복지시설 기준 분석: 법률 규정을 중심으로)

  • The purpose of this study is to analyze the facility standards of the elderly welfare facilities applying the seven principles of the universal design. The facility standards of the elderly welfare facilities were limited to the provisions of the "Enforcement Regulation of the Elderly Welfare Act". There are few legal regulations applying the universal design in the construction of the elderly welfare facilities. The facility standards are set only with the minimum requirements such as securing the safety of the user, securing the space area, functional convenience, and risk prevention. However, the contents of the regulations are limited to the minimum standards for functional convenience and safety required for living. In conclusion, in the elderly welfare facilities, the notion of universal design, which considers not only the elderly, but also service providers, employees, and general visitors, should be considered.

Dietary Intake and Potential Health Risk of Polycyclic Aromatic Hydrocarbons (PAHs) via Various Marine Organisms in Korea

  • Sixteen polycyclic aromatic hydrocarbons (PAHs) were analyzed in seventy marine organisms (40 species) from the Korean coast. PAHs were present in all the organisms. The level of total PAHs in the organisms varied from 0.45 to 224 ng/g dry weight and the carcinogenic PAHs varied from 0.05 to 49.8 ng/g dry weight. The PAHs residues according to the marine organisms showed a highest content in bivalve species, and followed by crustaceans, cephalopods, fish and gastropods. Human dietary intake of total PAHs through marine organism in Korea was estimated to be 4.12 ng/kg body weight/day and 0.67 ng/kg body weight/day for carcinogenic PAHs. The relative contributions of individual species to the total dietary intake of PAHs were in the order of bivalves $(53.4{\%})$, fish $(21.9{\%})$, crustaceans $(15.3{\%})$, cephalopods $(8.8{\%})$ and gastropods $(0.6{\%})$. Daily dietary intake of $PAH_{TEQ}$ expressed as a TEQ value was estimated to be 0.13 pg TEQ/kg body weight/day, which did not exceed a tolerable daily intake (TDI) proposed by the KFDA and the WHO as well as the UK toxicity committee. Lifetime cancer risk due to ingestion of marine species by the Korean adult was evaluated using the equation estimating exposure of food ingestion. Although approximately $23{\%}$ of cumulative frequency of the sampled marine species exceeded the cancer risk guideline, lifetime cancer risk associated with marine organism consumption was negligible. Results indicate that dietary intake of PAHs through the consumption of the Korean marine organisms seems to be safe for human ingestion with negligible cancer risk.

  • Risk assessment during pre-construction phase is important due to the uncertainty of the risks that may exist in projects. Risk checklist is a method to systematically classify and organize the risks that have been experienced in the past, and to identify the risk factors that may be present in the future projects. In addition, risk value assessment based on checklists plays a key role in risk management, and various risk assessment researches have been conducted to carry out this systematically. However, previous approaches have limitations in common, this is because risk values are evaluated individually in risk checklists, which ignore interdependencies among risk factors and neglect the emergence of co-occurrence of risks. Hence, when multiple risk factors cooccur, they cannot be far off from the conventional method of summing the total risk value to establish the risk response strategy. Most of risk factors are interdependent and may have multiple effects if occurred than expected. In particular, specific cause can be overlapped if multiple risks co-occur, and this may result in overestimation of the risk response for the future project. Thus, the objective of this research is to propose a model to help decision makers to quantify the risk value reflecting the interdependency during the identification phase using existing risk checklist that is currently being practiced in actual construction projects. The proposed model will provide the guideline to support the prediction and identification of the interdependency of risks in practice. In addition, the better understanding and prediction of the exceeding risk response by co-occurring risks during the risk identification phase for decision makers.

Development of Clinical Practice Guidelines in a Hospital (병원단위의 임상진료지침 개발과정)

  • Background : With increased concerns about variation among physician's practice pattern and their impact on the quality of care, clinical practice guidelines have been developed by many different organizations, with differing aims and incentives. From the same point of view, there is growing interest in the development of clinical practice guidelines in Korea, but with only a few examples. As a result, there is not much exploration on the incentive and barrier to develop guidelines as well as description on the development process. The purposes of this study are to describe the process of the four different clinical practice guidelines in a hospital setting, and to identify incentives and barriers in the development of guidelines. Methods : For this research, a clinical practice guideline development committee and four clinical practice guideline development teams were organized in a university hospital which has more than 1,200 bead. Twenty eight doctors, three nurses, and one technician participated as members of development teams for eight months. Four to six meetings were held, and three to seven departments in the hospital were involved. Results : The topics which developed into clinical practice guidelines were cardiopulmonary resuscitation(CPR), blood transfusion, anticoagulation, and angiography. The main goals set by teams were education(CPR, angiography), risk management(blood transfusion), and to enhance quality of care(anticoagulation). Among four teams, only in the team for anticoagulation guideline medical record review and pilot-testing were performed. Also literature review was not carried out systematically. However, all the guidelines were developed by multidisciplinary be used as standard protocols in the practice. Conclusion : Experience and skill in developing process has to be improved to have a more valid and useful practice guideline. In particular, literature review and problem identification by examining medical record should be emphasized. Also further studies on the clinical outcomes of the guidelines application and changes in physicians' behaviors would be required.

A Study on the Development of Technical Guidelines for Safety and Health in Agricultural Workplaces (농작업현장에 적용 가능한 안전보건 기술지침 항목 선정에 관한 연구)

  • Objectives: This study aimed to select items for technical guidelines through the guidelines of the Korean Occupational Safety and Health Agency (KOSHA) for agricultural workplaces. Methods: All 1,308 guidelines provided by KOSHA were reviewed and categorized using a Delphi technique questionnaire on their compatibility and urgency. Results: Among all the KOSHA guidelines, 100 items related to agricultural workplaces were selected. After that, two Delphi questionnaires were conducted and 46 items were finally selected. The average compatibility was calculated as 4.26, and urgency was 2.39. As a result of measuring the content validity of 46 items, six items were identified that were not relevant to agriculture. The final selected items were classified into four categories: Health examination and management, machinery standards, safety and health standard guides, and workplace environment management. Conclusions: The various risk factors at agricultural workplaces should be prevented and managed. It was shown that related technical guidelines or work standard manuals should be prepared. The technical guidelines of KOSHA will be provided as basic categories in the agricultural sector.

  • The International Maritime Organization (IMO) adopted the Circular 101 (MSC / Circ. 1604) as an interim guidelines for MASS trials at the 101st Maritime Safety Committee. This guideline will be used as a guideline for the sea trials of Maritime Autonomous Surface Ships(MASS) in the future and will be used by government authorities and stake-holders to secure infrastructure for MASS safety, environmental protection and remote operation. The purpose of this study is to analyze the Interim Guidelines for MASS Trials adopted by IMO and to clearly classify the responsibilities and obligations of governments of stake-holders, and to present the main points of risk management necessary for maritime test operation from the perspective of human factors.
