What Exacerbates the Probability of Business Closure in the Private Sector During the COVID-19 Pandemic? Evidence from World Bank Enterprise Survey Data

  • The purpose of the study is to look into the likelihood of private sector enterprises going bankrupt due to COVID-19 pandemic-related issues. The data for this study was taken from the World Bank's Enterprise Survey, which was intended to assess the impact of the COVID-19 pandemic on the business sector. This study uses the Ordinal Logit Method to analyze the model with dependent variables having ordinal values. The determinants reflect business performance, innovation, business relationships, and government support. According to the estimation results, a lower probability of business closures, illiquidity, and payment delays are found in businesses that maintain sales growth, operating hours, temporary workers, product portfolio, consumer demand, and input supply. Meanwhile, the increase in online business activities and receiving support from financial institutions and the government do not help businesses reduce the risk. Moreover, higher survival is found in manufacturing and developing countries. This implies the fragility of businesses in the retail and service sectors, especially for mega-enterprises in developed countries. In addition, the negative impact of the COVID-19 pandemic on businesses in Europe and West Asia is less severe than in other regions. The results imply policies to support the private sector during the pandemic, such as increasing labor market flexibility or rapidly implementing supportive policies.

EVALUATION OF MINIMUM REVENUE GUARANTEE(MRG) IN BOT PROJECT FINANCE WITH OPTION PRICING THEORY

  • The limited public funds available for infrastructure projects have led governments to consider private entities' participation in long-term contracts for finance, construction, and operation of these projects to share risks and rewards between the public and the private. Because these projects have complicated risk evolutions, diverse contractual forms for each project member to hedge risks involved in a project are necessary. In light of this, Build-Operate-Transfer(BOT) model is considered as effective to accomplish Public Private Partnerships(PPPs) with a characteristic of an ownership-reversion. In BOT projects, the government has used such an incentive system as minimum revenue guarantee(MRG) agreement to attract the private's participation. Although this agreement turns out critical in success of BOT project, there still exist problematic issues in a financial feasibility analysis since the traditional capital budgeting theory, Net Present Value(NPV) analysis, has failed to evaluate the contingent characteristic of MRG agreement. The purpose of this research is to develop real option model based on option pricing theory so as to provide a theoretical framework in valuing MRG agreement in BOT projects. To understand the applicability of the model, the model is applied to the example of the BOT toll road project and the results are compared with that by NPV analysis. Finally, we found that the impact of the MRG agreement is significant on the project value. Hence, the real option model can help the government establish better BOT policies and the developer make appropriate bidding strategies.

  • Urban has been operating Korail and the local autonomous entity in Korea. Over 70 LRTs will be constructed in the future, but it is hard to manage them due to structural deficit from construction debt, so Public finance plays a very important role in order to overcome a deficit. Therefore, it is necessary to plan detailed analysis and planned system about the expenditure of the amount which is borrowed from country and local government and business income from railroad companies like government grants, PSO. This research wishes to grasp the problem and present model about reasonable and efficient financial program, analyzing about increasing import and expenses of Urban.

부산 금융중심지의 선박금융특화를 위한 정책 선호도 분석 (A Study on Policy Preference to Specialize in Ship Finance for Busan's Financial Hub Function)

  • 한국은 세계 제 1위의 조선산업 국가이면서도 국내 선박금융의 공급은 한계를 보여 왔다. 이 때문에 선박금융 확대 요구가 증대되었으며, 이에 대처하기 위해 정치권을 중심으로 선박금융지원정책에 대한 논의가 활발히 진행되어 왔다. 한편 부산시는 정부로부터 지정받은 금융중심지의 특화금융 분야 중 하나로 선박금융을 꼽고, 선박금융활성화에 많은 관심과 노력을 기울이고 있다. 본 연구는 이러한 점을 감안하여 선박금융지원정책에 대한 부산시의 선호도를 조사함에 목적이 있다. 연구를 위해 AHP(Analytic Hierarchy Process)방식이 활용되었고, 인터뷰와 설문조사에는 부산시의 해운정책담당 공무원, 금융기관 종사자, 경제연구소 직원 등이 참여하였다. 정책대안으로는 (1) 선박금융공사 설립 (2) 해운보증기금 설치 (3) Tonnage Bank 설립 (4) 기존 국책금융기관의 선박금융업무 통폐합 (5) 기존 기관의 관련부서 부산으로의 이전 등이 제시되었다. 분석결과 부산시는 이 중 선박금융공사 설립을 가장 선호하는 안으로 꼽고 있는데 이는 정부나 선박금융시장에서의 선호도와는 차이가 큰 결과이다.

