A Study on logistics Performance Index andSupply Chain Tracking Data during the Covid-19 Pandemic (Covid-19 팬데믹시기 물류성과지수와 공급망 추적 데이터에 대한 고찰)

  • The Covid-19 pandemic has had a significant impact on global logistics and supply chains, leading to major discrepancies in logistics performance across countries worldwide. Through an examination of logistics performance index and supply chain tracking data, this study aimed to identify the changes in global supply chains and logistics environments during the pandemic. The analysis of the logistics performance index showed that overall, countries around the world, especially developed nations, showed improvements in metrics such as customs and border management efficiency, the quality of trade and transport infrastructure, capability and quality of logistics services, and cargo tracking abilities. However, the competitive pricing feasibility of international transportation and the on-time delivery frequency of goods saw a decline due to the pandemic's effects. The supply chain tracking data revealed that ports in Asian countries demonstrated high processing efficiency. In contrast, the U.S. and European countries took comparatively more time. Particularly for air cargo, parcels, and express shipments, the U.S. showed relatively longer processing times, leading to logistical delays. In conclusion, during the Covid-19 pandemic, Asian countries maintained relatively high efficiency in their logistics and trade environments. Conversely, the U.S. and some European countries showed delays and decreased efficiency in various metrics. In the future, efforts should be made to address delays and congestion, namely, the deceleration of logistics processes.

  • Recently, the role of container ports is radically changing, These changes are largely driven by the innovation process of Logistics such as Supply Chain Logistics and Global Logistics due to the international expansional of industry. Under this environment, It is required that the container port should act as a integral part of a Supply Logistics Chain especially to provide the customer-oriented logistics service. This paper deals with the development strategy of container ports coping with these changes in the view point of container ports as a Logistics infrastructure to provide customer-response services and necessary to the economic promotion of hinterlands. Strategy is suggested in the phases of the customers desire, the pattern of container cargo, the economic promotion of hinterlands, and interrelation of container ports in north-east Asia and also domestics through the analysis of competiveness of container ports.

  • SCM as the important marketing strategy enhance the firm's efficiency and compatibility in global market environment such as global outsourcing. Firms adopted SCM realized the need to evaluate precisely the performance of SCM. In spite of importance of SCM, there was not much intention and research to measure SCM performance in textile fashion industry. Therefore, the purpose of this case study was to measure performance of supply chain management in textile fashion business using BSC(Balanced Score Card) to measure not only financial perspective but also non-financial perspectives such as customer perspective, internal business perspectives, financial perspective, and innovation & learning perspective. The questionnaire developed by the reviews of the literature was adopted for this study. The results of this study showed that SCM performance was enhanced from the point of customer perspective(cost, quality, time, service), financial perspective(cash cycle time, inventory turn over, inventory obsolescence, return on asset, return on investment, capacity utilization), and innovation & learning perspective(cost for human resource management, service for human resources). But there was same performance level regarding internal business perspective(lead time, cost for manufacturing process, product quality control, productive flexibility for time, quantity, and variety). Therefore, we should keep close relationship and two way communication among supply chain members to promote better SCM performance.

Location Efficiencies of Host Countries for Strategic Offshoring Decisions Amid Wealth Creation Opportunities and Supply Chain Risks

  • Purpose - Offshoring has emerged as one of the major trends in international trade and has become one of the strategies for achieving competitiveness in the global market. In spite of this, the expected gains of offshoring can be offset by hidden costs and risks, such as those associated with the COVID-19 pandemic, the trade war between the USA and China, and the ongoing trade dispute between Korea and Japan. To obviate such business failure and prevent critical business blunders, offshoring strategies that efficiently consider both risk elements and potential wealth creation are urgently need. The first purpose of this study is to contribute to the development of more advanced offshoring strategies to help host countries select the best locations to manage supply chain risks and create unique value. The second purpose is to specifically analyze the current status of Korea and provide Korean companies with implications to be considered when deciding whether to offshore or re-shore. Design/methodology - A Network DEA model was applied to measure the comparative location efficiency of national competencies for offshoring strategy from perspectives of wealth creation opportunities (profitability and marketability) and supply chain risk management. The location efficiencies are compared among a total 70 countries selected from the Global Competitiveness Index (GCI) and globally attractive locations outlined by Kearney (2017). For the secondary analysis of efficiency, a t-test examining the nature of competitive advantage and the level of sophistication in production processes was implemented in three divisions. We then analyzed differences in offshoring performance in terms of the identified national traits. Moreover, Tobit regression analysis is conducted to investigate the correlation between value-added business activities and each divisional efficiency, seeking to determine how each degree of value-added business activity influences the increase in offshoring productivity. Findings - Regarding overall location efficiency for offshoring performance, only the USA and Italy were identified as being efficient as host countries for offshoring, under circumstances of advanced development, such as productivity and risk management. Korea ranks 13th among 70 countries. The determinants of national competitiveness depend on national traits (the nature of competitive advantage and business sophistication). Countries with labor/resource advantages and labor-intensive industries are more competitive in terms of marketability than others. In contrast, countries with strong technology-intensive industries benefit offshoring companies, particularly in the technology sector, with the added advantage of supply chain risk management. As the perception of a value chain is broader in a country, it can achieve both production sophistication and competitive advantages such as marketability and SCRM. Originality/value - Existing studies focus on offshoring effectiveness from a company perspective. This paper contributes to comparing country efficiency in producing core competencies related to an offshoring strategy and also segments countries into three performance-based considerations associated with the global offshoring market. It also details Korea's position as an offshoring location according to national efficiency and competency.

