Unified Systems on Surveying and Geoinformation Management in Korea - New Conceptual Design of Korean NSDI Model - (우리나라 측량·공간정보관리에 관한 통합시스템 연구 - 새로운 국가공간정보기반(NSDI) 모델의 도입 -)

  • In this study, it aims to research for unified system of "the surveying and geospatial information management" and new National geoSpatial Information Infrastructure(NSDI) as new paradigm against the strategy of "global geospatial information management". The country's existing NGIS projects and the policies of spatial information were examined in this paper, then it was defined newly by modification of NSDI's data coverage with bottom-up method. The new NSDI strategy is based on large scale digital map which was influenced by the local and global trend such as open data, e-Government, Earth observation, etc. (refer to Fig. 1). It was also suggested with new concept of NSDI model that the public-private sharing data can be added to digital map on equal term with spatial core data. (refer to Fig. 2) It is proposed the institutional model of MOLIT(Ministry of Land, Infrastructure and Transport) as new concept of NSDI which was applied(refer to Fig. 4). The new model is improving localization and reinforcing cooperation system with not only the other departments within the MOLIT but also the other ministries(forestry, environment, agriculture, heritage, etc.) from independent operation system as a part informatization of land, infrastructure and transport. At the new SDI institutional model of the MOLIT, the spatial information is reorganized as common data infrastructure for all applications, Goverment 3.0 can be feasible according to common data related to government agencies and local government's data vertically or horizontally. And then, it can be practical strategy model to integrate and link all the map and the register which are managed by the laws and institutions if this unified system as a common data can include all spatial core data(digital map), such as base map data of NGA(national gespatial agency), land data and facility data of local government.

A System for Measuring the Similarity and Redundancy of R&D Project (R&D 과제의 유사도 및 중복도 측정 시스템에 관한 연구)

  • The analysis of the similarities and redundancies among R&D projects is important for the efficient investment of government budgets. When government R&D projects are planned, the redundancies of research tasks are examined by institutions specializing in research management, relevant offices and departments, and the government to prevent redundant funding. However, as existing similarity analyses depend on methods wherein new task proposals and existing R&D project proposals are compared and looked up based on keywords. This results in vulnerability wherein similarity cannot be accurately measured in the event of partial modifications of the task name or technical substitutions. This study aims to use patent information as characteristics by which R&D project documents can be identified. The patent data used is based on materials officially published by the government's R&D patent trend survey project (http://ipas.rndip.re.kr). The study aims to propose a method by which patent information can be used to analyze the similarity and redundancy among R&D projects when new projects are entered. For this purpose, a similarity measurement model based on set theory and probability theory is presented. The presented measurement model is implemented into an actual system to identify redundant documents, and calculate and show their similarity.

  • Asbestos have been used around the world by physical and chemical characteristics that are a reliable and cost-effective. But asbestos, once called the miracle of mineral, is now a quiet time bomb. Asbestos hazards have been studied and the government has pursued 'Comprehensive Measures for Asbestos Management' jointly with related departments. As a part of plan, Ministry of Environment is to introduce legislation 'Asbestos Safety Management Act' through Environment Announcement No. 2010-108. The same Act. 24 shows as follows. Minister of Environment or governor should do survey on the actual condition targeting rural buildings with slates and partly or fully fund to dissolve, remove asbestos slate which was used in each building. However, the local survey was only conducted by each municipality regionally. And there is no actual condition data by area, application and year, and there was no data on disposal costs concerning asbestos slate buildings In this study, discharge of asbestos slate was calculated per unit area and formula was developed with regression analysis. In addition, Demolition, dismantling, disposal costs were computed via a phone survey to disposal companies and then this study proposed standards for this.

A Study on a surveying method for accurate position of uninhabitable islands (무인도서 정밀 위치조사 방안에 관한 연구)

  • Although the uninhabitable islands are part of national property, those are not systematically managed and controlled in Korea. In this study, the positioning standards for uninhabitable islands are suggested with proper surveying methods. To establish the standards, the current status on managing the uninhabitable islands in foreign countries are investigated and analyzed. It was found that it is necessary to establish the ocean geodetic network based on a sound and systematic plan. In Korea, the ocean geodetic network can be established by combining the National control point and territorial sea control points. We suggested that one or two third or fourth control points are required to be established in total of 2,679 islands with connection to the 47and 249 first and second-order control points. It is expected that this network will provide ground control points for aerial and satellite images for large scale ocean mapping. In addition, close cooperation among the related departments such as Ministry of Construction & Transportation, National Geographic Information Institute, Ministry of Government Administration and Home Affairs, Ministry of Maritime Affairs and Fisheries, and Ministry of Environment is necessary for successful management on uninhabitable islands.