The Data Sharing Economy and Open Governance of Big Data as Public Good

  • Data-driven markets depend on access to data as a resource for products and services. Since the quality of information that can be drawn from data increases with the available amount and quality of the data, businesses involved in the data economy have a great interest in accessing data from other market players and sharing data with other stakeholders. Despite the growing need for access to data and evidence of the economic and social benefits, data access and sharing remains below its potential. Individuals, businesses, and governments often face barriers to data access, which may be compounded by the reluctance to share, including within and across sectors. To address these challenges, this paper focuses on finding possible solutions for a better data-sharing economy. This paper 1) Discusses opportunities and challenges of open data and the data-sharing economy, limitations of private sector data, and issues with open government data. 2) Introduces open government data initiatives and open governance networks initiatives. 3) Suggests possible solutions, including the governance and management, the legal and policy frameworks, and the technical standards for open data with proposing an open data governance model for the data-sharing economy.

The Impact of Fiscal Policy Instruments on Economic Wellness: Evidence From Malaysian Per Capita Income

  • This study examines the strength of the impact of fiscal policy tools on economic wellbeing as measured by per capita income in Malaysia from 1996 to 2020. The impact of fiscal policy instruments on economic wellness, represented by real income per capita, is measured using the autoregressive distributed lags model. The speed of adjustment from short-run disequilibrium to long-run equilibrium is also measured to assess the strength of the fiscal instruments' impact on per capita income. Empirical results exhibit the existence of co-integration relationships between per capita income, tax revenue, and government spending. The findings provide strong support for the presence of a long-run positive impact on government spending and a long-run negative impact of tax revenue on per capita income. The coefficient of ECTt-1 indicates that deviations from a short-run disequilibrium to a long-run equilibrium from the current to the future period are corrected with a speed of 76% (equivalent to a duration of 1.5-2 years to return to equilibrium). The practical and policy implication of the results is fiscal instruments play a significant role, mainly in alleviating the economic impact of the COVID-19 pandemic in the long run.

Factors Affecting Electronic Tax Compliance of Small and Medium Enterprises in Vietnam

  • In Vietnam, tax compliance has become an important goal in the tax reform strategy. In the context of technology 4.0, the application of the electronic tax system is of great significance to small- and medium-sized enterprises (SMEs). The paper explores factors influencing electronic tax compliance of SMEs in Vietnam. Data from 402 SMEs, who are business taxpayers, was selected through a researcher-designed questionnaire survey method. The results indicate that four groups of factors have significant effects on electronic tax compliance among Vietnamese SMEs. These groups include Taxpayer Awareness (TA), Perceived Ease of use (PTE), Vietnamese tax administration (VTA,) and Efficiency of Vietnamese tax policy (VTP). The factor analysis was adopted; Cronbach's alpha coefficients were calculated, exploratory factor analysis (EFA) was used. The findings found that among these four groups, the most influencing factor is taxpayer awareness. It is suggested that the Vietnamese government should pay attention to promote and support SMEs to raise full awareness of tax obligations. This could be done through various methods such as conducting workshops for updating tax policies and short courses to business taxpayers of electronic tax compliance. The study is expected to provide some important implications for policy-makers and practitioners in tax policy reform in Vietnam.

사회성과연계채권(Social Impact Bond) 운영구조의 유형화 (Characteristics and Types of Social Impact Bond)