  • Recently, many global companies are making efforts to realize the sharing economy based on the establishment of a global supply chain and the established global supply chain. There are various methods for realizing the sharing economy, but among them, a lot of effort is being made to promote the sharing economy of companies through the shared logistics system, especially logistics efficiency. In order to realize the corporate sharing economy, companies are required to find ways to apply ICT-based shared logistics systems. Therefore, this study aims to improve the logistics efficiency of logistics companies in order to increase the efficiency of ICT-based sharing economy in logistics companies. To this end, we would like to present the current status and operation of the domestic shared logistics system for the application of the ICT-based shared logistics system, and suggest the operation plan of the shared logistics system through ICT linkage with the domestic shared logistics system. It is judged that various needs required in the global supply chain can be satisfied by presenting an efficiency plan for ICT-based shared logistics.

A Fuzzy Multi-Objective Linear Programming Model: A Case Study of an LPG Distribution Network

  • Supply chain management is a subject that has an increasing importance due to the developments in the global markets and technology. In this paper, a fuzzy multi-objective linear programming model is developed for the supply chain of a company dealing with procurement, storage, filling, and distribution of liquefied petroleum gas (LPG) in Turkey. The model intends to determine the quantities of LPG to be procured, stored, filled to cylinders, and transported between the plants and demand centers for six planning periods. In this model, which aims to minimize both total costs (sum of procurement, storage, filling, and transportation costs) and total transportation distances, demand quantities of the main demand centers and decision maker's aspiration levels about objective functions are fuzzy. After comparing the results obtained from the model with those obtained by using different methods, it is concluded that the proposed method can be applied to real world problems practically and it may be used in this type of problems in order to generate an efficient solution.

  • Implementing the automatic identification in supply chain management is essential for effective and efficient process control. Though the GTIN based bar code system is generally used as an automatic identification method in most industries, it can not identify individual item, and is not appropriated for products' reliability and safety management. So the RFID system with EPC is considered as a better solution for resolving those problems. This study reviewed automatic identification code systems and the attributes and characteristics of RFID Gen 2 which became a global standard recently for supply chain management. Particularly, this study analyzed RFID Gen 2 systems' read rates on various conditions including distances between tags and readers and between antennas, condensation, and several packing materials in practical supply chain environment. The results of this study showed that the RFID Gen 2 had high read ratio in practical application and would be adopted as a new automatic identification means for traceability systems.

  • Counterfeit products have been a major concern in global market. With the emergence of RFID systems, to detect counterfeit products in supply chain is relatively easy. Many anti-counterfeiting techniques for products attached by RFID tag are proposed. Most of the previous anti-counterfeiting techniques are not considering the distribution of the counterfeit from a customer to a customer. Using the ownership transfer protocols we can prevent the counterfeit from being distributed on the supply chain as well as between the customers and the customers. The ownership transfer protocols must be modified for anti-counterfeiting because of the usage of the protocol. In this paper, we modify the ownership transfer protocol proposed by G. Kapoor and S. Piramuthu[1] to be able to detect the counterfeit and track and trace the products in the supply chain. Our proposed protocol consists of three phases: the products delivery phase, the products takeover phase, and the products sale phase. We show that our protocol is anti-counterfeiting as well as secure against the security attacks.

A Production Planning Algorithm for a Supply Chain Network Considering Bark-Order and Resource Capacity Using GRASP Method (GRASP 기법을 이용한 주문이월과 자원제약을 고려한 공급사슬 망에서의 생산계획 알고리즘)

  • In an environment of global competition, the success of a manufacturing corporation is directly related to how it plans and executes production in particular as well as to the optimization level of its process in general. This paper proposes a production planning algorithm for the Multi-Level, multi-item Capacitated Lot Sizing Problem (MLCLSP) in supply chain network considering back-order. MLCLSP corresponds to a mixed integer programming (MIP) problem and is NP-hard. Therefore, this paper proposes an effective algorithm, GRHS (GRASP-based Rolling Horizon Search) that solves this problem within reasonable computational time and evaluates its performance under a variety of problem scenarios.