  • The role of the department of statistics in Korea is discussed. There are more than 70 statistics departments in the universities throughout the country. However, we can hardly find that statisticians and statistical service organizations who are responsible for, for example, identifying the statistical services needed by clients in our society. In developed countries, statistics is now widely employed in all areas of societies including industry and government. Statistics and statisticians also have vital internal roles in production, research, marketing, and support functions of the modern corporation as stated by Marquardt(1987). Professors in the department of statistics are responsible for solving the problems with the discipline of statistics and with statisticians. In this article some of those problems are explored.

  • Current Korean ITS policies are decided by two persuading parties, so that ITS industry has great difficulties in establishing unified policies and developing ITS related industries. This paper provides the analysis of current Korean ITS policy issues, and suggests the ways how to activate the ITS industry. First, the ITS policy should be unified through agreement between related departments in government. Second, ITS should be recognized as social overhead capital and thus implemented as national infrastructure. Third, define the range of ITS services to prevent confusion with general wireless and mobile communication services.

  • According to the current law of national health insurance, the Minister of Health and Welfare can impose a suspension of business or license, and a fine with medical institutions who violate the law. In case that medical institutions raise an action for ity with each penalty, they ask for replacing the suspension of business with a fine during the pendency of the action. But there is a long gap of time between an offense and administrative measures. One violation cause several types of administrative measures (suspension of business or fine, suspension of license etc.) and different government departments impose these penalties. It takes a lot of time to organize their opinions and they are liable to impose penalties after considerable space of time because of overwhelming tasks. Then the medical institutions can sustain a loss by getting unexpected administrative measures after their offense against the law. Thus, this article review whether extinctive prescription apply to the right of imposing fine on the law of national health insurance or not. Meanwhile, we have no regulations imposing a same fine to co-representatives of medical institution who infringe the law of national health insurance. On this point, this study review whether they have equal duty on that or not.

  • This study analyzes the business performance of research and development(R&D) and especially studies the effect of technology management activity and technology innovation competency on commercialization performance. According to previous studies, the technology management activity can be composed of technological innovativeness, analysis of market, R&D method, and appropriateness for commercialization plan. Also, the technology innovation can be divided into patent, R&D manpower, R&D investment ratio, production capability, and marketing capability. On the result of the analysis, all the components of technology management activity are positively related with commercialization performance. In case of technology innovation competency, however, only production and marketing capabilities have influence on the business performance. Especially, marketing capability controls the effect of technology management activities on the commercialization performance. Consequently, technology management is very important activity for SMEs to succeed commercialization and SMEs should collaborate with production and marketing departments from the early stage of R&D.

Entrepreneurial Universities - Towards a Revised Paradigm

  • This article provides a comprehensive review of the entrepreneurial university concept and its place and role in the triple helix of university, industry, and government. This is increasingly important because stake-holders' expectations towards universities are growing; this growth in turn leads to increased pressure on universities to move beyond their traditional roles and models towards taking responsibility for economic development, large scale basic education and targeted further education and the development of value from research. These expectations provide opportunities for universities, but impose threats on the existing models and practices. It further elaborates on implications for university management, departments, faculty members and supporting organizations. Moreover it reflects on the meaning of the entrepreneurial university for stakeholders, i.e., university boards, regional and national policy and administrative bodies, funding agencies, the business community, university ranking institutions and the global university community overall. Recent literature on entrepreneurial universities is incomplete and mostly focused on the commercialization of research, technology transfer and the third mission of universities. The article expands the predominant thinking about entrepreneurial universities and gives a broader structured definition. Eventually the article shows the need for STI policy to intervene and measures for developing entrepreneurial universities further.

A Social Study Approach to Education for Environmental Administration Specialists (환경행정전문가 양성을 위한 사회교육적 접근)

  • Environmental professional education in Korea has been mostly concentrated on the scientific and technological approaches to environmental problems. Many undergraduate majors in environmental engineering or sciences are designed to produce more technical manpowers in environmental fields. Most graduate schools on the environment also place an emphasis on teaching the technical aspects of environmental problems. Some environmental administration related courses, such as environmental law, environmental administration, environmental policy, environmental economics, environmental impact assessments, etc. are partically reflected in some curricula of very limited graduate or undergraduate environment majors. However, teaching environmental administration related courses in science or engineering major institutions has not been successfully carried out so far because lack of interests in such courses by most students and the shortage of competent teachers as well. Furthermore, those courses are not widely accepted by the departments of law, political science, public administration, etc. because their major interests are not in the environment-oriented. Environmental problems cannot be solved by the technical approach along. They should be systematically dealt with through interdisciplinary or multidisciplinary approaches, including natural and social sciences covering all relevant disciplines. in this respect, undergraduate environmental education should preferably cover broader courses on the environment, and the education for environmental professionals, including environmental administration specialists, is preferably handled by graduate schools offering many specialty area courses. Education for environmental administration specialist at graduate level is urgently needed in order to supply the competent manpower at government, business, and private organization levels dealing with environmental administration related problem. This is a new challenging area and the education for such specialists will become more important in the near future than technical manpowers which we ate now concentrating on their education.