  • 본 연구는 전세계 42개 SIB 사업의 운영구조를 검토하고, 주요 단계별 핵심기준을 중심으로 유형화 분석을 실시하였으며, 이를 토대로 SIB의 향후 방안에 대해 모색하였다. 분석의 결과는 다음과 같다. 첫째, SIB의 기획은 중앙정부의 부처가 기획한 경우가 과반수 이상을 차지하고 있었다. 투자자 구성은 2-3개 조직이 공동투자하는 경우가 일반적이었는데, 이 때 사회적금융조직이 투자자로 포함된 경우가 54.8%로 가장 많았지만, 민간 투자은행이나 고액 투자자가 참여하는 경우도 33.3%로 나타났다. 둘째, 서비스의 제공은 단일조직에서 수행하는 경우가 전체 분석사례 중 73.8%였고, 제공되는 서비스 중에서 74%가 아동과 청소년을 대상으로 하고 있었다. 셋째, 성과평가는 특정기준에 도달할 경우 성과를 지급하는 방식인 '성과표' 방식이 전체 사례 중 64.3%로 가장 많았지만, 유사한 집단과의 비교를 통해 성과를 평가하는 경우도 23.8%나 존재했다. 넷째, 유형화 분석 결과 세 개의 유형이 도출되었다. 첫번째로 도출된 유형은 '중앙정부-사회적 금융 결합형'으로서 중앙정부가 기획하고 사회적 금융조직이 주요한 투자자가 되면서 성과표를 중심으로 성과급을 지급하는 형태이다. 두 번째로 도출된 유형은 '복합참여형'으로서, SIB의 단계별로 참여하는 주체들이 가장 다양할 뿐만 아니라, 성과평가 과정에서도 가장 체계적인 절차를 보여주고 있다. 서비스는 주로 단일 기관에서 제공되고 있지만, 비교집단을 통한 유사실험설계를 활용한 성과평가를 하는 것이 특징이다. 마지막 유형은 '서비스기관 다수형'으로서, 유형의 고유한 특이점이 발견되지는 않았으나, 서비스를 제공하는 기관이 복수라는 공통점이 있었다. SIB에 대한 통계적 유형화를 처음으로 시도한 본 연구는 운영구조에 대한 개괄적 설명이나 단순나열식 비교에서 더 나아가지 못하고 있는 SIB 관련 연구를 보다 체계화시켰다는 의의가 있다. 또한, SIB를 기획하는데 있어 주요 단계별 고려해야 하는 이슈 및 쟁점에 대해 구체적인 정보를 제공하였으며, 지방정부나 민간조직이 SIB를 기획하는 경우에는 투자자 구성이나 참여하는 주체의 만족을 위하여 성과평가 및 관리와 관련된 방안을 보다 체계적으로 구성하는 것이 효과적인 전략임을 제안하였다. 뿐만 아니라 본 연구는 SIB의 등장 배경인 다양한 주체간 협치와 네트워크가 보다 활발하게 전개되기 위해서는 기획자나 투자자 구성이 보다 확대될 필요가 있음을 제안하였다.

The Relationship between Productivity and Firm's Performance: Evidence from Listed Firms in Vietnam Stock Exchange

  • The study aims to examine the impact of productivity in addition to the policy of increasing the foreign investors' ownership rate on the performance of businesses which were listed on Vietnam's stock exchange market from 2010 to 2017. With the database of 3.961 observations, the study employs a statistical method - multiple regression to estimate the relationship between labor productivity, foreign ownership as well as other firm-level characteristics and firm performance. Research findings show that increasing labor productivity and increasing foreign ownership rates help increase firm performance. In addition, except for financial leverage, variables such as liquidity and firm size have positive effects on firm performance measured by Tobin's Q. These findings have theoretical contributions and practical implications for managers, investors and government in Vietnam. Managers should pay attention to improving labor productivity through employing incentive mechanisms, building a good working environment, investing in technology, etc. in order to enhance the firm performance. Investors could utilize the labor productivity and foreign ownership indicators to select stocks of good companies for investment. For Vietnamese government, relaxing the limit of foreign ownership and accelerating the divesting of State capital in State-owned enterprises could help increase the investment scale of foreign investors and resulting in positive effects on the firm performance.

지식재산과 금융의 융합: 다이아몬드 모델을 이용한 경쟁력 비교 (The convergence of IP and financial sectors: Analysis of the national competitiveness by using Diamond model approach)

  • 본 연구에서는 지식재산과 금융의 융합을 살펴보고, 다이아몬드 모델을 이용하여 국가별 지식재산 금융 경쟁력을 비교 분석한다. 분석을 위해 국가별 통계자료를 바탕으로 9개 하위요인, 41개 측정지표를 선정하였다. 분석의 주요 결과는 다음과 같다. 첫째, 한국의 지식재산 금융 경쟁력을 1로 가정하였을 때 미국은 1.63으로 비교 대상 국가 중 가장 높고, 이스라엘 1.49, 일본 1.37 순으로 나타났다. 둘째, 수요조건, 전략 구조 및 경쟁 영역에서 우리나라와 비교 대상 국가 간의 차이가 큰 것으로 나타났다. 셋째, 하위 요인에서는 금융 수요 및 수요 충족 정도, 지식확산 및 해외투자자의 투자 활성화, 투자자 및 지식재산 보호, 지식재산 비즈니스에 우호적인 환경 구축을 위한 정부 정책 등이 비교 대상 국가에 비해 열위에 있는 것으로 나타났다. 이러한 요인들은 공공 정책의 영역에 포함될 수 있는 항목들이 대부분이기 때문에 지식재산 금융의 경쟁력 강화를 위해 정부의 적극적인 지원과 기반 구축이 필요하다.
